On July 3, 2024, Jagdish Devda, Deputy Chief Minister (CM) and Finance Minister of Madhya Pradesh(MP), presented a budget of Rs 3.65 lakh crore (Rs 3,65,067 crores) for FY 2024-25 (FY25). This budget is 16% higher than FY24’s Rs 3.14 lakh crore.
- The theme of the budget was ‘Viksit Madhya Pradesh, Viksit Bharat’, emphasizes increasing capital investment, improving infrastructure, quality healthcare, employment generation, and good governance, with a primary focus on agriculture, women and child development, and health.
Financial Indicators:
i.The MP’s own tax revenues are estimated at Rs 1,02,097 crore.
ii.The share in central taxes is projected at Rs 95,753 crore.
iii.Non-tax revenue is expected to generate Rs 20,603 crore.
iv.Grants in aid are estimated at Rs 44,891 crore.
v.The fiscal deficit is estimated at 4.11% of GSDP (Gross State Domestic Product).
vi.Interest payments for debt servicing are estimated at 10.40% of GSDP.
Provisions for Social welfare:
i.Rs 26,560 crore is proposed for the Women and Child Development Department for FY25, which is 81% more than that of FY24.
ii.Rs 18,984 crore is allocated to continue the Ladli Behna scheme, providing Rs 1,250 per month to over 12.5 million women aged 21-60.
iii.Rs 21,444 crore is proposed for the health sector.
iv.Rs 27,870 crore is proposed for panchayat and rural development.
v.Rs 4,421 crore is proposed for pension and welfare schemes for FY25, which is 15% more than FY24.
Provisions for SC, ST and other Backward classes:
i.Rs 40,804 crore is proposed under the Scheduled Tribes Sub-Plan to integrate Scheduled Tribes into mainstream society.
ii.Rs 27,900 crore is proposed under the Scheduled Caste Sub-Plan to integrate Scheduled Castes into mainstream society.
iii.Rs 1,704 crore is proposed for the welfare of backward classes, minorities, and nomadic and semi-nomadic communities.
Provisions for Education & Sports:
i.Rs 52,682 crore is proposed for the education sector.
ii.Rs 586 crore is proposed for the Sports and Youth Welfare Department.
Provisions for Agriculture; Energy and Environment:
i.Rs 66,605 crore is proposed for agriculture and allied sectors.
ii.Rs 19,406 crore is proposed for the energy sector for FY25, which is Rs 1,046 crore more than FY24.
iii.Rs 4,725 crore is proposed for forest and environment for FY25, which is Rs 782 crore more than FY24.
Provisions for Industry and Infrastructure:
i.Rs 4,190 crore is proposed for the industry sector for FY25, which is 40% more than FY24.
ii.Rs 13,596 crore is proposed for the construction and maintenance of irrigation projects.
iii.Rs 16,744 crore is proposed for urban development, which is Rs 1,836 crore more than FY24.
iv.Rs 10,000 crore is proposed for the construction and maintenance of roads and bridges in the state for FY25.
v.Rs 10,279 crore was proposed for public health engineering.
Provisions for Culture and Tourism:
Rs 1,081 crore is proposed for the Culture Department.
Rs 666 crore is proposed for tourist facilities for FY25.
