Highlights of the 86th AIPOC:
Overview: It is the highest national forum of the presiding officers of Indian legislatures. It brings together the Speakers, Chairpersons, Deputy Speakers or Chairpersons, and Secretaries of Parliament and all State Legislatures.
- The first AIPOC was held in Shimla, Himachal Pradesh (HP), in 1921.
Theme: The AIPOC 2026 was held under the theme titled “Strong Legislature-Prosperous Nation”.
Focus Areas: The conference focused on Use of technology in legislatures, capacity building of legislatures, and accountability of legislatures to the public.
Key Dignitaries: The conference was attended by central and state legislative leaders, including Lok Sabha Speaker Om Birla; Harivansh Narayan Singh, Deputy Chairman, Rajya Sabha; Yogi Adityanath, Chief Minister (CM) of UP; Kunwar Manvendra Singh, Chairman, UP Legislative Council; Satish Mahana, Speaker of UP Legislative Assembly.
Participation: The event witnessed the participation of 36 Presiding Officers from 24 States and Union Territories (UTs), marking the largest AIPOC.
Adoption of six key resolutions:
The conference concluded with the adoption of six key resolutions to strengthen democratic institutions, including a consensus on legislative sittings and enhanced innovation in legislative practices.
Viksit Bharat 2047: All presiding officers resolved to re-dedicate themselves to conduct the proceedings of their respective Legislatures in ways that contribute to the national goal of a developed India by 2047.
Legislative Sittings per year: All political parties, State legislative bodies, should hold at least 30 sittings annually, and utilise legislative time effectively to ensure accountability to the people.
Technology: Agreed to strengthen the use of technology to make legislative work easier, more transparent, and more citizen focused.
Leadership and Democracy: To continue strong leadership to deepen and strengthen democratic traditions.
Capacity Building: To support the capacity building of Members of Parliament (MPs) and Members of Legislative Assemblies (MLAs), particularly in using digital technologies and research for effective participation.
National Legislative Index: Create a benchmark to assess and improve legislative performance and accountability.
