The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, and the Gati Shakti Vishwavidyalaya (GSV), Gujarat based central university, have signed a Memorandum of Understanding (MoU) to advance Pradhan Mantri Gati Shakti (PMGS) National Master Plan(NMP).
- The MoU aims to advance India’s infrastructure and logistics sectors.
Signatories:
The MoU was signed by Manoj Choudhary, Vice-Chancellor, GSV; and E Srinivas, Joint Secretary, Logistics Division, DPIIT in the presence of Piyush Goyal, Union Minister for Commerce and Industry; Ashwini Vaishnaw, Union Minister for Railways.
- Over 16 Central Ministries, including the National Institution for Transforming India (NITI) Aayog and Capacity Building Commission (CBC), came together to sign the MoU.
About the MoU:
Objective: This collaboration aims to integrate three core visions:
- Smarter planning and implementation
- Structured specialized development
- Capacity building.
Key Points:
i.Under this MoU, GSV will be the nodal agency across India to design, develop and deliver courses and curriculum related to PMGS NMP and National Logistics Policy (NLP) at various centers in different States.
ii.PMGS approach will lead to reduced logistics costs, greater efficiency, and a more competitive business ecosystem.
iii.GSV is set to collaborate closely with the Logistics Division to conceptualise and establish “knowledge centers” of PMGS across various states and institutions which will serve as repositories of:
- best practices of PMGSs’ approach,
- best practices in logistics,
- centers of further research and innovation in logistics.
iv.Using the “hub and spoke” model, and leveraging the infrastructure of Central Training Institutes and State Administrative Training Institutes, GSV will collaborate with the Logistics Division.
v.GSV will work with the Logistics Division and build a repository of experienced resource persons from both the Public and Private Sectors, specializing in logistics policy and sector.
PM Gati Shakti (PMGS):
i.PMGS was launched formally in October 2021. It is designed as a National Master Plan for Multi-modal Connectivity
ii.PMGS includes the crucial component of GSV, focusing on skill development and capacity building for logistics professionals. This initiative promises to bring formalisation to the logistics sector.
PMGS NMP:
i.PMGS NMP is a flagship initiative launched on October 13, 2021, with a focus on developing next-generation infrastructure and creating a globally competitive logistics ecosystem.
ii.It is a critical tool that also integrates economic and infrastructural planning with socio-economic development.
Courses of GSV:
GSV offers courses tailored to the needs of the railway, metro, and high-speed rail sectors, aligning education with industry demands.
- GSV offers 5 railway courses focusing on areas like track technology, rail-wheel interaction, thermodynamics, signaling systems, etc.
- The university plans to train 15,000 students for assured jobs in the aviation industry. GSV aims to align Indian skill development with global standards.
National Logistics Policy (NLP):
i.To complement the PMGS NMP, the NLP was launched on 17 September 2022 to enhance soft infrastructure, improve logistics services, promote digitization, invest in human resource development, and bolster skilling in the logistics sector.
ii.NLP’s core objective is to create an integrated, seamless, efficient, reliable, green, sustainable, and cost-effective logistics network across India to drive economic growth and business competitiveness.
- NLP, part of the Comprehensive Logistics Action Plan (CLAP), emphasises creating a Logistics Human Resources Development & Capacity Building Strategy.
