BEML Secures Rs 136 Crore Contract from MoD for HMVs 8×8

On December 11 2024, BEML Limited(formerly Bharat Earth Movers Limited), a Public Sector Undertaking(PSU) company under Ministry of Defence (MoD) secured a Rs 136 crore contract to supply indigenously designed High Mobility Vehicles (HMVs) 8×8 to enhance India’s defence capabilities.

  • The vehicles will be deployed under the Battlefield Surveillance System (BFSS) project aimed at reinforcing India’s strategic defence infrastructure.
  • This initiative aligns with India’s vision of Atmanirbhar Bharat by advancing indigenously developed defence technology.

Key Features of HMV 8×8:
i.HMVs will be primarily manufactured at BEML’s Palakkad plant in Kerala with additional production at other facilities based on operational requirements.
ii.The features include an independent suspension system, high power air cooled engine, central tyre inflation system, antilock braking system and a backbone tube chassis design.
iii.It was designed to operate in extreme climates, ranging from -20°C (Celsius) to +55°C and at altitudes up to 5,000 meters(m) above sea level, these vehicles will enhance the operational efficiency of the BFSS project.
iv.The modular architecture allows seamless integration of various superstructures, reducing costs and improving commonality across BEMLs military vehicle range, which spans from 4×4 to 12×12 configurations.
v.The company was a leader in India’s defence manufacturing sector, providing solutions such as rocket and missile launchers, Armoured Recovery and Repair Vehicles (ARRV) and tactical Unmanned Aerial Vehicles (UAVs).

India’s 1st Integrated Waste Management City to setup in UP’s Gorakhpur by September 2025

India’s first Integrated Waste Management City and Learning Centre to be setup in Suthni village of Gorakhpur,Uttar Pradesh (UP) by September 2025 to promote innovative and sustainable waste management solutions.

  • The model of the project was presented by Gorakhpur Municipal Commissioner (GMC) Gaurav Sogarwal in Visakhapatnam, Andhra Pradesh (AP) and New Delhi(Delhi).
  • The project was unveiled by the Ministry of Environment (MoE)at the National Chief Secretaries’ Conference in Delhi (New Delhi).

Key Points to Note:
i.The project will span 40 acres in Suthni village to make the city garbage free through sustainable waste management practices.
ii.The initiative will utilize a circular economy model to process diverse waste types including biomedical waste, electronic waste (e-waste), plastic, tyres and organic waste, while producing valuable by-products such as charcoal and Bio-Compressed Natural Gas(Bio-CNG).
iii.The project includes three dedicated plants,

  • Dry Waste Plant: Capable of processing 500 tonnes of dry waste per day and generating charcoal.
  • Wet Waste Plant: With a 200-tonne per day capacity for Bio-CNG production under Public Private Partnership (PPP) model, which could reduce the Gorakhpur Municipal Corporation’s  fuel costs from Rs 12 – 15 crore monthly.
  • Hazardous Waste Plant: Focused on processing domestic hazardous waste using eco-friendly methods.

iv.This integrated waste management system will not only address Gorakhpur’s waste challenges but will also cater to 8 neighboring Urban Local Bodies (ULBs), advancing regional sustainability.
v.A Memorandum of Understanding (MoU) was signed with National Thermal Power Corporation (NTPC) with an investment of Rs 300 crore in the project.

  • It aims to boost local employment, generate revenue and function as a hub for technical expertise in waste processing technology.

Union Defence Minister Rajnath Singh on a 3-day Visit to Russia

Union Minister Rajnath Singh, Ministry of Defence (MoD), Government of India (GoI) was on an official 3-day visit to the Russian Federation from December 08 to December 10, 2024.

  • His visit came ahead of the Russian President Vladmir Putin visit to India at the invitation of Prime Minister (PM) Narendra Modi in early 2025.

i.On December 09 2024, Indian Naval Ship (INS) Tushil (F70), the latest multi-role stealth guided missile frigate was formally commissioned into the Indian Navy (IN) in the presence of Union Defence Minister Rajnath Singh at the Yantar Shipyard in Kaliningrad, Russia.
ii.On December 10 2024, Union Minister Rajnath Singh, MoD, India and Andrey Belousov, Minister of Defence, Russia co-chaired the 21st session of the India-Russia Inter-Governmental Commission on Military & Military Technical Cooperation (IRIGC-M&MTC) held in Moscow, the capital city of Russia.

ADB and NaBFID signed LoI to address India’s Infrastructure Funding Gap

In December 2024, the Asian Development Bank (ADB) and India’s National Bank for Financing Infrastructure Development (NaBFID) signed a Letter of Intent (LOI) , to boost financing for the country’s infrastructure sector for sustainable development.

  • The LoI was signed by Ramesh Subramaniam, Group Director General (GDG) of the ADB sector, and Rajkiran Rai G, Managing Director (MD) of NaBFID in Manila, Philippines.

i.The ADB has approved a USD 500 million loan, backed by a sovereign guarantee, to India Infrastructure Finance Company Limited (IIFCL) to support India’s infrastructure projects in areas such as connectivity, energy transition, urban development, education, and healthcare.
ii.The ADB has approved a USD 788.8 million loan to Andhra Pradesh(AP) for developing Amaravati as a green, smart capital city with world-class infrastructure. The loan will be provided in Japanese yen(JPY) with a total value of 121.97 billion.

ICICI Bank signs MoU with CBA to Strengthen Australia-India Trade Relations

On December 11 2024, Mumbai(Maharashtra) based Industrial Credit and Investment Corporation of India (ICICI) Bank Limited, India’s leading private sector bank signed a Memorandum of Understanding (MoU) with the Commonwealth Bank of Australia (CBA) to enhance trade and business collaboration between Australia and India.

  • This partnership aims to support customers across the Australia-India corridor by offering banking services and migration assistance.

Signatories:
The MoU was signed by Rakesh Jha, Executive Director(ED) of ICICI Bank and Mike Vacy-Lyle, Group Executive of Business Banking at CBA (Australia).
Key Points :
i.This MoU will allow both banks to explore collaborative efforts to assist corporate and business customers looking to invest or establish operations in the other bank’s home country.
ii.The Banks will assist customers migrating to Australia and India with banking services and will also support cross-border payments by collaborating on customer-centric solutions.
iii.This MoU will further foster economic ties, aligning with ongoing negotiations for the Comprehensive Economic Cooperation Agreement (CECA) to boost trade and investment.
iv.This collaboration comes in the wake of the Australia-India Economic Cooperation and Trade Agreement (ECTA), which has been in effect since December 2022.
Objectives of the MoU:

  • Facilitate Business Introductions: Introduce corporate and business customers interested in investing or establishing businesses in the other bank’s home country.
  • Promote Trade Facilitation: Support trade between corporate and business customers in Australia and India by offering banking services and providing guidance on cross-border trade opportunities.
  • Assist Migrating Customers: Help customers migrating to Australia and India with banking services to ensure smooth transitions.
  • Support Cross-Border Payments: Collaborate to provide customer-centric solutions to streamline and enhance cross-border payment processes.

SEBI Announced Expansion of T+0 Settlement Cycle for Top 500 Stocks 

On December 10 2024, the Securities and Exchange Board of India (SEBI) issued a circular in exercise of powers given under Section (11) of the SEBI Act, 1992, read with Regulation 51 of the Securities Contracts (Regulation) (Stock Exchanges and Clearing Corporations) Regulations, 2018, Section 26 (3) of the Depositories Act, 1996 and Regulation 97 of SEBI (Depositories and Participants) Regulations, 2018 which empowers the SEBI to protect investor interests, regulate the securities market, and promote its development.

  • Through this circular, SEBI has decided to expand the scope of the optional T+0 rolling settlement cycle in the equity cash market.
  • As per SEBI’s directions, optional T+0 settlement cycle will be made available to top 500 scrips in terms of market capitalization as on December 31, 2024.

i.For the initial phase, the eligible scrips will be made available for ‘T+0’ settlement starting with scrips at bottom 100 companies every month till top 500 companies are available for trading.
ii.Stock Exchanges will introduce a mechanism for Block Deal window under the optional ‘T+0’ settlement cycle, this mechanism will be available only for the morning session during 8:45 am to 9:00 am.

S&P Global Retained India’s GDP Growth Forecast to 6.8% for FY25

In December 2024, according to S&P Global Ratings (previously known as Standard & Poor’s) report titled ‘India Outlook for 2025’, India’s Gross Domestic Product (GDP) rate will remain unchanged at 6.8% for Financial Year 2024-25 (FY25), amid slow fiscal growth affecting urban demand.

  • While, it has raised India’s GDP forecast to 6.9% for FY26. India‘s GDP grew 8.2% in FY24.
  • As per the report, India’s GDP growth print for the second Quarter (Q2) of FY25 is 5.4% ,which was weaker than expected.

Key Findings:
i.As per the report, Indian economy is poised for resilient growth in 2025 due to the strong urban consumption, stable growth in the service sector, and ongoing investment in infrastructure.
ii.The report has estimated that retail inflation will decrease from 5.4% (in FY24)to 4.5% (in FY25) and will again increase to 4.6% in FY26.
iii.S&P Global Ratings has outlined various challenges for the Indian economy, including post-pandemic weakness in the public sector and household balance sheets, a highly competitive global manufacturing sector, and weak agriculture sector growth.

UNEP Champions of the Earth Award 2024: Indian Ecologist Madhav Gadgil Honored for Lifetime AchievementUNEP’s 2024 Champions of the Earth recognizes six bold environmental leaders

In December 2024, the United Nations Environment Programme (UNEP) has announced the winners of the ‘2024 Champions of the Earth Award’, the UN’s highest environmental honor to recognize individuals and organizations making extraordinary contributions to environmental protection, focusing on combating land degradation, drought, and desertification.

  • This year, nominations focused on finding champions who are restoring degraded land, increasing drought resilience and preventing desertification.
  • Veteran Indian ecologist Madhav Gadgil was awarded with the Champions of Earth award by the United Nations (UN). He is among the six awardees who have been bestowed the honour for their respective contributions in the field of conservation and environmental protection.
  • Since its inception, 122 laureates(7 world leaders, 70 individuals, and 19 groups or organisations) have been acknowledged for their exemplary work.

Karnataka Police Wins Inaugural FICCI Drone Award 2024 
In December 2024, the Karnataka State Police (KSP) was awarded the inaugural Federation of Indian Chambers of Commerce & Industry (FICCI) Drone Award in the “Training and Capacity Building” category in Bengaluru, Karnataka.

  • This award, instituted by the FICCI to recognizes the innovative use of drone technology by government and private organizations.
  • The KSP was recognised for its Remote Pilot Training Institute (RPTI) which was established in 2023 under the Centre for Counter Terrorism, Internal Security Division (ISD).

i.The RPTI aims to enhance police personnel’s expertise in drone operations, covering areas such as surveillance, mapping, vehicle tracking and disaster management.
ii.This initiative focuses on advancing police capabilities in modern technologies to improve public safety and security.
iii.Since its inception, 270 police officers have been trained with 170 obtaining drone licenses in line with Ministry of Civil Aviation (MCA) regulations.

i.The combined acquisition of certain shareholding in Bagmane Developers Private Limited and Bagmane Rio Private Limited, are part of Bengaluru (Karnataka)-based Bagmane Group by the BREP Asia III India Holding Co VIII Pte. Ltd., arm of the United States of America (USA)-based Blackstone Inc.
ii.The acquisition of stake in India Business Excellence Fund-IV, a Category-II Alternative Investment Fund (AIF) registered with the Securities Exchange Board of India (SEBI) by Gurugram (Haryana)-based product engineering and manufacturing company VVDN Technologies Private Limited.
iii.The proposal of Abu Dhabi National Oil Company (ADNOC), a state-owned oil company of the United Arab Emirates (UAE) to acquire Leverkusen (Germany)-based petrochemical-producing company Covestro AG (Covestro) for USD 16.4 billion.
iv.The acquisition of 100% share capital of Nashik (Maharashtra)-based Thyssenkrupp Electrical Steel India Private Limited (Thyssenkrupp India) by Jsquare Electrical Steel Nashik Private Limited (Jsquare), a wholly-owned subsidiary of JSW JFE Electrical Steel (J2ES).

RBI approves Burman family to acquire stake in RELIn December 2024, the Reserve Bank of India (RBI) has approved the Burman family’s open offer to acquire an additional 26% stake in the Non-Banking Financial Company (NBFC) Religare Enterprises Limited (REL) for Rs.2116 crore.

  • As of September 30, 2024, the Burman family owns a 25.12% stake in REL, which increased above 51% after the RBI approval.

i.The central bank also directed maintaining of the current board/management structure of REL.
ii.The acquirers are advised to consolidate the NBFCs in the resulting structure/ group (both Burman and Religare group) as soon as possible and not later than March 31, 2026.
iii.Burmans’ is yet to receive approval from the Securities and Exchange Board of India (SEBI) over its proposed open offer.
Points to Note:
i.Burman family is the promoter of Dabur India Limited, One of the Largest Indian Fast Moving Consumer Goods (FMCG). The four Burman family entities are Puran Associates Private Limited, VIC Enterprises Private Limited, M B Finmart Private Limited, and Milky Investment & Trading Company.
ii.It was founded in 1884 by Dr. S.K. Burman and headquartered in New Delhi(Delhi).
Note:In August 2024, the RBI approved the conversion of Tata Capital Limited (TCL) from a non-banking finance company (NBFC)-core investment company (CIC) to an NBFC-investment credit company (ICC).

SCIENCE & TECHNOLOGY

ESA Launches 3rd Copernicus Sentinel-1C Satellite for Advancing Earth Observation and Maritime MonitoringIn December 2024, the European Space Agency (ESA) successfully launched its 3rd Copernicus Sentinel-1 satellite (Sentinel-1C) into Sun-Synchronous Orbit (SSO) at an altitude of 700 kilometre(km), aboard a Vega-C rocket from Europe’s Spaceport in French Guiana, France. This launch is the 6th Sentinel satellite in the Copernicus program launched by Arianespace SA, world’s leading aerospace company.

  • The launcher’s mission called ‘VV25’ is a return-to-flight for Vega-C, which is Europe’s lightweight, high-performance rocket.

Note: Sentinel-1A was the first satellite in the series launched in April 2014, followed by the launch of Sentinel-1B in 2016.
About Copernicus Sentinel-1C: 
i.The Sentinel-1C satellite strengthens the Sentinel-1 constellation (1st Copernicus family), which includes 2 identical satellites in orbit of 180°apart to optimize global coverage and data delivery for the Copernicus programme.

  • Sentinel satellites are designed and built by a consortium of more than 70 companies led by Thales Alenia Space and Airbus Defence and Space.

ii.Sentinel-1 carries a C-band Synthetic Aperture Radar (SAR) instrument, which allows it to capture high resolution imagery of Earth’s surface.

  • The electronics subsystem of the key SAR instrument was developed by ‘Airbus Defence and Space’ Portsmouth, England, United Kingdom (UK).

iii.Sentinel-1C will enhance capabilities in detecting and monitoring maritime traffic through its Automated Identification System (AIS), which captures ship signals to track vessel movements.
iv.Sentinel-1C, along with its sibling Sentinel-1A, will return the mission to its full potential as a two-satellite constellation. Sentinel-1A is then due to be replaced by Sentinel-1D later next year.
iv.Key Objective:

  • Environmental Monitoring: Tracking sea ice, glaciers, and forest changes
  • Disaster Response: Detecting and monitoring natural disasters like earthquakes and floods
  • Maritime Surveillance: Identifying oil spills, illegal fishing, and tracking ships
  • Land Use and Urban Planning: Mapping land cover and urban development

About Vega-C:
i.Europe’s Vega-C rocket, weighing 210 tonnes launches 2300 kilogram(kg) satellites using 3 solid propellant stages and one liquid stage.
ii.The Vega-C rocket, a lightweight, high-performance launcher successfully returned to flight after resolving issues from a previous launch failure.
iii.With improved performance and increased payload capacity, Vega-C ensures Europe’s independent access to space.

Karman Drones Partners with TCL for 5 Years to Develop UAV Solutions
In December 2024, Noida (Uttar Pradesh, UP) based Karman Drones Private Limited(KDPL) has signed a 5-year strategic partnership with Kanpur (UP) based Troop Comforts Limited(TCL), Defence Public Sector Undertaking (DPSU) under the Ministry of Defence (MoD), to develop Unmanned Aerial Vehicle (UAV) solutions in various categories.
i.The agreement aims to combine the strengths of both organizations to create Unmanned Aerial Systems(UAS) and UAV solutions in Indian defence forces, paramilitary units, police, government agencies and the civilian sector.
ii.The partnership supports India’s “Make in India” initiative by encouraging self-sufficiency in defence production and lowering reliance on foreign imports.
Note: KDPL is a non-government organization established on 3rd August 2021 and TCL is an Indian state-owned defence company established on 1st October 2021.

Saudi Arabia to Host 2034 FIFA World Cup
On December 12 2024, the International Federation of Association Football (FIFA) announced that Saudi Arabia as the host for the Men’s World Cup 2034 during the Extraordinary FIFA Congress held in Zurich Switzerland .This significant milestone marks the kingdom’s global sports ambitions under Crown Prince Mohammed bin Salman’s Vision 2030 initiative.

  • This is the first time Saudi Arabia will host the FIFA Men’s World Cup. Saudi Arabia, including 48 countries will compete at the 25th edition of the World Cup.
  • Saudi Arabia’s bid, the only one presented, was applauded by more than 200 FIFA member federations in a remote online vote, hosted by FIFA President Gianni Infantino.

i.FIFA also announced that Spain, Portugal and Morocco will co-host the 24th men’s World Cup with one-off matches in three South American countries.
ii.For its centenary celebrations, the first three matches of the 2030 World Cup will be held in Uruguay, Argentina and Paraguay.
iii.The 2026 World Cup will be jointly hosted by the USA, Canada and Mexico.

Arjun Erigaisi becomes 2nd Indian to reach 2800 ELO rating in chess
Grandmaster (GM) Arjun Erigaisi became the second Indian and 16th player worldwide to reach the gold-standard ELO rating of 2800, after legendary Viswanathan Anand.
i.Arjun now has 2801 rating points and is currently ranked No. 4 in the world, just below Hikaru Nakamura (2802) of the United State of America (USA).

  • Norwegian Magnus Carlsen continued to be at the top spot with 2831 ratings, followed by Fabiano Caruana (2805) of the USA.

ii.Earlier this year, he won both team gold and individual gold medals in the 45th Chess Olympiad in Budapest, Hungary.
iii.He also claimed the Menorca Open title in April 2024, defeating GMs Kirill Alekseenko and Maksim Chigaev.

OBITUARY

Indian Squash Player and Arjuna Awardee Raj Manchanda Passed Away
In December 2024, Indian Squash Player ‘Raj Manchanda also known as ‘the Old Fox’ passed away at the age of 79 in New Delhi, Delhi. He was born on 5th August 1945 in Abohar, Punjab.

  • He received the ‘Best Service Sportsman Award in 1981 and was awarded India’s second-highest sports honor Arjuna Award in 1983 for his contributions to the sport.

i.He won six straight National Squash Championships from 1977 to 1982 and also won 11 titles for the Services.
ii.He led the Indian squash team to a silver medal at the 1981 Asian Team Championships in Karachi and a bronze at the 1984 Championships in Jordan.
iii.After moving away from squash, he was a consultant at Exhibition Industries in Delhi.
Note: Two squash courts at the National Defence Academy (NDA), Pune(Maharashtra) and the Indian Military Academy (IMA),Dehradun(Uttarakhand), were named in his honour.

In November 2024, External Affairs Minister Dr S Jaishankar released Vikram Sampath’s book ‘Tipu Sultan-The Saga of the Mysore Interregnum’ at the Indian Habitat Centre in New Delhi, Delhi.
i.He described Tipu Sultan as a “complex figure” in Indian history who resisted the imposition of British colonial control over India.
ii.He emphasized that Tipu Sultan’s battles with the British have received more attention in Indian history, while other facets of his reign have been minimized or ignored.
iii.The book provides a detailed account of Tipu Sultan’s life and reign in Indian history. The book offers a balanced perspective on Tipu Sultan’s legacy by exploring his achievements and controversial policies.
iv.This book was published by Penguin Random House India.

International Day of Neutrality 2024 – December 12

The United Nations (UN)’s International Day of Neutrality (IDN) is annually observed across the globe on 12th December to raise awareness about the value of neutrality in relations between countries and to promote global peace and security.
Note: Article 2 of the UN Charter requires member states to resolve international conflicts peacefully and avoid threatening or using force.
Background:
i.On 2nd February 2017, the United Nations General Assembly (UNGA) adopted the resolution A/RES/71/275, proposed by Turkmenistan, declaring 12th December of every year as the IDN.
ii.The first-ever IDN was observed on 12th December 2017.
What is Neutrality?
Neutrality is the legal status that occurs when a state chooses not to take part in any war between other countries.

International Universal Health Coverage Day 2024 – December 12The United Nations (UN) International Universal Health Coverage (UHC) Day is annually observed worldwide on 12 December to raise awareness of the need for strong and resilient health systems and universal health coverage.
The International UHC 2024 theme is “Health: It’s on the government”.

  • The theme reminds leaders that it is their duty to ensure healthcare remains affordable or free, especially for the poorest and most vulnerable populations.

i.UHC2030, in collaboration with the Coalition of Partnerships for UHC and Global Health, launched the 2024 UHC Day campaign with the theme, “Health: It’s in the hands of the government.”
ii.The UHC Partnership (UHC-P) Global Meeting 2024 will take place in Lyon, France from 11 to 13 December 2024.
iii.The Global Health Expenditure Report 2024, released on December 12, highlights stagnation in health coverage since 2015 and an increase in burdensome personal health care costs, challenging UHC goals for 2030.
iv.India is dedicated to achieving Universal Health Coverage (UHC) by 2030, a global target under the 2030 Sustainable Development Goals (SDGs).

  • The government has launched key initiatives like Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), Health and Wellness Centres (HWCs), and increased public investment.

Chhattisgarh CM Vishnu Deo Sai launches “Nikshay Niramay Chhattisgarh  AbhiyanIn December 2024, Chhattisgarh Chief Minister (CM) Vishnu Deo Sai launched the state-level Nikshay Niramay Chhattisgarh Abhiyan”, a 100 day health campaign at the All India Institute Of Medical Sciences (AIIMS) campus in Raipur, Chhattisgarh.

  • The initiative aims to eradicate diseases like leprosy, tuberculosis (TB) and malaria in the state and will run for 100 days until March 24, 2025.
  • He also flagged off 3 ambulances and the deployment of a Mobile Medical Unit (MMU).

About Nikshay Niramaya Chhattisgarh Abhiyan
i.Under this initiative, people suffering from diseases like tuberculosis, malaria and leprosy will be identified and provided with testing and treatment benefits.
iii.The campaign also includes health check-up and treatment of the elderly of the state.
iv.This health program is part of a broader effort to enhance healthcare access and accelerate disease (leprosy, TB & malaria) eradication in Chhattisgarh.
v.The campaign is part of a larger vision to improve health services in Chhattisgarh and contribute to the state’s development goal by 2047.
