ii.Azerbaijan’s State Oil Company of Azerbaijan Republic (SOCAR), India’s Mangalore Refinery and Petrochemicals Limited (MRPL), and Oil and Natural Gas Corporation Limited (ONGC) signed a non-binding MoU to explore strategic opportunities in the energy sector.

DoT & ITU Collaborate to Shape Future Infrastructure with AI-Driven Digital Twin TechnologiesOn February 17 2025, the Department of Telecommunications (DoT), Ministry of Communication (MoC), Government of India (GoI), and the International Telecommunication Union (ITU) in Geneva, Switzerland signed a Letter of Intent (LoI) to collaborate on advanced infrastructure planning using Artificial Intelligence (AI)-driven digital twin technologies.
- This partnership aims to leverage cutting-edge technologies for the sustainable development of infrastructure.
- Signatories: The LoI was signed by Doreen Bogdan-Martin, Secretary-General (SG), ITU and Dr. Neeraj Mittal, Secretary (Telecom), DoT, MoC, during his official visit to Geneva.
i.In addition to infrastructure planning, DoT and ITU signed an agreement to initiate a ‘Doctor of Philosophy (PhD) fellowship scheme’ focused on telecommunications and emerging technologies.
ii.The proposed scheme envisions supporting PhD fellowships over 5 years in the ITU focus areas.

Military Exercise ‘Jal-Thal-Raksha 2025’ Held in Gujarat to Enhance Coastal Security
On February 16, 2025, the Indian Army (IA) organized a large-scale military exercise ‘Jal-Thal-Raksha 2025’ at Bet Dwarka, Gujarat. The primary objective was to bolster security in Dwarka and its surrounding islands, in response to recent illegal encroachments.
- The exercise involved the participation of 11 Ahmedabad and 31 Jamnagar Army units, as well as the Indian Coast Guard (ICG) and Marine Police.
- The exercise aimed to improve coordination between government departments, paramilitary forces, and defence forces during emergencies such as terrorist attacks or wartime scenarios.
i.During the exercise, security personnel were deployed to the coast via hovercraft.The exercise simulated securing critical infrastructure and responding to potential land-based threats, enhancing overall preparedness.
ii.The District Administration of Devbhoomi Dwarka, Forest Department, Maritime Board of Gujarat Energy, and National Security Guard (NSG) supervised the operations, ensuring smooth coordination and response strategies.
Volvo Trucks Launches India’s First Road Train for Efficient LogisticsOn February 17, 2025, India’s first Road Train was flagged off in Nagpur, Maharashtra by Union Minister, Nitin Jairam Gadkari, Ministry of Road Transport and Highways (MoRTH). It was developed by Bengaluru (Karnataka) based Volvo Trucks (Volvo Group India Private Limited) and operated by Gurgaon, (Haryana) based Delhivery Limited.
- This innovation marks a major shift in India’s long-haul transportation system, offering higher efficiency and increased capacity in logistics.
i.The Volvo FM “Forward Control Medium Height Cab” 420 4×2 Road Train features a 24-feet intermediate trailer and a 44-feet semi-trailer, offering a total cargo volume of 144 cubic meters (m), which is 50% higher than standard semi-trailers.
ii.The Road Train is certified by the MoRTH and Pune, Maharashtra based Automotive Research Association of India (ARAI) for operations between Nagpur and Bhiwandi, Maharashtra.
iii.The Road Train is equipped with advanced safety features, including the Electronic Braking System (EBS), Electronic Stability Program (ESP), and a 360-degree camera system, ensuring a safe and stable journey.

Overview of PM Narendra Modi visit to France & USAPrime Minister (PM) of India, Narendra Modi made an official visit to France and the United States of America (USA) to further strengthen and develop bilateral relations.
i.PM Narendra Modi paid a three-day visit to France from February 10 to 12, 2025, at the invitation of Emmanuel Macron, President of France. This was PM Modi’s 6th visit to France.
- On 11 February 2025, PM Narendra Modi and Emmanuel Macron,President of France, led the Artificial Intelligence (AI) Action Summit in Paris, France. During the summit, PM Modi announced that India will host the next AI summit in 2026.
ii.On 13 February 2025, PM Narendra Modi was on an official visit to the United States of America (USA). This was PM Modi’s 10th visit to the USA as PM and 4th with Trump as President.

IN’s Participation in ‘International Fleet Review 2025’ and ‘Exercise Komodo’The Indian Navy (IN) actively participated in the ‘International Fleet Review (IFR) 2025’ and the ‘5th Multilateral Naval Exercise Komodo’ in Bali, Indonesia, with the events scheduled from February 15 to 22, 2025.
- The Indian delegation is represented by the Indian Naval Ship (INS) Shardul, a Landing Ship Tank (Large), and the P-8I Long-Range Maritime Surveillance Aircraft.
International Fleet Review 2025:
i.The IFR 2025 is a multinational naval event reviewed by the President of Indonesia, Prabowo Subianto Djojohadikusumo.
ii.Naval forces from various countries participate, underscoring the event’s significance in promoting international maritime cooperation.
iii.On February 15, 2025, the IN participated in the ‘IFR 2025’ and was involved in several high-level engagements:
- International Maritime Security Symposium: A platform for discussing global maritime security challenges and solutions.
- Tactical Floor Games: Simulated exercises to enhance tactical decision-making skills.
iv.Additionally, the IN crew participated in multinational activities such as a city parade, baby turtle release, coral and mangrove plantation, and beach cleaning, highlighting the commitment to environmental conservation and maritime cooperation.
Multilateral Naval Exercise Komodo 2025:
i.The ‘Multilateral Naval Exercise Komodo 2025’ officially commenced at Benoa Port in Denpasar, Bali on February 16, 2025.
ii.Following the IFR, both INS Shardul and the P-8I participated in Exercise Komodo aimed at enhancing maritime interoperability and regional security cooperation.
iii.The opening ceremony featured a traditional Balinese dance, showcasing the rich cultural heritage of Indonesia, the host country.
iv.This year’s 2025 theme, ‘Maritime Partnership for Peace and Stability’, emphasizes natural disaster management and humanitarian aid, highlighting the collaborative efforts of participating nations in enhancing maritime security and regional cooperation.
v.This exercise involves naval forces from over 30 countries, including the United States of America (USA), Russia, China, Australia, and Singapore, focusing on disaster relief and humanitarian operations.
Note: Exercise Komodo, first launched in 2014, is a non-combat military drill organized by the Indonesian Navy to strengthen maritime cooperation among friendly nations.
Points to Note:
i.The IN’s regular participation in multinational exercises like IFR and Exercise Komodo underscores India’s commitment to maintaining Security and Growth for All in the Region (SAGAR).
ii.This participation follows the IN’s involvement in the LA PEROUSE exercises in Indonesia in January 2025, where INS Mumbai and the P-8I aircraft took part.
iii.Additionally, Admiral Muhammad Ali, Chief of Staff of the Indonesian Navy, visited India as part of a high-level delegation accompanying President Prabowo Subianto during the Republic Day Parade 2025.

Brazil to Host ‘BRICS Summit 2025’ in Rio de Janeiro in July
In February 2025, Brazil announced that the next ‘BRICS Summit 2025’ will take place in Rio de Janeiro (Brazil) on July 6-7, 2025. Throughout 2025, Brazil will lead the group of developing nations and plans to prioritize global governance reform and bolster cooperation among countries of the Global South.
About BRICS:
BRICS, an intergovernmental organisation originally formed in 2009 by Brazil, Russia, India, and China, expanded with South Africa in 2010. In 2024, it expanded by adding Iran, Egypt, Ethiopia, and the United Arab Emirates (UAE), with Saudi Arabia also invited to join. Turkey, Azerbaijan, and Malaysia have applied for membership. At the 2024 summit in Kazan (Russia), Indonesia became the 11th member, while Nigeria was named a “partner country”

SEBI Introduced New Rules for Disclosure on Related Party Transaction Approvals In February 2025, Mumbai (Maharashtra)-based market regulator, Securities and Exchange Board of India (SEBI) has introduced new industry standards under which listed entities are required to provide minimum information to the audit committee and shareholders when seeking approval for the Related Party Transactions (RPT).
- The new disclosure rule will come into effect from April 01, 2025.
- These new industry standards were issued by SEBI through a circular in exercise of powers given under Section 11 (1) and 11A of SEBI Act, 1992 read with regulation 101 of LODR Regulations.
i.As per new rules, SEBI has mandated the listed entities to provide the audit committee with the information as outlined in the industry standards while submitting any proposal for review and approval of a RPT.
ii.SEBI announced that it has relaxed the timeline for Alternative Investment Funds (AIFs) to hold investments in dematerialized (demat) form.
- All the provision of SEBI’s circular came into force with immediate effect.
ECONOMY & BUSINESS
India’s Solar Share to Surge, Renewables to Contribute 27% of Energy Mix by 2027: IEAIndia’s share of renewable energy(RE) is projected to rise from 21% in 2024 to 27% by 2027. According to the International Energy Agency (IEA), the growth is mainly driven by solar power, which is expected to increase by more than 28% between 2025 and 2027.
- This transition aims to balance economic growth, energy security, and environmental sustainability over the next decade.
i.From 2018 to 2024, wind energy grew at a 7% compound annual growth rate (CAGR), with a forecasted increase to 11% CAGR from 2025 to 2027.
ii.Hydropower is expected to grow at a 7% CAGR between 2025 and 2027, with a 21.1 GW small hydropower potential identified by the Central Electricity Authority (CEA).
iii.In 2024, nuclear energy capacity rose by 13%, and the government plans to triple its capacity from 8.2 GW to 22.5 GW by 2032.

ePlane & ICATT Sign USD 1 Billion Deal for 788 eVTOL Air AmbulancesOn February 17 2025, the ePlane Company, an electric aircraft startup incubated by the Indian Institute of Technology -Madras(IIT-M) in Chennai(Tamil Nadu, TN), signed a USD 1 billion deal with Bengaluru (Karnataka) based ICATT (International Critical-Care Air Transfer Team), India’s leading air ambulance firm to supply 788 Electric Vertical Take-Off and Landing (eVTOL) air ambulances.
- The eVTOL air ambulances aim to transform urban travel by developing battery-powered aircraft that can take off and land vertically, to avoid road traffic.
- The first fleet of air ambulances is expected to begin operations by late 2026 and ePlane produces 100 units of air ambulances each year.
About eVTOL air ambulances:
i.The eVTOL air ambulances are designed to offer fast, efficient, and eco-friendly medical transport by addressing delays in road ambulances that affect emergency response times.
- It is designed to take off and land in constrained spaces such as rooftops and small fields. With a wingspan of only 8 meters(m), the aircraft is significantly more flexible than traditional helicopters, making it ideal for urban and rural deployments alike.
ii.These aircraft will be designed in three different prototypes of air ambulances based on the requirement in different geographies and population density.
- These aircraft will to accommodate a pilot, a paramedic, a patient, a stretcher, and essential life-saving medical equipment
iii.The ambulances operate at a top speed of 200 kilometers per hour (km/h) and have an initial range of about 110 km, which can be extended to over 200 km.

Odisha Govt and EESL Collaborate to Enhance Energy Efficiency Initiatives
In February 2025, the Department of Energy, Government of Odisha has signed a Memorandum of Understanding (MoU) with New Delhi (Delhi) based Energy Efficiency Services Limited (EESL), a joint venture of Public Sector Undertakings (PSUs) under the Ministry of Power (MoP) to enhance energy efficiency initiatives across the state through expertise sharing, advanced technologies, and best practices.
- The MoU was signed in the presence of the Deputy Chief Minister (DYCM) of Odisha Kanak Vardhan Singh Deo.
i.The partnership focuses on sustainable development by improving energy use, reducing costs, and enhancing public infrastructure while supporting climate action through energy-efficient projects, clean cooking, electric mobility, and capacity-building initiatives.
ii.Odisha strives to lead energy efficiency and sustainability, advancing India’s Net Zero goals and a low-carbon future through modern technology and public-private partnerships.

Gyanesh Kumar Appointed as 26th Chief Election Commissioner of IndiaOn February 17, 2025, Election Commissioner, Gyanesh Kumar was appointed as the 26th Chief Election Commissioner (CEC) by the Prime Minister (PM) Narendra Modi led selection committee. He succeeds incumbent Rajiv Kumar and becomes the first CEC to be appointed under the newly established law governing the selection of Election Commission (EC) members.
- He will assume charge on February 19, 2025 and will hold the position until January 26, 2029.
- Prior to his appointment, he served as the Election Commissioner (EC) from March 2024 to February 2025.
- Additionally, a 1989-batch Haryana-cadre Indian Administrative Service (IAS) officer Dr Vivek Joshi was appointed as an Election Commissioner. He is currently posted as Chief Secretary(CS) in Haryana.
About Gyanesh Kumar:
i.Gyanesh Kumar is a distinguished 1988-batch Kerala-cadre, IAS officer who held several prominent positions throughout his career.
ii.He also served as the Joint Secretary (Defence Production) in the Ministry of Defence (MoD) from 2007 to 2012.
iii.In August 2019, he was appointed as the Additional Secretary in the Ministry of Home Affairs (MHA) where he contributed to various critical initiatives, including the abrogation of Article 370 which led to the reorganization of Jammu and Kashmir (J&K).
iv.From May 2021 to May 2022, he served as the Parliamentary Affairs Secretary of India and managed parliamentary affairs, facilitating communication between the government and Parliament.

vi.He served as the Cooperation Secretary of India from May 2022 to January 2024.
New Selection Process for CEC and ECs:
i.The Chief Election Commissioner And Other Election Commissioners (Appointment, Conditions of Service And Term of Office) Act, 2023, sets the new selection process for the CEC and ECs, with the President appointing them based on recommendations from a committee comprising the PM, a Union Cabinet Minister, and the Leader of Opposition or the largest opposition party in the Lok Sabha.
ii.A search committee, headed by the Cabinet Secretary, proposes names for the selection committee.
iii.Previously, there was no defined selection process, and the President appointed Election Commissioners based on the advice of the Prime Minister and Council of Ministers.
iv.The new Act aligns the salary and conditions of service of the CEC and ECs with those of a Cabinet Secretary.
v.The eligibility criteria for CEC and ECs include being persons of integrity, having knowledge and experience in election management, and being or having been a Secretary or equivalent.
vi.The term remains 6 years, with no reappointment, and the removal process stays the same as in the Constitution.
vii.The change in the selection process came after the Supreme Court’s (SC) recommendation for an independent selection process.

India’s 4th-Generation Deep-Ocean Submersible ‘Matsya-6000’ Completes Wet TestingOn February 17 2025, India’s 4th-generation deep-ocean submersible ‘Matsya-6000’ successfully completed its wet testing at L&T Shipbuilding facility in Kattupalli Port, Chennai (Tamil Nadu, TN).
- It was developed and tested by the National Institute of Ocean Technology (NIOT), Chennai under the Samudrayaan Project, and was designed for deep-sea exploration and scientific research.
i.Before undergoing wet testing, Matsya-6000 completed dry tests at a 500 m operational range to assess the integration and performance of the submersible, ensuring its readiness for more advanced trials.
ii.From January 27 to February 12, 2025, Matsya-6000 underwent wet testing at Kattupalli Port, involving 8 dives: 5 unmanned and 3 manned.
iii.The tests focused on key performance parameters, such as power control, buoyancy, stability, maneuverability, safety, and the functionality of its scientific instruments.

Uttarakhand host the 38th National Games : Services Topped Medal Tally with 121 MedalsServices Sports Control Board (SSCB) topped at the 38th edition of National Games which was held in Uttarakhand from January 26, 2025 to February 14, 2025, with 121 medals including 68 gold, 26 silver and 27 bronze. With this, SSCB continued its dominance in the National Games as it topped the medal tally for 5th time in the last six National Games, except in 2023.
- SSCB secured the Raja Bhalindra Singh Trophy which is awarded to the team that wins the highest number of gold medals at the National Games.
- Maharashtra, secured 2nd position in overall medal tally with 201 medals, 54 gold, 71 silver and 76 bronze.
- It is followed by Haryana ranked at 3rd position with 153 medals (48 gold, 47 silver and 58 bronze).
- The event, themed ‘Green Games’, focused on sustainability, featuring eco-friendly welcome kits, e-waste medals, and tree plantations for medalists.
i.The latest edition of National Games witnessed the participation of more than 16,000 athletes from 28 states, 8 Union Territories (UTs) and SSCB competed in 35 different sports, with 33 medal sports and a total of 448 gold, 448 silver, and 594 bronze medals.
ii.14-year old Swimmer from Karnataka, Dhinidhi Desinghu, and India’s top backstroke swimmer Srihari Nataraj (Bengaluru, Karnataka) claimed the Best Female Athlete and Best Male Athlete title, respectively at 38th National Games.
iii.Meghalaya will host the 39th edition of National Games which is scheduled to be held tentatively in the month of February or March, 2027.

Veteran Space Scientist & Padma Shri Awardee R. Manicka Vasagam Passes AwayIn February 2025, a veteran space scientist of the Indian Space Research Organisation (ISRO) and Padma Shri Awardee Ramaswamy Manicka(R.M) Vasagam passed away at the age of 84 in Bengaluru (Karnataka).
- In 1982, he was honored with Padma Shri, India’s fourth-highest civilian award, in the field of Science and Engineering.
About R.M Vasagam:
i.In 1965, R.M Vasagam joined India’s space program in the Indian National Committee for Space Research (INCOSPAR) (Now replaced by ISRO).
ii.From 1977 to 1983, he was a Project Director of Ariane Passenger Payload Experiment (APPLE), India’s first experimental geostationary communication satellite.
- He also served as the Project Director for India’s first low-earth orbit Earth observation satellite, Bhaskara.
iii.In 1994, he was appointed as the Director of the Directorate of Advanced Technology and Planning at ISRO in Bengaluru (Karnataka).
iii.From 1996 to 1999 he served as the Vice-Chancellor (VC) of Anna University, Chennai (Tamil Nadu, TN), and later became a chairman of Tamil Nadu Institute of Information Technology (TANITEC).
iv.He served as the Director at Karunya Institute of Technology and Sciences in Coimbatore (TN) and is currently the Chancellor of Dr. M.G.R. Educational and Research Institute in Chennai.
v.He received the Hari Om Ashram Prerit Dr. Vikram Sarabhai Research Award in 1982 and Institute of Electrical and Electronics Engineers (IEEE) Centennial Medal in 1984.
