Cabinet approves ‘Capacity Building and Human Resource Development’ scheme with an outlay of Rs 2,277 cr
In September 2025, the Union Cabinet headed by Prime Minister (PM) Narendra Modi, approved the Department of Scientific and Industrial Research / Council of Scientific and Industrial Research (DSIR/CSIR) Scheme on “Capacity Building and Human Resource Development (CB&HRD)”.
Key Highlights:
Purpose: The initiative provides a wide platform for young, enthusiastic researchers aspiring to build careers in universities, industry, national R&D (Research and Development) laboratories and academic institutions.

  • It is guided by eminent scientists and professors, the scheme will foster growth in Science, Technology & Engineering, Medical, and Mathematical Sciences (STEMM).

Outlay and Period: The scheme has been approved for the period of the 15th Finance Commission Cycle (FCC) 2021-22 to 2025-26 with a total outlay of Rs.2,277.397 crore (cr).
Implementation: It is implemented by the CSIR and will cover all R&D institutions, national laboratories, Institutes of National Importance, Institutes of Eminence, and Universities across the country.

CCEA Approves Rs.3,822.31 Crore Four-Lane NH-139W Highway Project in BiharIn September 2025, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister (PM) Narendra Modi, approved two major infrastructure projects in Bihar, aimed at boosting connectivity, reducing travel time, and promoting economic development in the state.

  • The approved infrastructure initiatives comprise the construction of a 4-lane National Highway(NH)-139W highway and the doubling of the Bakhtiyarpur–Rajgir–Tilaiya railway line in Bihar.

Four-Lane NH-139W Highway Project:
Project: The project involves the construction of a 4-lane Sahebganj–Areraj–Bettiah section of NH-139W under the Hybrid Annuity Mode (HAM), covering a total length of 78.942 kilometer (km) at a capital cost of Rs. 3,822.31 crore (cr).
Four-lane: The proposed four-lane greenfield project is to improve connectivity between Patna (Bihar) with Bettiah connecting the North Bihar Districts of Vaishali, Saran, Siwan, Gopalganj, Muzaffarpur, East Champaran and West Champaran up to the areas along the Indo-Nepal border.
Doubling of Bakhtiyarpur – Rajgir – Tilaiya Railway Line:
Project: The CCEA also approved the doubling of Bakhtiyarpur – Rajgir – Tilaiya single railway line section in Bihar with total cost of Rs. 2,192 crore (cr).
Length: The project covering four Districts in the state of Bihar will increase the existing network of Indian Railways by about 104 Kms (kilometres).

Cabinet Approvals on September 24, 2025

On September 24, 2025, the Union Cabinet chaired by Prime Minister (PM) Narendra Modi approved the following proposals:

  • Approved Productivity Linked Bonus (PLB) for 78 days to Railway employees
  • Approved Expansion of Postgraduate (PG) and Undergraduate (UG) Medical Education Capacity

Approval of Productivity Linked Bonus for Railway Employees:
Approval: The Union Cabinet approved the disbursal of PLB equivalent to wages of 78 days, worth Rs.1,865.68 crores to 10.91 lakh non-gazetted railway employees.

  • PLB is designed with an aim to incentivize railway employees to improve efficiency and output.

Disbursal: The maximum payable amount of PLB to each employee is Rs.17,951. It will be disbursed to various categories of railway employees such as Track maintainers, Loco Pilots, Train Managers (Guard), Station Masters, Supervisors, Technicians, Technician helpers, Pointsman, Ministerial Staff and other Group ‘C’ staff.

  • It is paid annually before the Durga Pooja and Diwali holidays.

Note: Indian Railways loaded a record cargo of 1614.90 Million Tonnes (MT) and carried 7.3 billion passengers in the Financial Year 2024-25 (FY 25).
Approved Expansion of PG and UG Medical Education Capacity:
Scheme 1: The cabinet approved Phase-III of the Centrally Sponsored Scheme (CSS) for Strengthening and Upgradation of existing State Government/ Central Government Medical Colleges/ Standalone PG Institutes/ Government Hospitals for increasing 5,000 PG seats.
Scheme 2: It also approved the extension of the CSS for upgradation of existing Government Medical Colleges for increasing 5,023 seats, with an enhanced cost ceiling of Rs.1.50 crores per seat
Aim: The initiative aims to boost UG medical capacity, produce more specialist doctors, introduce new medical specialties, significantly strengthening the overall availability of doctors across India.
Budget: The estimated budget of the two schemes is Rs.15,034.50 crores for a period from 2025-26 to 2028-29, encompassing central share of Rs.10,303.20 crores and state share of Rs.4731.30 crores.
India’s Progress in Medical Education: India has made significant progress in medical education with 808 medical colleges with 1,23,700 Bachelor of Medicine, Bachelor of Surgery (MBBS) seats, registering 127% growth and 43,041 PG seats with 143% growth.

CAG Signs MoU with CBDT to Enhance Operational Effectiveness
On September 23, 2025, the Office of the Controller and Auditor General of India (CAG) signed a Memorandum of Understanding (MoU) with Central Board of Direct Taxes (CBDT) under the Department of Revenue(DoR), Ministry of Finance(MoF), to enhance operational effectiveness through collaboration in training, research and technology, in New Delhi, Delhi.

  • The MoU was signed by Ravi Agarwal, Chairman of CBDT, and Anand Mohan (A.M) Bajaj, Deputy CAG, in the presence of K Sanjay Murthy, CAG.

TASL’s Defence Manufacturing Unit: Union Defence Minister Rajnath Singh and Morocco’s Defence Minister Loudyi jointly inaugurated Tata Advanced Systems Limited’s (TASL) state-of-the-art defence manufacturing facility in Berrechid, Morocco.

NIPL & QNB Rolls Out UPI Payment Services for Indian Travelers in Qatar
In September 2025, NPCI International Payments Limited (NIPL), a wholly owned subsidiary of National Payments Corporation of India (NPCI), and Qatar National Bank (QNB) launched the Quick Response (QR)-based Unified Payments Interface (UPI) for Indian travelers in Qatar.

  • The UPI service, enabled for merchants, was first live at Qatar Duty Free at Hamad International Airport in Doha (Qatar).
  • This development positions Qatar as the 8th country to integrate UPI, following Bhutan, France, Mauritius, Nepal, Singapore, Sri Lanka, and the United Arab Emirates(UAE).

  • Payments are enabled at Point of Sales (POS) terminals managed by QNB and powered by payment solution of NETSTARS, a Japanese Payment Aggregator (PA).

Implementation: UPI is launched in phases, with the initial focus on Qatar Duty Free outlets and subsequent expansion to a wider merchant network under QNB.
Benefits: The initiative will benefit over 8 lakh Indian expatriates residing in Qatar and the Indian tourists visiting Qatar.

RBI Signed Renewed SoC to FX Global Code

SEBI Raised Custodian Net Worth Requirement to Rs 75 Crore for Risk ManagementIn September 2025, the Securities and Exchange Board of India (SEBI) has raised the minimum net worth requirement for custodians from existing Rs 50 crore to Rs 75 crore, aimed at strengthening risk management systems.

  • SEBI introduced this new change by amending the existing SEBI (Custodian) Regulations, 1996.
  • Following the amendment, these regulations are now known as ‘SEBI (Custodian) (Amendment) Regulations, 2025.’

Restrictions on Custodians: The new regulations prohibit the custodian to make any exaggerated statement whether oral or written to the clients either about its qualifications, capabilities or achievements regarding services rendered to clients.
Prevention of Financial Loss: As per SEBI’s directions, the custodians are required to implement internal control and financial and operational measures to prevent financial loss due to theft, fraud, professional misconduct, among others.

In July 2025, the SEBI has extended the timeline for the implementation of the 2nd and 3rd phases of its new nomination framework in the securities market.

  • As per SEBI’s circular, the implementation date for phase-II of the framework, originally scheduled for June 01, 2025, has been extended to August 08, 2025.
  • Similarly, the implementation date for phase-III, initially set for September 01, 2025, has been extended to December 15, 2025.

RBI allows Standalone traders to trade in Rupee in NDF market
In September 2025, Reserve Bank of India (RBI) has allowed Standalone Primary Dealers (SPD) to participate in rupee (RS) non-deliverable derivative contracts, to enhance market-making, forex risk management, and India’s currency market.

  • The changes are effective immediately, following the RBI’s August 2022 move allowing PDs to offer foreign exchange facilities.

NDF Market: The Non-Deliverable Forward (NDF) market is an offshore market where forward contracts on currencies are settled without actual delivery of the currency.

In September 2025, American global financial advisory firm, Kroll released the annual edition of report titled ‘Kroll Celebrity Brand Valuation 2024’. As per the report, Indian cricketer Virat Kohli has retained the top spot in 2024 with a brand value of USD 231.1 million, marking an increase of nearly 2% from USD 227.9 million in 2023.

  • Renowned Indian Actor Ranveer Singh retained 2nd position on the list and bollywood Star and Padma Shri Awardee Shah Rukh Khan continues to hold 3rd spot for the 2nd consecutive year.

Overall Brand Value: Cumulatively, India’s top 25 celebrities including movie stars and sportspersons, accounted the brand value of USD 2 billion in 2024, marking an increase of over 8.6% compared to the last year.
Most Valued Female Celebrity: As per the latest rankings, famous Indian actor Alia Bhatt, ranked at 4th spot (increase from 3rd spot in 2023) with total brand valuation of USD 116.4 million, has emerged as the most valued female celebrity in the list.
Big Gainers: Famous Indian Actress Rashmika Mandanna rank has significantly improved from 20th spot (in 2023) to 15th (in 2024), with overall brand valuation of USD 58.9 million.

DRDO & SFC Conducted Test Launch of ‘Agni-Prime Missile’ from RBMLIn September 2025, the Defence Research and Development Organisation (DRDO) in partnership with the Strategic Forces Command (SFC), the military arm of the Nuclear Command Authority (NCA), successfully conducted the test launch of the next-generation Intermediate Range Agni-Prime (Agni-P) missile from Rail-Based Mobile Launcher (RBML) at the Abdul Kalam Island, off the Odisha coast, under full operational conditions.

  • This marks the 1stof-its-kind launch carried out using a specially designed platform integrated with the national railway network.
