Union Minister C.R. Patil Launches RSMS  Portal, Water Resource Census App & Portal On April 03, 2025, Union Minister C.R. Patil, Ministry of Jal Shakti (MoJS)  launched three key digital initiatives : Web based  ‘Reservoir Storage Monitoring System(RSMS)’ portal, a Water Resource Census Application(app) and portal at Shram Shakti Bhavan in New Delhi, Delhi.

  • These initiatives are launched to improve water resource management, accessibility and transparency.

Key Points:
i.The RSMS Portal has been developed to automate the creation of essential reports, including graphs, charts, tables, and advisories, which were previously generated manually.
ii.This website has been developed using the Digital Brand Identity Manual (DBIM) framework, making it one of the first government platforms to fully comply with the latest Guidelines for Indian Government Websites (GIGW) 3.0.
iii.The Water Resource Census application and portal launched to support key census schemes, including the 7thMinor Irrigation Census, 2ndCensus of Water Bodies, 1stCensus of Springs and 1st Census of Major and Medium Irrigation Projects.

MoWCD Released Report on Climate Change; Women and Children as Most Vulnerable to Climate ChangeIn April 2025, the Ministry of Women and Child Development (MoWCD), Government of India (GoI) released a scoping study titled “How Does Climate Change Impact Women and Children Across Agroecological Zones in India.” The study highlights that women, especially in poor and rural areas, are more affected by climate change because of their daily responsibilities and social roles. Children are also highly exposed to climate threats.
Highlights:
i.The effects of climate change, especially on women and children, are different in each of India’s 20 agroecological zones.
ii.The situation is complex as states like Jharkhand, Gujarat, Maharashtra, and Andhra Pradesh (AP) have five agroecosystems each, while regions like the North Eastern Hills and Western Coastal Plains span multiple states, requiring inter-state coordination.
iii.Heatwaves have become much more common in India, increasing about 30 times by 2022. This rise in temperature is especially dangerous for certain groups. Pregnant women, older women, outdoor workers, and poor women are at the highest risk.
iv.Young children, especially those under 5 years old, are at serious risk during extreme weather events like heatwaves. Between 2000 and 2016, India reported over 17,000 child deaths due to natural disasters.

6 more Products from TN Gets GI Tag, bringing TN’s total GI Tag Products to 69In April 2025, Chennai (TN)-based Geographical Indication (GI) Registry under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry (MoC&I), granted Geographical Indication (GI) tag to 6 more products from Tamil Nadu (TN) including,  the famed Puliyankudi Acid Lime, Panruti Cashew, Virudhunagar Samba Vathal (dried red chillies), among others.

  • With this recognition, the total number of GI tag products from TN reaches to 69 which consolidate its position as the 2nd highest Indian state in terms of number of GI-certified products, only after Uttar Pradesh (UP), which leads the county with 79 GI products.

i.GI registry has also granted GI certificates to 8 more traditional products of Jammu & Kashmir(J&K) and one each from Telangana, Assam and Kerala.
ii.With this, total number of GI-registered crafts from Kashmir has reached to 15, of which 7 crafts having already been granted GI certificates.

Union Minister Dr. Mansukh Mandaviya Inaugurates Viksit Bharat Youth Parliament 2025 in New DelhiIn April 2025, Union Minister Dr. Mansukh Mandaviya, Ministry of Labour and Employment (MoL&E) and Ministry of Youth Affairs & Sports (MYAS) inaugurated the National Round of the 2-day Viksit Bharat Youth Parliament Festival 2025 in New Delhi.

  • ​The event concluded with the presentation of the National Youth Awards and Viksit Bharat Youth Parliament Awards.

i.The festival commenced with the District Youth Parliament, organized from March 16 to 27, 2025, followed by the State Youth Parliament sessions held from March 23 to 31, 2025, across various state legislative assemblies.
iii.The key agenda of the Youth Parliament was to discuss on the proposal to refer the One Nation, One Election (ONOE) Bill to the Joint Parliamentary Committee (JPC).
About National Youth Awards (NYA):
Total 24 National Youth Awards were given in individual and organisations categories.

  • 11 awards were given for NYA 2021-22 in individual category.

MoD Grants In-Principle Approval for Adilabad Airport in Telangana
In April 2025, the Ministry of Defence (MoD) has granted in-principle approval for civil aircraft operations at the Adilabad airfield in Telangana. This airfield, originally established during the Nizam era, will be developed as a joint-use facility for both military and civilian purposes.

  • This marks the second airport approved by the Government of India(GoI) since 2023. The move aims to enhance regional air connectivity and support defence training needs.

i.The Indian Air Force (IAF) plans to establish a training establishment at the site in the future.
ii.The IAF proposed that the Airports Authority of India (AAI) acquire adjacent land to build a civil terminal, aircraft parking apron, and related infrastructure.
iii.The AAI may need to submit a detailed proposal for a No Objection Certificate (NOC) from the IAF.
Note: ​In February 2025, the GoI granted approval for the development and operationalization of the Mamnoor Airport in Warangal, Telangana.

DoT & RPF Collaborate to Enhance Mobile Phone Security for Train Passengers
On 3 April 2025, the Department of Telecommunications (DoT), under the Ministry of Communications(MoC), partnered with the Railway Protection Force (RPF) of the Ministry of Railways(MoR) to improve the blocking, tracing, and recovery of lost or stolen mobile phones for train passengers.

  • This collaboration integrates the Rail Madad application(app) with DoT’s Sanchar Saathi platform, aiming to bolster passenger security and prevent misuse of lost devices.

i.The Rail Madad app, developed by Indian Railways(IR), assists passengers in addressing and resolving grievances during their journeys.
ii.Now passengers can report lost or stolen mobile phones through Rail Madad. These complaints are subsequently transferred to Sanchar Saathi for device blocking and tracing, preventing misuse and facilitating recovery.
iii.Till date, the Central Equipment Identity Register (CEIR) facility of Sanchar Saathi has blocked approximately 30 lakh mobile devices, traced around 18 lakh, and successfully recovered about 3.87 lakh handsets.
Note:The RPF which has been ensuring railway security since 1957, will now be equipped with advanced tools to better assist travelers.

India Assist Signed MoU to Launch UAE Operations
In April 2025, Mumbai (Maharashtra)-based India Assist, a real-time travel assistance service platform, signed a Memorandum of Understanding (MoU) with the authorities of United Arab Emirates (UAE) to launch its international arm, ‘UAE Assist’.

  • Through this initiative, the company will provide complimentary travel assistance to every UAE visa applicant upon arrival, including real-time support, emergency advice, and on-ground help.

i.The initiative aims to cover more than 40 million in-bound visitors to the UAE annually.
ii.With this initiative, India Assist marks its debut into the international travel assistance space.
iii.Previously, India Assist had supported large-scale events like 2025 Mahakumbh held in Uttar Pradesh (UP) and was an official assistance partner  to MotoGP.

INTERNATIONAL AFFAIRS

11th BRICS Environment Ministers’ Meeting Held in BrazilUnder Brazil’s presidency, the 11th BRICS(Brazil, Russia, India, China, and South Africa) Environment Ministers’ Meeting convened in Brasília, Brazil, from April  3 to 4, 2025. The meeting is focused on enhancing cooperation among Global South nations to promote inclusive and sustainable governance.

  • The Indian delegation was led by Amandeep Garg, Additional Secretary, Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India (GoI).
  • During the meeting, India emphasized the necessity for collective leadership among BRICS nations to advance the 2030 Climate Agenda.

Key Discussions by India:
i.India urged BRICS nations to unite on the ‘Baku to Belem Roadmap’ to secure USD 1.3 trillion annually in climate finance for Nationally Determined Contributions (NDCs).

  • Baku to Belem Roadmap is an initiative established to significantly enhance climate finance for developing countries. Launched during the COP29 summit in Baku, Azerbaijan in 2024.

ii.India reiterated the New Delhi Statement (2021), advocating integrated climate action (adaptation, mitigation, and means of implementation).
iii.With BRICS expanding to 11 members, India urged unified action on desertification, biodiversity loss, and marine plastic pollution.

  • Stressed energy diversification (renewables, hydrogen, nuclear) and the Green Grids Initiative under the International Solar Alliance (ISA).

iv.Advocated adherence to Common but Differentiated Responsibilities (CBDR-RC) in global forums like United Nations Framework Convention on Climate Change (UNFCCC), United Nations Convention to Combat Desertification (UNCCD), Convention on Biological Diversity (CBD) and United Nations Environment Assembly (UNEA).
v.Emphasized the need to scale up climate finance, highlighting that the USD 300 billion per year target by 2035 under the New Collective Quantified Goal is insufficient compared to the USD 1.3 trillion required by developing nations.
vi.Urged BRICS nations to participate in global sustainability initiatives, including the ISA by India, Leadership Group for Industry Transition (LeadIT) by India and Sweden, and Global Biofuel Alliance (GBA) by India, to accelerate collective climate action.
Note: BRICS nations represent 47% of the global population and contribute 36% of global Gross Domestic Product (GDP) based on Purchasing Power Parity (PPP).

Securis Finance Secures RBI NBFC Licence to Offer Education Loans 
In April 2025, the Reserve Bank of India (RBI) has granted a Non-Banking Financial Company(NBFC) licence to Bengaluru (Karnataka)-based Securis Finance Private Limited, a subsidiary of FirstPay Technologies.

  • This approval enables the company to address the credit needs of teenagers by providing education loans ranging between Rs 50,000 and Rs 5 lakh.

Operational Plan and Targets:
i.Securis Finance will pilot its services in major educational hubs across India, focusing on students requiring financial support for higher education. The company aims to disburse Rs 100 crore in the first year and expand its loan portfolio to Rs 1,000 crore by 2030.
ii.Its AI-driven credit assessment model evaluates applicants’ academic performance and financial metrics to ensure responsible lending.
Significance for Students and Aspirants
iii.
This initiative bridges the gap in credit access for teenagers, particularly those from underserved backgrounds.
Key Details of the NBFC Licence Approval:
To obtain an NBFC licence, Securis Finance fulfilled critical criteria:

India Post Collaborates with Nippon India MF to Launch Door-to-Door KYC Services
In April 2025, India Post, under the Department of Posts (DoP), has signed a Memorandum of Understanding (MoU) with Mumbai (Maharashtra)-based Nippon Life India Asset Management Limited (Nippon India Mutual Fund) to offer door-to-door Know Your Customer (KYC) verification services.

  • This initiative aims to simplify mutual fund onboarding for investors, particularly in remote regions.
  • The MoU was signed by Manisha Bansal Badal, General Manager(GM) of DoP’s Business Development Directorate, and Sundeep Sikka, Executive Director(ED) & Chief Executive Officer(CEO) of Nippon India MF.

i.The partnership leverages India Post’s network of 1.5 lakh post offices, ensuring seamless KYC compliance while enhancing accessibility for elderly and mobility-challenged investors.
ii.India Post has already processed over 5 lakh KYC verifications for Unit Trust of India (UTI) and Specified Undertaking of UTI (SUUTI).
iii.The service aligns with the Government of India(GoI)’s Jan Nivesh initiative, which promotes financial inclusion by bridging gaps between underserved populations and formal financial systems.

RBI Retains FPI Investment Limits in Government & Corporate Bonds for FY26
In April 2025, the Reserve Bank of India (RBI) announced that Foreign Portfolio Investors (FPI) investment limits in Government securities (G-Secs), state development loans (SDLs), and corporate bonds will remain unchanged for the Financial Year 2025-26(FY26). The decision aims to balance foreign capital inflows with financial stability.

  • The RBI’s maintenance of the current FPI investment limits underscores its commitment to fostering a stable and attractive investment environment.

Key Investment Limits and Allocation:
i.The RBI retained the following FPI caps:

  • 6% for central government securities.
  • 2% for state government securities.
  • 15% for corporate bonds.

ii.The general investment limit for G-Secs is set at Rs 2.79 trillion (USD 32.71 billion) for April–September, 2025 and Rs 2.89 trillion for October 2025–March 2026.
iii.For corporate bonds, the ceiling is Rs 8.22 trillion (April–September, 2025) and Rs 8.80 trillion (October 2025–March 2026).
iv.As of April 2025, FPIs have utilized 22.3% of the G-Sec limit and 15.7% of the corporate bond limit, indicating substantial untapped potential for foreign investments.

HIL Ltd Rebrands as BirlaNu LtdIn March 2025, Hyderabad (Telangana)-based HIL Limited (formerly known as Hyderabad Industries Limited), a C.K. Birla Group, an entity specializing in home and building products, has rebranded as BirlaNu Limited as part of its strategic transformation.

  • The move aims to unify its brand architecture, enabling synchronized communication across its product categories.
  • With 32 manufacturing facilities across India (including Telangana and Andhra Pradesh) and Europe, BirlaNu serves customers in 80+ countries.

i.The company plans to invest Rs 1,200 crore over the next three years to accelerate growth in high-priority categories: pipes, construction chemicals, and designer boards.
ii.BirlaNu aims to expand its global footprint by leveraging Parador, the German flooring solutions firm it acquired in 2018, and exporting its Indian product portfolio.
iii. An industry first in India, BirlaNu has introduced Organic Based Stabilizers (OBS) in Unplasticized Polyvinyl Chloride(UPVC) pipe manufacturing, effectively eliminating the use of heavy metals.

MSRDC Honored with SKOCH 2025 Award for Samruddhi Mahamarg Project
In April 2025, the Maharashtra State Road Development Corporation Limited (MSRDC) was conferred with the prestigious SKOCH 2025 Award for Gold category in ‘infrastructure’.

  • MSRDC won this award in recognition of successful implementation of its flagship project named ‘Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg’.
  • Dr. Anil Kumar Gaikwad, Vice-Chairman and Managing Director (MD), MSRDC received the award on behalf of MSRDC, at the 100th SKOCH Summit held at India Habitat Centre in New Delhi, Delhi.

i.The project is a high-speed greenfield expressway that connects 392 villages in 26 talukas across 10 districts of Maharashtra.
ii.The project has reduced travel time between Nagpur and Mumbai from 16-18 hours (hrs) to merely 7-8 hours (hrs).

Syed Mohsin Raza Naqvi Appointed as President of ACC
In April 2025, Syed Mohsin Raza Naqvi, Chairman of Lahore (Pakistan)-based Pakistan Cricket Board (PCB), was appointed as the new Chairman of the Asian Cricket Council (ACC), during the ACC’s Annual General Meeting (AGM) held virtually.

  • He will hold the position for two years, starting April 3, 2025.

i.He replaced Shammi Silva of Sri Lanka Cricket (SLC),who assumed the ACC presidency in December 2024 after Jay Shah from India.
ii.His first major assignment is the Asia Cup 2025, which is scheduled to take place in September 2025.
iii.He is currently serving as Pakistan’s Interior Minister, has been leading the PCB since February, 2024.

Paras Defence Partners with MicroCon Vision for Drone Camera Supply to IndiaIn April 2025, Mumbai (Maharashtra)-based Paras Defence and Space Technologies Limited signed a Memorandum of Understanding (MoU) with Israel-based MicroCon Vision Limited (MicroCon), a company under Controp and Rafael Group, to supply advanced drone camera technology in India.
Key Features of the Partnership
i.Paras Defence becomes the exclusive partner for MicroCon’s ISR operations in India.
ii.MicroCon serves as the exclusive supplier of Intelligence, Surveillance, and Reconnaissance (ISR) payloads and electro-optical/infrared (EO/IR) seekers to Paras Defence.
iii.Enhanced Surveillance Capabilities: The integration of AI-powered analytics, thermal vision, and high-resolution imaging enhances surveillance efficiency.
iii.Cost Efficiency: The partnership provides two drone camera models, which would usually cost Rs 20 lakh and Rs 40 lakh per unit if imported. Paras Defence plans to cut the prices of these models by 50-60%, benefiting the Indian Armed Forces and commercial users.
Note: The Indian drone market is set to grow by 17% by 2029, fueled by rising demand across multiple sectors.

South Korea’s Hanwha Aerospace Signed USD 253.6 million Deal with L&T to Export K9 Howitzer to Indian ArmyIn April 2025, Chagwon (South Korea)-based defence manufacturing company Hanwha Aerospace Co., Ltd.  has signed USD 253.6 million or 371.4 billion South Korean won (KRW) agreement with Mumbai (Maharashtra)-based Larsen & Toubro Limited (L&T) to export components of K9 Vajra-T, a 155 millimeter (mm), 52-caliber tracked self-propelled howitzers to the Indian Army (IA).

  • The agreement was signed at the Embassy of the Republic of Korea in New Delhi, Delhi, marking a major milestone in the defense partnership between South Korea.
  • As per the agreement, the company will supply 100 K9 Vajra-T Howtizers to IA by September 2030.

i.This latest agreement follows the successful delivery of the 1st –batch of 100 units ordered in 2017  under procurement agreement valued at USD 310 million.

  • Of these 100 units, 10 were developed in South Korea and remaining 90 were assembled in India by L&T.

ii.These K9 Vajra-T howtizers will be manufactured in cooperation with Hanwha Aerospace at L&T’s Armoured Systems Complex (ASC) located at Hazria near Surat, Gujarat.

Veteran Indian Actor-Director & Padma Shri Awardee Manoj Kumar Passes AwayOn April 3, 2025, Veteran Indian actor and filmmaker Manoj Kumar passed away at the age of 87 in Mumbai, Maharashtra. He was born in July 24, 1937 in Abbottabad, then part of British India (now in Pakistan).

  • He was fondly called ‘Bharat Kumar’ for his contribution to acting and filmmaking with patriotic themes.
  • In 1992, he was honored with Padma Shri award, India’s fourth highest civilian award in the field of Arts.

About Manoj Kumar:
i.Born as Harikrishna Giri Goswami, his film journey commenced with minor roles in films like ‘Fashion’ (1957), ‘Sahara’ (1958), and ‘Chand’ (1959).
ii.His first lead role was in Kaanch Ki Gudiya (1961), but Hariyali Aur Rasta (1962) gave him recognition. Shaheed (1965), based on the life of freedom fighter Bhagat Singh solidified his status in the industry.
iii.His directorial debut Upkar (1967) highlighted the life of a soldier and a farmer, followed by patriotic films Purab Aur Paschim (1970) and Kranti (1981), which portraied India’s cultural heritage and freedom struggle.
Awards and Honors:
i.In 1968, he won National Film Award by Government of India (GoI) for the film Upkar for second Best Feature Film.
ii.He won 7 Filmfare Awards, including 4 for Upkar (1968), Best Actor (Be-Imaan) in 1969, Best Editing (Shor) in 1972, Best Director (Roti Kapda Aur Makaan) in 1975, and a Lifetime Achievement in 1999.
iii.In 2008, he received the Kishore Kumar Award from Madhya Pradesh (MP) and in 2010, the Raj Kapoor Award from Maharashtra, both for his contribution to Hindi cinema.
iv.In 2016, he was honoured with the Dadasaheb Phalke Award, India’s highest cinematic honour, during the 63rd National Film Awards.

Eminent Malayalam Linguist & Sahitya Akademi Awardee Venugopala Panikkar Passes Away
On April 3, 2025, eminent malayalam linguist and writer Venugopala Panikkar passed away at the age of 80 in Kozhikode, Kerala. He was born on August 2, 1945 in Ernakulam (Kerala).

  • In 2005, he was honored with the Sahitya Akademi Award for translating Tamil novel ‘Koonanthoppu’ by Thoppil Mohammed Meeran into Malayalam.

About Venugopala Panikkar:
i.Venugopala Panikkar began his career as a research assistant at the University of Madras (Tamil Nadu,TN) in 1971.
ii.He joined the Malayalam Department at the University of Calicut (Kerala) as a faculty member in 1973.
iii.He served as the Head of Malayalam Department from 2003 to 2005 at Kannur University (Kerala) and retired in 2006.
iv.In 2015, he won Kerala Sahitya Akademi Award for Lifetime Achievement.
v.He presented papers at over 100 national and international seminars, and authored notable books like Swanamandalam, Noam Chomsky, Bhashartham, and Bhashalokam.

International Day for Mine Awareness and Assistance in Mine Action 2025 – April 4The United Nations (UN’s) International Day for Mine Awareness and Assistance in Mine Action is annually observed across the globe on 4th April to raise awareness about the dangers of landmines and explosive remnants of war (ERW) and to promote efforts for their elimination.

  • The annual observance promotes the development of national mine-action capacities in conflict-affected countries, aligning with the UN Sustainable Development Goals (SDGs).

i.4th April 2025 marks the observance of the 20th International Day for Mine Awareness and Assistance in Mine Action.
