DARPG signs MoU with Malaysia for cooperation in digital governance systemsThe Department of Administrative Reforms and Public Grievances (DARPG), the Ministry of Personnel, Public Grievances, and Pensions (MoPPG&P), and the Public Service Department (PSD) Government of Malaysia, signed a Memorandum of Understanding (MoU), at Hyderabad House, in New Delhi, Delhi.

  • The MoU was signed to foster ‘Cooperation in the Public Administration and Governance Reforms’ for 5 years, with effect from 20th August 2024.
  • A Joint Working Group (JWG) will be established to oversee the implementation of the cooperation outlined in the MoU.

Note: The PSD (also known as Jabatan Perkhidmatan Awam (JPA)) is the central agency of Malaysia that manages the public service.

Key People: The MoU was exchanged between Jaideep Mazumdar, Secretary (east), MEA (India); and Wan Ahmad Dahlan Haji Abdul Aziz, Director General (DG) of PSD, Malaysia in the presence of PM Narendra Modi (India); and PM Dato’ Seri Anwar Bin Ibrahim (Malaysia).

Key Areas of Cooperation:

The MoU aims to promote cooperation between India and Malaysia in several areas:

i.Providing citizen-centric services through digital platforms;

ii.Government process simplification and re-engineering for efficient public service delivery;

iii.Promoting transparency and accountability in public service delivery;

iv.Human Resource Management (HRM) and Leadership Development (LD);

v.Public Sector Management Reforms (PSMR); Public grievance redress mechanisms; and Electronic Governance (E-Governance) and Digital Government (DG).

BEML Signs MoU with Malaysia’s SMH Rail to Expand Rail, Metro Rolling Stock Business

BEML Limited, (formerly Bharat Earth Movers Limited), a Public Sector Undertaking (PSU) under the Ministry of Defence (MoD), signed a Memorandum of Understanding (MoU) with Malaysia’s largest rolling stock producer, SMH Rail Sdn. Bhd., in New Delhi, Delhi.

  • The partnership will focus on marketing, supply, and servicing of rail and metro rolling stock products across key global markets like Malaysia, Southeast Asia, and Africa.

About the MoU: 

Under this MoU, BEML and SMH Rail will collaborate to increase capabilities in marketing, manufacturing, and Maintenance, Repair, and Overhaul (MRO) services.

This will also strengthen bilateral relations between India and Malaysia and address the growing global demand for advanced rail and metro rolling stock.

Scope of Collaboration:

i.BEML and SMH Rail will co-design, engineer, manufacture, and integrate rolling stock tailored to specific client needs across their target markets.

ii.The MoU outlines plans for joint sourcing of rolling stock aggregates and subsystems and technology exchange, enhancing global competitiveness.

iii.SMH and BEML can develop new innovative rolling stock solutions to serve the growing public transport sector in India and Malaysia, providing cost optimisation through joint Research and Development (R&D).
