BANKING & FINANCE

RBI Revised Instructions on BDDR for Co-operative Banks to Ensure UniformityRBI revises NPAs provision norms for co-op banks to ensure uniformityOn 2nd August 2024, the Reserve Bank of India (RBI) issued revised instructions on Bad and Doubtful Debt Reserve (BDDR) for co-operative banks to ensure uniformity in the treatment of this reserve for prudential purposes.

  • These revised instructions will be applicable to Urban Co-operative Banks (UCBs), State Cooperative Banks (StCBs) and Central Cooperative Banks (CCBs), come into force with immediate effect.
  • The revised instructions will act as a one-time measure, with a view to provide rectification and smoother transition to an AS-compliant approach.

Reasons:
i.The current procedure of not recognizing the required provisions for Non-Performing Assets (NPAs) as an expense while determining the net profit in the P&L account which is not in alignment with the extant Accounting Standards (AS).
ii.RBI noted variation in the treatment of provisions for NPAs across co-operative banks and in many cases has been observed to be at variance with regulatory norms.
Key Points:
i.Identification: Banks have been mandated to identify and quantify the BDDR balances as of 31st March, 2024 which were created by appropriating net profits instead of recognizing them as expenses.

  • RBI noted that earlier, banks may have created provisions required as per Income Recognition, Asset Classification and Provisioning (IRACP) norms by appropriating from the net profit rather than recognizing the same as an expense in the Profit & Loss (P&L) account

ii.Provision:  RBI mentioned that by beginning of FY25 (2024-25), the provisions should be charged as an expense to the P&L account in the accounting period in which they are recognised.

  • These provisions will continue to be eligible for capital purposes as defined in existing capital adequacy guidelines.

iii.Adjustments: The appropriation should be made directly (‘below the line’) from the P&L account or General Reserves to make provisions for NPAs by 31st March, 2025.

  • Such provisions can be netted off from Gross Non-Performing Assets (GNPAs) to arrive at Net NPAs (NNPAs).

iv.Capital Treatment: The BBDR balances can be considered as Tier-1 capital. However, balance in the BDDR cannot be reduced from gross NPAs to arrive at net NPAs.

  • If there is any excess BDDR which is not required by statue can be transferred to General Reserves or the Balance in the P&L account.

v.Compliance: Banks must comply with the provisions of the State Co-operative Societies Acts or the Multi-State Co-operative Societies Act, 2002 as applicable.
