Highlights of the Visit:
Samudra Se Samriddhi: During his visit, PM Narendra Modi attended the “Samudra Se Samriddhi” event under the theme “Samudra Se Samriddhi” in Bhavnagar(Gujarat).
Development Projects for Gujarat: He inaugurated and laid the foundation stone for multiple central and state government projects worth over Rs.26,354 crore, covering various sectors in Gujarat.
Inaugurations: Virtually inaugurated Hindustan Petroleum Liquified Natural Gas (HPLNG) Regasification Terminal at Chhara Port in Somnath (Gujarat), Acrylics & Oxo Alcohol Project at Indian Oil Corporation Limited (IOCL) Refinery in Vadodara (Gujarat).

Assessment of Logistics Cost (AoLC) in India Report:The report provides a framework estimating logistics costs by transport mode, product type, and firm size, including freight cost per tonne‑kilometre (ton‑km).
- The report is prepared by NCAER (National Council of Applied Economic Research) for DPIIT (Department for Promotion of Industry and Internal Trade), MoC&I.
Industrial Park Rating System (IPRS) 3.0: The IPRS 3.0, developed by the DPIIT, MoC&I with support from the Asian Development Bank (ADB) aims to further strengthen India’s industrial ecosystem and enhance the competitiveness of industrial infrastructure.
Logistics Data Bank 2.0 (LDB 2.0):The LDB 2.0, developed by NICDC Logistics Data Services (NLDSL) is an enhanced platform for high-seas export container tracking and multi-modal shipment visibility, supporting Micro, Small and Medium Enterprises(MSMEs) and exporters while strengthening India’s digital, transparent, and globally competitive logistics ecosystem.
Logistics Ease Across Different States 2025 (LEADS 2025):It is an annual index and survey that evaluates the logistics performance across States and Union Territories (UTs), supporting India’s vision of a globally competitive and future-ready logistics ecosystem. The LEADS has introduced 2 major features.
Harmonized System of Nomenclature (HSN) Codes: Union Minister Piyush Goyal released the Guidebook on Mapping of HSN Codes, prepared by the DPIIT. The Guidebook allocates 12,167 HSN Codes across 31 Ministries and Departments.
State and City Logistics Plans (S&CLP):The GoI has initiated these plans under the SMILE (Support for Marginalized Individuals for Livelihood and Enterprise) programme in collaboration with the ADB, beginning with eight cities across eight states.

Mercedes-Benz Hurun India Wealth Report 2025: Maharashtra Topped India’s Wealth Map with 1.78 Lakh HouseholdsIn September 2025, Hurun India in partnership with Mercedes-Benz released its latest ‘Mercedes-Benz Hurun India Wealth Report and Luxury Consumer Survey 2025’. As per the Mercedes-Benz Hurun India Report 2025, Maharashtra has consolidated its position as India’s richest state with 1.78 lakh millionaire households, witnessing an increase of 194% since 2021.
- It is followed by Delhi (79,800); Tamil Nadu, TN (72,600); Karnataka (68,800); and Gujarat (68,300) ranked at 2nd, 3rd, 4th and 5th position, respectively.
Key Findings:
Other Top 10 States: Uttar Pradesh (UP) (57,700, ranked at 6th spot); Telangana (51,700, ranked at 7th spot); West Bengal, WB (50,400, ranked at 8th spot); Rajasthan (33,100, ranked at 9th spot); and Haryana (30,500, ranked at 10th spot).
Top 10 States Representation: Cumulatively, the top 10 states in India account for over 79% of the millionaire families, attributed mainly by increasing GSDP and business formalization across technology, finance, and industrial sectors.
Millionaire Capital: Among Indian Cities, Mumbai (known as the financial capital of India), has emerged as the ‘Millionaire Capital’ with 1.42 lakh millionaire households, followed by New Delhi, Delhi (68,200) and Bengaluru, Karnataka (31,600) ranked at 2nd and 3rd position, respectively.
Banking Preferences: As per the latest Luxury Consumer Survey 2025’, conducted among 150 India millionaires, HDFC Bank Limited emerged as the most preferred Indian private bank and Citibank was voted as the top international private bank.

MoRD Signed MoUs with NIRD&PR & 4 SRLMs to Strengthen DAY-NRLM
In September 2025, the Ministry of Rural Development (MoRD) signed five Memorandums of Understanding (MoUs) with the National Institute of Rural Development and Panchayati Raj (NIRD&PR), MoRD, and four State Rural Livelihoods Missions (SRLMs) of Andhra Pradesh (AP), Bihar, Jharkhand, and Telangana to strengthen interventions under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM).
- The MoUs were signed by T.K. Anil Kumar, Additional Secretary, MoRD, with Dr. Vanishree Joseph, Director, NRLM Resource Cell, NIRD&PR, and representatives of the SRLMs of AP, Bihar, Jharkhand, and Telangana.

DoCA Launches GST Grievance National Consumer Helpline
In September 2025, the Department of Consumer Affairs (DoCA), Ministry of Consumer Affairs, Food and Public Distribution (MoCAF&PD), launched a dedicated Goods and Services Tax (GST) grievance category on the National Consumer Helpline (NCH) to address consumer complaints, ahead of the Next-Gen GST Reforms 2025 effective from September 22, 2025.

NTPC PSU signs a MoU with SEC to promote Power Sector Transformation and Global Energy Expansion

BBNJ Treaty Achieves 60 Ratifications Threshold, Set to Take Effect in January 2026On September 19, 2025, the treaty, formally known as the Agreement under the United Nations (UN) Convention on the Law of the Sea (UNCLOS) on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ agreement) secured 60 ratifications, followed by the ratification of Morocco.
- With this move, the BBNJ agreement will come into force on 17 January 2026.
BBNJ Treaty:
High Seas: The BBNJ treaty (also known as High Seas treaty) is the first legally binding international framework aimed at protecting marine biodiversity in the high seas, encompassing two-thirds of the world’s oceans. The treaty focuses on:
- Establishing Marine Protected Areas (MPAs) in international waters
- Conducting Environmental Impact Assessments (EIA) for activities that may affect the high seas
- Ensuring equitable sharing of benefits arising from marine genetic resources
- Facilitating scientific cooperation and capacity-building for all countries.
Sign & Ratification: As of September 2025, the BBNJ Agreement has been signed by 145 countries and ratified by 61 countries, following the ratification of Sierra.
- On September 25, 2024, India signed the treaty but has not ratified.
Significance: On 17 January 2026, the treaty will enter into force after 120 days, following the deposit of 60th ratification, the minimum threshold for enforcement.

Legendary Malayalam Actor and Padma Awardee Mohanlal to be Conferred Dadasaheb Phalke Award for 2023In September 2025, the Ministry of Information and Broadcasting (MIB) announced that Legendary Malayalam Actor and Padma Awardee Mohanlal Viswanathan Nair will be conferred with Dadasaheb Phalke Award for year 2023, India’s highest cinema honour.
- He will be the 55th recipient of the Dadasaheb Phalke Award in recognition of his exceptional contribution to Indian cinema, becoming the second Malayalam film personality to receive it after filmmaker Adoor Gopalakrishnan in 2004.

In September 2025, Andhra Pradesh (AP) has received the ‘Best State Award’ under the ‘Mera Resham-Mera Abhiman’ programme, a flagship initiative of the Central Silk Board (CSB), autonomous body which works under the Ministry of Textiles (MoT).

- It is the state animal of Sikkim and is protected under Schedule I of the Indian Wildlife (Protection) Act, 1972.
Species:
- Ailurus fulgens: Found in Nepal, NE India (West Bengal (WB), Sikkim, western Arunachal Pradesh (AR)), Bhutan, and southern Tibet and was the first red panda species discovered.
- Ailurus fulgens styani: Found in eastern AR, Myanmar, and parts of China; larger and brighter than the Himalayan red panda.
Key Facts:
Discovery: The Red Panda (RP) was first described by Frédéric Cuvier in 1825, decades before the Giant Panda. The name “panda” was originally applied to it. Despite the name, RPs are not closely related to Giant Pandas (vulnerable).
Appearance: RPs have dense reddish-brown fur, a black belly, and a long bushy tail with red, buff, or black rings.
Behavior: Arboreal in nature, RPs spend 55% of their day sleeping in trees.
Population: Fewer than 10,000 red pandas remain in the wild, with habitat loss being their main threat.

Bihar’s Tourism Department and IWAI Signed MoU to Start Water Metro Service in Patna
In September 2025, the Tourism Department of Bihar Government has signed a Memorandum of Understanding (MoU) with the Inland Waterways Authority of India (IWAI) to start water metro service from Digha Ghat to Kangan Ghat in Patna, the capital city of Bihar.
- The MoU was formally signed by Sunil Kumar Singh, Chairman of IWAI; and Nand Kishore Singh, Managing Director (MD) of Bihar State Tourism Development Corporation (BSTDC), in the presence of Union Minister Sarbananda Sonowal, Ministry of Ports, Shipping & Waterways (MoPSW) and Mansukh Mandaviya, Ministry of Youth Affairs and Sports (MoYAS) during a ceremony held in Bhavnagar, Gujarat.
