DA&FW Released Operational Guidelines of Central Sector Scheme “NAMO DRONE DIDI”The Government of India (GoI) has approved the Central Sector Scheme ‘Namo Drone Didi’ for providing Drones to the Women Self Help Groups (SHGs) under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), with an outlay of Rs 1261 Crores.
- This aims to provide drones to 14500 selected Women SHGs during the period from 2024-25 to 2025-2026 to provide rental services to farmers for agricultural purposes like the application of liquid fertilizers and pesticides for the present.
- The Department of Agriculture & Farmers Welfare(DA&FW), under the Ministry of Agriculture & Farmers Welfare(MoA&FW) has released the Operational Guidelines for this scheme.

Durgesh Aranya Zoological Park: India’s First IGBC-Certified Zoo in Kangra, HPSukhvinder Singh Sukhu, Chief Minister (CM) of Himachal Pradesh (HP), announced that Durgesh Aranya Zoological Park, located in the Bankhandi area of Kangra’s Dehra constituency in HP, will set to become the first zoo in India to receive certification from the Indian Green Building Council (IGBC).
- This certification highlights the commitment to sustainable infrastructure and eco-friendly practices, setting a new benchmark for conservation and environmental responsibility across the country.
- This initiative aligns with the government’s vision to develop Kangra as a model for eco-tourism, reinforcing its reputation as the “Tourism Capital” of HP.
Key Points:
i.The zoo’s development is progressing in phases. The first phase, spanning 25 hectares, has a projected cost of Rs 230 crore and is set for completion by the third quarter of 2025.
ii.The entire park, with a budget of Rs 619 crore, will boost tourism in Kangra and its neighboring areas, creating a thriving, eco-friendly attraction.
iii.The Central Zoo Authority (CZA) has approved 34 enclosures for this zoo.
- The animal enclosures within the Van Vaibhav Path and Biodiversity Court will house 73 animal species, including: Asiatic lions, Hog deer, Crocodiles and gharials, Monitor lizards, Native bird species.
iv.The zoo will also feature:
- A Nocturnal House for observing rarely seen feline species.
- A Wetland Aviary designed to resemble the natural habitats of local birds, offering an immersive experience.

i.The Indian Green Building Council (IGBC), headquartered in Hyderabad, Telangana and established in 2001 as part of the Confederation of Indian Industry (CII), serves as India’s premier certification body for green buildings.
ii.IGBC provides green certification for buildings across India, helping them meet sustainability standards.
- The IGBC certification evaluates structures on several criteria, including: Sustainable facilities, Health and sanitation, Energy efficiency, Water conservation, Innovation in smart and green initiatives.
iii.IGBC envisions India as a leader in sustainable building by 2025.

MSDE reconstitutes CAC for 3 Years to Boost Apprenticeship TrainingThe Ministry of Skill Development and Entrepreneurship (MSDE) has reconstituted the Central Apprenticeship Council (CAC) for a three-year term, effective from October 17, 2024.
- This move is in accordance with the powers granted under Section 24(1) and (2) of the Apprentices Act, 1961 (52 of 1961) and Rules 3 and 4 of the CAC Rules, 1962.
- The reformed council will focus on driving reforms to enhance apprenticeship training and increase industry participation in on-the-job training.
Chair and Members:
i.Union Minister of State(Independent Charge, IC), Jayant Chaudhary, MSDE will chair the council, with Rajya Sabha member Vikramjit Singh Sahney will be the vice-chairman of the council.
- Previously, the Union Minister of State for MSDE held the vice-chairman position.
ii.The new CAC will comprise 54 members, up from the previous 46 members in the 2019 council.
- It includes representatives from industry associations, Public Sector Undertakings (PSUs), state governments, and independent experts.
iii.There will be representation from PSUs such as Bharat Heavy Electricals Limited (BHEL), Indian Oil Corporation Limited (IOC), and Hindustan Aeronautics Limited (HAL), among others.
iv.The private sector will also be represented by companies like TATA Group, Maruti Suzuki India Limited, and Reliance Industries Limited.
About Central Apprenticeship Council (CAC):
i.The CAC, a statutory body under the Apprenticeship Act, 1961, advises the Central Government on implementing the Apprenticeship Act across India.It is reconstituted every three years.
ii.The CAC has suggested raising the apprentice participation cap in establishments from 10% to 15% of the total workforce, with at least 5% allocated specifically for new apprentices.

DoPPW Issued New Guidelines for Family Pension Eligibility Criteria for DaughtersThe Department of Pension and Pensioners’ Welfare (DoPPW) under the Ministry of Personnel, Public Grievances and Pensions (MoPPG&P) has issued new guidelines on maintaining records for family members of government pensioners.
- As per the new guidelines, the name of a daughter cannot be removed from the list of family members, eligible for a government servant’s family pension.
Note: According to the Central Civil Services (Pension) Rules, 2021, the term “family” includes unmarried, married, and widowed daughters, which further includes step-daughters, and adopted daughters.
Key Features:
i.The Government of India (GoI) has clarified that once a government employee includes his daughter’s name on Form 4, then, she is officially recognised as a family member, irrespective of her pension eligibility.
ii.Also, a daughter qualifies for the family pension until she marries, remarries, or becomes financially independent, unless affected by a mental or physical disability.
iii.According to the revised guidelines, daughters who are unmarried, widowed, or divorced or over the age of 25 years may also receive a family pension only if their siblings are either above the age of 25 or financially independent.
- However, disabled children are given priority entitlement to the pension.
Key Changes:
i.Pending divorce or legal proceedings: Female government employees or pensioners involved in ongoing divorce proceedings, or those who have filed cases against their husbands under relevant protective acts, may request family pension benefits for their children in the event of their death.
ii.Disbursement of Family Pension: As per the new guidelines, if no eligible child exists at the time of woman’s death, the family pension will be received by the surviving widower. Initially, the pension will be given to the widower if they are the legal guardian of any minor or disabled children.
- Incase, the widower ceases to be the guardian, the pension will be managed by the appointed legal guardian.
iii.Pension for Adults: When eligible children reach adulthood but still qualify for the pension, then pension will be directly transferred to them.
- In case, all eligible children have ceased to qualify under Rule 50, the widower will receive pension until his death or remarriage.

Ex Vajra Prahar 2024: 15th Indo-US Joint Special Forces Exercise Commenced at Idaho, USAThe Indian Army (IA) contingent participated in the 15th edition of the Exercise Vajra Prahar with the United States (US) Army at the Orchard Combat Training Centre in Idaho, the United States of America (USA).
- This ongoing exercise, which began on November 2 2024, aims to strengthen military cooperation between India and the US and is scheduled to continue until November 22, 2024.
Exercise Vajra Prahar 2024:
i.Each country’s contingent in the joint exercise will include 45 personnel.
- The IA is represented by its Special Forces units from the Parachute Regiment.
- The US Army is represented by its elite Green Berets.
ii.The exercise will focus on executing joint Special Forces operations in desert and semi-desert environments, engaging in rigorous physical training to boost endurance and combat readiness, and conducting collaborative mission planning along with synchronized tactical drills to strengthen teamwork and precision.
iii.During the exercise, both armies will engage in a series of tactical drills and operations. These will include:
- Mission planning, where they will develop joint team and reconnaissance missions.
- Training in the strategic use of Unmanned Aerial Systems (UAS) Deployment for enhanced operations.
- Practicing coordinated special operations tactics to improve efficiency and effectiveness.
- Developing expertise in psychological operations as part of special missions.
- Additionally, they will carry out Joint Terminal Attack Controller (JTAC) operations, practicing coordinated attack control tactics for joint mission effectiveness.
iv.It marks the second joint exercise between the two nations’ armies, following Exercise YUDH ABHYAS, held in Rajasthan in September 2024.
About Exercise Vajra Prahar:
i.Exercise Vajra Prahar is an annual exercise between the armies of India and the USA to exchange best practices and experiences, particularly in areas like joint mission planning and operational tactics.
ii.The exercise was conducted in two phases:
- Phase 1- Combat Conditioning and tactical-level special mission training exercises.
- Phase 2- Validation of training received by the Joint forces in Phase 1 through a 48- hour exercise.
Previous Edition:
i.The 14th edition of the Exercise was held in Umroi(Meghalaya) in December 2023.
ii.The first edition of the Exercise was conducted in 2010.

9th India-Indonesia Joint Exercise ‘GARUD SHAKTI’ held in Jakarta, IndonesiaA contingent of the Indian Army (IA) participated in the 9th edition of the India-Indonesia Joint Special Forces Exercise, GARUD SHAKTI, from November 1 to November 12, 2024 in Cijantung in Jakarta, Indonesia.
- It provides an opportunity to share best practices, achieve common security goals, and strengthen bilateral relations.
Aim:
To enhance mutual understanding, cooperation, and interoperability between both forces through joint tactical drills and discussions, strengthening bilateral military ties.
About GARUD SHAKTI – 24:
i.The exercise GARUD SHAKTI – 24 involves 25 Indian personnel from the Parachute Regiment (Special Forces) of the IA and 40 members of Indonesia’s Special forces Kopassus.
ii.The exercise included planning and executing special operations, with an emphasis on advanced special forces skills.
iii.Participants exchanged knowledge on weapons, equipment, tactics, techniques, and procedures.
ivJoint training focused on special forces operations in jungle terrain, including strikes on terrorist camps, and a validation exercise integrating both basic and advanced special forces skills.
iv.The exercise also promoted military cooperation through cultural insights into both countries.
Exercise GARUD SHAKTI:
i.The exercise was initiated in 2012 as a Joint Military Exercise between India and Indonesia. This exercise is held alternately in India and Indonesia.
ii.The 8th edition of GARUD SHAKTI exercise was held in Indonesia in 2022.

RBI Sets Rs 300 Crore net worth Criteria for Entities Applying for CCP AuthorisationThe Reserve Bank of India (RBI) announced that any entity seeking authorisation or recognition as a Central Counterparty (CCP) should have at least net worth of Rs 300 crore at the time of submitting its applications.
- RBI has updated its previous regulations established in June 2019 regarding capital requirements and governance frameworks for CCPs.
- The provisions of these revised regulations will be applicable to both domestic CCPs authorised by RBI and foreign CCPs recognized under the Payment and Settlement Systems Act, 2007(PSS Act).
Note: CCP is a system provider that uses novation to interpose between system participants in the transactions admitted for settlement. CCP becomes a buyer to every seller and the seller to every buyer for the purpose of effecting settlement of their transactions.

IFC Invests USD 400 million in Bajaj Finance, Aiming to Quadruple Climate Loans by 2027
The United States of America(USA) based International Finance Corporation (IFC), a member of the World Bank Group, will provide a USD 400 million loan to Pune( Maharashtra) based Bajaj Finance Limited (BFL), a leading non-banking financial company (NBFC).
- This loan is a part of BFL’s USD 1 billion fundraising initiative, which aims to expand access to climate finance for Electric Vehicles (EVs) and Energy-Efficient Consumer Goods (EECG) in India.
i.The investment is set to boost competitiveness in the climate finance sector, align with national climate goals, and enhance financial inclusion across India.
ii.This will help BFL to enable greater usage of EVs and energy-efficient consumer goods, support more women-owned micro-borrowers, and contribute better to India’s inclusive and low-carbon future.

- This collaboration will enhance the value chain of the critical metal (Copper) for supporting the world’s net zero transition.
- ICA has 33 members across six continents and operates in the United States, Europe, Asia, and Latin America, with its headquarters in Washington.

The Reserve Bank of India (RBI) has approved the reappointment of Amitabh Chaudhry as the Managing Director (MD) and Chief Executive Officer (CEO) of Axis Bank Limited for a period of 3 years, effective from 1st January 2025 to 31st December 2027.
- The reappointment was approved by the shareholders of the bank at their 30th Annual General Meeting held on July 26, 2024.
Note: He joined Axis Bank as MD and CEO on 1st January 2019, after having spent over 9 years at HDFC Standard Life Insurance Company.

India won 24 medals at Japan Para Badminton International 2024Indian Para badminton players won a total of 24 medals (6 gold, 9 silver and 9 bronze medals) at the Badminton World Federation (BWF) Japan Para Badminton International 2024 held from 22nd October to 27th October 2024 in Tokyo, Japan.
- Sivarajan secured two gold medals- one in the men’s singles SH6 class and the other in partnership with Sudarsan Saravanakumar Muthusamy in men’s doubles.
- Sukant won a gold in men’s singles (SL4) and silver in men’s doubles (SL3-SL4) with partner Dinesh Rajaiah while Naveen Sivakumar and Surya Kant Yadav secured bronze medals.

i.Legal Services Authorities Act was passed in October 1987 under Article 39A of the Indian Constitution.
ii.Following the initiative of Dr. Justice A.S. Anand at the first Annual Meet of the State Legal Services Authorities which took place on 12th September 1998 at Vigyan Bhawan in New Delhi, 9th November is celebrated every year by Legal Service Authorities “Legal Service Day”
iii.The first ever NLSD was celebrated on 09th November 1995.

136th Birth Anniversary of CV Raman – 7th November 20247th November 2024 marks the celebration of the 136th Birth Anniversary of Indian physicist Sir Chandrasekhara Venkata Raman FRS known as Dr. C. V. Raman, known for his work in the field of light scattering.
- He won the Nobel Prize in Physics in 1930 “for his work on the scattering of light and for the discovery of the effect named after him ‘Raman Effect’”.
Note: The Raman effect is a phenomenon in which light changes its wavelength when it interacts with matter.
About CV Raman:
i.CV Raman was born on 7th November 1888 in Tiruchirappalli, Tamil Nadu(TN).
ii.He began his career as an Assistant Accountant General in the Indian Finance Service but remained associated with scientific research.
iii.He has served as the professor at the University of Calcutta, now in Kolkata, West Bengal(WB) and served as independent India’s first National Professor.
iv.He also served as the Director of the Indian Institute of Science (IISc) in Bangalore(Karnataka).
v.He founded the Raman Research Institute in Bangalore in 1948.

i.He was honoured with India’s highest civilian honour, the Bharat Ratna in 1954.
