Arunachal Pradesh Dy CM presents Rs 993 crore deficit budget for FY25Arunachal Pradesh Deputy Chief Minister Chowna Mein presented Rs 993.08-crore deficit budget for FY2024-25 (FY25). The total budget estimate is Rs 35,840.79 crore, marking a 20.85% increase over FY24. The budget focuses on developing a Healthy Human Resource, Robust Infrastructure, and Vibrant Economy with a target of 2.08% Gross State Domestic Product (GSDP) growth.

  • The budget is guided by the vision of a ‘Developed India, Developed Arunachal.
  • The share of central taxes has been pegged at Rs 21,431.59 crore, an increase of 19.42% over the FY24 estimate.
  • As per the AR government, there is 135% in GSDP and a 105% increase in per capita income.
  • The GSDP for Budget Estimate (BE) of FY24 was initially estimated at Rs 37,870 crore but revised to Rs 48,028 crore.
  • For FY25, it is estimated at Rs 47,823 crore.

Highlights:

i.The AR Government declared FY25 as the ‘Year of Youth and Youth Aspiration’.

  • In this regard, Rs 100 crore allocated for various youth empowerment activities.
  • Rs 23 crore earmarked for equipping youth with industry-relevant skills and facilitating employment.
  • Chief Minister (CM) Youth Helpline to offer 24×7 telephonic counseling services.

ii.Women and Child Development: Rs 372 crore allocated for empowering women and ensuring child health and well-being.

iii.Rural Infrastructure: Rs 830 crore allocated to improve rural infrastructure.

iv.Health Sector: Rs 709 crore allocated for the health sector.

v.Agriculture and Allied Sectors: Rs 621 crore allocated for agriculture and allied sectors.

vi.Power Sector: Rs 337 crore allocated for the upgradation of power sector infrastructure.

vii.Smart Urbanisation: Rs 291 crore allocated for smart urbanisation initiatives.

viii.Transport Infrastructure: Rs 44 crore allocated to upgrade transport infrastructure and services.

ix.Home Correctional and Fire Services: Rs 287 crore allocated for various initiatives in these sectors.

x.Social Justice and Tribal Affairs: Rs 112 crore allocated for the department of social justice empowerment and tribal affairs.

xi.Indigenous Affairs: Rs 61 crore allocated for preserving and promoting indigenous legacy.

xii.Sports Sector: Total allocation of Rs 116 crore.

xiii.Tourism Sector: Total allocation of Rs 150 crore with a proposed healing and wellness tourism policy.

xiv.Education Sector: Rs 2,139 crore under Arun Shri Mission, covering infrastructure, education conclaves, and management systems.

xv.Higher Education Support: 100% coverage of tuition and hostel fees for APST youth admitted to IITs for undergraduate courses.

xvi.Commercial Pilot and Merchant Navy Training: 75% coverage of training fees, supporting up to 10 youth in the coming years.

xvii.Innovative Arunachal Pradesh Scholarship: 75% coverage of tuition fees, on-campus residence, airfare, and medical insurance for APST youth admitted to top 150 global universities.

Others:

i.Arunachal Agniveer Abhiyan: Under this, training will be provided to youth for careers in armed, paramilitary, and police forces. The retired Agniveers from AR will be preferred in state police recruitment.

ii.Arunachal Pradesh Society for Music and Arts: It will support young artists, musicians, and writers.

iii.Youth Parliaments and Leadership Training: It will involve youth in decision-making processes.

iv.Arunachal Yuva Samanvay Program: It will focus on educational and skill-building activities.

v.Arunachal Olympics Mission: It aims for a strong presence in the 2028 and 2032 Olympic Games with top-notch coaching and mentorship.

vi.FIFA-standard Football Stadium: There will be establishment of a 25,000+ capacity stadium in Itanagar, AR.

vii.National-level Stadiums: These will be constructed at AR’s Pasighat, Ziro, Daporijo, Tezu, Aalo, and Chimpu, with upgrades to existing facilities.

viii.Sanitation Facilities: There will be construction of 200 pink toilets across all districts to improve sanitation for women.
