Government Approves Rs.305 crore ‘Tex-RAMPS’ Scheme to promote research, innovation in textiles

In November 2025, the Government of India (GoI) approved the Rs.305 crore(cr) Textiles Focused Research, Assessment, Monitoring, Planning and Start-up (Tex-RAMPS) Scheme, a major initiative aimed at strengthening research, innovation and overall competitiveness in the textile industry.

About Tex-RAMPS Scheme:

Objective: The initiative is aimed at future-proofing the textiles and apparel ecosystem by addressing critical gaps in research infrastructure, data systems, innovation support, and capacity development.

Implementation: It will be implemented as a Central Sector Scheme (CSS), fully funded by the Ministry of Textiles (MoT) and aligned with the upcoming Finance Commission (FC) cycle.

Period: The scheme will be implemented from Financial Year 2025-26 (FY26) to FY31.

Key Components:

The Tex-RAMPS scheme is structured around the following five core components:

Research & Innovation: Promotion of advanced research in smart textiles, sustainability, process efficiency, and emerging technologies to boost India’s innovation capacity. 

Data, Analytics & Diagnostics: Creation of robust data systems including employment assessments, supply chain mapping, and the India-Size study to facilitate evidence-based policymaking.

Integrated Textiles Statistical System (ITSS): A real-time, integrated data and analytics platform to support structured monitoring and strategic decision-making.

Capacity Development & Knowledge Ecosystem: Strengthening of State-level planning, dissemination of best practices, capacity building workshops, and organisation of sectoral events.

Start-up & Innovation Support: Support for incubators, hackathons, and academia-industry collaborations to nurture high-value textile start-ups and entrepreneurship.

Expected Outcomes: The Tex-RAMPS Scheme is expected to enhance India’s global textile competitiveness by strengthening research and innovation, promoting data-driven policymaking, generating employment across the value chain, and fostering deeper collaboration among states, industry, academia, and government.

About Textile Industry:

Overview: The textile and apparel industry accounts for 2.3% of India’s Gross Domestic Product(GDP), 13% of industrial output, and 12% of the country’s exports.

FDI:The sector also allows 100% Foreign Direct Investment (FDI) through the automatic route.

  • Total FDI inflows in the textiles sector stood at Rs. 30,480 cr between April 2000-March 2025.

Budget: The Union Budget 2025-26 allocated Rs. 5,272 cr for the MoT, a 19% increase from the previous year.
