Cabinet approves ‘Capacity Building and Human Resource Development’ scheme with an outlay of Rs 2,277 cr
In September 2025, the Union Cabinet headed by Prime Minister (PM) Narendra Modi, approved the Department of Scientific and Industrial Research / Council of Scientific and Industrial Research (DSIR/CSIR) Scheme on “Capacity Building and Human Resource Development (CB&HRD)”.
Key Highlights:
Purpose: The initiative provides a wide platform for young, enthusiastic researchers aspiring to build careers in universities, industry, national R&D (Research and Development) laboratories and academic institutions.

• It is guided by eminent scientists and professors, the scheme will foster growth in Science, Technology & Engineering, Medical, and Mathematical Sciences (STEMM).

Outlay and Period: The scheme has been approved for the period of the 15th Finance Commission Cycle (FCC) 2021-22 to 2025-26 with a total outlay of Rs.2,277.397 crore (cr).
Implementation: It is implemented by the CSIR and will cover all R&D institutions, national laboratories, Institutes of National Importance, Institutes of Eminence, and Universities across the country.

CCEA Approves Rs.3,822.31 Crore Four-Lane NH-139W Highway Project in BiharIn September 2025, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister (PM) Narendra Modi, approved two major infrastructure projects in Bihar, aimed at boosting connectivity, reducing travel time, and promoting economic development in the state.

• The approved infrastructure initiatives comprise the construction of a 4-lane National Highway(NH)-139W highway and the doubling of the Bakhtiyarpur–Rajgir–Tilaiya railway line in Bihar.

Four-Lane NH-139W Highway Project:
Project: The project involves the construction of a 4-lane Sahebganj–Areraj–Bettiah section of NH-139W under the Hybrid Annuity Mode (HAM), covering a total length of 78.942 kilometer (km) at a capital cost of Rs. 3,822.31 crore (cr).
Four-lane: The proposed four-lane greenfield project is to improve connectivity between Patna (Bihar) with Bettiah connecting the North Bihar Districts of Vaishali, Saran, Siwan, Gopalganj, Muzaffarpur, East Champaran and West Champaran up to the areas along the Indo-Nepal border.
Doubling of Bakhtiyarpur – Rajgir – Tilaiya Railway Line:
Project: The CCEA also approved the doubling of Bakhtiyarpur – Rajgir – Tilaiya single railway line section in Bihar with total cost of Rs. 2,192 crore (cr).
Length: The project covering four Districts in the state of Bihar will increase the existing network of Indian Railways by about 104 Kms (kilometres).

Cabinet Approvals on September 24, 2025

On September 24, 2025, the Union Cabinet chaired by Prime Minister (PM) Narendra Modi approved the following proposals:

• Approved Productivity Linked Bonus (PLB) for 78 days to Railway employees
• Approved Expansion of Postgraduate (PG) and Undergraduate (UG) Medical Education Capacity

Approval of Productivity Linked Bonus for Railway Employees:
Approval: The Union Cabinet approved the disbursal of PLB equivalent to wages of 78 days, worth Rs.1,865.68 crores to 10.91 lakh non-gazetted railway employees.

• PLB is designed with an aim to incentivize railway employees to improve efficiency and output.

Disbursal: The maximum payable amount of PLB to each employee is Rs.17,951. It will be disbursed to various categories of railway employees such as Track maintainers, Loco Pilots, Train Managers (Guard), Station Masters, Supervisors, Technicians, Technician helpers, Pointsman, Ministerial Staff and other Group ‘C’ staff.

• It is paid annually before the Durga Pooja and Diwali holidays.

Note: Indian Railways loaded a record cargo of 1614.90 Million Tonnes (MT) and carried 7.3 billion passengers in the Financial Year 2024-25 (FY 25).
Approved Expansion of PG and UG Medical Education Capacity:
Scheme 1: The cabinet approved Phase-III of the Centrally Sponsored Scheme (CSS) for Strengthening and Upgradation of existing State Government/ Central Government Medical Colleges/ Standalone PG Institutes/ Government Hospitals for increasing 5,000 PG seats.
Scheme 2: It also approved the extension of the CSS for upgradation of existing Government Medical Colleges for increasing 5,023 seats, with an enhanced cost ceiling of Rs.1.50 crores per seat
Aim: The initiative aims to boost UG medical capacity, produce more specialist doctors, introduce new medical specialties, significantly strengthening the overall availability of doctors across India.
Budget: The estimated budget of the two schemes is Rs.15,034.50 crores for a period from 2025-26 to 2028-29, encompassing central share of Rs.10,303.20 crores and state share of Rs.4731.30 crores.
India’s Progress in Medical Education: India has made significant progress in medical education with 808 medical colleges with 1,23,700 Bachelor of Medicine, Bachelor of Surgery (MBBS) seats, registering 127% growth and 43,041 PG seats with 143% growth.

CAG Signs MoU with CBDT to Enhance Operational Effectiveness
On September 23, 2025, the Office of the Controller and Auditor General of India (CAG) signed a Memorandum of Understanding (MoU) with Central Board of Direct Taxes (CBDT) under the Department of Revenue(DoR), Ministry of Finance(MoF), to enhance operational effectiveness through collaboration in training, research and technology, in New Delhi, Delhi.

• The MoU was signed by Ravi Agarwal, Chairman of CBDT, and Anand Mohan (A.M) Bajaj, Deputy CAG, in the presence of K Sanjay Murthy, CAG.

Key Details of MoU:
Aim: The partnership aims to improve efficiency in public financial management, audit, and tax administration through training and capacity building, Research collaboration, and Technology-driven solutions.
Focus: The MoU will focus on a series of initiatives, including training workshops, joint seminars, sharing audit insights based on advanced data analytics, and the use of innovative methods, such as remote audits, in Goods and Services Tax (GST) audits and other areas.

Union Minister Piyush Goyal Inaugurates APEDA’s First Regional Office in Patna, Bihar
In September 2025, Union Minister Piyush Goyal, Ministry of Commerce and Industry (MoC&I), inaugurated the Agricultural and Processed Food Products Export Development Authority (APEDA)’s first regional office in Patna, Bihar,

• The move aims to bolster the agricultural export sector of Bihar by providing direct support to farmers, exporters, and Farmer Producer Organizations (FPOs).

Bihar Regional Office: The regional office offers Bihar’s stakeholders direct access to APEDA’s services, including registration, certification assistance, market intelligence, and export facilitation.

MoL&E signs MoU with Zepto to enhance employment opportunities
In September ,2025, the Ministry of Labour and Employment (MoL&E) signed a Memorandum of Understanding (MoU) with Zepto, a quick -commerce company, to enhance youth employment opportunities on the National Career Service Portal, (NCS)

• The agreement was signed in the presence of Union Minister Mansukh Mandaviya, MoL&E and the Ministry of Youth Affairs and Sports (MYAS) in New Delhi, Delhi.

Key Details of MoU:
Job Opportunities: Under the MoU, Zepto will provide 10,000 job openings, creating a consistent and organized pathway for urban employment targeting youth, women, and first-time job seekers.
e-Shram: The partnership also creates a bridge to formalization and upskilling, linking gig workers with e-Shram registration, social security schemes, and opportunities for future employability and protection.
Significance: This represents a significant milestone in linking platform economy opportunities with the Government’s employment and skilling ecosystem.

Overview of Union Defence Minister Rajnath Singh’s Visit to Morocco from September 22 to 23, 2025Union Minister Rajnath Singh, Ministry of Defence (MoD) undertook a two-day official visit to Morocco from September 22 to 23, 2025, at the invitation of Abdeltif Loudiyi, Morocco’s Minister Delegate for National Defence.

• This marked 1st ever visit by an Indian Defence Minister to North African Nation, reflecting the strengthening strategic relations between India and Morocco

Highlights of the Visit:
MoU on Defence Cooperation: Union Defence Minister Rajnath Singh his Moroccan counterpart Abdeltif Loudiyi signed a Memorandum of Understanding (MoU) on defence cooperation, during the bilateral meeting held in Rabat, Morocco.

• He also announced the opening of a new Defence Wing at the Embassy of India in Rabat.

TASL’s Defence Manufacturing Unit: Union Defence Minister Rajnath Singh and Morocco’s Defence Minister Loudyi jointly inaugurated Tata Advanced Systems Limited’s (TASL) state-of-the-art defence manufacturing facility in Berrechid, Morocco.

• This newly inaugurated facility is India’s 1st ever defence manufacturing plant in Africa and largest in Morocco.

Purpose: The facility, spanning over an area of 20,000 square metres (sq. m), will manufacture the indigenously developed Wheeled Armoured Platform (WhAP) 8×8 vehicles.

NIPL & QNB Rolls Out UPI Payment Services for Indian Travelers in Qatar
In September 2025, NPCI International Payments Limited (NIPL), a wholly owned subsidiary of National Payments Corporation of India (NPCI), and Qatar National Bank (QNB) launched the Quick Response (QR)-based Unified Payments Interface (UPI) for Indian travelers in Qatar.

• The UPI service, enabled for merchants, was first live at Qatar Duty Free at Hamad International Airport in Doha (Qatar).
• This development positions Qatar as the 8th country to integrate UPI, following Bhutan, France, Mauritius, Nepal, Singapore, Sri Lanka, and the United Arab Emirates(UAE).

UPI Service in Qatar:
Background: On July 11, 2024, an agreement was signed between QNB and NIPL to enable UPI services in Qatar.

• On February 25, 2025, QNB became the first bank in Qatar to enable UPI acceptance.

Payments: The payments are settled instantly, with transactions converted from Indian Rupees (INR) into Qatari Riyals (QAR) at prevailing Foreign Exchange (FOREX) rates.

• Payments are enabled at Point of Sales (POS) terminals managed by QNB and powered by payment solution of NETSTARS, a Japanese Payment Aggregator (PA).

Implementation: UPI is launched in phases, with the initial focus on Qatar Duty Free outlets and subsequent expansion to a wider merchant network under QNB.
Benefits: The initiative will benefit over 8 lakh Indian expatriates residing in Qatar and the Indian tourists visiting Qatar.

• The launch of UPI aims to boost the retail and tourism sectors by increasing transaction volumes for merchants, acquired by QNB.

RBI Signed Renewed SoC to FX Global Code
In September 2025, the Reserve Bank of India (RBI) has reaffirmed its dedication to global best practices in the foreign exchange (FX) market by renewing its Statement of Commitment (SoC) to the FX Global Code.

• As per SoC, RBI acts as a Market Participant as defined by the Code, is committed to conducting its FX market activities as per the principles of the Code.

About FX Global Code:
Objective: The code is a set of international principles of good practice in the FX, aimed to promote the integrity and effective functioning of the wholesale FX market.
Background: The code was developed under strategic partnership between the central banks and market participants worldwide and 1st published in 2017.
Reviewed Twice: The Global Foreign Exchange Committee (GFXC), apex body responsible for promotion, maintenance of the code, reviewed the code for the 1st time in July 2021 and then later, in December 2024.

SEBI Raised Custodian Net Worth Requirement to Rs 75 Crore for Risk ManagementIn September 2025, the Securities and Exchange Board of India (SEBI) has raised the minimum net worth requirement for custodians from existing Rs 50 crore to Rs 75 crore, aimed at strengthening risk management systems.

• SEBI introduced this new change by amending the existing SEBI (Custodian) Regulations, 1996.
• Following the amendment, these regulations are now known as ‘SEBI (Custodian) (Amendment) Regulations, 2025.’

Key Changes:
Implementation: As per SEBI, the provisions of the new regulations will come into force 6 months from the date of their publication in the official gazette.
Time Period: The existing custodians are required to meet the new capital adequacy requirement within 3 years from the date of new regulations commencement.

• SEBI has also clarified that new capital adequacy requirement must be maintained separately from other business requirements.

Key Responsibilities: SEBI has outlined certain responsibilities for custodians such as: maintaining appropriate governance structure, risk management policies, and scalable infrastructure and appropriate technical capacity.
Restrictions on Custodians: The new regulations prohibit the custodian to make any exaggerated statement whether oral or written to the clients either about its qualifications, capabilities or achievements regarding services rendered to clients.
Prevention of Financial Loss: As per SEBI’s directions, the custodians are required to implement internal control and financial and operational measures to prevent financial loss due to theft, fraud, professional misconduct, among others.
Recent Related News:
In July 2025, the SEBI has extended the timeline for the implementation of the 2nd and 3rd phases of its new nomination framework in the securities market.

• As per SEBI’s circular, the implementation date for phase-II of the framework, originally scheduled for June 01, 2025, has been extended to August 08, 2025.
• Similarly, the implementation date for phase-III, initially set for September 01, 2025, has been extended to December 15, 2025.

RBI allows Standalone traders to trade in Rupee in NDF market
In September 2025, Reserve Bank of India (RBI) has allowed Standalone Primary Dealers (SPD) to participate in rupee (RS) non-deliverable derivative contracts, to enhance market-making, forex risk management, and India’s currency market.

• The changes are effective immediately, following the RBI’s August 2022 move allowing PDs to offer foreign exchange facilities.

Broader Participation in Rupee NDF Market:
Expanded Market Access: This move allows broader participation in the offshore rupee derivatives market, which was earlier restricted to Authorised Dealer Category-I (AD Cat-I) banks and International Financial Services Centre (IFSC) Banking Units.
Eligibility: With the latest amendment to the Master Direction(MD) on Risk Management and Inter-Bank Dealings, SPDs can now offer Non-Deliverable Derivative Contracts (NDDCs) to both residents and non-residents.

• SPDs authorized as AD Cat–III are now eligible to trade in rupee NDDCs.

NDF Market: The Non-Deliverable Forward (NDF) market is an offshore market where forward contracts on currencies are settled without actual delivery of the currency.

Kroll Report 2024: Virat Kohli Retains Tops Indian Celebrity Brand Rankings at USD 231.1 million
In September 2025, American global financial advisory firm, Kroll released the annual edition of report titled ‘Kroll Celebrity Brand Valuation 2024’. As per the report, Indian cricketer Virat Kohli has retained the top spot in 2024 with a brand value of USD 231.1 million, marking an increase of nearly 2% from USD 227.9 million in 2023.

• Renowned Indian Actor Ranveer Singh retained 2nd position on the list and bollywood Star and Padma Shri Awardee Shah Rukh Khan continues to hold 3rd spot for the 2nd consecutive year.

Key Findings:
Overall Brand Value: Cumulatively, India’s top 25 celebrities including movie stars and sportspersons, accounted the brand value of USD 2 billion in 2024, marking an increase of over 8.6% compared to the last year.
Most Valued Female Celebrity: As per the latest rankings, famous Indian actor Alia Bhatt, ranked at 4th spot (increase from 3rd spot in 2023) with total brand valuation of USD 116.4 million, has emerged as the most valued female celebrity in the list.
Big Gainers: Famous Indian Actress Rashmika Mandanna rank has significantly improved from 20th spot (in 2023) to 15th (in 2024), with overall brand valuation of USD 58.9 million.

• Similarly, the ranking of Indian Actress Kriti Sanon, co-founder of Skincare brand Hyphen, surged from 27th  to 19th (USD 44.8 million); famous Indian Actress Tamannah Bhatia (USD 40.4 million) rose to rank 21st from 28th and Indian Cricketer Jasprit Bumrah (USD 38.1 million), from rank 41st to 22nd.

Debutant: For the 1st time, Indian Actress Ananya Pandey featured among the top 25 celebrities’ list i.e. at 25th spot with total brand valuation of USD 35.2 million, up from 46th position in 2023.

India Gets ICAO Council President Certificate for Aviation Safety Oversight
In September 2025, the Directorate General of Civil Aviation (DGCA), India’s aviation regulator, has received the ‘International Civil Aviation Organisation (ICAO) Council president certificate’ in recognition of its significant progress in establishing an effective aviation safety oversight system.

• The certificate was presented to Faiz Ahmed Kidwai, Director General(DG) of the DGCA, during the 42nd Session of the International Civil Aviation Organization (ICAO) Assembly in Montreal, Canada.

About ICAO Council President Certificate:
India’s Recognition: This recognition underscores India’s commitment to enhancing aviation safety and aligning with international standards.
Certificate: The ICAO Council President Certificate was created to support the ‘No Country Left Behind’ initiative, helping countries enhance their aviation safety oversight.
Eligibility Criteria: The certificate is awarded based on the results of the ICAO Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) activities, which assess a country’s compliance with ICAO’s Standards and Recommended Practices (SARPs).

ACC Extends Tenure of of General Anil Chauhan as CDS & Secretary of DMA
In September 2025, the Appointments Committee of the Cabinet (ACC), chaired by Prime Minister(PM) Narendra Modi, extended the tenure of General Anil Chauhan as Chief of Defence Staff (CDS) and Secretary of Department of Military Affairs (DMA) under the Ministry of Defence(MoD), until 30th May 2026 or until further orders.

• This decision was sanctioned before his original term was scheduled to end on 30th September 2025.

About General Anil Chauhan:
Career : He was commissioned into the Indian Army(IA) in 1981.He has forged a distinguished career, serving in several key command and staff roles.
CDS: Since assuming office as CDS on 28 September 2022, he has strengthened tri-service integration and led major military reforms, including Integrated Theater Commands.
Awards:  He was awarded with the Param Vishisht Seva Medal(PVSM) in 2020, Uttam Yudh Seva Medal(UYSM) in 2018, Ati Vishisht Seva Medal(AVSM) in 2015, Sena Medal(SM) in 2011 and Vishisht Seva Medal(VSM) in 2011 for his exemplary services to the Indian Army.

DRDO & SFC Conducted Test Launch of ‘Agni-Prime Missile’ from RBMLIn September 2025, the Defence Research and Development Organisation (DRDO) in partnership with the Strategic Forces Command (SFC), the military arm of the Nuclear Command Authority (NCA), successfully conducted the test launch of the next-generation Intermediate Range Agni-Prime (Agni-P) missile from Rail-Based Mobile Launcher (RBML) at the Abdul Kalam Island, off the Odisha coast, under full operational conditions.

• This marks the 1st–of-its-kind launch carried out using a specially designed platform integrated with the national railway network.

About RBML:
Launch Outcome: The missile’s trajectory was accurately tracked, confirming a textbook launch that met all objectives and paved the way for induction of rail-based missile systems into service.
Significance: RBML is designed to operate across India’s rail network without pre-conditions. It offers quick reaction time, improved mobility, and reduced visibility, significantly enhancing India’s second-strike capability.

2026 AFC Futsal Asian Cup qualifiers: India Registers First-ever International Victory
The Indian national futsal team made history by recording its first-ever international victory, defeating Mongolia 3‑0 in the Group A matches of the 2026 Asian Football Confederation (AFC) Futsal Asian Cup qualifiers held at Ardiya, Kuwait.

Campaign Highlights:
India’s Performance: India lost to Kuwait (1–4) and Australia (1–10) in earlier Group A matches. Thus, with just 3 points India failed to qualify for the 2026 AFC Futsal Asian Cup.
2026 AFC Futsal Asian Cup: It is 18th edition of Asia’s premier men’s futsal championship to be held in Indonesia between January 27 to February 7, 2026.

• A total of 16 teams qualified, with Indonesia as the automatic host entry and 15 teams through qualification matches.

Note: Futsal is a variant of association football played between two teams of five players each on a court smaller than a football pitch.

Kannada Novelist and Padma Awardee SL Bhyrappa Passed AwayOn September 24 2025, renowned Kannada novelist, philosopher and screenwriter Santeshivara Lingannaiah(S.L) Bhyrappa passed away in Bengaluru, Karnataka. He was born on August 20, 1931 in Santeshivara village, Channarayapatna taluk, Hassan district, Karnataka.

• He received the Padma Shri (2016) and the Padma Bhushan (2023), both in the field of Literature & Education.

About SL Bhyrappa: 
Early Life: He pursued a career in academics before emerging as one of the most respected authors in Kannada literature.
Literary Journey: Over his distinguished career spanning more than six decades, he authored 25 novels, along with several short stories and essays. His works combined Indian philosophy, history, aesthetics, and the conflict between tradition and modernity.

• Some of his most acclaimed novels include Vamshavruksha, Daatu, Tantu, Parva, Grihabhanga, Mandra, Anveshan, Sartha, Naineralu, Angu, Dharmashri, Doorasaradde and Voting.

Recognition and Awards: Over his lifetime, he received some of the highest national literary and civilian honours, including, Saraswati Samman (2010) and Sahitya Akademi Fellowship (2015).

Change of Date: Previously observed on Dhanteras (Kartik month), Ayurveda Day had a variable date each year.

• In May 2025, the Government of India (GoI) fixed September 23 for the annual celebration of Ayurveda Day, a date that also coincides with the autumnal equinox, when day and night are nearly equal.

Celebrations at CARI: On 23rd September 2025, the Central Ayurveda Research Institute (CARI), under the Central Council for Research in Ayurvedic Sciences (CCRAS), Ministry of AYUSH, celebrated the 10th Ayurveda Day through nationwide outreach programmes in New Delhi, Delhi.
Celebrations at AIIA: On 23rd September 2025, the Ministry of Ayush celebrated the 10th National Ayurveda Day at the All India Institute of Ayurveda (AIIA), Goa.

World Pharmacists Day 2025 – September 25
World Pharmacists Day(WPD) is observed  every year across the world on 25th September, celebrates pharmacists’ key role as drug experts and accessible healthcare providers in building healthier communities worldwide.

• The day also marks the anniversary of the International Pharmaceutical Federation (FIP).

Theme:
2025 Theme: “Think Health, Think Pharmacist”
Focus: The theme highlights pharmacists’ key role in quality healthcare, safe medication use, and public health support.

Background:
Proposal : WPD was proposed by the Turkish Pharmacists Association (TPA) during the FIP Council meeting in Istanbul, Türkiye in 2009.
Acceptance: The FIP Council unanimously approved the proposal to celebrate World Pharmacists Day every year on 25th September.
First Observance : The inaugural WPD was marked on 25th September 2010.
Why 25 September? The date was chosen to mark the founding of the FIP on 25th September 1912. Since 1948, FIP has been in official relations with the  World Health Organisation (WHO) and is recognised as the global leader in pharmacy.

Antyodaya Diwas 2025 – September 25
Antyodaya Diwas is observed every year on 25 September across India to mark the birth anniversary of Pandit Deendayal Upadhyaya, former Bharatiya Jan Sangh (BJS) President and noted philosopher.

• September 25,2025 marks the 109th birth anniversary of Pandit Deendayal Upadhyaya.
• Antyodaya combines Antya (the poorest) and Udaya (rise), making Antyodaya Diwas a day to celebrate the upliftment of the poorest.

Background: 
Declaration: On 25 September 2014, marking the 98th birth anniversary of Pandit Deendayal Upadhyaya, the Government of India(GoI) declared 25 September to be observed annually as Antyodaya Diwas.
First Observance: The first Antyodaya Diwas was celebrated on 25 September 2014.
