Union Cabinet Approves Bill to Strengthen Anti-Paper Leak Law with Up to 10-Year Jail and Rs 10 Crore Fine 
In July 2026, the Union Cabinet chaired by Prime Minister (PM) Narendra Modi, approved a draft Bill to amend the Public Examinations (Prevention of Unfair Means) Act, 2024, proposing stricter penalties of up to 10 years’ imprisonment and a fine of up to Rs 10 crore for organised paper leak offences, along with provisions for fast-track courts to ensure speedy disposal of examination fraud cases.
About Amendments to the Public Examinations (Prevention of Unfair Means) Act, 2024:
Key Amendments: The proposed Bill increases the minimum imprisonment for paper leak offences to 5-10 years for individuals, while retaining a maximum punishment of 10 years and raising penalties with fines of up to Rs 10 crore for organised offences.

• Before the amendment, the Act prescribed 3–5 years’ imprisonment alongside a fine of up to Rs.10 lakh for individuals involved in unfair means and 5–10 years’ imprisonment with a minimum fine of Rs 1 crore for organised examination fraud.

Fast-Track Courts: The amendments provide for dedicated fast-track courts to hear paper leak cases. These courts are expected to complete investigations and trials within three months to ensure speedy justice.

Cabinet Approved Rs 3,030 Crore BHAVYA Rasayan Scheme to Set up 3 Chemical Parks in India
In July 2026, the Union Cabinet chaired by the Prime Minister (PM) Narendra Modi  approved a new scheme named “Bharat Audyogik Vikas Yojana Rasayan (BHAVYA – Rasayan)” to set up three dedicated large chemical parks in the country with total budget outlay of Rs 3,030 crore.

• The scheme, initially announced by Union Minister Nirmala Sitharama, Ministry of Finance (MoF) in the Union Budget of Financial Year 2026–27 (FY27), would run for a period of 5 years from FY27 to FY31.

BHAVYA-Rasayan Scheme: Out of total financial outlay approved, Rs 3,000 crore will be used towards meeting the cost of establishing the common infrastructure facilities and basic utilities inside the park and remaining Rs 30 crores for administrative expenditure.

• Infrastructure: The proposed chemical parks will be developed by state governments through a challenge-based selection process. Each park will require at least 2,000 acres or 8 square kilometers (sq. kms.) of contiguous, encumbrance-free land.

Railway Multitracking Project: The Cabinet Committee on Economic Affairs (CCEA), chaired by PM Narendra Modi, approved the 3rd and 4th Line of Ballari – Guntakal section in Karnataka and Andhra Pradesh (AP) with estimated cost of nearly Rs 1,264 crore and is expected to be completed by 2028-29.

• The newly approved multi-tracking project covering three districts across the two states is expected to expand the Indian Railways network  by about 46 kms.
• Also, the project is expected to improve connectivity to nearly 99 villages with a combined population of about 7 lakh.

CSIR Transfers Four Indigenous Technologies to Industry & Commercially Launched Smart Rural Water Monitoring System
In July 2026, the Council of Scientific and Industrial Research (CSIR) has transferred four indigenous technologies to industry and commercially launched an Internet of Things (IoT)-enabled rural water service delivery, measurement and monitoring system during the Technology Transfer Event at CSIR headquarters in New Delhi, Delhi.

• The programme, organized by CSIR-Central Scientific Instruments Organisation (CSIR-CSIO), Chandigarh, witnessed the transfer of four indigenous technologies to Pump Academy Private Limited and Bharat Electronics Limited (BEL) developed by the CSIR-CSIO, Chandigarh, Punjab.
• The event was presided over by Dr. N. Kalaiselvi, Director General (DG), CSIR and Secretary, Department of Scientific and Industrial Research (DSIR)

• Induction Motor Stethoscope (MSCOPE)

BEL, Panchkula (Haryana): During the event, CSIR-CSIO also received Rs.1.67 crore in royalties from BEL, for the licensed production of indigenous defence technologies including HUD, Drogue Lights, Taxi Landing Lights, HUD Level-I Tester, Boresight Alignment Tool

Bihar to Establish Permanent NSTI (Women) Campus and Skill India International Centre in Patna 
In July 2026, the Government of Bihar and Ministry of Skill Development and Entrepreneurship (MSDE) announced the permanent  National Skill Training Institute for Women (NSTI-W), Patna campus and Skill India International Centre (SIIC), Bihar to boost women’s skilling and global employment opportunities.

• The initiative was announced by Chief Minister (CM) of Bihar  Samrat Choudhary, and Minister of State (Independent Charge) Jayant Chaudhary, MSDE & Minister of State for Education, Government of India. The foundation stone was laid by Dilip Kumar, Director General, Directorate General of Training (DGT).

Highlights of NSTI-W campus and SIIC In Patna: 
Campus:  The permanent National Skill Training Institute for Women (NSTI-W), Patna campus will be developed at Bihta, Bihar with an investment of Rs 99.97 crore to provide modern infrastructure and industry-aligned training.

• The Skill India International Centre (SIIC), Bihar will be established with an investment of Rs 7 crore to support global employment through language training, certification and safe migration assistance.

Significance:  The initiatives will strengthen Bihar’s skill ecosystem, promote women-led development and create domestic as well as international employment opportunities for youth.
About NSTI:  NSTI-W, Patna, inaugurated by Prime Minister Narendra Modi, is Bihar’s only Central Government skill training institute for women, offering CITS and CTS courses.

ICAR-CMFRI Launches DeepDATA App for Deep-Sea Fish Documentation in Kerala  
In July 2026, the Indian Council of Agricultural Research – Central Marine Fisheries Research Institute (ICAR-CMFRI) launched DeepDATA, a mobile application developed under the Deep Ocean Mission of the Ministry of Earth Sciences (MoES) in Kochi, Kerala to provide scientifically verified information on deep-sea fish species and enable users to contribute field observations for creating a national digital repository.

• The launch was attended by Dr. Grinson George, Director, ICAR-CMFRI; Dr. Eldho Varghese, In-charge, IT Unit and lead developer of DeepDATA; and Dr. Rekha J. Nair, Principal Scientist, ICAR-CMFRI.

About DeepDATA App: 
Purpose:  DeepDATA is a digital learning and documentation platform that provides verified information on deep-sea fish species, including taxonomy, characteristics, distribution and conservation status, while enabling field observations.

• The app supports deep-sea exploration, biodiversity research and marine resource assessment.

Citizen Science:  The app enables public participation in marine biodiversity documentation, with CMFRI experts verifying submissions before adding them to the national database.
Impact:  DeepDATA supports biodiversity mapping, conservation planning, sustainable fisheries management and marine research.
About ICAR-CMFRI:  ICAR-CMFRI is a marine fisheries research institute under ICAR, headquartered in Kochi, Kerala.

Henley Passport Index: India Dropped to 81st Spot, Singapore Retained Top Position
In July 2026, Henley & Partners, a British consultancy expertized in investment migration, released the 20th anniversary edition of Henley Passport (HPI) Global Ranking– July 2026.  As per the index, India dropped to 81st position globally with access to 55 destinations, down from the 75th position (in February 2026 edition). India shares the rank with countries like: Mauritania, Algeria.

• Singapore retained its position as the world’s most powerful passport with access to 192 destinations without a prior visa, followed by Japan, South Korea and the United Arab Emirates (UAE), sharing the 2nd position with access to 188 destinations; and Sweden which ranked at 3rd position with access to 187 destinations.

About Henley Passport Index:
Data Source: The index uses data from the International Air Transport Association (IATA) and covers 199 passports and 227 travel destinations. It includes visa-free, visa-on-arrival, and Electronic Travel Authorization (eTA) access.
Average Visa-free Access to Destinations: Since the launch of HPI in 2006, the average passport providing visa-free access has doubled from just 58 destinations to 108 destinations worldwide.
Bottom 5 Countries: Afghanistan continued to be ranked lowest in the index with access to only 22 destinations, followed by Syria (ranked 103rd, 25 destinations), Iraq (ranked 102nd, 28 destinations), Pakistan (ranked 101st, 29 destinations), and Yemen (ranked 100th, 30 destinations).

BANKING & FINANCE

India Relaxes FDI Rules for Inventory-Based E-commerce to Enhance Exports of Indian-Made Goods 
In July 2026, the Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry (MoC&I), relaxed the Foreign Direct Investment (FDI) policy by allowing foreign-funded e-commerce companies to operate an inventory-based model exclusively for the export of goods manufactured or produced in India.

• The policy change aims to boost exports by allowing foreign-invested e-commerce platforms to procure, stock, and export Indian-made products, giving domestic manufacturers and sellers easier access to global markets.

About the FDI Policy Relaxation:
Previous Policy: FDI was limited strictly to Business-to-Business (B2B) e-commerce and marketplace models, strictly prohibiting foreign-funded inventory-based Business-to-Consumer (B2C) e-commerce to safeguard domestic retailers.
Policy Change: The updated policy permits foreign-funded entities to own inventory, purchase, warehouse, and directly export Indian-made goods to overseas consumers.
Implementation: The revised provisions will officially take effect once corresponding amendments are formally notified under the Foreign Exchange Management Act (FEMA) 1999, through the Foreign Exchange Management (Non-Debt Instruments) Rules, 2019.
Benefits:  This strategic policy shift aims to expand India’s presence in global trade and strengthen its manufacturing ecosystem.

India’s World Chess Champion Viswanathan Anand Becomes Interim President of FIDE
In July 2026, Viswanathan Anand, India’s five-time World Chess Champion and Deputy President of the International Chess Federation (FIDE), assumed charge as the Interim President of FIDE after incumbent President Arkady Vladimirovich Dvorkovich voluntarily suspended his duties following sanctions imposed by the European Union (EU) and Switzerland over Russia’s war against Ukraine.
About Viswanathan Anand:
Championships: He won the World Chess Championship five times in 2000, 2007, 2008, 2010, and 2012, and remains the only Indian to have won the title multiple times.
FIDE Role: In August 2022, he was elected Deputy President of the International Chess Federation (FIDE).
National Honours: He received the Arjuna Award (1985), India’s second-highest national sports honor; the Padma Shri (1988) in the field of Sports, India’s fourth-highest civilian honour; the Major Dhyan Chand Khel Ratna Award (1991–92), India’s highest sporting honour; the Padma Bhushan (2001) in the field of Sports, India’s third-highest civilian honour; and the Padma Vibhushan (2008) in the field of Sports, India’s second-highest civilian honour.

Infosys Appointed Ashiss Kumar Dash as CEO-Designate 
In July 2026, Infosys Limited, India’s second-largest Information Technology (IT) services company appointed Ashiss Kumar Dash as its Chief Executive Officer (CEO) Designate. He will assume charge as the Managing Director (MD) & CEO from 1 April 2027, following the completion of Salil Parekh’s second term.

• Dash’s appointment is for a five-year term (2027–2032), subject to shareholders’ approval. Parekh will continue to serve until 31 March 2027 to ensure a smooth leadership transition.

ZSI Discovers Two New Spider Species: Simonia lawbah and Hamataliwa papikonda 
In July 2026, Scientists from the Zoological Survey of India (ZSI) discovered and documented two new spider species Simonia lawbah from Meghalaya and Hamataliwa papikonda from Andhra Pradesh (AP), highlighting India’s unexplored biodiversity.

• The discoveries, published in the peer-reviewed journals Zootaxa and Records of the ZSI, mark significant additions to India’s arachnological records and highlight the country’s rich but underexplored biodiversity.

About the Discoveries: 
Simonia Lawbah:  Discovered from Krem Lawbah Cave, Meghalaya, it is a new cave-dwelling ray spider belonging to the Theridiosomatidae family and marks the first record of the genus Simonia in India.

• The tiny spider less than 2 millimetres (mm) is troglophilic and builds a cone-shaped ray web to capture flying insects.

Hamataliwa papikonda:  Recorded from Papikonda National Park, Andhra Pradesh, it is a new lynx spider of the Oxyopidae family and the first record of the genus Hamataliwa in AP. The genus has around 90 species worldwide, with 10 recorded in India.

• It is an active hunter using speed, agility and spiny legs, with a hexagonal arrangement of eight eyes for precise prey tracking.

About ZSI: Established in 1916, is headquartered in Kolkata, West Bengal(WB), and functions under the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India (GoI).

Argentina’s Nicolás Otamendi Retires from International Football
In July 2026, Argentina‘s veteran centre-back Nicolás Otamendi announced his retirement from international football at the age of 38, ending a distinguished 17-year career during which he made 139 appearances for the national team.

World In Vitro Fertilization Day 2026 – July 25 
World In Vitro Fertilization (IVF) Day, also known as World Embryologist Day, is annually observed across the globe on 25th July to raise awareness about IVF technology and honor embryologists, fertility specialists, and researchers advancing Assisted Reproductive Technology (ART).

• 25th July commemorates the birth of Louise Brown in the United Kingdom (UK), the world’s first baby conceived through IVF in 1978.

Background:
Breakthrough: The pioneering achievement in IVF came after decades of dedicated research led by British physiologist Dr. Robert Geoffrey Edwards, gynecologist Dr. Patrick Christopher Steptoe, and embryologist Jean Purdy.
Louise Brown: Born via Caesarean section at Oldham General Hospital, England, UK, to parents Lesley and John Brown. Her successful birth marked a milestone in IVF history after more than 100 unsuccessful research attempts by the pioneering IVF team.
IVF: A medical procedure in which an egg is fertilised by sperm outside the human body and then implanted in the uterus to achieve pregnancy.

International Day for Judicial Well-being 2026 – July 25 
The International Day for Judicial Well-being is observed on 25 July to highlight the importance of the mental, emotional, and physical well-being of judges and magistrates, emphasizing that judicial well-being is essential to judicial integrity, the rule of law, and the effective delivery of justice worldwide.

• The day commemorates the adoption of the Nauru Declaration on Judicial Well-being on 25 July 2024, the first international declaration recognizing judicial well-being and setting out seven guiding principles for judiciaries worldwide.

Background: 
Resolution:  The United Nations General Assembly (UNGA) adopted Resolution A/RES/79/266 on 4 March 2025 during its 58th plenary meeting, officially proclaiming 25 July every year as the International Day for Judicial Well-being.
Observance:  The first-ever observance of the day was held on 25 July 2025.

International Day of Women and Girls of African Descent 2026 – July 25
The United Nations (UN) observed the International Day of Women and Girls of African Descent on 25 July 2026 to recognise the contributions, leadership, achievements and resilience of women and girls of African descent while raising awareness about the multiple and intersecting forms of discrimination they continue to face..

• The 2026 observance focused on “Right to Health – A Fundamental Right Still Denied”, highlighting the need to address persistent inequalities in access to quality, equitable and culturally appropriate healthcare for women and girls of African descent.

Background: 
Recognition:  The United Nations General Assembly (UNGA) Proclaimed the International Day of Women and Girls of African Descent through Resolution A/RES/78/323, adopted on 13 August 2024.

• The UN resolution was supported by key UN entities, including UN Women (United Nations Entity for Gender Equality and the Empowerment of Women), the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Educational, Scientific and Cultural Organization (UNESCO). 

Observation:  The first official UN observance of the day was held on 25 July 2025.
Significance:  The day is observed on 25 July to coincide with the long-standing International Day of Afro-Latin American, Afro-Caribbean and Diaspora Women, commemorated since 1992.
