MoHFW releases ‘Health Dynamics of India 2022-23’ reportOn September 9, 2024, Union Secretary Apurva Chandra, Ministry of Health and Family Welfare (MoHFW), launched the ‘Health Dynamics of India (Infrastructure and Human Resources) 2022-23‘ report in New Delhi(Delhi).
- This annual publication, which was previously called Rural Health Statistics, has been published since 1992.
- The report gives comprehensive insights into the country’s healthcare infrastructure and workforce with updates as of March 31 each year.
What is in the report?
i.The report examines and compares health infrastructure and manpower data from 2005 to 2023, with a special focus on the period from 2022 to 2023, highlighting both advancements and areas needing improvement.
ii.The report is in 2 parts:
- Part 1 presents an overall view of India’s healthcare system with State and Union Territory(UT) profiles.
- Part 2 is divided into 9 sections, offering in-depth data on health facilities, manpower, and demographic indicators.
ii.It provides detailed district-level information on health facilities, including Sub-Centers (SCs), Primary Health Centers (PHCs), Community Health Centers (CHCs), Sub-District Hospitals (SDHs), District Hospitals (DHs), and Medical Colleges.
iii.The report includes focused insights on healthcare infrastructure and personnel in rural, urban, and tribal regions, aiding in targeted planning and policymaking.
iv.It acts as a crucial tool for healthcare planning and management by identifying gaps and deficiencies in infrastructure and human resources.
Highlights of the Report :
i.As of March 31, 2023, India has a total of 1,69,615 Sub-Centers, 31,882 Primary Health Centers(PHCs), 6,359 Community Health Centers(CHCs), 1,340 Sub-Divisional/District Hospitals(SDHs), 714 District Hospitals(DHs), and 362 Medical Colleges(MCs) providing healthcare services in both urban and rural areas.
ii.The healthcare infrastructure is supported by 2,39,911 health workers (male and female) at Sub-Centers(SCs), 40,583 doctors or Medical Officers(MOs) at PHCs, and 26,280 specialists and MOs at CHCs.
iii.At Sub-District and District Hospitals, 45,027 doctors and specialists are employed, alongside 47,932 staff nurses at PHCs, 51,059 nursing staff at CHCs, and 1,35,793 paramedical staff working in SDHs across the nation

MCA Notifies Competition (Amendment) Act, 2023 for M&AsOn September 10, 2024, the Ministry of Corporate Affairs (MCA) notified certain provisions of the Competition (Amendment) Act, 2023 to revamp the merger control regime with effect from September 10, 2024.
- The aim of these changes is to streamline the merger review process and introduce new standards to assess notifiability of transactions.
- The amendments include Deal Value Threshold(DVT); reduced review timelines for the Competition Commission of India(CCI); derogation for stock market transactions; codification of green channel rules; and new exemption criteria for minority acquisitions, incremental acquisitions, demergers, and acquisitions by financial intermediaries, etc.
Key Points:
i.These regulations mandate regulatory clearance from CCI for deals exceeding Rs 2,000 crore if the target entity has “Substantial Business Operations(SBOs) in India.”
ii.The review period for M&A transactions has been reduced from 210 days to 150 days.
iii..Transactions involving entities with assets below Rs 450 crore or turnover under Rs 1,250 crore are exempt from CCI approval.
iv.Parties to open market transactions will now be exempt from the standstill obligation, which basically prevents an acquirer from taking any steps to consummate the transaction prior to receipt of the CCI’s approval.
v.As per the rules, the transactions where the value of assets or turnover of the enterprise being acquired, controlled, merged, or amalgamated in India does not exceed Rs 450 crore and Rs 1250 crore, respectively, shall not be considered a combination under Section 5 of the Competition Act, 2022.
vi.The rules also extend to digital firms based on global user base, Gross Merchandise Value (GMV), or annual revenue.
vii.The Green Channel Rules codify the existing law relating to deemed approval, with a key change that will impact overlaps assessment. Now, the definition of affiliates is widened to include in its scope the right/ability to access commercially sensitive information (CSI) of an entity.
viii.The fee for filing a merger form has been increased (i) from Rs 20 lakhs to Rs 30 lakhs, for a Form I filing; and (ii) from Rs 65 lakhs to Rs 90 lakhs, for a Form II filing.

ANRF unveiled the Mission for Advancement in High-impact Areas (MAHA), a mission mode programme to accelerate research in key strategic and emerging areas.
Electric Vehicle (EV) mobility and Advanced Materials are the priority areas identified by MAHA for immediate support.
This will support priority-driven, solution-focused research which will catalyse multi-institutional, multi-disciplinary and multi-investigator collaboration to address scientific challenges and advance the frontiers of technology.
ANRF Centre of Excellence (ACE):
ANRF Centre of Excellence (ACE) was introduced to establish world-class research centers with substantial funding support, providing cutting-edge infrastructure for ambitious scientific endeavors

i.It provides internship and training opportunities for people in restaurant operations, and various aspects of retail management.
ii.Swiggy’s partner platform will be integrated into Skill India Digital Hub (SIDH) as part of the initiative, providing access to online skill development courses, certifications, and training modules to Swiggy’s workforce.
iii.It will benefit 2.4 lakh delivery partners and restaurant employees linked with Swiggy.

Indian Navy’s P8I Participates in Ex Kakadu 2024 Hosted by the Royal Australian NavyExercise Kakadu 2024, the 16th edition of the biennial exercise led by Royal Australian Navy(RAN) and supported by the Royal Australian Air Force (RAAF) is being held in Darwin, Australia from September 7-20, 2024.
- The Indian Navy(IN)’s P8I aircraft, led by Captain Ajay Kanwar, has arrived in Darwin, Australia, to participate in Ex Kakadu 2024.
- Ex Kakadu 2024 is being held under the theme “Regional Cooperation through Trusted and Proven Partnerships”.
Note: P8I is designed for long-range, anti-submarine warfare (ASW), anti-surface warfare (ASuW), and intelligence, surveillance and reconnaissance (ISR) missions.

- The INDUS-X web page is a platform for investors and startups to learn about the program, its objectives, and partnership opportunities. It includes a database of participating companies and upcoming activities.

i.The third INDUS-X Summit was co-hosted by the US-India Strategic Partnership Forum (USISPF) and Stanford University, the USA.

ii.The USA and Indian companies highlighted INDUSWERX, a testing consortium led by private-sector organisations, provides enterprises for new technology testing and experimentation.

NTPC Green Energy & Suzlon Partnered for India’s Largest Wind Energy Order of 1,166 MW
Suzlon Group, India’s largest renewable energy solutions provider, has won the order from NTPC Green Energy Limited(NGEL), the renewables arm of NTPC Limited) for India‘s largest wind energy order of 1166 Mega Watt (MW).
The project will be executed across 3 sites – at two projects of NTPC Renewable Energy Limited, a subsidiary of NGEL, and one project of IndianOil NTPC Green Energy Pvt. Ltd, a group company of NGEL- in Gujarat.
- Suzlon will install a total of 370 wind turbine generators (WTGs) of S144 equipped with a Hybrid Lattice Tubular (HLT) tower and a rated capacity of 3.15 MW each.
- This will be the first of its kind of project in India to be undertaken by any Public Sector Undertaking (PSU) and will significantly increase NGEL’s wind portfolio.
- The electricity generated from the project is expected to power approximately 3 million households. The project will be the largest wind energy initiative by a PSU in Gujarat.

ACC Approves the Appointment of Six Senior Advocates as ASG in Supreme CourtOn 9th September 2024, The Appointments Committee of the Cabinet (ACC) approved the appointment of six senior advocates as Additional Solicitor Generals (ASGs) in the Supreme Court (SC) of India.
- The newly appointed ASGs are S. Dwarakanath, Archana Pathak Dave, Satya Darshi, Sanjay Brijender Chahar, Raghavendra P. Shankar and Rajkumar Bhaskar Thakare (Raja Thakare).
- These appointments were made for a period of 3 years with effect from the date of assumption of charge of the office, or until further orders, whichever is earlier.

i.With these appointments, the strength of ASGs in the SC has increased to 11.
ii.S V Raju, Aishwarya Bhati, Vikramjeet Banerjee, N Venkataraman, and K M Nataraj are the other ASGs in SC of India.

Proposed Merger of Tata Motors Finance Ltd into Tata Capital Ltd
The CCI has approved the merger of Tata Motors Finance Limited (TMFL) with and into Tata Capital Limited (TCL).
- TCL will be the surviving entity, formalised through a scheme of arrangement filed with the National Company Law Tribunal (NCLT).
Points to note:
i.TCL, a subsidiary of Tata Sons Private Limited (TSPL), is operating as a Non-Banking Financial Company – Investment and Credit Company (NBFC-ICC).
- It specialises in lending, leasing, financing, and distributing financial products.
ii.TMFL is an NBFC-ICC focused on financing new vehicles (manufactured by Tata Motors Limited and its group companies) and pre-owned vehicles.
- It offers loans and advances to transporters, dealers, and vendors of Tata Motors Limited.
Subscription of Shares of AIL by DTIL & Acquisition of Shares of ATDPL by AIL
The CCI has approved the subscription of certain shares of Aditya Infotech Limited (AIL) by Dixon Technologies (India) Limited (DTIL), and the acquisition of shares of AIL Dixon Technologies Private Limited (ATDPL) currently held by DTIL by AIL.
Points to Note:
i.DTIL specialises in Electronic Manufacturing Services (EMS) for communication devices, lighting solutions, televisions, security systems, and more.
ii.AIL focuses on sourcing, distributing, and marketing Electronic Security Systems (ESS) under the brand “CP Plus.”
iii.ATDPL is a Joint Venture (JV) between AIL and DTIL, responsible for manufacturing and assembling ESS products.

- He made his international debut in 2014 against West Indies and he has played 138 One Day Internationals (ODIs), 92 T20 Internationals (T20Is), and 68 Tests.
- He scored 6678 international runs (including 8 centuries, and 28 fifties), and picked 366 wickets for England across the three formats.
- His 204 Test wickets made him the third-best England spinner in the format, after Derek Underwood (297) and Graeme Swann (255).
- He was a part of the England team that won the 2019 ICC Men’s Cricket World Cup, held in England and Wales (the United Kingdom), and the 2022 ICC Men’s T20 World Cup, held in Australia.

National Forest Martyrs Day 2024 – September 11 National Forest Martyrs Day is annually observed across India on 11 September to commemorate brave Forest Guards, Foresters, Range Forest Officers (RFOs), and other frontline personnel officers and officials who laid down their lives while protecting India’s forests and wildlife wealth.
i.In 2013, the Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India (GoI) officially declared 11 September as National Forest Martyrs Day.
ii.It was established to remember the Khejarli Massacre of 1730, which took place in Khejarli, Rajasthan.
