NITI Aayog Releases IEMI 2025; Delhi Again Emerged as Top Performer in adopting e-Mobility 
In September 2026, the National Institution for Transforming India (NITI Aayog) released the 2nd edition of  “India Electric Mobility Index (IEMI) 2025: Tracking Electric Mobility Trends in Indian States”, measuring the progress of 36 Indian States and  Union Territories (UTs) toward electric (e)-mobility transition during the year 2025 i.e. from January 2025 to December 2025.

• As per NITI Aayog’s latest index, Delhi with an overall score of 84, retained top position in the index (up from 77 in previous edition); followed by Maharashtra (78) and Karnataka (73), ranked at 2nd and 3rd spots, respectively.

About IEMI 2025:
Developed by: The index was by NITI Aayog developed  in partnership with World Resources Institute (WRI) India.
Methodology: The index tracks and evaluates the progress of the States/UTs, using 16 indicators across themes (each weighted in accordance with its importance to the e-mobility transition): Transport Electrification Progress (50%); Charging Infrastructure Readiness (30%) and EV Research and Innovation Status (20%).
Category-wise:

• Large States: Maharashtra emerged as the top performer in this category; followed by Karnataka and Tamil Nadu (TN) (61).
• Hilly and Northeastern States: Manipur with an overall score of 46, topped this category; followed by Tripura (36); Assam (35).
• UTs and City States: Delhi, Chandigarh  and Goa were the top  States and Uts in this category.

Registration of Births and Deaths (Amendment) Act, 2026 to Take Effect From October 1, 2026
In September 2026, Mrityunjay Kumar Narayan, Registrar General and Census Commissioner of India (RG&CCI) notified that the Registration of Births and Deaths (RBD) Amendment Act, 2026 (Act No. 12 of 2026) will come into force from 1 October 2026, following its passage by Parliament and assent by President Droupadi Murmu.

• The Act amends Section 13(3) of the Registration of Births and Deaths (RBD) Act, 1969, as amended in 2023, to make delayed registration of births and deaths more stringent and streamlined.

About Births and Deaths (Amendment) Act, 2026:
Mandate: The Act makes registration of births and deaths mandatory at the place of occurrence, with the issued certificate serving as legal evidence to establish the birth or death of a person.
Timeline: Births, deaths, and stillbirths are generally required to be reported within 21 days of occurrence.
Provision: The amendment strengthens Section 13(3) of the RBD Act, 1969 (as amended in 2023), requiring approval from the District Magistrate (DM), Sub-Divisional Magistrate (SDM), or authorised Executive Magistrate for registration of births or deaths reported after 1 year but within 2 years, following verification and prescribed fee requirements.
Delayed Registration: For birth or death registrations delayed by more than 2 years, registration will require an order from the Judicial Magistrate First Class (JMFC), introducing higher judicial scrutiny for delayed registrations.

Cabinet Approves Enhancement of EPFO Wage Ceiling from Rs 15,000 to Rs 25,000
In September 2026, the Union Cabinet, chaired by Prime Minister(PM) Narendra Modi, approved the Ministry of Labour and Employment (MoL&E) proposal to raise the wage ceiling for mandatory Employees’ Provident Fund Organisation (EPFO) coverage from Rs 15,000 to Rs 25,000 per month.

• The revised ceiling will come into effect from 17 September 2026(Sewa Divas).

EPFO Wage Ceiling Update:
Wage Ceiling: The wage ceiling determines the salary level up to which a new employee is mandatorily brought under the EPFO framework.

• Now, employees earning between Rs 15,000 and Rs 25,000 per month who were previously outside mandatory coverage will now be brought within the statutory social security framework.

Benefit: The approval will expand access to: Provident fund savings; Pension protection under the Employees’ Pension Scheme (EPS) an Insurance protection under the Employees’ Deposit Linked Insurance Scheme (EDLI)
New Cap: The monthly pension contribution, under the EPS, will be capped at Rs 2,080, up from Rs 1,250 at present.

MoPNG Issued Guidelines for GOBARdhan Scheme; Assured Full CBG Offtake
In September 2026, the Ministry of Petroleum and Natural Gas (MoPNG) issued component-wise operational guidelines for the Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) scheme, designed to boost India’s Compressed Biogas (CBG) sector.

• The guidelines cover the 6 key components for the scheme that includes: CBG offtake Assurance mechanism, CBG Pricing Framework, Capital Assistance, Development of Pipeline Infrastructure, Credit Guarantee Support and CBG Ecosystem Challenge Fund.

Key Guidelines: 
Assured Full Offtake: As per the guidelines, the GoI has assured  full offtake of the CBG available for sale to the CBG producers, subject to technical and operational feasibility.
Mandatory CBG Obligation for CGD Companies: Also, City Gas Distribution (CGD) companies which supply gas to Compressed Natural Gas (CNG) and domestic Piped Natural Gas (PNG) segments, have been mandated to follow CBG purchase obligations i.e set at 3% for Financial Year 2026-27 (FY27); 4% for FY28; and 5% from FY29 onwards.
CBG Pricing Framework: The scheme introduced a new CBG pricing framework under which an initial Administered CBG Price (ACP) of Rs 2,110 per million British Thermal Unit (MMBTU), equivalent to nearly Rs 98 per kilogram (kg) of CBG at 95% methane content (excluding taxes and compression charges), has been set for at least 10 years i.e. until March 31, 2036, unless extended or otherwise modified.

• CBG Affordability Support: In addition, the GoI has decided to provide CBG affordability support of up to Rs 10 per kg to the Synchro Operator for 10 years.

Financial Assistance: The guidelines mentioned that the GoI will provide financial assistance of Rs 1.25 crore per Tonne Per Day (TPD) of eligible CBG capacity for new CBG plants, capped at Rs 30 crore per project.

• Also, the existing biogas plants upgraded to produce CBG will receive Rs 0.60 per TPD, capped at Rs 5 crore per project.

Swachhata Hi Seva Campaign 2026 Launched Nationwide to Promote Cleanliness and Citizen Participation
On September 17 2026, the Ministry of Housing and Urban Affairs (MoHUA) and the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti(MoJS), jointly launched the nationwide Swachhata Hi Seva (SHS) 2026 campaign with a plantation drive under ‘Ek Ped Ma Ke Naam’ at Children’s Park, India Gate, New Delhi, Delhi.

• The campaign will be observed from 17 September to 2 October 2026, culminating on Gandhi Jayanti.

About Swachhata Hi Seva (SHS) 2026:
Previous Edition: Around 18 crore people participated in Swachhata Hi Seva 2025, including 13.91 crore from rural India and 4.53 crore from urban India.
Theme: Under the theme “Swachhata Mein Sahbhag; Swachh Bharat, Viksit Bharat”, the campaign promoted citizen participation, shared responsibility and sustained cleanliness through a Whole-of-Government and Whole-of-Society approach.
Five Key Pillars: SHS 2026 is centred around five pillars:
1.Transformation of Cleanliness Target Units (CTUs) & Clean Public Places
2.Swachh Paathshala – Yuva for Swachhata
3.SafaiMitra Suraksha Evam Samman Shivir
4.Jan Bhagidari for Swachhata
5.Swachhata Se Samriddhi.

NITI Aayog Launched 9th Edition of  TWQ Focused on Metals and Ore Trade 
In September 2026, Ashok Kumar Lahiri, Vice-Chairman, National Institution for Transforming India (NITI Aayog), released the 9th edition of the “Trade Watch Quarterly (TWQ) Thematic Analysis: Metals and Ores Trade”  publication for 1st Quarter (Apr-Jun 2026) of Financial Year 2026-27 (FY27), in New Delhi, Delhi.

• The report provides a comprehensive assessment of global and domestic trade trends amid geopolitical tensions and trade policy uncertainties, even as global trade has remained resilient.

Key Findings:
Global Trade: As per the report’s data, global goods trade reached USD13.7 trillion in the 1st Half (H1: January-June, 2026) of Calendar Year 2026 (CY26), registering 12.5% Year-on-Year (Y-o-Y) growth. During the same time period, services trade expanded by 10.5%.
India’s Merchandise and Services Trade: Due to the increase in global goods and services trade, India’s merchandise and services trade also expanded to USD 506.9 billion in Q1 FY27, registering 15.5% Y-o-Y growth.
India’s Merchandise Export & Import: The report showed that India’s merchandise exports expanded by 16% Y-o-Y to USD 129.5 billion in Q1FY27, driven by mineral fuels, electrical machinery, nuclear reactors, iron and steel, among others.

• During the same time period, India’s merchandise imports also increased by 19.8%  Y-o-Y, to USD 216.1 billion, resulting in a merchandise trade deficit stood of USD 86.6 billion in Q1FY27.

Dr. Jitendra Singh Inaugurates SPROUT Facility at BRIC-NIPGR for Climate-Resilient Crop Research
In September 2026, Union Minister of State (MoS) (Independent Charge, IC) Dr. Jitendra Singh, Ministry of Science and Technology (MoS&T), inaugurated a state-of-the-art agricultural research facility named SPROUT (SpeedSeed Phenotyping and Resource Optimization for Unified Trait Analysis) at the Biotechnology Research and Innovation Council – National Institute of Plant Genome Research (BRIC-NIPGR), New Delhi, Delhi.

• The facility aims to develop climate-resilient crops by enabling precise trait evaluation under varied environmental conditions while strengthening advanced plant genome research and high-throughput phenotyping.

Overview of SPROUT Centre Inauguration
Launch Event: The inauguration was attended by prominent scientists and officials, including BRIC-NIPGR Director Prof. Manoj Prasad, Dr. Senthil K. Muthappa, BRIC-NIPGR, and Department of Biotechnology (DBT) Scientist-H Dr. Nitin Jain.
Features: It is a season-independent controlled-environment facility enabling high-throughput phenotyping, precision stress screening, and evaluation of germplasm, mutants, and genome-edited lines.
Focus & Technology: Initially focused on chickpea crops, it integrates genomics, genome editing, and phenotyping to accelerate trait validation and breeding efficiency.
Speed & Policy: It uses SpeedSeed technology to reduce crop cycles to ~40 days and aligns with the BioE3 (Economy, Environment, and Employment) policy promoting a sustainable bioeconomy.

DoSJE Extends MoU with The Art of Living under Nasha Mukt Bharat Abhiyaan
In September 2026, The Department of Social Justice and Empowerment (DoSJE) under the Ministry of Social Justice and Empowerment (MoSJE), Government of India, has extended its Memorandum of Understanding (MoU) with the ‘The Art of Living’ organisation under the Nasha Mukt Bharat Abhiyaan (NMBA) in New Delhi, Delhi.

• The MoU was signed by Astik Kumar Pandey, Director (Drug Prevention), DoSJE and Pankaj Narula, Trustee and Authorised Signatory, The Art of Living.

Key Highlights of MoU:
Aim: The renewed partnership aims to strengthen awareness, prevention and community mobilisation against substance abuse through a whole-of-society and whole-of-government approach.
Key Role: Through its grassroots network, the organisation will promote value-based living, family resilience and reduced stigma around substance use disorders.
Other MoUs: MoSJE has also partnered with 12 spiritual organisations under the NMBA, including Brahma Kumaris, Sant Nirankari Mission, ISKCON (International Society for Krishna Consciousness), Shri Ram Chandra Mission, All World Gayatri Pariwar, Sivananda Yoga Vedanta Dhanwantari Ashram, University of Patanjali, Divya Jyoti Jagrati Sansthan, Hare Krishna Movement, Adhyatm Vigyan Satsang Kendra, and Chinmaya Mission.
About NMBA: Launched in 2020 by DoSJE, the NMBA promotes substance-abuse prevention, awareness, community outreach and rehabilitation through multi-stakeholder partnerships.

NSTFDC and HPCL Sign MoU to Set Up Computer Labs & Smart Classrooms in 29 EMRSs across Rajasthan
In September 2026, the National Scheduled Tribes Finance and Development Corporation (NSTFDC) and Hindustan Petroleum Corporation Limited (HPCL) signed a Memorandum of Understanding (MoU) for the establishment of integrated computer labs-cum-smart classrooms in 29 functional Eklavya Model Residential Schools (EMRSs) across 11 districts of Rajasthan.

• The MoU was signed in the presence of Ranjana Chopra, Secretary, Ministry of Tribal Affairs (MoTA), along with senior officials from NSTFDC and HPCL.

NSTFDC–HPCL Smart Classroom Project
Project Overview: The project, approved by the HPCL Board with a budget of Rs 16.01 crore, will establish smart classrooms and digital learning infrastructure in 29 EMRSs, benefiting over 10,000 Scheduled Tribe students annually with equal representation of girls and targeted for completion within six months of the MoU signing.
Smart Facilities: Each school will receive four smart classrooms with 86-inch interactive panels, software, Audio-Visual (AV) tools, and fully networked computer labs (desktops, Uninterruptible Power Supply (UPS), Local Area Network (LAN), printers, furniture, air-conditioning, electrical upgrades, and safety systems), along with 10 tablets with competitive exam content, internet, installation, and a one-year subscription.
Coverage: The project covers 29 EMRSs across districts of Rajasthan including Alwar, Banswara, Baran, Dungarpur, Jaipur, Karauli, Pratapgarh, Sawai Madhopur, Sirohi, Tonk, and Udaipur, supporting up to 13,920 students from Classes VI to XII.
Corporate Social Responsibility (CSR) Alignment: The initiative aligns with the Department of Public Enterprises’ CSR theme of “Innovative Livelihood Enhancement” for Central Public Sector Enterprise (CPSEs) during 2026–27 and 2027–28.
About EMRS: It is established in the year 1997–98, which primary aim is to provide free, high-quality residential education to Scheduled Tribe (ST) students in remote areas to ensure all-round development and bring them at par with the general population.The scheme is headed globally by the MoTA through its autonomous body, the National Education Society for Tribal Students (NESTS).

GFCI 40: GIFT City Jumps to 37th; New York Tops Global Rankings 
In September 2026, The Z/Yen Partners, in collaboration with the China Development Institute (CDI), released the 40th edition of the Global Financial Centres Index (GFCI 40), in which Gujarat International Finance Tec-City (GIFT City) jumped 9 places to rank 37th globally, compared to 46th in GFCI 39.

• New York (United State of America,USA) retained the top position, followed by London (United Kingdom,UK), Hong Kong and Singapore at 2nd, 3rd and 4th positions, respectively.

About Global Financial Centres Index (GFCI 40):
Overview: GFCI is a biannual ranking of global financial centres that assesses their competitiveness using quantitative indicators and assessments from financial services professionals.
Coverage: GFCI 40 researched 139 financial centres worldwide, of which 117 centres were included in the main index and 22 were associate centres.
Methodology: GFCI 40 used 144 quantitative measures, known as instrumental factors, from sources including the World Bank, Organisation for Economic Co-operation and Development (OECD) and United Nations (UN), along with 39,531 assessments from 6,147 respondents.
Competitiveness Areas: The index assesses financial centres across five broad areas – Business Environment, Human Capital, Infrastructure, Financial Sector Development and Reputation.

NPCI Releases Revised MDR Framework: 0.4% Charge on UPI Transactions Above Rs 2000
In September 2026, the Unified Payment Interface (UPI) and Services Committee headed by National Payments Corporation of India (NPCI) released a revised Merchant Discount Rate (MDR) framework, where 0.4% charge will be charged on UPI transactions exceeding Rs 2,000.

•  The finalized MDR framework and threshold structure take effect from 15th October 2026.

MDR Framework Overview
Below Rs 2,000: Both Person-to-Person (P2P) and Person-to-Merchant (P2M) UPI transactions below Rs 2,000 will continue to remain free  for merchants and users.
P2P: All P2P UPI transactions remain completely free, irrespective of the amount transferred, with no transaction fee, platform fee, or other charge imposed on individuals.
Flat MDR: For specified merchant categories, including railways, telecom services, insurance and fuel, a flat MDR of Rs 5 per transaction will apply to UPI payments above Rs 2,000.
Capital Markets: The MDR for Capital Market transactions, including
payments towards Mutual Funds, Securities, Stockbrokers, and Dealers, is set at a nominal 0.02% of the transaction value with a maximum capping of Rs 300.

NSE Enables India’s first Tokenised Corporate Bond Issuances worth Rs 1,000 crore 
In September 2026, the National Stock Exchange of India Limited (NSE) enabled India’s 1st tokenised bond issuances worth Rs 1,000 crore on its Electronic Bidding Platform (NSE EBP) under the Securities and Exchange Board of India (SEBI) Regulatory Sandbox Framework, 2020.

• The technology was formally launched by Sanjay Malhotra, Governor of the Reserve Bank of India (RBI) and Tuhin Kanta Pandey, Chairman of the SEBI, in Mumbai, Maharashtra.

About Tokenised Bond Issuance:
Funding: REC Limited and Larsen & Toubro (L&T) raised a combined Rs 1,000 crore (Rs 500 each) under the SEBI Regulatory Sandbox framework.
Bond Issuances: The base size of REC’s issuance was Rs 100 crore, with greenshoe option of Rs 400 crore. It received an overall subscription of 7.9 times the base issue and accepted Rs 500 crore at 7.30% coupon rate.

• While, L&T completed a Rs 500 crore tokenised corporate bond issuance, marking private-sector adoption of the technology.

Technology Used: The tokenised bond issuances use Distributed Ledger Technology (DLT) to digitally represent and manage securities, enabling atomic settlement, greater transparency and improved operational efficiency across the securities lifecycle.
About NSE: Incorporated in 1992, NSE started  operations in 1994, is India’s largest stock exchange, with headquarters in Mumbai, Maharashtra.

Padma Shri Sethuraman Panchanathan Becomes First Indian-American to Win NAE’s Arthur M. Bueche Award 2026  
In September 2026, the National Academy of Engineering (NAE) named Indian-origin computer scientist Sethuraman Panchanathan as the recipient of the Arthur M. Bueche Award 2026 for advancing science and technology policy, making him the first Indian-American and the first person from Arizona(the United States of America, USA) to receive the honour in its over 40-year history.

•  He received the Padma Shri in 2025 from the Government of India (GoI) in the field of Science and Engineering.

About NAE’s Arthur M. Bueche Award: 
Overview: Established in 1982,  the award presented by NAE, has a legacy of over 40 years and is regarded as one of its highest national honours recognising “statesmen” of science and technology.

• First awarded in 1983, with the inaugural honour presented to Simon Ramo, a legendary aerospace engineer and entrepreneur.

Namesake: It is named after Arthur M. Bueche (1920–1981), a scientist, NAE council member, and Senior Vice President (VP) for Corporate Technology at General Electric.
Prize: Recipients receive a commemorative medal and a hand-scribed certificate, presented annually at the NAE Annual Meeting (typically October) in Washington, D.C., USA.

APPOINTMENTS & RESIGNATIONS

Kamlesh Chandra Varshney Reappointed as SEBI Whole-Time Member
In September 2026, the Appointments Committee of the Cabinet (ACC) approved the reappointment of Kamlesh Chandra Varshney as a Whole-Time Member (WTM) of the Securities and Exchange Board of India (SEBI) beyond September 19, 2026.

• As per the Department of Personnel and Training (DoPT) order, he will continue as SEBI WTM until he attains the age of 65 years on 4 August 2029, or until further orders, whichever is earlier.

Highlights of the Appointment:
Profile:  A 1990-batch Indian Revenue Service (Income Tax) officer, Varshney previously served as Joint Secretary, Tax Policy and Legislation, Department of Revenue (DoR), Ministry of Finance (MoF).
Departments handled: Market Intermediaries Regulation and Supervision Department, Legal Affairs Department (LAD1), Integrated Surveillance Department, and Information Technology Department, among others.
Experience: Spent 5 years assisting Papua New Guinea’s tax administration in investigations and capacity building.
SEBI Role: Varshney took charge as a Whole-Time Member of SEBI on 20 September 2023 and has now been reappointed beyond the completion of his existing tenure on 19 September 2026.
Key Contribution: He served as the first Commissioner of Advance Pricing Agreement (APA) and played a key role in rolling out India’s APA programme.
Award: Received the Finance Minister Award for contributions to Indian tax policy and the Vivad Se Vishwas Scheme.
About SEBI:  Established in 1988, is headquartered in Mumbai, Maharashtra, and is headed by Tuhin Kanta Pandey.

OBITUARY

Former Union Minister E.M. Sudarsana Natchiappan Passed Away at 78 
In September 2026, former Union Minister and senior Indian National Congress (INC) leader E.M. Sudarsana Natchiappan passed away at his residence in Sivaganga, Tamil Nadu (TN), at the age of 78.

• He was born on 29 September 1947 in Eriyur, Sivaganga district, TN.

About E.M. Sudarsana Natchiappan: 
Political Career: Natchiappan entered politics through the youth wing of the Indian National Congress and held various organisational positions in TN. He also served as Vice-President of the Tamil Nadu Congress Committee (TNCC).
Legal Career: A lawyer by profession, Natchiappan practised as an advocate in the Supreme Court of India.
Parliamentary Career: He represented the Sivaganga constituency in the 13th Lok Sabha from 1999 to 2004. He subsequently represented TN in the Rajya Sabha for two consecutive terms from 2004 to 2016.
Union Minister: He served as Minister of State (MoS) for Commerce and Industry from June 2013 to May 2014 during the tenure of then Prime Minister (PM) Dr. Manmohan Singh.
Parliamentary Committee: Natchiappan chaired the Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, which during his chairmanship examined various issues, including the implementation of the Right to Information (RTI) Act, 2005.

World Patient Safety Day 2026 – September 17 
World Patient Safety Day (WPSD), observed globally on September 17 by the World Health Organization (WHO), aims to raise awareness on patient safety and encourage actions to improve safety standards in healthcare.
Theme:
2026 Theme:  “Safe care for Noncommunicable Diseases (NCDs)”
2026 Slogan:  “Safe care for life!”
Focus: The theme calls for multisectoral and multi-stakeholder action to ensure safe, harm-free care for people living with NCDs.
Background:
Origin: WPSD was established in 2019 by the 72nd World Health Assembly (WHA) through Resolution WHA72.6, “Global Action on Patient Safety.”
First Observance: The first World Patient Safety Day was observed on 17 September 2019.

International Equal Pay Day 2026- September 18
The United Nations (UN) observes International Equal Pay Day annually on 18 September to promote equal pay for work of equal value and advance efforts to close the global gender pay gap.

• 18 September 2026 marks the 7th observance of International Equal Pay Day.

Background: 
Origin: In 2019, Iceland and other members of the Equal Pay International Coalition (EPIC) proposed an equal-pay resolution at the 41st United Nations Human Rights Council (UNHRC) session, recommending an International Equal Pay Day.
UN Adoption: On 18 December 2019, the United Nations General Assembly (UNGA) adopted Resolution A/RES/74/142, proclaiming 18 September as International Equal Pay Day.
First Observance: The day was first observed on18 September 2020

MDL to Establish Rs. 27,000 Crore Greenfield Shipbuilding Cluster at Dighi, Maharashtra
In September 2026, Mazagon Dock Shipbuilders Limited (MDL) signed a Memorandum of Understanding (MoU) with Maharashtra government to develop Rs. 27,000 crore Greenfield Shipbuilding Industrial Cluster at Dighi in Raigad district, Maharashtra.

Framework: National Shipbuilding and Heavy Industries Park Maharashtra Limited (NSHIPML) is a Special Purpose Company (SPV) established by the Maharashtra Maritime Board and Mumbai Port Authority to develop the Dighi Greenfield Shipbuilding Cluster and facilitate project implementation .
Capacity: Under the agreement, the defence Public Sector Undertaking (PSU) aims to establish an annual shipbuilding capacity of at least 2 million Gross Tonnage (GT) at Dighi, enabling construction of large commercial vessels and strengthening India’s maritime industrial capabilities.
MDL’s Role: MDL will invest around Rs. 15,000 crore as the anchor shipyard and develop capacity of at least 1.2 million GT per annum under the Dighi shipbuilding cluster.
Alignment: The project aligned with the Greenfield Shipbuilding Cluster Development Plan and the Maritime Amrit Kaal Vision 2047.
