- The roadmap for CSP lays emphasis on eight pillars such as Economic Cooperation, Skill Development & Education, Digitalization and Innovation, Sustainability, Connectivity, Healthcare & Medicine, People-to-People & Cultural Exchange, and Defence & Security, to deepen bilateral relations.

MoCAF&PD Introduced Digital Hallmarking System for Silver Jewellery with HUIDIn September 2025, Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD) introduced voluntary hallmarking for silver jewellery and articles, enhanced with a digital Hallmarking Unique Identification (HUID) system to ensure purity verification and quality assurance for consumer protection, effective from 1 September 2025.
About HUID-Based Hallmarking for Silver:
Objective: The initiative aims to strengthen consumer rights, ensure transparency, prevent malpractices in the silver jewellery market, and align silver hallmarking norms with gold.
Hallmark Components: It consists of three components,
- BIS Standard Mark with the word ‘SILVER’
- Purity Grade
- HUID Code (6-digit alphanumeric unique identifier)
Purity Grades: The revised IS 2112:2025 standard introduces seven purity grades: 800, 835, 925, 958, 970, 990, 999, replacing the previous system under IS 2112:2014, with 958 and 999 newly added for better alignment with gold hallmarking standards.
Benefits: Consumers can trace silver jewellery, verify article type, purity, hallmarking date, Assaying and Hallmarking Centre (AHC) details, and jeweller registration using the BIS Care mobile application (app), protecting against fraud and adulteration.

India Joins ‘Health AI GRN’ to Strengthen Oversight of AI in HealthcareOn September 4, 2025, the Ministry of Electronics and Information Technology (MeitY) has announced that India joined Health Artificial Intelligence (AI) Global Regulatory Network (Health AI GRN), a Global Agency for Responsible AI in Health, with an aim to strengthen governance and oversight of AI in healthcare.
- The agreement was signed in New Delhi(Delhi) in the presence of Dr. Sanghamitra Pati, Additional Director General (ADG), Indian Council of Medical Research (ICMR); Dr. Mona Duggal, Director, ICMR- National Institute for Research in Digital Health and Data Science (ICMR-NIRDHDS); Kavita Bhatia, Chief Operating Officer (COO), IndiaAI; and Dr. Ricardo Baptista Leite, Chief Executive Officer (CEO), Health AI.

- The facility was set up with an initial investment of Rs.3,000 crore under the Government of India’s Electronics Manufacturing Cluster (EMC) Scheme.

Highlights of 56th GST Council Meeting Held in New DelhiThe 56th Goods and Services Tax (GST) Council meeting, chaired by Union Minister Nirmala Sitharaman, Ministry of Finance (MoF) and Ministry of Corporate Affairs (MoCA), was held from September 02 to September 03, 2025 at Sushma Swaraj Bhawan in New Delhi, Delhi.
- The GST Council has approved Next-Gen GST reforms, aimed at improving the lives of the common man and ensuring Ease of Doing Business (EoDB) for all, including small traders and businessman.
Key Approvals:
Approval of 2-Slab Structure: The GST council has unanimously approved a two-tier tax structure of 5% and 18%, replacing the previous 4-tier rate structure of 5%, 12%, 18% and 28%.
Special Demerit Rate: Apart from the new tax structure, the council has also introduced an additional slab i.e. a special demerit rate of 40% for select items, including tobacco and luxury items.
- The new tax rates for most items will come into force on September 22, 2025, except, tobacco and tobacco-related products as they will be specified by MoF.
About Goods and Services Tax (GST) Council:
GST Council is a constitutional body introduced through 101st Amendment Act, 2016 in the constitution. It was constituted under Article 279-A of the constitution.

NPCI Raised Per-UPI Transaction Limit to Rs 5 Lakh and Cumulative Limit for 24 hrs to Rs 10 LakhIn September 2025, the National Payments Corporation of India (NPCI) increased the Unified Payments Interface (UPI) transaction limit to Rs 5 lakh, only for those categories that align with tax payments.
- In addition to that, NPCI has raised the per-transaction limit and aggregate transaction limit for 24 hours (hrs) to Rs 10 lakh, for 12 other categories.
Key Changes:
Effective from: As per NPCI’s directions, all banks, applications (apps), and Payment Service Providers (PSPs) are required to implement these enhanced limits from September 15, 2025.
Applicability: These enhanced UPI transaction limits will only be applicable to Person-to-Merchant (P2M) transactions with verified merchants.
Exemption: However, NPCI has clarified that Person-to-Person (P2P) transaction limits will remain same i.e. at Rs 1 lakh per day.

AP Cabinet Approves Universal Health Insurance and New ProjectsIn September 2025, the Andhra Pradesh (AP) Cabinet, headed by Chief Minister(CM) N Chandrababu Naidu, approved a proposal to launch Universal Health Insurance scheme under a hybrid model by integrating Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and Dr NTR Vaidya Seva Trust.
- The scheme will issue an Request for Proposal(RFP) to insurance companies for implementation.

Key Details of AP Cabinet Approvals:
Universal Health Policy: The scheme approval is based on the families Above Poverty Line (APL) and Below Poverty Line (BPL).
- BPL Families: Receives coverage up to Rs. 25 lakh (Rs. 2.5 lakhs by insurer + Rs. 25 lakhs by Dr NTR Vaidya Seva Trust).
- APL Families: Receives upto Rs. 5 lakh insurance coverage.
- Covers 3,257 health services, patients will get Quick Response(QR) codes with approvals in 6 hours, and hospital payments within 15 days.
- A control room will be established under the Dr. NTR Vaidya Seva Trust to oversee the implementation of the scheme.
Medical Infrastructure: Approval of 10 new medical colleges under the Public-Private Partnership (PPP) model in Adoni, Madanapalli, Markapuram, Penugonda, Palakollu, Amalapuram, Narsipatnam, Bapatla, and Parvatipuram.
- Admissions are planned to start from the 2027–28 academic session.
For Goldsmiths: The AP Cabinet also approved the Municipal and Urban Development Authority’s proposal to pool 78.01 acres of land in Atmakuru village, Mangalagiri mandal, for implementing the Mangalagiri Gold Cluster Land Pooling Scheme, aimed at benefiting local goldsmiths.
Other Key Approvals:
- Incentive for Electronics Sector: The Cabinet approved Rs. 856 crore incentives to establish India’s largest Printed Circuit Board (PCB) plant in AP, strengthening the state’s electronics manufacturing ecosystem.
- Energy Projects: Cleared proposals for Renewable Energy(RE), hybrid power, and pumped storage projects.
- Water Supply Projects: Approval for Panchayat Raj Department’s drinking water supply schemes in line with the National Jal Jeevan Mission (NJJM).
