Overview of Singapore PM Lawrence Wong’s Visit to India from September 2 to 4, 2025Prime Minister (PM) of Singapore Lawrence Wong was on a three-day official visit from September 2 to 4, 2025. He visited India for the first time, marking the 60th anniversary of diplomatic relations between Singapore and India.

• On September 2, 2025, he arrived in India, along with senior ministers, including Vivian Balakrishnan, Jeffrey Siow, and Gan Siow Huang at the invitation of Prime Minister (PM) of India, Narendra Modi.

Highlights of Singapore PM Lawrence Wong’s Visit to India:
Meeting : During the visit, Singaporean PM Lawrence Won met PM  Narendra Modi and President Droupadi Murmu in New Delhi(Delhi), focusing on trade, digitalization, sustainability, advanced manufacturing, healthcare, skills, and urban development.
Adoption of CSP:  PM Narendra Modi and Singaporean PM Lawrence Wong adopted the “Roadmap for the Comprehensive Strategic Partnership (CSP)”, to enhance the strategic cooperation between India and Singapore

• The roadmap for CSP lays emphasis on eight pillars such as Economic Cooperation, Skill Development & Education, Digitalization and Innovation, Sustainability, Connectivity, Healthcare & Medicine, People-to-People & Cultural Exchange, and Defence & Security, to deepen bilateral relations.

MoUs Signed: Governments of India(GoI) and Governments of Singapore inked 5 Memorandum of Understandings (MoUs) covering civil aviation, space, skills development, digital asset innovation, and a green and digital shipping corridor, following talks between PM Narendra Modi and Singaporean PM Lawrence Wong.
Inauguration of Phase 2 of PSA Mumbai: On September 4, 2025, PM Narendra Modi and Singapore PM Lawrence Wong virtually inaugurated the 2nd phase of the Bharat Mumbai Container Terminal (BMCT) at Jawaharlal Nehru Port Trust (JNPT), Navi Mumbai, Maharashtra.

MoCAF&PD Introduced Digital Hallmarking System for Silver Jewellery with HUIDIn September 2025, Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD) introduced voluntary hallmarking for silver jewellery and articles, enhanced with a digital Hallmarking Unique Identification (HUID) system to ensure purity verification and quality assurance for consumer protection, effective from 1 September 2025.
About HUID-Based Hallmarking for Silver:
Objective: The initiative aims to strengthen consumer rights, ensure transparency, prevent malpractices in the silver jewellery market, and align silver hallmarking norms with gold.
Hallmark Components: It consists of three components,

• BIS Standard Mark with the word ‘SILVER’
• Purity Grade
• HUID Code (6-digit alphanumeric unique identifier)

Purity Grades: The revised IS 2112:2025 standard introduces seven purity grades: 800, 835, 925, 958, 970, 990, 999, replacing the previous system under IS 2112:2014, with 958 and 999 newly added for better alignment with gold hallmarking standards.
Benefits: Consumers can trace silver jewellery, verify article type, purity, hallmarking date, Assaying and Hallmarking Centre (AHC) details, and jeweller registration using the BIS Care mobile application (app), protecting against fraud and adulteration.

India Joins ‘Health AI GRN’ to Strengthen Oversight of AI in HealthcareOn September 4, 2025, the Ministry of Electronics and Information Technology (MeitY) has announced that India joined Health Artificial Intelligence (AI) Global Regulatory Network (Health AI GRN), a Global Agency for Responsible AI in Health, with an aim to strengthen governance and oversight of AI in healthcare.

• The agreement was signed in New Delhi(Delhi) in the presence of Dr. Sanghamitra Pati, Additional Director General (ADG), Indian Council of Medical Research (ICMR); Dr. Mona Duggal, Director, ICMR- National Institute for Research in Digital Health and Data Science (ICMR-NIRDHDS); Kavita Bhatia, Chief Operating Officer (COO), IndiaAI; and Dr. Ricardo Baptista Leite, Chief Executive Officer (CEO), Health AI.

Role of India:
Representation: India was represented by ICMR-NIRDHDS and IndiaAI. They will collaborate with GRN members such as the United Kingdom (UK) and Singapore in early warning systems and safety mechanisms for AI in health.
Knowledge Sharing: They will share best practices and regulatory experiences to help shape global standards for medical AI, strengthen domestic capacity for oversight of AI tools in healthcare, and contribute to the global governance structure for responsible AI in healthcare.
Significance : This collaboration allows India to leverage its health expertise in shaping global AI governance while promoting the safe integration of AI tools across its diverse healthcare system.
About HealthAI GRN:
Mission: It is an international platform launched by HealthAI, a Global Agency for Responsible AI in Health, to connect regulators, policy makers, and experts across countries to ensure AI in healthcare is developed, deployed, and monitored safely, ethically, and effectively.
Objectives: The key objectives are to promote global collaboration, share best practices, develop early warning systems, facilitate safety protocols and standards, and build trust and equity.

Union Minister Ashwini Vaishnaw Inaugurates TDK’s Lithium-ion Battery Plant in Haryana
In September 2025, Union Minister Ashwini Vaishnaw, Ministry of Electronics and Information Technology (MeitY), inaugurated the TDK Corporation’s Advanced Technologies Lithium-ion (Li-ion) Battery Manufacturing Plant at Sohna, Haryana.

• The facility was set up with an initial investment of Rs.3,000 crore under the Government of India’s Electronics Manufacturing Cluster (EMC) Scheme.

About Li-ion Battery Manufacturing Plant:
Production Capacity: The state-of-the-art facility will manufacture 20 crore battery packs annually, meeting 40% of India’s annual demand of 50 crore packs.
Impact: These Li-ion batteries will cater to mobile phones, wearables, hearables, and laptops, thereby reducing import dependence and supporting the Atmanirbhar Bharat vision.
Employment Generation: The project is expected to provide direct employment to 5,000 people, with skill training supported through the AT Bawal plant.

Union Minister Manohar Lal Khattar Launches Unified RERA Portal in New Delhi
On September 4, 2025, Union Minister Manohar Lal Khattar, Ministry of Housing and Urban Affairs (MoHUA) and Ministry of Power (MoP), launched the ‘Unified Real Estate (Regulation and Development) Act, 2016 (RERA) Portal’ during the 5th meeting of the Central Advisory Council (CAC) at Sankalp Bhawan in New Delhi, Delhi.

About Unified RERA Portal:
Digital Platform: It is a centralized digital platform designed to unify all state-level RERA systems.
Objectives: The key objectives of the portal are to enhance transparency & accountability, to empower buyers and facilitate best practices, to streamline grievance redressal & Project monitoring, and to support reform and operational uniformity.
Database: The portal consolidates RERA data from all states and Union Territories (UTs) into a single national platform, allowing homebuyers to easily access details about projects, developers, agents, and complaint updates.

BANKING & FINANCE

Highlights of 56th GST Council Meeting Held in New DelhiThe 56th Goods and Services Tax (GST) Council meeting, chaired by Union Minister Nirmala Sitharaman, Ministry of Finance (MoF) and Ministry of Corporate Affairs (MoCA), was held from September 02 to September 03, 2025 at Sushma Swaraj Bhawan in New Delhi, Delhi.

• The GST Council has approved Next-Gen GST reforms, aimed at improving the lives of the common man and ensuring Ease of Doing Business (EoDB) for all, including small traders and businessman.

Key Approvals:
Approval of 2-Slab Structure: The GST council has unanimously approved a two-tier tax structure of 5% and 18%, replacing the previous 4-tier rate structure of 5%, 12%, 18% and 28%.
Special Demerit Rate: Apart from the new tax structure, the council has also introduced an additional slab i.e. a special demerit rate of 40% for select items, including tobacco and luxury items.

• The new tax rates for most items will come into force on September 22, 2025, except, tobacco and tobacco-related products as they will be specified by MoF.

About Goods and Services Tax (GST) Council:
GST Council is a constitutional body introduced through 101st Amendment Act, 2016 in the constitution. It was constituted under Article 279-A of the constitution.

NPCI Raised Per-UPI Transaction Limit to Rs 5 Lakh and Cumulative Limit for 24 hrs to Rs 10 LakhIn September 2025, the National Payments Corporation of India (NPCI) increased the Unified Payments Interface (UPI) transaction limit to Rs 5 lakh, only for those categories that align with tax payments.

• In addition to that, NPCI has raised the per-transaction limit and aggregate transaction limit for 24 hours (hrs) to Rs 10 lakh, for 12 other categories.

Key Changes:
Effective from: As per NPCI’s directions, all banks, applications (apps), and Payment Service Providers (PSPs) are required to implement these enhanced limits from September 15, 2025.
Applicability: These enhanced UPI transaction limits will only be applicable to Person-to-Merchant (P2M) transactions with verified merchants.
Exemption: However, NPCI has clarified that Person-to-Person (P2P) transaction limits will remain same i.e. at Rs 1 lakh per day.

Background:

Suggestion : Instead of celebrating his birthday, he requested students to observe 5 September as Teachers’ Day.
First Celebration: The Day was first celebrated on 5 September 1962.
2025 Events:
Ceremony: President Droupadi Murmu presented the National Teachers’ Awards (NTA) 2025 to 81 teachers across India, at Vigyan Bhawan, New Delhi, Delhi, on September 5, 2025.
School Teachers: The Department of School Education & Literacy (DoSEL), Ministry of Education (MoE), has selected 45 teachers from Schools through a three-stage transparent online process from 27 States, 7 UTs and 6 Organizations for NTA 2025.
Higher Education Institutions (HEIs) and Polytechnic teachers: The Department of Higher Education (DoHE), Ministry of Education (MoE), has selected 21 teachers from Higher Education Institutions (HEIs) and Polytechnics for National Awards to Teachers (NAT) 2025, recognizing excellence under NEP 2020.
Skill development teachers: The Ministry of Skill Development and Entrepreneurship has selected 15 teachers for NAT 2025.
Award Details: Each award carries a Silver Medal, Certificate of Merit (CoM), and Rs. 50,000 cash prize.

International Day of Charity – September 5The United Nations (UN) observes the International Day of Charity every year on September 5 to highlight the significance of charitable work and humanitarian efforts in tackling global social and economic challenges.

• The day commemorates the anniversary of the passing of Mother Teresa, also known as Saint Teresa of Calcutta, in 1997.
• The word “charity” comes from the Latin “caritas,” meaning love and caring for all.

Background :
Proclamation: In December 2012, the United Nations General Assembly (UNGA) adopted Resolution A/RES/67/105, officially designating September 5 as the International Day of Charity.
First Global Observance: The day was celebrated for the first time worldwide on September 5, 2013.
Commemoration : The observance honors the anniversary of the passing of Mother Teresa, who died on September 5, 1997, at the age of 87 in Kolkata, West Bengal(WB).
Global Charitable Contributions:According to UN estimates, charitable donations worldwide amount to nearly USD 2.7 trillion each year.
About Mother Teresa:
Early Life :Born in 1910 in Uskup, Ottoman Empire (now Skopje, North Macedonia), Mother Teresa came to India in 1928 to serve the poor and destitute.
Missionaries of Charity: She became an Indian citizen in 1948 and founded the Missionaries of Charity in Kolkata in 1950.

•  In 2016, Pope Francis canonized her as Saint Teresa of Calcutta.

Awards: She received the Ramon Magsaysay Award in 1962, the Templeton Prize in 1973 as its first recipient, and the Balzan Prize in 1979.
She was awarded the Nobel Peace Prize in 1979 for her service to suffering humanity and received the Bharat Ratna, India’s highest civilian honour, in 1980.
Publications: During her lifetime, she authored several books, including Best Gift is Love, My Life for the Poor, and Heart of Joy.

STATE NEWS

AP Cabinet Approves Universal Health Insurance and New ProjectsIn September 2025, the Andhra Pradesh (AP) Cabinet, headed by Chief Minister(CM) N Chandrababu Naidu, approved a proposal to launch Universal Health Insurance scheme under a hybrid model by integrating Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and Dr NTR Vaidya Seva Trust.

• The scheme will issue an Request for Proposal(RFP) to insurance companies for implementation.

Key Details of AP Cabinet Approvals:
Universal Health Policy: The scheme approval is based on the families Above Poverty Line (APL) and Below Poverty Line (BPL).

• BPL Families: Receives coverage up to Rs. 25 lakh (Rs. 2.5 lakhs by insurer + Rs. 25 lakhs by Dr NTR Vaidya Seva Trust).
• APL Families: Receives upto Rs. 5 lakh insurance coverage.
• Covers 3,257 health services, patients will get Quick Response(QR) codes with approvals in 6 hours, and hospital payments within 15 days.
• A control room will be established under the Dr. NTR Vaidya Seva Trust to oversee the implementation of the scheme.

Medical Infrastructure:  Approval of 10 new medical colleges under the Public-Private Partnership (PPP) model in Adoni, Madanapalli, Markapuram, Penugonda, Palakollu, Amalapuram, Narsipatnam, Bapatla, and Parvatipuram.

• Admissions are planned to start from the 2027–28 academic session.

For Goldsmiths: The AP Cabinet also approved the Municipal and Urban Development Authority’s proposal to pool 78.01 acres of land in Atmakuru village, Mangalagiri mandal, for implementing the Mangalagiri Gold Cluster Land Pooling Scheme, aimed at benefiting local goldsmiths.
Other Key Approvals:

• Incentive for Electronics Sector: The Cabinet approved Rs. 856 crore incentives to establish India’s largest Printed Circuit Board (PCB) plant in AP, strengthening the state’s electronics manufacturing ecosystem.
• Energy Projects: Cleared proposals for Renewable Energy(RE), hybrid power, and pumped storage projects.
• Water Supply Projects: Approval for Panchayat Raj Department’s drinking water supply schemes in line with the National Jal Jeevan Mission (NJJM).
