DIPAM Extends Deadline for Ferro Scrap Nigam Ltd Strategic SaleGovt extends deadline for FSNL strategic sale
The Department of Investment and Public Asset Management (DIPAM) has extended the deadline for submission of bids for the strategic disinvestment of Ferro Scrap Nigam Limited (FSNL), a 100 % subsidiary of MSTC Ltd., under the Ministry of Steel.
It has extended the deadline by a month to June 6, 2022 (earlier it was May 05, 2022), and clarified that the company is in the process of extending its existing contracts.
Disinvestment of Ferro Scrap Nigam Limited (FSNL)
i.The government has started the process of selling its whole stake in FSNL, which is owned through MSTC Ltd., in a strategic sale that will involve transfer of management control in the public sector undertaking (PSU). BDO India Ltd. has been appointed as the transaction’s advisor by the government. 
ii.DIPAM announced in a series of clarifications to prospective bidders that it was in the process of obtaining an extension on the existing set of contracts that were slated to expire in FY23 (2022–2023).

MSME Minister Narayan Rane Inaugurates India’s first Centre of Excellence for Khadi in New Delhi

On 11th May 2022, Narayan Rane Union Minister for Micro Small and Medium Enterprises(MSMEs) inaugurated India’s first Centre of Excellence for Khadi(CoEK) in New Delhi, Delhi. The CoEK is set up at the National Institute of Fashion Technology(NIFT) as a hub in Delhi and spokes in Bangalore, Gandhinagar, Kolkata, and Shillong. 

  • Khadi and Village Industries Commission (KVIC) has collaborated with National Institute of Fashion Technology (NIFT) to set up the CoEK in NIFT, New Delhi, Delhi.The MoU regarding this was signed in 2021.
  • A knowledge portal for Khadi will also be developed by the CoEK.

Objective: To design apparel, home furnishing and accessories for people of all generations and To create benchmarked design processes of global standards of quality, design, and merchandising.

INTERNATIONAL AFFAIRS

UNCCD 15th session of the Conference of the Parties held in Abidjan, Côte d’Ivoire UNCCD 15th session of the Conference of the Parties held in Abidjan, Côte d’Ivoire from May 9-20, 2022

i.On May 9-20, 2022, the 15th session of the Conference of the Parties (COP15) of the United Nations Convention to Combat Desertification (UNCCD) which was hosted by Côte d’Ivoire for the 1st time at its Sofitel Abidjan Hôtel Ivoire in Abidjan on the theme ‘Land. Life. Legacy: From scarcity to prosperity’. The theme calls for action to ensure land continues to benefit present and future generations.H.E. President Alassane Ouattara host the UNCCD’s COP15.
ii.Negotiations were focused on the work of the 15th session of the Committee on Science and Technology (CST15), 20th session of the Committee for the Review of the Implementation of the Convention (CRIC20), and other major issues included in the programme of work of the COP.
iii.The Indian delegation was led by the Union Minister Bhupender Yadav, Ministry of Environment, Forest and Climate Change (MoEF&CC) who highlighted the developments during India’s presidency.

Two MoUs Renewed between India and Canada at 7th JSTCC meeting held at Ottawa 7th JSTCC meeting held at Ottawa Two MoUs were renewed

On May 19 2022, The 7th India-Canada Joint Science and Technology Cooperation Committee (JSTCC) meeting took place in Ottawa, Canada. During which two Memorandum of Understanding (MoU) were renewed, articulating new strategic directions for the implementation of the 2005 Agreement for Scientific and Technological Cooperation between the Government of Canada and the Government of the Republic of India.
Signatories:
i.The two MoUs were signed by the Ministry of Science and Technology with the Natural Sciences and Engineering Research Council of Canada (NSERC) and National Research Council Canada (NRC), respectively, under India and Canada’s agreement signed in 2005.
ii.The Joint Committee Meeting was co-chaired by Srivari Chandrasekhar, Secretary at the Indian Department of Science and Technology (DST) and David Morrison, Deputy Minister of International Trade at Global Affairs Canada. 
iii.The meeting saw the august presence of Ajay Bisaria, High Commissioner of India to Canada, and Cameron MacKay, Canadian High Commissioner to India among others.
Terms of Agreement:
i.The JSTCC in principle has to meet every 2 years to review the ongoing collaboration between Indian and Canadian researchers and innovators.
ii.And also to set priorities for the next period in a variety of innovative fields such as agriculture and food security, health sciences and related technologies, clean technologies and environmental research, marine and polar research, quantum and artificial intelligence and human capacity development and researcher mobility.
iii.Both countries agreed to continue monitoring progress on key priorities on bilateral Science, Technology and Innovation (STI) collaboration for 2022-2024.

India hosts SCO-RATS Summit 2022 in Delhi; focus on Afghanistan situation

India hosted the Shanghai Cooperation Organisation Regional Anti-Terrorist Structure (SCO-RATS) summit 2022 in New Delhi, Delhi from 17th to 19th May 2022. 
The member states of SCO discussed boosting cooperation in combating various regional security challenges. 

  • India’s National Security Council Secretariat (NSCS) under NSA Ajit Doval organised the SCO-RATS Summit 2022.
  • The major focus of the meeting was on the situation in Afghanistan and dealing with the threat from terror groups active in the country ruled by the Taliban.
  • The key agenda of the summit is the formation of an inclusive government in Afghanistan. 
  • In October 2021, India assumed the chairmanship of the Council of RATS SCO for a period of one year. 
  • Members of SCO are Russia, China, India, Pakistan, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

RBI To Set Up a Committee for Review of Customer Service Standards in RBI Regulated EntitiesRBI sets up 6-member committee to review customer service standards

The Reserve Bank of India (RBI) has announced the formation of a 6 – member Committee for Review of Customer Service Standards in RBI Regulated Entities (REs). 
The committee will examine and review the state of customer service in REs, as well as the adequacy of customer service regulations, and make recommendations to improve customer service. It will submit its report within three months from the date of its first meeting.

  • The announcement came as part of the Statement on Developmental and Regulatory Policies, which was announced on April 8, 2022, with the Monetary Policy Statement.

As a response, the RBI has formed a committee that includes the following members:
i.Bibhu Prasad Kanungo, former Deputy Governor, RBI – Chairperson
ii.Atul Kumar Goel, Chairman of Indian Banks’ Association (IBA) and MD & CEO, Punjab National Bank (PNB) – Member
iii. Dr. A S Ramasastri, former Director, Institute for Development and Research in Banking Technology (IDRBT) – Member
iv.Dr. Amitha Sehgal, Hon. Secretary, All India Bank Depositors Association (AIBDA) – Member
v.Dr. Rajeshri N Varhadi, Professor, Department of Law, University of Mumbai – Member
vi.Anil Kumar Sharma, Executive Director, RBI – Member

  • Chief General Manager, Consumer Education and Protection Department, Central Office, Reserve Bank of India will be the member secretary of the Committee. 
  • The Committee may also invite domain experts and RBI officials for consultations and/or to participate in its deliberations as required.

Terms Of Reference of The Committee:
i.Evaluate the efficacy, adequacy, and quality of customer service in RBI-regulated entities in comparison to existing RBI customer service guidelines and identify any gaps.
ii.Review the rising and evolving needs of the customer service landscape, particularly in the context of the evolving digital & electronic financial products; distribution ecosystem, and recommend appropriate regulatory measures.
iii. Identify global and domestic best practises in customer service and grievance redressal, particularly for improving services offered to retail and small customers, including pensioners and senior citizens.
iv.Make recommendations on ways to utilize technology to improve customer service efficiencies, upgrade internal grievance redressal mechanisms in REs, and reinforce the RBI’s overall consumer protection framework.
v.Any other matter relevant to customer service and consumer protection.

HDFC Bank & Retailio Launch Co-Branded Credit Cards for Chemists, Pharmacies Hdfc Bank And Retailio Launch Co-branded Credit Cards

HDFC Bank, one of India’s major private banks, has announced the launch of a new range of co-branded credit cards targeted primarily at chemists and pharmacies in the merchant segment, in collaboration with Retailio, India’s largest B2B pharma marketplace.
The partnership aims to provide superior value and improve the customer experience, and it is expected to reach around 1.4 lakh merchants in its first phase.
Key Points:
i.HDFC intends to expand this partnership into the pharmaceutical sector with a customised offering for Retailio merchants such as pharmacies, distributors, and hospitals.
ii.Its objective is to this tie-up to help expand the eco-system of chemists and pharmacies, and to provide a differentiated, tailored experience for clients to satisfy their changing demands. This co-branded project is a step toward recognising the value of pharmacies.
iii. The credit cards will be available to over 1 lakh Retailio customers, including existing merchants and new customers.

  • Retailio has a network of over 1,000 healthcare and pharmaceutical companies, 3,000 pharmaceutical distributors, and 1 lakh pharmacies, hospitals, and nursing homes in over 1,000 cities.

iv.The co-branded credit card has benefits such as an interest-free credit period of up to 50 days; reward points on spending and purchases at all merchants; no cost and low-cost EMI options for all credit card customers; and term loan eligibility for business purposes.

FDI Equity Inflows marginally down at $58.77 billion in FY22: DPIIT Data FDI equity inflows marginally down at $58.77 billion in FY22

In accordance with the data from the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry (MoCI) showed, the foreign direct investment (FDI) equity inflows into India contracted marginally by 1 per cent to $58.77 billion (~ INR 437,188 Crores) during FY22 as compared to $59.63 billion(~INR 442,569 Crores) during FY21.

  • However, total foreign direct investment into India rose by 1.95% to the highest ever $83.57 billion in 2021-22. Click Here to Read  

Key Points:
i.During 2021-22, Singapore was the top source of FDI into India with USD 15.87 billion worth of investments.

  • It was followed by the United States-US ($10.55 billion), Mauritius ($9.4 billion), the Netherlands ($4.62 billion), Cayman Islands ($3.81 billion), and the United Kingdom-UK ($1.65 billion).

ii.The computer software and hardware sector attracted the highest inflows of $14.5 billion during FY22. It was followed by services ($7.1 billion), automobile industry ($7 billion), trading ($4.5 billion) construction (infrastructure) activities ($3.3 billion) and pharma ($1.4 billion).

On May 23 2022, The President of India, Ram Nath Kovind, appointed Vinai Kumar Saxena as the 22nd  Lieutenant Governor (LG) of the National Capital Territory of Delhi (NCT-Delhi). Saxena replaced the Incumbent LG Anil Baijal, who resigned due to ‘Personal Reasons’.
About Vinai Kumar Saxena:
i.Vinai Kumar Saxena hails from Uttar Pradesh and he is the first corporate man ever selected for such a gubernatorial post and is a well-known name in the Indian corporate and social sector with over three decades of vast experience.
ii.Vinai Kumar Saxena is the current Chairman of the Khadi and Village Industries Commission (KVIC), an organisation under the Ministry of Micro, Small and Medium Enterprises (MoMSMEs). He was appointed in October 2015.
iii.In March 2021, he was appointed by the Central government as a member of the national committee to commemorate 75 years of India’s independence, this committee is headed by the Prime Minister of India.

PM Headed Inter-State Council Reconstituted; Amit Shah Chairman of Standing Committee

The Union Government has reconstituted the Inter-State Council with the Prime Minister of India, Narendra Modi as its Chairman along with six Union Ministers as members and Ten Union Ministers as permanent invitees.

  • In a separate notification the Union Government also reconstituted the Standing Committee of the Inter-State Council with the Union Home Minister Amit Shah as its Chairman. 

Composition of Inter-State Council:
i.The Inter-State Council comprises –
Chairman – Prime Minister Of India
Members:

  • Chief Ministers of all the State and Union Territories with legislative assemblies and Administrators or Lieutenant Governors of those States without Legislative assemblies.
  • Six Union Ministers as members.
  • Ten Union Ministers as Permanent Invitees.

ii.The union ministers who were made members of the council are – Rajnath Singh, Amit Shah, Nirmala Sitharaman, Narendra Singh Tomar, Virendra Kumar, Hardeep Singh Puri, 
iii.Union Ministers as permanent invitees are Nitin Gadkari, S Jaishankar, Arjun Munda, Piyush Goyal, Dhamendra Pradhan, Pralhad Joshi, Ashwini Vaishnaw, Gajendra Singh Shekhawat, Kiren Rijiju and Bhupender Yadav.
iv.If the President issues a proclamation under the Article 356 (President’s rule) of the Constitution in relation to any State, the Governor of that State shall be invited to attend the meetings of the Council.
Mandate:
i.The Constitution of India in Article 263, established the Inter-State Council, with the mandate to promote and support cooperative federalism in the country.
ii.Also it actively organises regular meetings between the Council and Zonal Councils.
iii.It also facilitates consideration of all pending and emerging issues of the centre-state and inter-state relations by the zonal councils and inter-state councils and develop a sound system of monitoring the implementation of the recommendations of the inter-state council and zonal councils.
Composition of Standing Committee of Inter-State Council:
i.The Committee Comprises –

Members – 

  • Chief Ministers of Andhra Pradesh, Assam, Bihar, Gujarat, Maharashtra, Odisha, Punjab and Uttar Pradesh

Mandate:
i.The standing committee will have continuous consultation and process matters for consideration by the Council. It will also process matters pertaining to Centre-State relations before they are taken up for consideration in the Inter-State Council.
ii.It also monitors the implementation of the decisions taken on the recommendations of the council and considers any other matter referred to it by the chairman or the council.
iii.The standing committee may, if necessary, invite experts and persons eminent in specific fields to have the benefit of their views while deliberating upon the related subjects.

TN Manoharan Takes Over as Part-Time Chairman of IDBI Bank

T N Manoharan has been appointed as a part-time Chairman of the IDBI Bank for a tenure of 3 years with effect from 9th May 2022, as approved by the Reserve Bank of India(RBI). 

  • M R Kumar will no longer continue to be the non-executive non-whole time Chairman of the bank with effect from 8th  May 2022.

In terms of the Articles of Association of the bank, Life Insurance Corporation of India (LIC) has nominated Raj Kumar, Managing Director(MD) of LIC as LIC nominee director on the board of the bank. 

  • Kumar’s appointment is being separately processed under Section 161 (3) of the Companies Act, 2013.
  • As of March 2022, LIC holds 49.24% shares of IDBI Bank. 

IFS officer Vivek Kumar Appointed as Private Secretary to PM Modi

The Appointments Committee of the Cabinet (ACC) has appointed Vivek Kumar, an Indian Foreign Service (IFS) Officer of the 2004 batch, as the Private Secretary (PS) to Prime Minister Narendra Modi at the Joint Secretary level. 

  • He joined the PMO as a deputy secretary in 2014
  • He has previously served in diplomatic positions in Russia and Australia.

PhonePe to acquire WealthDesk, OpenQ for USD 75 million

PhonePe, owned by Walmart Inc-controlled Flipkart group, is set to acquire 2 investment technology platforms, WealthDesk(Wealth Technology & Services Private Limited) and OpenQ(Quantech Capital Investment Advisors Private Limited) for a total enterprise value of USD 75 million. 

  • PhonePe will acquire WealthDesk for USD 50 million and acquire OpenQ at USD 25 million. Both the acquisition deals will be a mix of cash and stock.
  • In December 2021, PhonePe has applied for a mutual fund license with the Securities and Exchange Board of India (SEBI).

Indian Contingent Finish With 23 Medals at Bahrain 2022 Para Badminton
1st Bahrain Para Badminton International Championships 2022 held from May 16 – 22 in Manama,Bahrain. The Indian para badminton team finished with 23 medals, including 7 Golds, 3 Silver and 13 bronze.
i.Pramod Bhagat and Tarun Dhillon received two gold medals each in the championships.
ii.Gaurav Khanna  is the Indian para-badminton Team Head National Coach.
iii.The Indian team will be participated at the 4th Fazza Dubai 2022 Para Badminton International in May 2022.

OBITUARY

World’s Oldest Living Grandmaster Yuri Averbakh Passed Away

Yuri Averbakh, a Russian Grandmaster, a trainer, international arbiter, chess composer, and endgame theoretician, has passed away at the age of 100 in Moscow, Russia. He was the world’s oldest living Grandmaster. He was born on  8 February 1922 in Kaluga, Union of Soviet Socialist Republics (USSR)(now Russia). 

  • In 1944 He became a “Master of the USSR”, and in 1952 International Chess Federation or World Chess Federation (FIDE: Fédération Internationale des Échecs) made him a Grandmaster.
  • He won the Moscow Championship in 1949, 1950 and 1962 and He qualified for the Candidates Tournament 1953 in Zurich.
  • He served as the President of the Soviet Chess Federation from 1972 to 1977 and in 2020 FIDE made him an honorary member.

Union Home Minister Inaugurates & Lays Foundation Stones Of Various Infrastructure Projects in Arunachal PradeshHM Amit Shah inaugurates & lays foundation stones of various infrastructure projects
Union Home Minister Amit Shah had inaugurated and laid various projects worth Rs.1180 crore for the development of the North-east Region in Namsai,Arunachal Pradesh.
Key Facts
i. In the strategically important state bordering China, an MoU was exchanged on building Rashtriya Raksha University (RRU) or National Defence University(NDU) campus at Pasighat in East Siang district of Arunachal Pradesh.
ii. Plans were announced to connect the most difficult locations with the rail network and build a road network by constructing 2,000 km of roads in a year in Arunachal Pradesh.
iii. During the occasion, the Union Home Minister termed Arunachal Pradesh as “Jewel in India’s Crown.”
iv.2,000 MW Lower Subansiri hydroelectric power project will be operational by 2023.2,880 MW Dibang multipurpose project, the biggest in the world, will be launched in upcoming months.

Uttarakhand Becomes the 1st Indian State to Roll Out Commercial Drone Services in HealthcareUttarakhand becomes the 1st Indian state to roll out drone in healthcare

Redcliffe Labs, a unit of Redcliffe Lifetech Inc based in the United States of America (USA), has opened its commercial drone corridor between Uttarkashi and Dehradun in the State of Uttarakhand. This will be the first commercial drone flight in India’s healthcare sector. 
About the Project:
i.The project was a part of Redcliffe and Skye Air collaboration for using drones and in the recent past approx. 40 successful trials have been done in the Northern parts of India.
ii.The use of drones between Uttarkashi and Dehradun has drastically reduced the travel time to 88 minutes with one battery swap in between. Or else, the 144 Kilometres travel would take 6-8 hours by road and 12 hours during landslide times.
iii.During the flight, Redcliffe Lab delivered a 5 kilograms payload in temperature-controlled boxes from Gyansu, Uttarkashi to Vivek Vihar, Dehradun, which is 60 kilometres aerial distance.
iv.Also it plans to operate two flights daily for both routine and specialised tests sample collection from June 10 2022.
Others Efforts for using Drone Technology:
i.The Government of Telangana in September 2021, became the first State in the country to embark on Beyond Visual Line of Sight (BVLoS) flights to deliver a payload comprising vaccines, with the launch of Medicine from the Sky project in Vikarabad, Telangana.
ii.The project aims to deliver medicines, vaccination, and units of blood to remote, rural areas by means of drones, is a collaboration of the Telangana government, World Economic Forum, HealthNet Global and NITI Aayog.

i.According to a report by 6Wresearch, the Indian Unmanned Aerial Vehicle (UAV) market is poised to grow at a Compound Annual Growth Rate (CAGR) of 18% during 2017–23 in terms of revenue. 
ii.According to another study BIS Research, predicted that the market for commercial drones superseded the military market by 2021, cumulatively hitting approximately USD 900 million.

Integrated Agriculture Development Project Launched In Districts Of
Tamil NaduStalin launches Kalaignarin All Village Integrated Agriculture Development Programme

Chief Minister of Tamil Nadu M.K. Stalin remotely launched the “Kalaignarin All Village Integrated Agriculture Development Programme” in the districts of Krishnagiri, Dharmapuri and Erode. The Programme would be implemented in all 12,525 village panchayats across the State during five years
Key Points
i.Under this scheme, coconut saplings, home farming saplings, horticultural saplings, sprays needed for farming, kit for vegetable garden would be distributed and a 100% subsidy would be provided to Adi Dravida farmers for sinking wells in dry lands, employ drip irrigation, and to dig farm ponds.
ii. The project envisions conversion of fallow lands into lush cultivable clusters by creating new sources of irrigation, setting up of solar power motors, value addition to agricultural produce, augmenting livestock health and milk production, revenue record changes through patta and sitta transfers, institutional credit through cooperative societies, and desilting of channels and water bodies in project villages.
iii. In Dharmapuri, the project envisions an allocation of ₹ 227 crore for the development of 57 villages, over 1,997 village panchayats and 9 lakh families dependent on farming .
