In May 2025, the Housing and Urban Development (H&UD) Department of the Odisha Government launched the ‘Atal Network of Knowledge, Urbanization & Reform (ANKUR)’, a strategic initiative for fostering inclusive, sustainable and innovative urban growth in Bhubaneswar, Odisha.

  • The initiative has formalized collaborations by signing Memoranda of Understanding (MoUs) with six leading national and international institutions working in the urban development ecosystem.

i.ANKUR is part of the larger vision to increase Odisha’s urbanization rate from 17% to 40% by 2036 and 60% by 2047. It includes the development of a 7,000 square kilometre (sq.km) metropolitan region encompassing Bhubaneswar, Cuttack, Puri, Paradip, Khurda, and Jatni.
ii.ANKUR focuses on four main areas such as capacity building, knowledge and research, implementation support, and innovation, which are designed to enhance urban planning governance through data-driven decision-making and evidence-based reforms.
iii. ANKUR represents a collective promise, to build cities that are efficient, smart and citizen centric. It is a movement towards Viksit Odisha, co-authored by communities, institutions and government.
