DoP, MoC&F releases Norms for Strengthening of Pharma Industry SchemeGovt-releases-norms-for-strengthening-of-pharma-industry-scheme

i.The Department of Pharmaceuticals (DoP) under the Ministry of Chemicals and Fertilizers (MoC&F) has released the guidelines for ‘Strengthening of Pharmaceutical Industry (SPI)’ scheme with a total financial outlay of Rs 500 Crore for the period of 5 years(i.e. from FY 21-22 to FY 25-26).
ii.The scheme will support and strengthen the existing Pharma clusters and MSMEs (Micro, Small & Medium Enterprises) in India to improve their productivity, quality and sustainability, and to make India a global leader in the Pharma Sector. 
iii.For the upgradation of the production facilities of SMEs and MSMEs at par with national and international regulatory standards (WHO-GMP or Schedule-M), interest subvention or capital subsidy on their capital loans will be provided.

‘India Water Pitch-Pilot-Scale Start-up Challenge’ launched under AMRUT 2.0Govt-launches-‘India-Water-Pitch-Pilot-Scale-Start-up-Challenge’,-to-empower-new-businesses

Union Minister of Housing and Urban Affairs Hardeep Singh Puri, has launched the ‘India Water Pitch-Pilot-Scale Start-up Challenge’ on the MyGov platform, to address challenges in the urban water sector, under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 at the India Water Pitch-Pilot-Scale Start-up Conclave, held in New Delhi, Delhi.

  • The event is a mega initiative to push startups in the water sector to identify 100 potential entrepreneurs with innovative solutions to empower new businesses. The Champions who are chosen will receive funding support of Rs. 20 lakhs in three installments of Rs. 5 lakhs, Rs. 7 lakhs and Rs. 8 lakhs respectively.
  • The Cabinet has approved a Technology Sub-Mission under AMRUT 2.0 to involve startups as ‘Technology Partner’. This promising initiative will help resolve urban water problems in India.

Note – Mr. Hardeep Singh Puri is also a cabinet minister of Petroleum and Natural Gas.

About India Water Pitch-Pilot-Scale Start-up Challenge:
i.The conclave provides a novel networking platform to the startups, young innovators, industry partners, incubators and States/cities.
ii. As the number of Unicorns (a privately held startup company valued at over $1 billion) in India has shown rapid growth, start-ups have become the much sought-after solution for sustainable economic growth. 
iii. The Technology Sub-Mission encourages start-ups in the water and used-water sectors to grow through innovative ideas, cutting-edge technologies, and design, thus contributing to the economy and generating employment opportunities.
About Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0:
i.AMRUT 2.0 is a scheme under Ministry of Housing and Urban Affairs (MoHUA), launched on October 1, 2021 by the Prime Minister of India with a huge outlay of over Rs. 2.77 lakh crore.
ii.It is introduced as a step towards Aatma Nirbhar Bharat (Self-Reliant India) by making the cities’ water secure and providing functional water tap connections to all households.
iii. The scheme will ensure water security, reduce transportation costs and groundwater contamination, and increase water utilization capacity in India.

Mumbai Becomes 1st South Asian City to Detail Net-Zero Carbon Emissions by 2050Mumbai-becomes-first-South-Asian-city-to-detail-net-zero-roadmap

Mumbai, Maharashtra announced its detailed framework to ‘zero out carbon emissions by 2050’ and became the first city in South Asia to set such a target.

  • Mumbai’s target is 20 years  ahead of  India’s target to reach net zero emissions by 2070.
  • Targets also include a 30 per cent reduction in greenhouse gas (GHG) emissions by 2030 and 44 per cent reduction by 2040.

Highlights: 
i.Mumbai set several short-term goals for decarbonisation measures such as electrifying public transport, it plans to adopt 2,100 electric buses by 2023 at a cost of 130 billion rupees (USD $1.7 billion).

  • In 2019, Mumbai emitted an estimated 23.42 million tons of greenhouse gas or 1.8 tons per capita. 
  • Brihanmumbai Municipal Corporation (BMC) has devised the Mumbai Climate Action Plan (MCAP) as a part of its commitment towards building a climate-resilient city.

ii.The framework includes amendments in sustainable  management of  energy, water, air and transport for its 19 million residents. 

  • The  energy sector management is given utmost importance, which currently accounts for 72% of total emissions in Mumbai. 
  • It raises funds through the government of Maharashtra and also through sovereign green bonds announced by the central government.

iii.Mumbai is also targeting  to  improve flood-resistant drainage and water conservation to make it more climate resilient. 
iv.Mumbai’s plan to make changes in 6 domains-Investments  in housing,  Electrifying  public transport,  More  walkable roads, flood-resistant drainage,  Water  conservation apart from adding open spaces, Investing  in clean water and sanitation, and Rooftop  solar capacities.

AVB To Establish India’s 1st ‘World Peace Center’ in Gurugram, HaryanaIndia's-first-'World-Peace-Center'-will-be-established-in-Gurugram

Ahimsa Vishwa Bharti (AVB) organization  will establish India’s first World Peace Center in Gurugram, Haryana. The  Center will work for the establishment of peace and harmony in the world. 
Key points:
i.The land for the construction of the World Peace Center (WPC) was allocated by the Haryana Government to the organization.The Construction work of about 25000 square feet will be completed in two years.
ii.The Organization  will conduct programs of Peace Education, prepared with the coordination of ancient knowledge and modern science for students, teachers, youth, women, doctors, engineers, lawyers, etc.

  • Programmes based on Personality Development of Youth, Empowerment of Women and Sanskar Development in Children through Meditation, Yoga, Indian Culture and Jain lifestyle will also be conducted.

Tourism Minister G Kishan Reddy Launches Digital platform, E-Marketplace

Union Minister of Tourism G. Kishan Reddy launched the E-Marketplace, a Digital platform at an event organised at the Indian Institute of Tourism and Travel Management(IITTM), Gwalior, Madhya Pradesh. 
About E-Marketplace:
i.The E-Marketplace was launched as a part of a digital tourism solution for Incredible India Tourist Facilitators (IITFs) or Incredible India Tourist Guides (IITGs), to provide Web and Mobile App based interaction mechanisms, which is to be used by tourists and certified tourist facilitators or tourists guides.
ii.The E-Marketplace platform will support IITFs/IITGs to get business opportunities and will connect the customer and the service provider.
Other Highlights:
i.A Coffee table book on the theme of Temple Iconography titled “Temple Heritage of India” was also released during the event. 

  • The book covers 75 plates on Indian Temples at 75 years of India’s Independence.

ii.A Letter of Intent(LoI) was awarded to Bird Academy for collaboration with the Ministry of Tourism (MoT) for soft skill training, for IITF Certification(IITFC) program participants.

INTERNATIONAL AFFAIRS

India – Sri Lanka Signs JVSHA to Install Solar Power Plant in TrincomaleeIndia,-Sri-Lanka-sign-agreement-to-build-solar-power-plant-in-island-nation

India and Sri Lanka have signed a Joint Venture and Shareholders’ Agreement (JVSHA) to develop a 100 megawatt (MW) Solar Power Plant at the eastern port district Trincomalee, Sri Lanka, which is near the strategic Indian Ocean Region (IOR).

  • The JVSHA was signed for the Trincomalee Power Company Limited (TPCL), a joint venture between India’s state-run National Thermal Power Corporation Ltd (NTPC) and the Sri Lanka’s state-owned Ceylon Electricity Board (CEB), for developing a 100 MW Solar Power Plant at Sampur, Trincomalee
  • India and Sri Lanka are expected to sign a Line of Credit (LOC) worth 1 billion US Dollars (USD) to import essential commodities and medicinal drugs from India to Sri Lanka, as the latter is facing a severe dollar shortage and a higher risk of sovereign debt default. 

India – Sri Lanka past relationship over this:
i.India has offered Sri Lanka a USD 100 million Line of Credit (LOC) for the development of solar power projects on June 16, 2021. This LOC is a financial mechanism extended by the Export-Import (EXIM) Bank of India to promote bilateral, regional, and commercial relations by supporting the export of eligible goods on deferred payment terms.
ii.Upon execution it will strengthen the bilateral economic partnership, including through cooperation in the renewable energy sector.
iii. TPCL was incorporated in Sri Lanka on 26th September, 2011. NTPC andCEB each hold 50% equity share capital of the Company.
iv.It was formed to set up a 500 MW coal-based thermal power plant at Trincomalee in Sri Lanka, which was later transformed into a project based on liquefied natural gas (LNG) at the request of the Sri Lankan government and relocated to Kerawalpitiya, Sri Lanka.
v.A 2013 agreement with NTPC to build a thermal power plant in Sampur was later abandoned. 

BANKING & FINANCE

NSE, IBJA partner to set up 1st Domestic Bullion Spot Exchange under SEBINSE,-IBJA-partner-to-set-up-bullion-spot-exchange

National Stock Exchange of India Ltd (NSE) and India Bullion and Jewellers Association Ltd (IBJA) have joined hands to launch the Domestic Bullion Spot Exchange in line with SEBI (Securities and Exchange Board of India) guidelines. This will be for the first time that a domestic bullion spot exchange is being set up under the aegis of SEBI. 

  • The shareholders will include NSE, IBJA and industry participants (including refiners, bullion dealers, jewellers, banks and overseas suppliers).
  • This exchange is conceptualized taking into consideration the industry requirements and shall integrate transactions of bullion dealers, jewelers, retailers and consumers on one single platform.
  • Note – India is the second-largest consumer of gold.

Key Points:
i.It will offer industry players to conduct spot market bullion transactions by ensuring transparency, and also cater to B2B (Business to Business segments) of the industry.
ii.It will also provide an opportunity to investors and consumers to directly participate on the exchange.

T Raja Kumar Became 1st  Singaporean To Be Appointed as President of the FATF T-Raja-Kumar,-a-Singaporean,-named-President-of-the-FATF

The Financial Action Task Force (FATF) appointed T. Raja Kumar of Singapore  as the President. He was appointed for the term of 2 years, which starts from 1 July 2022 to 2024. He succeeded Dr Marcus Pleyer of Germany.The decision regarding his appointment was taken during the FATF Plenary meeting that was held from March 1 to 4, 2022.

  • This  is the first time Singapore is taking charge of the FATF presidency. 

About T. Raja Kumar:
i.T. Raja Kumar  is a Singaporean administrator  who serves as a senior advisor (international) at the Ministry of Home Affairs (MHA).
ii.He also served as the co-chairman of the National Interagency Committee on Anti-Money Laundering and Countering Financing of Terrorism, Singapore’s FATF mission since 2015.

  • Singapore became  a member of the FATF in 1992

iii.In  July 2018 he became a member of the steering group, which advises the FATF president.

American-Swedish Pole Vaulter Duplantis Sets World Record of 6.19m in Belgrade 

Armand Gustav “Mondo” Duplantis, the American-Swedish pole vaulter ‘representing Sweden’ breaks his own pole vault World record by clearing 6.19-meters (m) at the Belgrade Indoor Meeting 2022 in Belgrade, Serbia. Previously at the Muller Indoor Grand Prix 2020, Glasgow, Duplantis set the World record of 6.18m. 
i.Duplantis secured Gold medal in Tokyo Olympics 2020 in pole vault event by clearing 6.02m.

Parshottam Rupala Released Book ‘Pastoral Breeds of India’

Union Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala released a book titled ‘Pastoral Breeds of India’ upon addressing the Saurashtra Maldhari Sammelan, organised by Sahjeevan (Centre for Pastoralism), at Upleta in Rajkot district of Gujarat.
Theme of the Sammelan: “Fostering Pastoralism in Saurashtra- Conservation and its Sustenance”.

  • The book was compiled by Sahjeevan andan “APEKSHA (Expectations) PATRA” shared by a group of Maldharis from Saurashtra & Kutch at the event.
  • The event deliberated upon the conservation of threatened breeds of livestock, particularly the Halari breed of donkey, which is one of the important livestock in the semi-arid landscape of Saurashtra’s Jamnagar and Dwarka districts in the state of Gujarat.

About Halari Donkey:
i.The Bharwad and Rabari pastoralists are the main communities that use the Halari donkey as a pack animal to carry luggage while migrating to other districts. The Kumbhar (potter) community also uses this animal for pottery work in Dwarka in the Jamnagar region.
ii.This donkey breed is now in a threatened state and requires immediate action towards conservation to prevent population decline.
iii. A recent survey conducted in 2021-22 revealed that only 439 individuals are currently present, compared to a 2015 survey on Halari Donkey and its keepers, which revealed that 1200 individuals of the breed were present.

  • It was done to observe how Engineers across the world were celebrating and recognized for their great work.

STATE NEWS

Kerala Finance Minister KN Balagopal Presented State budget 2022-23Kerala-budget-2022

i.The Finance Minister of Kerala, Kalanjoor Narayana Panicker Balagopal, presented the Kerala state budget 2022-23 which provided a big boost to Information Technology (IT) Sector.
ii.IT: Rs 1,000 crore proposed for acquiring land for the development of various IT parks. Another Rs 1,000 crore has been earmarked for setting up four science parks in the state. 
iii.Higher education: A total of Rs 200 crore has been earmarked through the Kerala Infrastructure Investment Fund Board (KIIFB) to provide assistance of Rs 20 crore each to 10 universities.
iv.Agriculture: With a total outlay of Rs.881.96 crore, the agriculture sector has also received major support in the budget. Rs 500 crore will be set apart for rubber subsidy. 

  • Agri-tech facilities will be set up in all districts at a cost of Rs 175 crore.

Finance Minister Of West Bengal Presented A Budget of Rs 3.21-lakh crore For FY 2022-23Bengal-govt-presents-Rs-3

Finance Minister of West Bengal, Chandrima Bhattacharya presented a budget of Rs 3.21-lakh crore for the Financial Year (FY) 2022-23. The budget focused on the social sector schemes such as exemption in registration fees and road tax for two years, for battery operated electric vehicles and Compressed Natural Gas (CNG) vehicles for both two and four-wheelers to reduce carbon footprints.
i.Revenue receipts are pegged at Rs 1,98,047 crore.
ii.Capital expenditure is estimated to be Rs 33,144 crore, and revenue expenditure is expected to be Rs 2,26,326 crore.
Proposals Of 2022-23 Budget:
i.The budget proposed to add 8 lakh new applicants under widow pension scheme which increases the total beneficiaries to 21 lakh with a provision of Rs.960 crore in this 2022-23 budget.
ii.Exempting rural employment cess under the West Bengal Rural Employment and Production Act 1976 and waiving agricultural income tax for the year 2022-23 for small scale tea industry.
iii.The government (Govt) has also provided social pensions to more than 70 lakh beneficiaries with an annual outlay of Rs 9,000 crore.
Schemes:
i.Under Credit Card scheme nearly 20,000 students have been extended the benefit. Through this scheme students studying in class 10th or above can take a loan up to Rs 10 lakh for higher studies. 
ii.Under the ‘Lakshmir Bhandar’ cash transfer scheme, with the annual financial outlay of Rs 10,000 crore, the monthly income benefit for women has increased to 1.53 crore.
iii.under “Jal Swapno” scheme the govt committed to provide tap water connection in each household by 2024.
iv.Implemented “Samannay Portal” to monitor the progress of all schemes/projects.
v.The “Krishak Bandhu”scheme is improved and launched as “Krishak Bandhu (Natun)” for doubling the financial assistance to the farmers. 

  • The enrolled farmer gets financial assistance of Rs. 10,000 per annum for one acre or more of cultivable land.
  • Under “Krishak Bandhu Death Benefit” component of the scheme, in case of death of a farmer between the age of 18 to 60 years, the State Government provides one time lump sum grant of Rs. 2 lakh to the family of the deceased to ensure social security to the bereaved family.

Delhi govt Launches ‘My EV’ Portal for Purchasing, Registering E-Autos Delhi-govt-launches-portal-for-purchasing,-registering-e-autos

The Delhi government launched an online My EV (My Electric Vehicle) portal to the purchase and registration of electric autos in Delhi. It is accessible to all users on the website of the transport department of Delhi.

  • Under the Delhi Electric Vehicle Policy,  5% interest rate subvention  will be provided on the purchase of e-autos on loans and became  the first state to provide such a facility.

Highlights: 
i.The web portal was developed with collaboration of the Delhi government and Convergence Energy Services Limited (CESL).

  • CESL has empanelled six Financial Institutions (FIs) – Mahindra Finance, Akasa Finance, Mannapuram Finance, RevFin and Prest Loans to provide loans to EVs at attractive terms

ii.The portal will enable the Letter of Intent (LoI) holders to purchase e-autos and claim the incentives provided by the Delhi government.

  • Around  4,261 LOIs for e-autos are provided to people. It also includes  33% reservation for women.

iii.The My EV portal will provide seamless connectivity and accessibility to approve vehicles and ensure  to receive the interest subvention on the loans.

  • The Interest subvention on the purchase of EVs is in addition to the applicable purchase incentive of INR 30,000 and scrapping incentives of up to INR 7,500 under the Delhi EV Policy. The consumer will be able to avail up to INR 25,000 additional benefit.

iv.The  Delhi govt. Is also planning to make interest subvention scheme available on lithium-ion-based e-rickshaws, e-carts and electric Light Goods Vehicles in New Delhi
