The Government of Andhra Pradesh (AP) secured investments worth Rs.13.25 lakh crore, including 613 Memorandum of Understandings (MoUs) at the Confederation of Indian Industry (CII) Partnership Summit held from 14 to 15 November 2025 in Visakhapatnam, Andhra Pradesh (AP).
- The MoUs signed in key sectors such as Industrial growth, green energy, Information Technology (IT) and digital ecosystem, large-scale infrastructure, and tourism, aim to generate 16.31 lakh jobs.

Sector Wise Distribution:
The energy sector fetched the largest chunk of investments at Rs 5,33,351 crore followed by industries at Rs 2,80,384 crore infrastructure – Rs 2,01,758 crore, Information Technology, Electronics & Communications – Rs 1,59,467 crore, AP Capital Region Development Authority – Rs 48,711 crore, tourism – Rs 21,036 crore, goods processing – Rs 13,008 crore, and others.
WEF:
Overview: Government of AP signed an agreement with World Economic Forum (WEF) to establish a dedicated Centre for Energy and Cyber Resilience (CECR) in Visakhapatnam.
- CECR will function as a hub where policies, frameworks, and best practices for energy-infrastructure resilience will be developed.
Focus: The MoU focuses on securing the electricity infrastructure, integrating advanced technologies such as Artificial Intelligence (AI) into grid and energy-management systems, ensuring decentralised generation, and reducing transmission and distribution losses.
Solar Energy Corporation of India:
Overview: The Government of AP exchanged Government Orders (GOs) with Solar Energy Corporation of India (SECI) for two projects such as 1200 Megawatt-hour MWh battery energy storage system (BESS) in Nandyal (AP), 50-Megawatt (MW) hybrid solar project in AP.
Implementing Agency: Ministry of Power (MoP) designated SECI as the implementing agency for the BESS project under Market-Based Operations.
- The projects will be executed in Capital Expenditure (CAPEX) mode.
C-DOT: Center for Development of Telematics (C-DOT), the Research and Development (R&D) arm of the Department of Telecommunications, signed an MoU with the Government of AP to participate in the Amaravati Quantum Valley (AQV).
- Under the MoU, C-DOT will establish a Centre of Excellence (CoE) in the AQV ecosystem focusing on quantum communication & security solutions, and allied areas such as Privacy Enhancement Technologies (PETs).
Sarla Aviation:
Overview: Sarla Aviation, Bengaluru (Karnataka), announced an initial investment of Rs.1,300 crores to establish a 500-acre aerospace plant in Anantapur (AP) for manufacturing electrical Vertical Take-Off and Landing (eVTOL) aircraft, aimed at producing 1,000 aircraft annually.
- The first phase includes the 150-acre land with an investment of Rs.330 crores.
Features: The campus will include advanced manufacturing lines for composites, powertrains, electronics, a 2-Kilometre (Km) runway, dedicated VTOL test pads, a large wind-tunnel, R&D labs, pilot-training centre, and Maintenance Repair and Overhaul (MRO) facilities.
Reliance:
Reliance Industries, Brookfield, and ReNew led the pack with the highest investments. Reliance Industries plans to set up a 1-gigawatt data centre, while ReNew committed a $1 billion investment in four sectors of renewable energy.
RITES: Rail India Technical and Economic Service (RITES), a Public Sector Undertaking (PSU), Ministry of Railways (MoR) signed an MoU with the Andhra Pradesh Economic Development Board (APEDB), Government of AP, to provide technical and consultancy services and act as a partner to facilitate infrastructure and industrial development in AP.
- Under the MoU, RITES will offer services such as feasibility studies, Detailed Project Reports (DPRs), project-management consultancy (PMC), bid preparation & management, and third-party inspection and audit services.
NLDSL:
Overview: An MoU was signed between NICDC Logistics Data Services Limited (NLDSL), a Joint Venture between National Industrial Corridor Development Corporation and Implementation Trust (NICDIT) and NEC Corporation of Japan, and Government of AP to digitise the logistics ecosystem of AP using the Unified Logistics Interface Platform (ULIP).
Other MoU:
Airports Authority of India for the development of a greenfield airport at Srikakulam, and an agreement with the Goa Shipyard Ltd. for setting up a warship building and defence manufacturing unit at Machilipatnam.
Logistics Platform: Under the MoU, a digital platform will be developed and implemented to give real-time visibility to government and private stakeholders.
