Cabinet Approvals on 2nd September 2024On 2nd Septembers 2024, the Union Cabinet chaired by Narendra Modi, Prime Minister (PM) of India has approved:
i.Seven major schemes for improving farmers’ lives and livelihoods with total budget outlay of Rs 14,235.30 crore.
ii.Setting up of 5th semiconductor unit under India Semiconductor Mission (ISM) in Sanand, Gujarat.
iii.Cabinet Committee on Security (CSS) has approved the procurement of 240 aero-engines for IAF’s Su-30 MKI aircraft from HAL worth Rs 26, 000 crore.
iv.Cabinet Committee on Economic Affairs (CCEA) has approved a 309 kilometer (km) long new railway line project, to provide the shortest rail connectivity between two major commercial hubs i.e. Mumbai (Maharashtra) and Indore (Madhya Pradesh (MP)).

DAC approves 10 Capital Acquisition Proposals worth Rs 1.45 lakh crore to Enhance Defence PreparednessOn September 3, 2024, the Defence Acquisition Council (DAC), chaired by Union Minister Rajnath Singh, Ministry of Defence (MoD), accorded the Acceptance of Necessity (AoN) for 10 capital acquisition proposals worth Rs 1,44,716 crore to boost India’s defence preparedness.
- 99% of the cost is from indigenous sources under Buy (Indian) and Buy (lndian-Indigenously Designed Developed and Manufactured) categories.
Details of the AoN:
i.Indian Army (IA) Modernization:
DAC approved the procurement of Future Ready Combat Vehicles (FRCVs) viz. advanced Main Battle Tanks with superior mobility, all-terrain capability, multi-layered protection, precision firepower, and real-time situational awareness.
ii.Air Defence Enhancements:
The council granted approval for the acquisition of Air Defence Fire Control Radars to detect and track aerial targets and provide firing solutions.
- Approval also granted for Forward Repair Team (Tracked) vehicles for in-situ repairs during mechanized operations, designed and developed by Chennai, Tamil Nadu (TN) based Armoured Vehicles Nigam Limited (AVNL). It will be utilized by both mechanized Infantry Battalions and Armoured Regiments.
iii.Indian Coast Guard (ICG) Upgrades:
To strengthen the ICG, the DAC approved the following three key acquisitions:
- Procurement of Dornier-228 aircraft for enhanced maritime surveillance.
- Acquisition of Next Generation Fast Patrol Vessels for high operational capability in rough conditions.
- Approval for Next Generation Offshore Patrol Vessels with advanced technology for long-range operations, aiding in surveillance, patrolling, search and rescue, and disaster relief efforts.

DoT notifies New Rules for ‘Digital Bharat Nidhi‘ to Boost Telecom Access The Department of Telecommunications (DoT), Ministry of Communication (MoC) has notified the ‘Telecommunications (Administration of Digital Bharat Nidhi) Rules, 2024’ to boost telecom access. These new rules aim to enhance the management and implementation of the ‘Digital Bharat Nidhi (DBN)’ initiative, which was established under Section 24(1) of the Telecommunications Act, 2023.
- It should be noted that the Universal Service Obligation Fund(USOF), originally established by the Indian Telegraph Act of 1885, has been renamed as DBN.
- This rebranding reflects a represents a strategic shift to better address emerging technological needs and areas requiring support.
Background:
The Telecommunications Act, 2023, was passed by Parliament in December 2023, received presidential assent on December 24, 2023. The DoT enforced certain sections of the Act starting June 26, 2024, with additional sections enforced from July 5, 2024.
i.The Act, guided by principles of Samavesh (Inclusion), Suraksha (Security), Vriddhi (Growth), and Tvarit (Responsiveness), aims to realize the vision of Viksit Bharat (Developed India).
ii.Provisions related to the DBN are outlined in Sections 24-26, Chapter V of the Act.
Key Provisions and Rules:
The new rules replace rules 523 to 527 of the Indian Telegraph Rules, 1951, which prescribed how the USOF would operate. However, the new rules will not override the existing arrangement until their date of expiry.
i.The rules define the powers and functions of the administrator, who will oversee the implementation and administration of the DBN.
- The Administrator will be appointed by the Central Government.
ii.Criteria are set for undertaking schemes and projects under DBN, along with the selection process for implementers.
iii.Funds from the DBN will be allocated to projects aimed at improving telecommunication services in underserved rural, remote and urban areas, and for underserved groups such as women, persons with disabilities, and economically and socially weaker sections.
iv.The criteria include promoting innovation, commercialization of indigenous technology, standardization, encouraging start-ups, capacity building, and promoting sustainable and green technologies in the telecom sector.
v.Projects funded aim to support the goal of Atmanirbhar Bharat.
vi.Implementers receiving funding must provide telecommunication network/services on an open and non-discriminatory basis.
Note: The government charges telecom operators a levy of 5% of the telcos’ Adjusted Gross Revenue (AGR) to collect funds for USOF.
Union Minister Shivraj Singh Chouhan Launches AgriSURE Fund & Krishi Nivesh PortalUnion Minister Shivraj Singh Chouhan, Ministry of Agriculture and Farmers Welfare (MoA&FW) has launched a Rs.750 crore ‘Agri Fund for Start Ups and Rural Enterprises(AgriSURE)’ and Agri investment Portal named ‘KrishiNivesh’ at New Delhi, Delhi.
- He also conferred Agriculture Infrastructure Fund (AIF) Excellence Awards 2024 to the top-performing Banks and States under various categories in recognition of their outstanding efforts.
i.13 banks have been awarded the AIF Excellence Award in 4 different categories. The State Bank of India (SBI) has been ranked first in BHARAT and RAPID category (from July 2023 to February 2024).
ii.Madhya Pradesh (MP) has emerged as the top-performing state under the Rs 1 lakh crore Agriculture Infrastructure Fund (AIF) scheme, followed by Maharashtra, Uttar Pradesh (UP), Punjab, and Rajasthan. These five states account for 50% of the total Rs 47,889 crore sanctioned under the AIF.

NTH & BEE Sign MoU to Promote Energy Efficiency Across IndiaNational Test House (NTH) under the Department of Consumer Affairs (DCA), Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD), and the Bureau of Energy Efficiency (BEE), a statutory body under the Ministry of Power (MoP), signed a Memorandum of Understanding (MoU) to strengthen the Standards & Labelling (S&L) Program, promoting energy efficiency across India.
Note: NTH, formerly known as the Government Test House, is India’s largest multi-location multidisciplinary industrial central government testing laboratory and a premier scientific and technical institution of India.
Key signatories:
The MoU was signed by Milind Deore, Secretary of the BEE, and Alok Kumar Srivastava, Director General (DG) of the NTH, in the presence of Nidhi Khare, Secretary of the DCA; and Pankaj Agarwal, Secretary of the MoP.
Significance of the MoU:
i.The MoU aims to promote sustainable development in India through energy conservation by saving electricity.
ii.The collaboration is expected to contribute to reducing carbon footprints and support the “Atmanirbhar Bharat” (Self-reliant India) initiative.
Key Features of the MoU:
i.BEE will recognise NTH as a referral laboratory for technical disputes regarding the test results.
ii.BEE will nominate NTH officers to their various technical committees.
iii.NTH will conduct Capacity Building and Training (CB&T) for BEE officers at the NTH Regional Laboratories/BEE Headquarters in Delhi.
iv.A complete review of BEE’s S&L Program, including check testing procedures.
v.Collaboration on other technical matters related to the S&L scheme under mutual consent.

Union Minister Annpurna Devi Launches 7th Rashtriya Poshan Maah 2024Union Minister Annpurna Devi Yadav, Ministry of Women and Child Development (MoWCD) has launched ‘Rashtriya Poshan Maah 2024 or Nutrition Month 24‘ at Mahatma Mandir, Gandhinagar, Gujarat.
- It is the 7th series of Rashtriya Poshan Abhiyan, celebrating the entire month of September as Poshan Maah.
- The month-long campaign aims to further intensify efforts to combat malnutrition and promote holistic well being across India.
Key People: Bhupendrabhai Patel, Chief Minister (CM) of Gujarat, Bhanuben Babariya, Minister of Women and Child Development, Government of Gujarat, senior officers from Government of India and State Government of Gujarat were present at the event.
Background:
In 2018, the Prime Minister (PM) Narendra Modi launched the ‘Rashtriya Poshan Abhiyan to address malnutrition by emphasising on the nutritional health of pregnant women, nursing mothers, adolescent girls, and children under the age of six.
Highlights of the event:
i.The day started with a nation-wide plantation drive under the ‘Ek Ped Maa Ke Naam’ campaign at 14 lakh Anganwadi centres across the country.
ii.As part of the event, the nutrition baskets were distributed to Annaprashan, pregnant women, lactating mothers, and adolescent girls .
iii.The assistance payments were also given to the recipients of Gujarat Government’s Ladli Beti Yojana, Women’s Swalamban Yojana, Widow Remarriage Economic Assistance Scheme, and Ganga Swaroopa Economic Assistance Scheme.
iv.An exhibition featuring Poshan Tracker, Poshan Bhi Padhai Bhi, Vangi Pradarshan, 181 helpline, etc was also organised.
Rashtriya Poshan Maah 2024:
i.It will focus on themes such as Anaemia, Growth Monitoring, Complementary Feeding, PoshanBhiPadhai Bhi (PBPB), Technology for better governance, and Ek Ped Maa Ke Naam.
ii.Through Mission Poshan 2.0, the MoWCD is committed to eradicate malnutrition among children, adolescents, pregnant women, and breastfeeding mothers, with the goal of promoting holistic well-being across India.
- The key pillars of Poshan 2.0 are good governance, convergence, capacity building, and community participation.

IN’s P-8I Aircraft Participates in the 22nd Indo-French Bilateral Naval Exercise VARUNA 2024
The Indian Navy’s (IN) P-8I aircraft has arrived at Air Base 125 Istres-Le Tube in France, marking its first deployment in Europe, to participate in the 22nd edition of Exercise‘VARUNA’ (2024), an Indo-French Bilateral Naval Exercise.
The Exervise was conducted in the Mediterranean Sea from 2nd to 4th September 2024.
- This deployment follows 63 years after the IN’s Alize aircraft operated from the erstwhile Indian Naval Ship (INS) Vikrant and last flew at Hyeres Airbase.
- The VARUNA 2024 will feature advanced tactical drills, highlighting the strengthened synergy and interoperability between the 2 navies.
Objectives of the Exercise:
i.The VARUNA joint exercise aimed to prepare the crews of these 2 Indian Ocean nations to collaboratively tackle diverse challenges.
ii.It utilizes anti-surface, anti-submarine, and anti-aircraft assets to ensure effective control of the air-sea environment and ship operations.
iii.It will also enhance capabilities like replenishment at sea, cross-deck operations, increasingly complex air combat maneuvers, and firing drills to complete these realistic operational scenarios.
Other Participant:
i.INS Tabar, which had earlier arrived in Toulon, France is also participating in the exercise.
ii.INS Tabar is equipped with a versatile range of weapons and sensors and is among the earliest stealth frigates of the IN.
- The ship is part of the IN’s Western Fleet, known as the ‘Sword Arm’ of the IN, based at Mumbai (Maharashtra) under the Western Naval Command (WNC).
About Exercise VARUNA:
i.VARUNA, the bilateral exercise between the Indian and French navies was initiated in 1993.
ii.The exercise was named ‘VARUNA’ in 2001, exemplifying the enduring strategic relationship between India and France.
iii.This annual joint exercise is usually held either in the Indian Ocean or the Mediterranean Sea.
iv.VARUNA serves as a principal driver for operational-level interactions, highlighting the shared commitment of India and France to ensuring security, safety, and freedom in the global maritime commons.
Note: The 21st edition of this bilateral exercise was conducted on the Western Seaboard from 16 to 20 January 2023.

WB Upgrades its Estimate of India’s GDP growth to 7% from 6.6% for FY25On September 3, 2024, the World Bank (WB) in its ‘India Development Update (IDU)- India’s trade opportunities in a changing global context‘ upgraded India’s growth estimate to 7% from 6.6% for Financial Year 2024-25 (FY25). Despite global challenges and the fading effects of post-pandemic recovery, India’s medium-term outlook remains positive.
- The Gross Domestic Product (GDP) growth is projected at 6.7% for FY26 and FY27.
- The urban labour market improved gradually since the peak of the pandemic although youth unemployment remained elevated at around 17%
Highlights:
Fiscal Metrics:
i.The debt-to-GDP ratio is expected to decline from 83.9% in FY24 to 82% by FY27, aided by strong revenue growth and fiscal consolidation.
ii.The Current Account Deficit (CAD) is expected to widen to 1.1% of GDP in FY25 from 0.7% in FY24, supported by strong services exports and expanding high-tech goods exports.
iii.The Fiscal Deficit(FD) is anticipated to reduce from 5.6% of GDP in FY24 to 4.9% in FY25, further narrowing to 4.5% by FY26.
Trade and Export Goals:
i.India’s exports grew 5.8% Year-on-Year (Y-o-Y) in Q1 FY24/25, driven by sectors like electronics, iron ore, and pharmaceuticals.
Inflation and Inflows:
i.Food inflation dropped from 8.9% in Q1FY25 to 5.4% in July 2024 due to base effects.
ii.Headline inflation expected to decline from 5.4% in FY24 to 4.5% in FY25.
iii.India bonds inclusion in JP Morgan’s Government Bond Index-Emerging Markets (GBI-EM) and Bloomberg EM Local Currency Index is expected to attract an additional USD 25 billion in inflows by March 2025.

i.Growth remains robust despite external challenges, though industry and services may decelerate due to weaker external demand and election-related slowdowns.
ii.The agriculture sector is expected to benefit from favorable monsoon rainfall and expanded sowing areas.

Y Haragopal has been appointed as the Managing Director (MD) of the NABARD Consultancy Services (NABCONS). Prior to this appointment he served as the Chief Operating Officer (COO) of NABCONS.
- He joined NABARD in 1996 as a Direct Recruit Officer and held various positions for 14 years in the Refinance Department, Mumbai(Maharashtra) and at various regional offices in Punjab, Haryana, Andhra Pradesh, and Telangana.
- He served as the General Manager (GM) of NABARD’s Telangana Regional Office in Hyderabad (Telangana) before joining NABCONS.

UTT 2024: Sharath Kamal Named 1st Indian Ambassador of ITTF Foundation
Indian Table Tennis (TT) Player Sharath Kamal Achanta has been officially named as the Foundation Ambassador of the International Table Tennis Federation (ITTF) Foundation, a non-profit organization that promotes peace and development through table tennis. He becomes the first Indian to be named the ambassador of ITTF Foundation.
- The announcemnet was made during the celebration of ITTF Foundation’s TT4Health Programme at the 5th season of Ultimate Table Tennis (UTT 2024) being held in Jawaharlal Nehru Indoor Stadium, Chennai, Tamil Nadu (TN) from 22nd August 2024 to 7th September 2024.
- Governing Board Members Princess Zeina Shaban of Jordan and Vita Dani, Chairperson of the UTT, presented Kamal with the Foundation Ambassador t-shirt.
About Sharath Kamal:
i.5-time Olympian Sharath Kamal, hailing from Chennai, is a 10-time Men’s Singles winner at the Senior National TT Championships.
ii.He was the 1st Indian TT player to win gold medal in Commonwealth Games (CWG). He won Gold Medals in the Men’s Singles and Men’s Team event at the 2006 CWG in Melbourne, Australia.
iii.He has been honoured with the Arjuna Award (2004), Padma Shri for Sports (2019), and Major Dhyan Chand Khel Ratna Award (2022).
iv.He serves as the Co-chair of the ITTF Athletes Commission and is captaining Chennai Lions in the ongoing iteration of the UTT.

FWDA Announces Successful Maiden Flight of its Indigenous Unmanned Bomber Aircraft “FWD 200B”Bengaluru (Karnataka)-based Flying Wedge Defence and Aerospace (FWDA), a defence and aerospace company, announced the successful maiden flight of India’s first Indigenous unmanned bomber aircraft, the FWD 200B.
- The aircraft is classified as a Medium Altitude Long Endurance (MALE) Unmanned Aerial Vehicle (UAV).
Note: The FWD 200B is expected to provide India with long-range strike capabilities and the ability to operate in high-risk environments without endangering humans.
Manufacturing and Design:
i.The aircraft’s aerodynamics design, airframe, propulsion systems, controls systems, electronics are all made in India.
- They are entirely designed and manufactured at FWDA’s state-of-the-art manufacturing facility of 12,000 square feet built on 1.5-acre land, located at Electronic City in Bengaluru.
ii.The aircraft is equipped with optical payloads for surveillance purposes and missile-like weapons for air strikes and bombing missions.
Key Features:
i.FWD 200B features a wingspan of 5 meters (m) and a length of 3.5 m.
ii.It has a maximum take-off weight of 102 kilograms (kg) and a payload capacity of 30 kg.
iii.It can fly at a cruising speed of 152 km per hour, with a maximum speed of 250 km per hour.
iv.It requires just a short runway of only 300 m for operations, making it suitable for deployment from smaller airstrips.
v.The FWD 200B is designed for extended missions with a range of up to 800 km, and an endurance of seven hours.
- This feature allows it to cover substantial distances without requiring frequent refueling or landing.

GM Karthik Venkataraman won the 61st National Chess Championship, HaryanaGrandmaster (GM) Karthik Venkataraman from Andhra Pradesh(AP) won the National Chess Championship 2024, the 61st edition of the annual national chess championship of India, held at Rao Pahlad Singh (RPS) International School, in Sector 89, Gurugram, Haryana.
- GM Ganguly Surya Shekhar finished 2nd while International Master (IM) Neelash Saha finished 3rd.
- The championship, organised by the Haryana Chess Association under the aegis of the All India Chess Federation (AICF), was held from the 17th to 27th August 2024.
Note: Ganguly represented the Petroleum Sports Promotion Board(PSPB) and Neelash Saha represented the Railway Sports Promotion Board(RSPB).
Prize Money:
i.The tournament boasting a prize fund of Rs 30 lakhs brought together 341 players from all across India.
ii.Along with a trophy, Karthik received a cash prize of Rs 6 lakhs, Ganguly received a cash prize of Rs 5 lakhs and Neelash received a cash prize of Rs 4 Lakhs.
About Karthik Venkataraman:
i.This marks Karthik Venkataraman’s 2nd victory in a national championship. He has previously won the 59th National Chess Championship (2022), held in New Delhi, Delhi from 22 December 2022 to 3rd January 2023.
ii.With this victory, Karthik is qualified for the Fédération Internationale des Échecs’s (FIDE) Chess World Cup, which will take place in 2025.
iii.He became the Grandmaster at the age of 18 in 2018. He is presently ranked at 282 with ratings of 2568 at the world level.

Durand Cup 2024: NorthEast United FC won their first Durand cup defeating Mohun Bagan SG
NorthEast United Football Club (NEUFC) won their first ever Durand Cup title by defeating defending champions Mohun Bagan Super Giant (MBSG) 4-3 in a penalty shootout at the 133rd Indian Oil Durand Cup (2024), which was held at the Vivekananda Yuba Bharati Krirangan (VYBK) in Kolkata, West Bengal(WB).
- The winning team NEUFC was awarded the cash prize of Rs 60 lakhs while the runners-up MBSG was awarded the cash prize of Rs 30 lakhs.
- Kerala Blasters FC forward Noah Sadaoui won the Golden Boot Award as the tournament’s top scorer with 6 goals. He received a cash prize of Rs 5 lakh.
- NEUFC Goal Keeper, Gurmeet Singh won the Golden Glove Award, with 3 clean sheets in 4 matches and 2 crucial penalty saves in the final. He received a cash prize of Rs 5 lakh.
- NEUFC’s Jithin MS won the Golden Ball Award for scoring 4 goals and providing 3 assists. He received a cash prize of Rs 5 lakh.
Note: The Durand Cup, established in 1888, is Asia’s oldest football tournament and the 5th oldest national football competition in the world.
