Cabinet Approves Pune Metro Phase-2 and 224-km Railway Multitracking Projects

On November 26, 2025, the Union Cabinet, chaired by Prime Minister (PM) Narendra Modi approved the following proposals:

  • Adding Line 4 (Kharadi-Hadapsar-Swargate-Khadakwasla) and Line 4A (Nal Stop-Warje-Manik Baug) under Phase-2 of the Pune Metro Rail Project (Maharashtra)
  • Doubling of 141 kilometre (km)-Devbhumi Dwarka (Okha)-Kanalus railway track in Maharashtra
  • Adding 3rd and 4th line to the 32 km –Badlapur-Karjat route in Gujarat.

Cabinet Approved Pune Metro Rail Project:

Overview: The Pune Metro Phase-2 project for Lines 4 and 4A spans 31.636 km and includes 28 fully elevated stations to be completed within five years at an estimated cost of Rs.9,857.85 crores.

  • This marks the second major project approved under Phase-2, following the sanction of Line 2A (Vanaz-Chandani Chowk) and Line 2B (Ramwadi-Wagholi/Vitthalwadi).

Funding: It is jointly funded by the Government of India(GoI), Government of Maharashtra and external bilateral and multilateral agencies. It will be implemented by Maharashtra Metro Rail Corporation Limited (Maha Metro).

Integration: The lines will integrate with existing and sanctioned metro lines at Kharadi Bypass, Nal Stop, and Swargate, provide interchange at Hadapsar railway station, and support future corridor extensions.

Connectivity: The line will link Information Technology (IT) hubs, business centres, educational zones, residential areas, and key roads across East, South, and West Pune.

Significance: With this approval, Pune Metro’s network will surpass 100 km, marking a major stride toward a modern, integrated, and sustainable urban transit system.

Impact: The project is expected to increase ridership to 4 lakh passengers in 2028, 7 lakhs in 2038, 9.63 lakh in 2048, and 11.7 lakh in 2058.

CCEA approved two Multitracking Railway projects:

Overview: The Cabinet Committee on Economic Affairs (CCEA), chaired by the PM Narendra Modi, approved the 224 Km multitracking projects, encompassing 141 km- doubling of Devbhumi Dwarka (Okha) – Kanalus track (Gujarat) and the addition of 3rd and 4th line to the 32 km-Badlapur-Karjat in Maharashtra.

Budget: The projects, with a budget outlay of Rs. 2,781 crores, will increase line capacity, improve operational efficiency, and enhance service reliability for Indian Railways (IR).

Framework: The projects are planned under the Pradhan Mantri- Gati Shakti National Master Plan(PMGS-NMP), focusing on multi-modal connectivity and logistics efficiency.

Coverage: The projects span 4 districts across Maharashtra and Gujarat, increasing the railway network by 224 km. It will improve connectivity for approximately 585 villages.

  • Kanalus-Okha doubling will enhance access to Dwarkadhish Temple, Dwaraka (Gujarat), boosting pilgrimage tourism.
  • Badlapur-Karjat 3rd and 4th line forms part of the Mumbai (Maharashtra) sub-urban corridor, improving connectivity to southern India.

Impact: The route is significant for transporting commodities such as coal, salt, containers, cement, and Petroleum, Oil, and Lubricants (POL). The capacity increase will handle an additional 18 million tonnes(MT) of freight per year.

  • The energy efficient and eco-friendly rail transport will help reduce logistics costs, cut oil imports by 3 crore litres, reduce Carbon Dioxide (CO2) emissions by 16 crore kilogram (kg), equivalent to planting 64 lakh trees.
