In September 2025, the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry (MoC&I), commemorates the third anniversary of the National Logistics Policy (NLP), launched by the Prime Minister (PM) Narendra Modi on 17th September 2022.

About National Logistics Policy (NLP):
Aligned with: The NLP is aligned with the Pradhan Mantri Gati Shakti National Master Plan (PMGS-NMP), which focuses on the integrated development of fixed infrastructure and network planning.
Objective: Its objectives include strengthening soft infrastructure, advancing digitisation, fostering human resource development, and enabling regulatory reforms.
Vision: The vision of NLP is to drive economic growth and business competitiveness of the country through cost-effective logistics networks by using the best technology and skilled manpower.
Targets: The targets of NLP are:
- Reduce cost of logistics in India
- Improve the Logistics Performance Index ranking – endeavor is to be among the top 25 countries by 2030.
- Create data driven decision support mechanism for an efficient logistics ecosystem.
Implementation: The NLP is implemented by the DPIIT under the MoC&I through the Comprehensive Logistics Action Plan (CLAP), which defines specific actions and timelines to achieve the policy’s objectives.
Key Steps of NLP:
Integration of Digital Systems (IDS): Digitally links systems of seven departments, including road transport, railways, aviation, commerce, and foreign trade.
Unified Logistics Interface Platform (ULIP): The ULIP launched as part of NLP aims to simplify the logistic process, improve its efficiency, increase transparency and visibility and reduce logistics cost and time.
Ease of Logistics (ELOG): Launched 2022: Simplifies logistics operations by promoting transparency and easy accessibility for businesses.
System Improvement Group : Regularly monitors and reviews all logistics-related projects to ensure effective implementation.
Key achievements under NLP 2022–2025:
ULIP: The ULIP has facilitated secure Application Programming Interface(API) integration across more than 30 digital systems, enabling over 160 crore (cr) digital transactions as of August 2025.
Logistics Data Bank (LDB):The LDB serves as a single-window container logistics visualization system, providing comprehensive tracking using container numbers.
- The LDB has tracked over 75 million (mn) Export Import(EXIM) containers across 101 Inland Container Depots (ICDs), providing real-time visibility and streamlining logistics operations.
State participation: As of August 2025, 27 States and Union Territories(UTs) have formulated State Logistics Policies (SLP), with 14 States preparing Logistics Action Plans (LAP).
- 19 States have currently granted industry status to logistics, enabling tax benefits and incentives.
Logistics reforms and developments:
Index: The Logistics Ease Across Different States (LEADS) index, which assesses logistics performance across States and Union Territories (UTs) added new parameters such as corridor access and terminal speed in its 2024 edition.
- While, in the 2025 edition it expanded to include digital logistics and sustainability metrics.
- It has played a significant role in helping India to rise to the 38th position in the World Bank’s Logistics Performance Index.
Logistics Excellence, Advancement, and Performance Shield (LEAPS):The LEAPS initiative acknowledges innovative contributions by MSMEs (Micro, Small and Medium Enterprises), startups, and academia, while fostering green logistics and the adoption of Environmental, Social, and Governance (ESG) practices.
Research: DPIIT in partnership with the National Council of Applied Economic Research (NCAER), is conducting a logistics cost assessment to develop actionable strategies for cost reduction.
Parks established: Large-scale Multi-Modal Logistics Parks (MMLPs) are being developed to enhance multimodal transport by integrating services such as customs clearance, cold storage, and packaging.
Groups and Portals: The Service Improvement Group (SIG) was established to address policy and regulatory issues and E-logs portal has onboarded more than 35 logistics and industry associations, and has successfully resolved 100 out of 140 issues submitted by stakeholders.
Sustainable practices: The Indian Institute of Management Bengaluru(IIM-B), Karnataka, developed the Transportation Emissions Measurement Tool (TEMT), a cloud-based platform aligned with International Organization for Standardization(ISO) 14083 standards to encourage logistics service providers to adopt green practices and renewable energy solutions.
Programme and Training: A Memorandum of Understanding (MoU) was signed with GatiShakti Vishwavidyalaya for the launch of Undergraduate (UG) and Postgraduate (PG) logistics programs.
- The Centre of Excellence for City Logistics (CoE-CL) at School of Planning and Architecture(SPA) Bhopal(Madhya Pradesh, MP), trained 100+ officials, while 65,000+ professionals were trained (2023–2025).
Sector specific: The Sectoral Policy for Efficient Logistics (SPEL) aims to create resilient, sector-specific logistics frameworks tailored to industries such as coal, cement, steel, food processing, and pharmaceuticals.
- It promotes multimodal transport, cost reduction, and data-driven decision-making.
DPIIT: In order to promote gender inclusion and empower women in logistics, DPIIT, in collaboration with GIZ (German Development Agency), has initiated a study to improve women’s participation in the logistics sector.
- DPIIT has issued guidelines for preparing City Logistics Plans (CLPs) aimed at reducing traffic congestion, pollution, and logistics costs while enhancing urban freight efficiency.
