Cabinet Approvals on September 10, 2025On September 10, 2025, the Cabinet Committee of Economic Affairs (CCEA), chaired by the Prime Minister (PM) Narendra Modi approved the following proposals:
Doubling of Bhagalpur-Dumka-Rampurhat single railway line in Bihar:
Approval: The CCEA approved the doubling of the Bhagalpur-Dumka-Rampurhat railway line, spanning across Jharkhand, Bihar and WB.
Outlay: The total budget outlay of the project is approximately Rs.3,169 crores, covering 5 districts in 3 states
Aim: The 177-kilometer(km) project, part of the Pradhan Mantri Gati Shakti – National Master Plan(PM GS -NMP).
Construction of 4-lane Greenfield access-controlled Mokama Munger section in Bihar
Approval: The CCEA approved the construction of an 82.4 km, 4-lane greenfield access-controlled Mokama-Munger section of the Buxar (Bihar)- Bhagalpur High Speed Corridor in Bihar.

• This section will connect key regional cities of Bihar such as Mokama, Barahiya, Lakhisarai, Jamalpur, and Munger.

Cost: The project, to be executed under the Hybrid Annuity Mode (HAM), is estimated to cost Rs.4,447.38 crore.

MoTA launches Beta Version of Adi Sankriti, a digital platform for tribal art formsIn September 2025, the Ministry of Tribal Affairs (MoTA), Government of India (GoI) launched the Beta version of “Adi Sanskriti” during the National Conference on Adi Karmayogi Abhiyan held at Bharat Mandapam, New Delhi (Delhi).

• It is a digital learning platform dedicated to tribal art forms, focused on preserving cultural heritage, promoting sustainable livelihoods, and connecting India’s tribal communities with the global audience.

Key Highlights:
Launched by: The platform was officially launched by the Minister of State for Tribal Affairs, Shri Durgadas Uikey.
Adi Sanskriti in detail:
Adi Sanskriti: Envisioned as the world’s first Digital University to preserve and promote the culture and traditional knowledge of tribal communities, and an online marketplace for the world to access products made by tribal artisans.
Components: The platform integrates three major components:

• Adi Vishwavidyalaya (Digital Tribal Art Academy): It currently offers 45 immersive courses covering tribal dance, painting, crafts, music, and folklore.
• Adi Sampada (Socio-Cultural Repository): It comprises over 5,000 curated documents categorized into five themes: paintings, dance, clothing & textiles, artifacts, and livelihood.
• Adi Haat (Online marketplace): Currently linked with TRIFED (Tribal Cooperative Marketing Development Federation of India Limited), this will evolve into a dedicated online marketplace for tribal artisans, enabling sustainable livelihoods and direct consumer access.

Partnership: The Adi Sanskriti is built in partnership with State Tribal Research Institutes (TRIs), confirming grassroots participation, authenticity and integration in its development.
First Phase: In its 1st phase, TRIs from Andhra Pradesh (AP), Assam, Bihar, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh (MP), Maharashtra, Meghalaya, Odisha, Rajasthan, Tamil Nadu, Telangana, and Uttar Pradesh (UP) have contributed to the documentation, content creation and digital mapping of tribal art forms.
Vision: The long-term vision is to scale the platform into a Tribal Digital University, offering certifications, advanced research opportunities, and transformative learning pathways.

The Adi Karmayogi Abhiyan is a national movement to build a decentralized tribal leadership and governance ecosystem. 

• It empowers 20 Lakh tribal changemakers across 1 lakh villages in 550 tribal-dominated districts through capacity building, convergence, and community participation.

HAL Signed SSLV Technology Transfer Agreement with ISRO, IN-SPACe, and NSILIn September 2025, Hindustan Aeronautics Limited (HAL) signed a Technology Transfer Agreement (TTA) with Indian Space Research Organisation (ISRO), Indian National Space Promotion and Authorisation Centre (IN-SPACe), and NewSpace India Limited (NSIL) for the Small Satellite Launch Vehicle (SSLV), in Bengaluru, Karnataka.

• It aims to create new opportunities for Micro, Small and Medium Enterprises (MSMEs) and start-ups while addressing the growing domestic and global demand for small satellite launches in a cost-competitive manner.

About Small Satellite Launch Vehicle SSLV:
Type: Three-stage launch vehicle developed by ISRO.
Capacity: Designed to launch satellites weighing up to 500 kilogram(kg)
Orbit: Low Earth Orbit (LEO).
Features: Cost-effective, flexible, caters to global small satellite demand.
About Technology Transfer Agreement (TTA):
Signatories: The agreement was signed by Jayakrishnan S, Chief Executive Officer(CEO) (Bangalore Complex, Karnataka), HAL; A. Rajarajan, Director, Vikram Sarabhai Space Centre (VSSC)/ISRO;  M. Mohan, Chairman & Managing Director(CMD), NSIL; and Rajeev Jyoti, Director (Technical), IN-SPACe, in the presence of Dr. V. Narayanan, Secretary, Department of Space(DoS) / Chairman, ISRO; Dr. Pawan Kumar Goenka, Chairman, IN-SPACe; Dr. D. K. Sunil, CMD, HAL; along with senior officials from HAL, ISRO, IN-SPACe, and NSIL.
Aim: The technology transfer will enable HAL to transition from a component supplier to a full-fledged launch service provider, supporting India’s vision of building a self-reliant space ecosystem.
Licensing Rights: HAL received a non-exclusive, non-transferable license for SSLV technology.
Scope: The agreement covers design, manufacturing, quality control, integration, launch operations, and post-flight analysis.
Timeline: Under the agreement, HAL will complete a 2-year technology absorption phase, followed by a 10-year production period.
Support: ISRO will provide technical training and support to HAL during the technology absorption phase.
Achievement: This agreement marks the 100th Technology Transfer (TT) facilitated by the Indian National Space Promotion and Authorisation Centre (IN-SPACe).

NCEL and APEDA Signs MoU for cooperative-led Agriculture Exports
In September 2025, National Co-operative Exports Limited (NCEL) under the Ministry of Cooperation and Agricultural and Processed Food Products Export Development Authority(APEDA) under the Ministry of Commerce and Industry(MoC&I),  signed a Memorandum of Understanding (MoU) to boost and elevate India’s cooperative led agricultural export

• The MoU was signed by Abhishek Dev, Chairman of  APEDA andUnupom Kausik, Managing Director(MD) of NCEL  in the presence of Dr. Ashish Kumar Bhutani, Secretary, Ministry of Cooperation.

Key Detail of MoU:
Key Focus Areas : The partnership will prioritize capacity building, export quality compliance, infrastructure support, trade fair participation, global branding, market intelligence, and commodity-specific export strategies.
Empowerment: The MoU equips NCEL with APEDA’s technical guidance and policy support, enabling its members to boost export performance, access new markets, and achieve premium value for their products.
Programs: The MoU empowers cooperative societies to acquire expertise in global quality standards, food safety, and export documentation through structured training programs and workshops.
Impact: By collaborating APEDA’S market access capabilities and infrastructure with NCEL’S extensive network, the partnership will develop economic benefits to the farmer- members.

MoRTH Collaborates with Zomato & Uber for Road Safety Initiative
In September 2025, the Ministry of Road Transport and Highways (MoRTH) has collaborated with Zomato and Uber to raise road safety awareness nationwide, marking the third year of the Government of India(GoI’)s ‘Sadak Suraksha Abhiyan’.

• The announcement was made by Union Minister Nitin Gadkari, MoRTH, during a road safety event organised jointly by Zomato and Uber in New Delhi, Delhi.

Details of Collaboration:
Key Target: It aims to halve the number of road accidents and resultant deaths in India by 2030.
Key Roles: As part of this initiative, both companies will share road safety tips and announcements starring Bollywood Megastar Amitabh Bachchan, on their respective applications (apps).

• Zomato will integrate road safety messages through its delivery partner app, and its consumer-facing food delivery platform.
• While, Uber will focus on driver education, and raise awareness within its rider community to reinforce safety practices.

Campaign: Launched in 2023, the Sadak Suraksha Abhiyan 2025 was celebrated with the theme “Parwaah Karenge, Surakshit Rahenge” (Care for Others, Stay Safe).
Statistics: As per the MoRTH’s official data, the number of accidents in India has increased by 4.2% to over 4.8 lakh in 2023, resulting in 20 deaths every hour (hr).

ACME Group and Japan’s IHI Corporation to Develop India’s Largest Green Ammonia Project
In September 2025, ACME Group signed a Joint Venture (JV) with Japan’s IHI Corporation to establish India’s largest Green Ammonia project at Gopalpur, Odisha. This follows their initial MoU signed in 2023.

• IHI acquires a 30% stake in the JV, ACME Clean Energy Private Limited, with ACME Group holding the remaining 70% stake.

Project Details:
Capacity: 0.4 million tonnes(MT) of green ammonia annually.
Commissioning: Targeted by 2029-30.
Export: Primarily to Japanese end users in the power and chemical sectors.
Emission Reduction: Expected to mitigate 0.8 MT of carbon dioxide(CO₂) annually.
Significance: The JV supports India’s National Green Hydrogen Mission (NGHM) and Japan’s long-term decarbonisation goals.

• The project will boost local employment, skill development, and position Odisha as a green energy hub.

ORF & OECD Signed MoU to Foster Collaboration on Key Global Policy Issues
In September 2025, the Observer Research Foundation (ORF) has signed a Memorandum of Understanding (MoU) with the Organisation for Economic Co-operation and Development (OECD), to foster collaboration and dialogue on key global policy issues.

• The MoU, with initial tenure of 5 years, is designed to facilitate the exchange of knowledge and expertise that will further brings India’s policy perspectives and experience into OCED discussion.

Key Details of MoU:
Priority Areas: This strategic partnership will focus on key priority areas like: economic diplomacy, trade and investment, climate action and environmental sustainability, digital transformation, and critical sectors such as: infrastructure, logistics and supply chains.
Joint Initiatives: As per the MoU, both entities will initiative joint initiatives such as collaborative research projects, co-hosted events, round-tables, and participation in flagship knowledge platforms.
Significance: Through this collaboration, ORF will able to globalize its initiatives and provide Indian policy makers greater access to international best practices.

• In addition to that, ORF’s offices in Washington, D.C. (the United States of America, USA) and Dubai (the United Arab Emirates, UAE) enhances its cross-regional footprint, which will play a pivotal role in channelizing OECD insights into issues relevant to Global South.

India and Mexico Signed MoU to Boost Bilateral Trade and Investment
In September 2025, India and Mexico have signed a Memorandum of Understanding (MoU) to boost bilateral trade.This announcement was made by Francisco Cervantes Diaz, President of the Business Coordinating Council (BCC) of Mexico, on the sidelines on Federation of Indian Chambers of Commerce & Industry (FICCI) LEADS (Leadership, Excellence, Adaptability, Diversity, and Sustainability) held in New Delhi, Delhi.

• This MoU aims to leverage the complementarities between the two economies and explore opportunities in key sectors such as automobiles, aerospace, agriculture, and medical devices.

Key Details:
Investment: The MoU is expected to invest nearly USD 1200 million (as of now) to boost trade between two countries.
Significance: Mexico can serve as bridge between India and the United States of America (USA) and Canada due to its close proximity and border with the USA and also its regional location in North America that integrates it with Canada, in the framework of the active North American Free Trade Trade Agreement (NAFTA) treaty.
Bilateral trade: In 2024, trade between India and Mexico stood at USD 11.711 million. Also, 200 Indian companies have made foreign investment worth USD 72 million in Mexico.

INTERNATIONAL AFFAIRS

44th SCO-RATS Meeting Held in Kyrgyzstan
In September 2025, The 44th meeting of the Shanghai Cooperation Organisation’s (SCO) Regional Anti-Terrorist Structure (RATS) Council was held in Cholpon-Ata, Kyrgyzstan.

• The meeting, chaired by Kyrgyzstan, was attended by representatives from all SCO member states, with India’s delegation led by Deputy National Security Advisor(DNSA) T.V. Ravichandran.

Key Outcomes:
Adoption: The RATS Council endorsed the Tianjin Declaration, adopted during the SCO Summit in Tianjin, China.
Counter-terrorism: Resolutions were introduced to restrict terrorist movements across SCO member states and to strengthen mechanisms against terrorist financing and cross-border threats.
Chairmanship: Pakistan assumed the chairmanship of RATS and will organise expert events on cyber counter-terrorism, border security, and terror financing.

India Participates in ‘Zapad 2025’ in Russia; Pakistan Attend as ObserverIndia participated in the 9th edition of ‘Zapad’, the Russian-Belarusian joint strategic military exercise, held from September 10–16, 2025, at the Mulino Training Ground in Nizhny Novgorod, Russia and Belarusian training grounds (Belarus).

• The participation will strengthen defence cooperation and foster the ties between India and Russia.

Background: 
Exercise: Zapad exercise (‘Exercise West’) is a series of military exercises conducted first by the Soviet Union and later by the Russian Federation, usually held once every four years.
Previous Exercise: The Zapad exercise has been conducted since 1977, with the previous edition held in 2021 at training grounds across Russia and Belarus.
About Zapad 2025:
Drills: The main drill will be conducted in Belarus from September 12–16, 2025, aimed to test the defensive readiness of the Union State of America(USA) among other weapons, nuclear weapons training and practice with the advanced Oreshnik missile system.
Aim: It is designed with an aim to strengthen cooperation among armies, improve interoperability, and provide a platform for participating armies to exchange tactics, techniques, and procedures in conventional warfare and counter-terrorism operations.
Focus: The exercises will focus on joint company-level operations in open/plain terrain, including tactical drills, mission planning, special arms training, and counter-terrorism operations, with an added emphasis on integrating emerging technologies.
Participants: Over 22 countries, including Belarus, Bangladesh, Burkina Faso, Republic of Congo, Mali, India, Iran, Niger, Tajikistan are the participants.

• Countries such as Cambodia, China, Cuba, Kazakhstan, Mongolia, Myanmar, Nicaragua, North Korea, Pakistan, Serbia, Thailand, United Arab Emirates(UAE), and Uzbekistan are observers of the exercise.

Indian Contingent: The Indian contingent comprises 65 personnel, encompassing 57 Indian Army (IA) personnel, 7 Indian Air Force (IAF) , and 1 Indian Navy (IN).

• It is led by a battalion of the KUMAON Regiment along with troops from other arms and services.

World Bank Approved USD 212.64 Million Loan for ‘SHORE Project’ in TN and KarnatakaIn September 2025, the World Bank (WB) board of Executive Directors (ED) approved a loan of USD 212.64 million under the Strengthening Coastal Resilience and the Economy (SHORE) Project to support coastal zone management in Tamil Nadu (TN) and Karnataka.

• It aims to protect and conserve coastal ecosystems, reduce plastic pollution, and generate diverse livelihood opportunities for coastal communities.

About Strengthening Coastal Resilience and the Economy (SHORE) Project:
Funding Details: Phase 1 of the SHORE Program is supported with USD 212.64 million, as part of the larger USD 850 million umbrella initiative to address challenges of India’s coastal communities.
Lender: International Bank for Reconstruction and Development (IBRD), WB.
Tenure: The loan has a tenure of 23 years, including a grace period of 6.5 years
Implementation:

• Tamil Nadu(TN): Implemented by Tamil Nadu Green Climate Company (TNGCC)
• Karnataka: Implemented by Karnataka Eco Restoration Society (KERS)
• Coordination: Both states will establish State Project Management Units (SPMUs) under Forest Departments, in collaboration with Environment, Forests, Public Works, Urban Development, Water Resources, Agriculture, Fisheries, and Tourism departments

Key Features:
Training: Training will be provided to approximately 100,000 individuals, including 70,000 women, in areas such as sustainable tourism to create new income opportunities.
Conservation: Conservation of 30,000 hectares of seascapes through mangrove plantations, sand dune restoration, and green-grey infrastructure like breakwaters; protection of critical species such as dugongs, turtles, and birds.
Plastic Pollution Reduction: Awareness campaigns on recycling and waste management; strengthen linkages between Urban Local Bodies (ULBs) and the private sector for solid waste management, benefiting 1.2 lakh people.
Private Sector Engagement: Leverage private investment for eco-tourism and plastic waste mitigation.
Environmental Initiatives and Challenges:
Plastic Ban: In 2019, TN became the first state in India to prohibit single-use plastics.
Coastline Vulnerability: India’s coastline stretches over 11,000 kilometer(km), with nearly one-third at risk from erosion and extreme climate events.

Air India Sign Codeshare Agreement with Air Astana to Expand Travel Connectivity
On September 10, 2025, Air India and Air Astana, national airline of Kazakhstan, have signed a codeshare agreement, allowing Air India to place its ‘AI’ designator code on flights operated by Air Astana, including on two routes, including Almaty (Kazakhstan) – New Delhi (Delhi), and Almaty – Mumbai (Maharashtra).

About Air India–Air Astana Partnership:
Expanded Connectivity: The agreement strengthens the existing interline partnership, allowing Air Astana passengers to connect via Delhi and Mumbai to both Indian and international destinations through Air India.
Benefits: It offers customers seamless single-ticket travel, baggage through check-in, and enhanced access to Central Asia such as Astana, Bishkek (Kyrgyzstan), Tashkent (Uzbekistan) and Dushanbe (Tajikistan).
Air India: Established in 1932, operates flights to around 92 destinations worldwide.

Israel’s ICL Partners with India’s BioPrime to Launch Soil and Crop Health Solutions
On September 10, 2025, Israel Chemicals Limited (ICL), a global leader in crop nutrition, has partnered with BioPrime AgriSolutions Private Limited (BioPrime), to launch advanced soil and crop health solutions in India, leveraging BioPrime’s Bionexus platform.

About ICL –BioPrime Partnership :
Leverage: The partnership leverages proprietary Bionexus platform of BioPrime, which houses over 18,000 unique microbial strains, designed to enhance Nutrient Use Efficiency (NUE) and restore soil health.
Focus: The first set of solutions will focus on Phosphorus (P) and Zinc (Zn) efficiency. In India, the majority of P gets locked with iron (Fe) and aluminium (Al) whereas in other places it binds with calcium.

• With 48% of Indian soil being Zn-deficient, Bionexus platform of BioPrime has developed strains that can solubilize 65%-70% of Zn, ensuring higher availability.

Benefits : The partnership helps farmers improve nutrient uptake, optimize resources, and reduce fertilizer wastage with precision and quality control.

Former PM Manmohan Singh Posthumously Conferred with P.V. Narasimha Rao Memorial Award for EconomicsOn September 10, 2025, Former Prime Minister (PM) and Renowned Economist, Dr. Manmohan Singh, has been posthumously conferred the PV Narasimha Rao Memorial Award for Economics for his contributions to economic transformation and nation-building of India.

• The award was received by his wife, Gursharan Kaur, on his behalf, at a ceremony held in New Delhi, Delhi.

About Dr. Manmohan Singh:
Early Career: He held several positions such as Chief Economic Adviser from 1972 to 1976, Secretary of Ministry of Finance (MoF) from 1976 to 1980, 15th Governor of Reserve Bank of India (RBI) from 1982 to 1985.

• From 1985 to 1987, he served as the Deputy Chairman, Planning Commission, and Economic Adviser to PM from 1990 to 1991.

Economic Reforms:
As Finance Minister: From 1991 to 1996, during the PV Narasimha Rao government he introduced 1991 Economic Reforms such as Liberalization, Privatization, and Globalization.
P.V. Narasimha Rao Memorial Award:
Commemoration: The P.V. Narasimha Rao Memorial Award is an honour instituted to commemorate former PM Pamulaparti Venkata (P.V.) Narasimha Rao, whose tenure was from 1991 to 1996.

• He is remembered as the “Father of Indian Economic Reforms”.

Jonas Gahr Store Secured 2nd Consecutive Term as Norway’s PMIn September 2025, Jonas Gahr Støre, the leader of Norway’s ruling Labour Party, has secured a 2nd consecutive term as Prime Minister (PM) of Norway, following the 2025 parliamentary elections held on September 8, 2025.

Election Results:
Victory: The Labour party got 28.2% of the total votes and 53 seats out of 169 seats, enabling his party to remain in power with the support from 4 other left-wing parties..
Other Parties Result: While, Sylvi Listhaug, candidate of Anti-Immigration Progress Party, finished at 2nd position, securing almost 24% votes and 48 seats.

• Conservative Party leader and former Norway’s PM, Erna Solberg, finished at the 3rd position, securing only 14.6% votes.

Political Journey: Jonas Gahr Støre started as a special adviser and director-general in the PM’s Office (1989–1997), served under several PMs, and joined the Labour Party in 1995.
WHO: He also worked as Chief of Staff under Norway’s 1st Female PM, Gro Harlem Brundtland at the World Health Organisation (WHO) from 1998 to 2000.
