The Finance Minister (FM) of Telangana Harish Rao presented the budget of Rs 2.56 lakh crore for the financial year 2022-23. The budget focused on infrastructural development of the state, healthcare, security and agriculture.
i.The budget includes revenue expenditure of Rs 1,89,274.82 crore and capital expenditure of Rs 29,728.44 crore.
ii.FM described the budget as `KCR Mark Budget’.
Flagship Programmes Of The Budget:
i.The budget introduced new flagship Dalit Bandhu scheme of Rs 17,700 crore.
- For the welfare of STs, BCs, Brahmins, the government allotted a budget of Rs. 12,565 crores, Rs. 5698 crores, Rs. 177 crores respectively.
ii.Agriculture has been allocated with Rs 24,254 crore, Rs 22,675 crore has been allocated for irrigation.
- Agricultural loans of farmers up to Rs 50,000 will be waived before the end of March 2022. while loans up to Rs 75,000 will be waived during the next FY-23.
iii..Rs 1000 crore will be spent to strengthen the public health infrastructure, medical education and government medical colleges.
Proposals Of The Budget For The Financial Year 2022-23:
i.Infrastructure:
- Rs 3,330 crore allocated to Palle Pragathi, or transformation of villages and Rs 1,394 crore allocated to Pattana Pragathi or development of towns.
- Rs 7,289 crore allocated to Mana Ooru, Mana Badi programme to strengthen infrastructure in schools and for rural areas, Rs 3,497 crore allocated to 9,123 schools.
- The government has decided to finance the construction of houses for the poor at Rs 3 lakh per beneficiary.
ii.Agriculture:
- The total cultivated area in Telangana has been increased from 1.31 crore acres in 2014-15 to 2.09 crore acres in 2020-21 with the help of Mission Kakatiya, irrigation projects and Rythu Bandhu with the total of Rs 50,448 crore.
- Rs 3,000 crore will be spent through Telangana Urban Finance Infrastructure Development Corporation Limited (TUFIDC) for the construction of Vaikunta Dhamams in all villages with an outlay of Rs 1,547 crore, Rs 276 crore will be spent on Bio mining Programme.
- Rs 1,000 crore allocated for the promotion of oil palm cultivation during 2022-23.
Other Schemes:
i.Reduction in the age limit for social security (Aasara) pensions from 65 years to 57 years.
ii.Rs 2,750 crore allocated to Kalyana Lakshmi and Shaadi Mubarak schemes.
iii.Irrespective of the pandemic situation, the Information Technology (IT) exports from Telangana valued at Rs 1,45,522 crore in 2021 with a growth rate of 12.98%.
iv.Providing KCR Nutrition Kits to 1.25 lakh malnourished/under-nourished pregnant women and lactating mothers every year in Adilabad, Kumram Bheem, Bhadradri, Bhupalapally, Kamareddy, Vikarabad, Mulugu, Gadwal in Kurnool districts.
Gross State Domestic Product (GSDP) And Per Capita Income:
i.The Gross State Domestic Product (GSDP) for the year 2021-22 shows a growth rate of 19.1% at Rs 11,54,860 crore against Gross domestic product (GDP) (national) growth rate of 8.9%.
ii.With the outlay of Rs 24,254 crore for the year 2022-23, the agriculture sector has contributed over 20% to GSDP.
iii.Per capita income of Telangana was Rs 2,78,833 in 2021-22 with an 18.8% growth rate against the national average of ₹1,49,848, which has 18.1% growth.
