Achary Panel Recommendation – 400% Hike in Basic Salary of Delhi MLAs

A report on  Delhi MLA’s salary package was submitted to Ram Niwas Goel(Delhi Assembly Speaker) on 6th October 2015 by a three member committee.

PDT Achary (former Secretary General of the Lok Sabha)
KV Prasad
Balraj Malik.

Recommendations made  by the panel :

A 400 percent hike in basic salary of MLAs ( ie from Rs 12,000 to Rs 50,000 per month).

Total salary and allowances of MLA  – Raised to Rs. 2.10 lakh per month(Present Amount – Rs 88,000 per month)

Communication allowance -Rs 10,000 per month for each MLA

Monthly conveyance allowance – Rs 30,000 for each MLA.

During every sitting of the House or its committees, the daily allowance of each MLA has been raised from  Rs 1,000 to Rs 2,000.

Office Rental and Related Utilities Allowance – Rs 25,000 (for meeting expenditure on office space and other essential amenities provided by government agencies.)

Secretarial, Research and Office Assistance Allowance – A reimbursable sum of Rs 70,000 per month.(at present is is  is Rs 30,000 )

The One time allowances of MLA have been increased.

one time office furnishing allowance – Rs 1 lakh, Rs 60,000 ( purchasing of office equipment )

A vehicle loan – Rs 12 lakh( Now it is Rs 4 lakh)

Monthly Pension Hike – Rs 15,000 per month for first term of membership and an additional pension of Rs 1,000 per month for every successive year of membership beyond the first term.( At present the amount is Rs 7,500 )

Family Pension –  50 percent of the pension being paid to a deceased member or an ex-member

Maximum Travel Allowance (reimbursable)– Rs 3 lakh per annum for each MLA and his dependents by air, rail, road or steamer.

Committee  recommended  a 10 per cent raise in the basic salary, Rs 5,000 per month, after every 12 months, from the date on which new salary and allowances come into force.

No additional provision to meet the expenses incurred by MLAs on domestic consumption of power and water.

Rent free official accommodation and house rent allowances for MLAs are not allowed.
