Cabinet Approvals on September 10, 2025On September 10, 2025, the Cabinet Committee of Economic Affairs (CCEA), chaired by the Prime Minister (PM) Narendra Modi approved the following proposals:
Doubling of Bhagalpur-Dumka-Rampurhat single railway line in Bihar:
Approval: The CCEA approved the doubling of the Bhagalpur-Dumka-Rampurhat railway line, spanning across Jharkhand, Bihar and WB.
Outlay: The total budget outlay of the project is approximately Rs.3,169 crores, covering 5 districts in 3 states
Aim: The 177-kilometer(km) project, part of the Pradhan Mantri Gati Shakti – National Master Plan(PM GS -NMP).
Construction of 4-lane Greenfield access-controlled Mokama Munger section in Bihar
Approval: The CCEA approved the construction of an 82.4 km, 4-lane greenfield access-controlled Mokama-Munger section of the Buxar (Bihar)- Bhagalpur High Speed Corridor in Bihar.

  • This section will connect key regional cities of Bihar such as Mokama, Barahiya, Lakhisarai, Jamalpur, and Munger.

Cost: The project, to be executed under the Hybrid Annuity Mode (HAM), is estimated to cost Rs.4,447.38 crore.

MoTA launches Beta Version of Adi Sankriti, a digital platform for tribal art formsIn September 2025, the Ministry of Tribal Affairs (MoTA), Government of India (GoI) launched the Beta version of “Adi Sanskriti” during the National Conference on Adi Karmayogi Abhiyan held at Bharat Mandapam, New Delhi (Delhi).

  • It is a digital learning platform dedicated to tribal art forms, focused on preserving cultural heritage, promoting sustainable livelihoods, and connecting India’s tribal communities with the global audience.

  • Adi Haat (Online marketplace): Currently linked with TRIFED (Tribal Cooperative Marketing Development Federation of India Limited), this will evolve into a dedicated online marketplace for tribal artisans, enabling sustainable livelihoods and direct consumer access.

Partnership: The Adi Sanskriti is built in partnership with State Tribal Research Institutes (TRIs), confirming grassroots participation, authenticity and integration in its development.
First Phase: In its 1st phase, TRIs from Andhra Pradesh (AP), Assam, Bihar, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh (MP), Maharashtra, Meghalaya, Odisha, Rajasthan, Tamil Nadu, Telangana, and Uttar Pradesh (UP) have contributed to the documentation, content creation and digital mapping of tribal art forms.

HAL Signed SSLV Technology Transfer Agreement with ISRO, IN-SPACe, and NSILIn September 2025, Hindustan Aeronautics Limited (HAL) signed a Technology Transfer Agreement (TTA) with Indian Space Research Organisation (ISRO), Indian National Space Promotion and Authorisation Centre (IN-SPACe), and NewSpace India Limited (NSIL) for the Small Satellite Launch Vehicle (SSLV), in Bengaluru, Karnataka.

  • It aims to create new opportunities for Micro, Small and Medium Enterprises (MSMEs) and start-ups while addressing the growing domestic and global demand for small satellite launches in a cost-competitive manner.

MoRTH Collaborates with Zomato & Uber for Road Safety Initiative
In September 2025, the Ministry of Road Transport and Highways (MoRTH) has collaborated with Zomato and Uber to raise road safety awareness nationwide, marking the third year of the Government of India(GoI’)s ‘Sadak Suraksha Abhiyan’.

  • The announcement was made by Union Minister Nitin Gadkari, MoRTH, during a road safety event organised jointly by Zomato and Uber in New Delhi, Delhi.

In September 2025, ACME Group signed a Joint Venture (JV) with Japan’s IHI Corporation to establish India’s largest Green Ammonia project at Gopalpur, Odisha. This follows their initial MoU signed in 2023.

In September 2025, the Observer Research Foundation (ORF) has signed a Memorandum of Understanding (MoU) with the Organisation for Economic Co-operation and Development (OECD), to foster collaboration and dialogue on key global policy issues.

India and Mexico Signed MoU to Boost Bilateral Trade and Investment
In September 2025, India and Mexico have signed a Memorandum of Understanding (MoU) to boost bilateral trade.This announcement was made by Francisco Cervantes Diaz, President of the Business Coordinating Council (BCC) of Mexico, on the sidelines on Federation of Indian Chambers of Commerce & Industry (FICCI) LEADS (Leadership, Excellence, Adaptability, Diversity, and Sustainability) held in New Delhi, Delhi.

  • This MoU aims to leverage the complementarities between the two economies and explore opportunities in key sectors such as automobiles, aerospace, agriculture, and medical devices.

44th SCO-RATS Meeting Held in Kyrgyzstan
In September 2025, The 44th meeting of the Shanghai Cooperation Organisation’s (SCO) Regional Anti-Terrorist Structure (RATS) Council was held in Cholpon-Ata, Kyrgyzstan.

  • The meeting, chaired by Kyrgyzstan, was attended by representatives from all SCO member states, with India’s delegation led by Deputy National Security Advisor(DNSA) T.V. Ravichandran.

Aim: It is designed with an aim to strengthen cooperation among armies, improve interoperability, and provide a platform for participating armies to exchange tactics, techniques, and procedures in conventional warfare and counter-terrorism operations.
Focus: The exercises will focus on joint company-level operations in open/plain terrain, including tactical drills, mission planning, special arms training, and counter-terrorism operations, with an added emphasis on integrating emerging technologies.
Participants: Over 22 countries, including Belarus, Bangladesh, Burkina Faso, Republic of Congo, Mali, India, Iran, Niger, Tajikistan are the participants.

  • Countries such as Cambodia, China, Cuba, Kazakhstan, Mongolia, Myanmar, Nicaragua, North Korea, Pakistan, Serbia, Thailand, United Arab Emirates(UAE), and Uzbekistan are observers of the exercise.

World Bank Approved USD 212.64 Million Loan for SHORE Project in TN and KarnatakaIn September 2025, the World Bank (WB) board of Executive Directors (ED) approved a loan of USD 212.64 million under the Strengthening Coastal Resilience and the Economy (SHORE) Project to support coastal zone management in Tamil Nadu (TN) and Karnataka.

  • It aims to protect and conserve coastal ecosystems, reduce plastic pollution, and generate diverse livelihood opportunities for coastal communities.

On September 10, 2025, Air India and Air Astana, national airline of Kazakhstan, have signed a codeshare agreement, allowing Air India to place its ‘AI’ designator code on flights operated by Air Astana, including on two routes, including Almaty (Kazakhstan) – New Delhi (Delhi), and Almaty – Mumbai (Maharashtra).

On September 10, 2025, Israel Chemicals Limited (ICL), a global leader in crop nutrition, has partnered with BioPrime AgriSolutions Private Limited (BioPrime), to launch advanced soil and crop health solutions in India, leveraging BioPrime’s Bionexus platform.

Narasimha Rao Memorial Award for EconomicsOn September 10, 2025, Former Prime Minister (PM) and Renowned Economist, Dr. Manmohan Singh, has been posthumously conferred the PV Narasimha Rao Memorial Award for Economics for his contributions to economic transformation and nation-building of India.

  • The award was received by his wife, Gursharan Kaur, on his behalf, at a ceremony held in New Delhi, Delhi.

About Dr. Manmohan Singh:
Early Career: He held several positions such as Chief Economic Adviser from 1972 to 1976, Secretary of Ministry of Finance (MoF) from 1976 to 1980, 15th Governor of Reserve Bank of India (RBI) from 1982 to 1985.

  • From 1985 to 1987, he served as the Deputy Chairman, Planning Commission, and Economic Adviser to PM from 1990 to 1991.

Economic Reforms:
As Finance Minister: From 1991 to 1996, during the PV Narasimha Rao government he introduced 1991 Economic Reforms such as Liberalization, Privatization, and Globalization.
P.V. Narasimha Rao Memorial Award:
Commemoration: The P.V. Narasimha Rao Memorial Award is an honour instituted to commemorate former PM Pamulaparti Venkata (P.V.) Narasimha Rao, whose tenure was from 1991 to 1996.

  • He is remembered as the “Father of Indian Economic Reforms”.
