The Union Minister Amit Shah, Ministry of Home Affairs (MHA) and Ministry of Cooperation inaugurated the “EARTH Summit 2025”, held from December 05 to 06 2025, at Mahatma Mandir in Gandhinagar, Gujarat.
- During the summit, he launched over 13 new services and products including Digi Kisan Credit Card (KCC), Campaign Sarathi, Website Sarathi, Cooperative Governance Index(CGI), electronic-Primary Agricultural Credit Society (ePACS), World’s largest Grain Storage Application, Shiksha Sarathi, Sarathi Technology, among others, under the ‘Sahakar Sarathi’ initiative.

About EARTH Summit 2025:
Objective: This summit is the 2nd edition and is part of a series of three EARTH summits aimed at bolstering the rural economy and finding result-oriented solutions for rural development.
Key Dignitaries: Bhupendra Patel, Chief Minister (CM) of Gujarat; Jetha Bhai Ahir, Chairman of National Agricultural Cooperative Marketing Federation of India Limited (NAFED); Shaji K.V., Chairman of National Bank for Agriculture and Rural Development (NABARD); and among others were present at the event.
Organised by: The two-day long summit was hosted by NABARD in partnership with the Internet and Mobile Association of India (IMAI).
Next Edition: During the event, Union Minister Amit Shah announced that the 3rd edition of EARTH Summit will be held in Delhi in 2026.
Announcements:
Cooperative Institution: While addressing the event, Union Minister Amit Shah informed that Government of India (GoI) is planning to set up a cooperative institution in every Panchayat in the coming years.
- This move aims to expand cooperative membership to over 50 crore people and increase the sector’s contribution to Gross Domestic Product (GDP).
Other Key Announcements: He also informed that the Ministry of Cooperation in partnership with Reserve Bank of India(RBI) is planning to develop a robust cooperative banking framework.
- The GoI plans to launch ‘Cooperative Insurance’, aimed to integrate health, life, agriculture and accidental insurance under the cooperative framework.
- Also, Bharat Organics and Amul will set up a national lab network, aimed to increase India’s share in the global organic market by 2035 and will support exports and direct farmer payments.
Key Services Launched under Sahakar Sarathi
digiKCC: A fully digitised Kisan Credit Card(KCC) facility that automates the issuing and management of KCCs for farmers.
ePACS: A national ERP platform for PACS, bringing 25,000+ PACS under a unified digital infrastructure.
Sahakar Setu Portal: A unified digital loan and credit‑disbursal portal for cooperative banks, providing a single‑window platform for loans.
Cooperative Governance Index(CGI): A framework to assess and standardize governance quality across cooperative banks.
World’s Largest Grain Storage Application: A digital portal for monitoring and managing grain-storage infrastructure nationwide, strengthening storage and supply-chain efficiency.
Campaign Sarathi: A tech platform for outreach, awareness, and mobilisation within the cooperative ecosystem.
Website Sarathi: A service enabling cooperative societies and banks to establish and manage a digital presence.
Sarathi Technology Forum: A collaborative forum for technology stakeholders, facilitating coordination among cooperatives, banks, and tech providers.
Shiksha Sarathi: A training and skill‑development platform for cooperative‑sector staff to support adoption of new digital systems.
Cybersecurity / Compliance Services (Chief Information Security Officer(CISO) Sarathi, Regulatory Compliance Sarathi, Core Banking Solution(CBS) Sarathi etc): Tools to strengthen security, compliance, and regulatory adherence across cooperatives.
Unified Collections / Operations Platform (Collections Sarathi): A shared-services platform to standardize core banking operations — including legal documentation, loan recovery, KYC, disbursement, and appraisal — across rural and urban cooperative banks.
About Sahakar Sarathi:
Overview: This digital initiative, developed by NABARD, has provided over 13 digital services to all rural banks across the country.
Framework: This single technology framework will enable all district, central, state, agricultural and urban cooperative banks to offer modern banking facilities, real-time tracking systems, and tech-enabled service including recovery, disbursement, Know Your Customer (KYC), legal documentation and appraisal.
Sahakari Taxi: MoC has also launched ‘Sahakari Taxi’ aims to become the largest cooperative taxi network with over 51,000 drivers already registered during the trial phase.
