NATIONAL AFFAIRS

Government approves 8 Toy Manufacturing Clusters worth Rs 2,300 croreGovernment approves eight toy manufacturing clustersi.On February 22, 2021, the Central Government has approved 8 toy manufacturing clusters at a cost of Rs 2,300 crore viz. three clusters in Madhya Pradesh, two in Rajasthan, and one each in Karnataka, Uttar Pradesh and Tamil Nadu.
ii.This decision has been taken on the lines of “National Action Plan for Indian Toy Story” that seeks to reduce import dependence of toys which was around $1.5 billion in FY2020 of which 90% of imports was from China and Taiwan.
iii.In this regard, Department for Promotion of Industry and Internal Trade (DPIIT) and the Ministry of Micro, Small and Medium Enterprises (MSME) will develop toy clusters under existing schemes such as the Scheme of Fund for Regeneration of Traditional Industries (Sfurti) which is currently being implemented in Karnataka and Andhra Pradesh.
iv.The plan is to have 35 toy clusters under the scheme.

India’s first Digital University set up in Thiruvananthapuram, Keralai.On February 20, 2021, the state government of Kerala, on the line of its Digital Transformation Initiatives announced in Budget 2021, has launched India’s first Digital University, Kerala University of Digital Sciences, Innovation and Technology (KUDSIT) in Technocity at Mangalapuram in Thiruvananthapuram by upgrading its two-decade old Indian Institute of Information Technology and Management Kerala (IIITM-K), a center of excellence in information technologies.
ii.The Governor of Kerala, Arif Mohammed Khan inaugurated the KUDSIT through videoconferencing.
iii.The 10-acre University was launched during a function which was virtually presided over by Chief Minister (CM) Pinarayi Vijayan. The Governor Arif Mohammed Khan, who is also the Chancellor of the Kerala University of Digital Sciences, Innovation and Technology (KUDSIT) virtually unveiled the university plaque during the function.
iv.The university is aimed at utilizing the developments in digital technology for social progress and for all individuals.

Dr Harsh Vardhan launches Intensified Mission Indradhanush (IMI) 3.0i.On February 23, 2021, Union Minister Dr. Harsh Vardhan, Ministry of Health and Family Welfare (MoH&FW) virtually launched Intensified Mission Indradhanush (IMI) 3.0.  He also also launched the IMI 3.0 portal & released the Operational Guidelines for IMI 3.0 and the awareness material/IEC package developed as part of the campaign.
ii.The video conference was also attended by Minister of State (MoS) Ashwini Kumar Choubey, MoH&FW.
iii.The focus of the IMI 3.0 is to reach children and pregnant women with the 12 Vaccine Preventable Diseases (VPD) under Universal Immunisation Programme (UIP) who have missed these vaccine doses during the COVID-19.
iv.It should be noted that the IMI 3.0 is the 8th phase of Mission Indradhanush.

Thaawarchand Gehlot Virtually Releases ‘3rd Edition of Indian Sign Language Dictionary with 10,000 Terms’

On February 17, 2021 Union Minister for Social Justice and Empowerment Thaawarchand Gehlot virtually released the ‘3rd edition of the Indian Sign Language (ISL) Dictionary with 10,000 terms (including 6,000 earlier terms)in a virtual programme. The Dictionary has been published by the Indian Sign Language Research and Training Centre (ISLRTC), an autonomous Institute under the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice & Empowerment.

  • Minister of State for Social Justice and Empowerment Shri Krishan Pal Gurjar graced the occasion as Guest of Honour.

Note – The ISL Dictionary is a crucial resource for promoting awareness about ISL, facilitating communication and providing better accessibility services to persons with hearing disabilities, and thus is a necessary step in realizing the goals of the Rights of Persons with Disabilities (RPwD) Act, 2016.
i.The 3rd edition is the culmination of an innovative 4 year project that was initiated in November 2016 by ISLRTC)
ii.The terms include, terms of everyday use, academic terms, legal & administrative terms, medical terms, technical terms and agricultural terms
ii.The Dictionary also contains regional signs used in different parts of India.
Note:

  • The 1st edition of the ISL Dictionary was launched on 23rd March 2018 with 3000 terms
  • The 2nd edition with 6000 terms (including earlier 3000 terms) was launched on 27th February 2019.

Kotak Standard Multicap Fund Renamed as Kotak Flexicap FundOn February 17, 2021 Kotak Mahindra Asset Management Company Limited (KMAMC) announced that Kotak Standard Multicap Fund is being renamed as Kotak Flexicap Fund.
This is in line with the  Securities and Exchange Board of India (SEBI)’s Modification in  Multi-Cap Mutual Funds Category, where multicap funds are required to invest at least 25% of their corpus in large, mid and small cap stocks each.
65% of assets in equity and equity-related investments
Recently SEBI introduced  ‘Flexi Cap Fund’ as a New Category under Equity Schemes, where Flexicap funds must hold at least 65% of assets in equity and equity-related investments, with no cap on how much to be invested in large, medium or small caps.
What  is Flexi Cap Fund?
It is an open-ended dynamic equity scheme that invests in large, mid or small cap company stocks, i.e., there is no restriction in terms of allocation to any market cap.
Kotak Flexicap Fund
i.The fund will  continue to follow the top-down sector approach in addition to bottom-up stock options.
ii.It will also continue to take diversified concentrated sector allocation at a stock level.
iii.It is to be noted that the current portfolio has a mixture of cyclical and defensive stocks, and the large-cap allocation is approximately 3/4th of the total corpus (as on 29th January 2021).

LIC of India launches Individual Savings Plan, ‘Bima Jyoti’ PlanLife Insurance Corporation (LIC) of India launched a new Individual Savings Plan,Bima Jyoti’ Plan (Plan No. 860) which will be effective from February 22, 2021. Bima Jyoti is a Non-linked, Non-Participating, Individual, Limited Premium Payment, Life Insurance Savings Plan.

  • The Plan offers a Guaranteed addition at a rate of 5% (i.e at a rate of INR 50 per thousand or INR 5 per 100) Basic Sum Assured at the end of each policy year throughout the policy term.

RBI Ropes in Punjabi Singer-Rapper Viruss to Drive its Public Awareness Campaigns on Cyber Fraudsi.Reserve Bank of India(RBI) has roped in Punjabi Singer-Rapper Viruss to drive its public awareness campaigns on cyber frauds. On February 19, 2021 RBI in its official twitter handle, launched the campaign, featuring Viruss.
ii.This is part of its awareness campaign ‘RBI Kehta Hai’: Jaankar Baniye, Satark Rahiye!(RBI Says: Be knowledgeable, Be cautious) that was launched in 2016 and has been running in social media accounts on Twitter, Facebook and Youtube .
iii.The latest campaign was different from others as it used peppy rap music to provide information to people.

Centre reconstituted NITI Aayog governing council with PM as Chairpersoni.The Central Government has reconstituted the governing council of the NITI (National Institution for Transforming India) Aayog with Prime Minister Narendra Modi as its chairperson.

NASA Launched Space Station Supply Ship to ISS Named After S.S. Katherine Johnson

On 20th February 2021, The National Aeronautics and Space Administration (NASA) launched the Space Station Supply Ship, Northrop Grumman’s Cygnus capsule named after S.S. Katherine Johnson, to the International Space Station (ISS). 
The numbers of S.S. Katherine Johnson, a Black NASA mathematician, featured in the 2016 movie “Hidden Figures”, contributed to the flight of John Glenn on 20th February 1962, who became the first American to orbit the world.

  • The launch of this 4-ton shipment for NASA from Wallops Island, Virginia marks the 59th anniversary of John Glenn’s historic launch.
  • This is the 15th Supply run of Northrop Grumman for NASA.

India Launches ‘Sandes’ a Made in India alternative of WhatsApp

India launched a instant messaging app just like WhatsApp for government employees called Sandes which will be a Made in India alternative of WhatsApp.Developed by National Informatics Centre (NIC), Ministry of Electronics & Information Technology the app was initially open to use only to government officers, now it has been released for common public on Apple’s App Store. It is an upgrade of Government Instant Messaging System (GIMS) app.The Government is also working on another Instant Messaging app called ‘Samvad’, it is being developed by Centre for Development of Telematics (C-DOT).

Karnataka to host 2nd Edition of Khelo India University Games in 2021Karnataka is set to host the 2nd Edition of Khelo India University Games (KIUG) in 2021. The games will be hosted in Jain University, Bengaluru and other venues in Karnataka in collaboration with Association of Indian Universities (AIU). KIUG is the largest University level sports competition in India.

  • The KIUG 2021 will see the addition of 2 new native sports namely ‘Yogasana’ & ‘Mallakhamb’ in the medal events. The total number of medal events/sports will be 19.
  • The games will be conducted in the U-25 age category in accordance with the World University Games norms.
  • The Main Objective of KIUG is to identify & train athletes in the age group of 18-25 years for Olympics & Asian Games.
  • KIUG is organised by the Sports Authority of India (SAI) & Ministry of Youth Affairs and Sports along with Association of Indian Universities, Indian Olympic Association & National Sports Federation.
  • The 1st Edition of KIUG was held at Kalinga Institute of Industrial Technology (KIIT), Bhubaneswar, Odisha in February, 2020.

Khelo India program:

  • It was introduced to revive sports culture in India by merging Rajiv Gandhi Khel Ahiyan (erstwhile Yuva Krida and Khel Abhiyan), ‘Urban Sports Infrastructure scheme’ and National Sports Talent Search System Program as a central sector scheme.
  • Through this program, talented players will be identified in priority sports disciplines and will be provided annual financial assistance of 5 lakhs per annum for a period of 8 years.

International Mother Language Day 2021 – February 21i.The United Nations(UN)’s International Mother Language Day is annually observed across the globe on 21st February to promote linguistic and cultural diversity and multilingualism.
ii.The 2021 marks the 22nd edition of the International Mother Language Day.
iii.The day recognises the importance of the languages and multilingualism towards advance inclusion and Sustainable Development Goals(SDG).
iv.The United Nations Educational, Scientific and Cultural Organization (UNESCO) observed the first International Mother Language day on 21st February 2000. 
v.The theme of the 2021 International Mother Language Day is “Fostering multilingualism for inclusion in education and society”. 
vi.As a part of the celebration, a four-day virtual event has been organised by the Ministry of Education, Ministry of Culture and Indira Gandhi National Centre for the Arts(IGNCA).

Punjab Cabinet Approves Mission ‘Lal Lakir’ in all villagesi.On February 19, 2021, the Cabinet of Punjab chaired by Chief Minister Amarinder Singh has approved the implementation of mission ‘Lal Lakir’ to enable villagers living within the ‘Lal Lakir’ to monetise their property rights and for availing benefits provided by the government departments, institutions and banks.
ii.Lal Lakir refers to land that is a part of the village habitation and is used for non-agriculture purposes only.
iii.Earlier, these properties can be sold through power of attorney (POA) and the sale deeds could not be registered.

Jammu Municipal Corporation signs 2 MoUs with IPCA, UNDPJammu Municipal Corporation (JMC) has signed 2 Memorandum of Understandings (MoU) with 2 recyclers namely United Nations Development Programme (UNDP) & Indian Pollution Control Association (IPCA) to make Jammu Plastic-free.

  • Both entities have the fundamental basis of door-to-door garbage collection in Jammu.
  • JMC is also aiming to achieve 100 % door-to-door garbage collection within the JMC.
  • This will ensure proper segregation of garbages & and then the recyclable waste (majorly plastic) will be sent to factories for reuse.
  • 2 New Waste Management plants are to be set up in Jammu for recycling of plastics.
  • JMC is organising programmes to raise awareness about disposal of waste material among the public.

In September 2020, JMC had assigned 150 GPS fitted autos for special door-to-door garbage collection in Jammu.

E-Kuber Payments System of RBI Launched in Jammu and Kashmiri.On February 18, 2021 Dr Arun Kumar Mehta, IAS, Financial Commissioner, Finance Department, Govt of Jammu and Kashmir(J&K) formally launched e-Kuber payments system of Reserve Bank of India(RBI) in J&K.
ii.J&K is the 1st Union Territory to implement version 2.9 of e-Kuber payments system
iii.The system will be initially e implemented in the Civil Secretariat treasury on pilot basis and shortly will be launched in for other treasuries.
