Overview of Navy Chief Admiral Dinesh K. Tripathi’s Visit to Brazil

Admiral Dinesh K. Tripathi, Chief of Naval Staff (CNS) of the Indian Navy (IN), visited Brazil from December 9 to 12, 2025 to enhance maritime cooperation, professional exchanges, and capacity-building with the Brazilian Navy(BN).

Key Highlights of Admiral Dinesh K.Tripathi’s Visit to Brazil:

Bilateral Meetings:

Engagements: During his visit to Brazil, CNS Tripathi held high-level bilateral meetings with senior leaders of Brazil, including Celso Amorim, Chief Advisor to the President of Brazil; Brazilian Defence Minister Jose Mucio Monteiro, among others, to review the full spectrum of bilateral defence and maritime security cooperation, and coordination across the South Atlantic and Indo-Pacific regions.

Discussions: During his meeting with Admiral Marcos Sampaio Olsen, Commander of the BN, discussions were mainly focused on expanding operational engagements, training exchanges, hydrographic cooperation, information sharing, Maritime Domain Awareness (MDA) and capacity building.

Visited BN Facilities: CNS Tripathi visited key BN facilities: the Itaguai Naval Complex and the amphibious helicopter carrier NAM Atlantico (A140).

  • Also, he attended the passing-out parade of 140 midshipmen at Brazilian Naval Academy in Rio de Janeiro, Brazil.

Tripartite MoU for Maintenance of Scorpene‑Class Submarines:

Purpose: A key highlight of CNS Tripathi’s visit was the signing of a tripartite Memorandum of Understanding (MoU) between the IN, the BN and Mazagon Dock Shipbuilders Limited (MDL) to exchange information on the maintenance of Scorpene‑class submarines and other naval vessels.

Signatories: The MoU was formally signed by Admiral Dinesh K. Tripathi, CNS (IN); Admiral Marcos Sampaio Olsen, Commander of the Brazilian Navy; and senior representatives of MDL.

Framework: The MoU establishes a comprehensive framework that will facilitate the exchange of technical information, maintenance philosophies, industrial practices, spare parts support, and personnel training.

  • This will enhance operational availability and lifecycle support for Scorpene-class platforms operated by both India and Brazil.

Validity: The new tripartite MoU will be valid for a period of 10 years from the date of signing and may be extended through mutual written consent.

Areas of Cooperation: The MoU enables technical knowledge sharing, defence-industry collaboration, joint Research and Development(R&D), and training, with annual meetings between India and Brazil to review progress, share best practices, and plan future cooperation, while each party bears its own costs.

Scorpene Class Submarines: These are a class of diesel-electric attack submarines, developed in India jointly by MDL and Naval Group of France (earlier DCNS).

  • So far, 6 Scorpene-class submarines (also known as Kalvari-class submarines) namely: Indian Naval Ship (INS) Kalvari, INS Khanderi, INS Karanj, INS Vela , INS Vagir and INS Vaghsheer, were developed under the Project P-75.

India & Brazil Sign MoU on Animal Genomics Partnership:

Overview: India and Brazil signed a tripartite MoU to promote dairy cattle and buffalo genomics through a first-of-its-kind cross-continental genetic improvement program, marking a landmark South–South scientific collaboration.

Signatories: The agreement was formally signed in the presence of Dinesh Bhatia, Ambassador of India to Brazil; Dr. Jose Luiz Bellini Leite, General Head of Embrapa Dairy and other distinguished guests from the diplomatic and scientific communities, at the Embassy of India in Brasilia, Brazil.

Entities Involved:

  • Brazilian Entities: Brazilian Agriculture Research Corporation (Embrapa); and Fazenda Floresta & DNAMark.
  • Indian Entities: Leads Genetics Pvt. Limited (formerly Leads Agri Genetics Pvt. Limited); B.L. Kamdhenu Farms Ltd. and Leads Connect Services Pvt. Ltd.

Setting up Cattle & Buffalo Genomics Lab: The MoU aims to integrate Brazil’s genetic technologies with India’s livestock sector, establish a genomics lab, improve cattle and buffalo genetics, enhance productivity and resilience, and promote research and data-driven breeding.

Anchored at: The programme will be anchored at B.L. Kamdhenu  Farms’ 10,000-head Integrated Model Dairy Farm located in Bareilly, Uttar Pradesh (UP).

  • This facility in UP is emerging as a multi-location Centre of Excellence (CoE) for indigenous cattle genetics and circular economy, equipped with genomics labs, In Vitro Fertilization (IVF) capabilities, and farmer outreach networks.
