According to Climate Change Performance Index (CCPI) 2025, India ranked at 10th position with overall score of 67.99 on a list of over 60 countries assessed for efforts to fight climate change drops from 7th position in 2023. As per the CCPI 2025, this latest ranking of India is mainly attributed to its low per capita emissions and rapid deployment of renewable.
- The index has left the 1st three places empty as no country performed well enough across all index categories to achieve an overall “very high” rating. Thus, the index is topped by Denmark (score of 78.37) ranked at 4th position, followed by the Netherlands (score of 69.60) and the United Kingdom (UK) with overall score of 69.29 ranked at 5th and 6th position, respectively.
- The CCPI 2025 was released at the 29th Conference of Parties (COP29) United Nations Framework Convention on Climate Change (UNFCCC) held in Baku, Azerbaijan.
About CCPI:
i.The index is published annually since 2005, by 3 environmental Non-Governmental Organisations (NGOs): Germanwatch, NewClimate Institute and the Climate Action Network (CAN) International.
- It aims to improve transparency in international climate politics and enables comparison of individual countries’ climate protection efforts and progress.
ii.The latest edition of CCPI has tracked the climate performance of 63 countries and the European Union (EU), which together generated over 90% of global Greenhouse Gas (GHG) emissions.
iii.The index assessed the climate mitigation performance of the countries across 4 main categories, with 14 indicators: GHG emissions (40% weightage); renewable energy (20% weightage); energy use (20% weightage); and climate policy (20% weightage).

Key Highlights:
i.The UK and India are the only two Group-20 (G20) countries ranked among the high climate performers in the CCPI 2025.
- Among G20 countries, 14 received a low or very low rating.
- CCPI 2025 showed that South Korea (63rd), Russia (64th), and Saudi Arabia (66th) remain in the G20’s worst-performing countries, with an overall very low-rating.
ii.China, the world’s largest emitter of GHGs, ranked at 55th position with overall score of 44.15. Despite promising commitments, trends, and measures, the largest economy in Asia remains heavily dependent on coal and lacks sufficient climate targets.
- Also, the United States of America (USA), the 2nd largest emitter of GHGs, continued to be at 57th spot in CCPI 2025 with overall score of 40.58 among the very low performers.
iii.The overall rank of the EU has dropped by 1 place, from 16th position(in 2023) to 17th position (in 2024) with overall score of 63.76, and has an overall medium ranking.
iv.Iran (67th), Saudi Arabia (66th), the United Arab Emirates (UAE) (65th), and Russia (64th) are the worst-performing countries in CCPI 2025, and all 4 these countries are among the world’s largest oil and gas producers.
India-Specific:
i.India earns a “High” performance rating in the GHG emissions and Energy Use categories with score of 28.78 and 15.53 respectively. It received “medium” rating in Climate Policy with score of 17.20.
- However, it received low rating in Renewable Energy (RE) with score of 6.49.
ii.The index highlighted that though India is the world’s most populous country, but it has relatively low per capita emissions and energy use.
- It noted that RE sector in India has expanded rapidly over the last 10 years, and India aspires to play a leading role in green energy on the international platform.
