Cabinet Approvals on October 01, 2025In September 2025, the Union Cabinet chaired by Prime Minister (PM) Narendra Modi, has approved the approval the following proposals:
Approval-1: The 3rd phase (Phase-III) of the Biomedical Research Career Programme (BRCP) which is expected to be implemented for a period of 6 years (from 2025-26 to 2030-31), with an additional time period of 6 years i.e. from 2030-31 to 2037-38.
Approval-2: The Cabinet Committee on Economic Affairs (CCEA) chaired by PM Narendra Modi, has approved the widening and improvement of 85.675 kilometer (km)-long Kalibor-Numaligarh section of National Highway (NH)-715 in Assam to a 4-lane NH, with total budget outlay of Rs 6,957 crore.
Approval-3: CCEA approved the opening of 57 new Kendriya Vidyalayas (KVs) under civil sector across the country, with total outlay of over Rs 5,862 crore.
Approval-4: 3% Hike in Dearness Allowance (DA) for Central Employees and Dearness Relief (DR) for Pensioners.

Maharashtra Gov Announces Navi Mumbai Airport Renamed After DB Patil
In October 2025, Maharashtra Chief Minister (CM) Devendra Fadnavis announced that the new Navi Mumbai International Airport will be officially named Loknete Dinkar Balu (DB) Patil Navi Mumbai International Airport.

RBI Granted SRO Status to Finance Industry Development CouncilIn October 2025, the Reserve Bank of India (RBI) granted Self-Regulatory Organisation (SRO) status to the Finance Industry Development Council (FIDC), the representative body for asset and loan financing Non-Banking Financial Companies (NBFCs) registered with the RBI.
- This recognition was granted under the aegis of RBI’s ‘Omnibus Framework for Recognition of SROs for Regulated Entities of the Reserve Bank’ issued on March 21, 2024.
Key Details of FIDC as SRO:
Role & Responsibilities: As an SRO, FIDC will enforce a code of conduct, ensure regulatory compliance, and work with the RBI to address sectoral issues.
Membership: FIDC represents nearly 400 NBFCs, with SRO membership being voluntary for eligible members.
Leadership: Raman Aggarwal, previously the Director of FIDC, has been appointed as the Chief Executive Officer (CEO) to lead the organization in its new role as an SRO
Total SROs: So far, two microfinance companies have been recognised as SROs i.e. Sa-Dhan and Microfinance Network (MFIN) and Fintech Association for Consumer Empowerment (FACE) as SRO for the financial technology (fintech) sector.

RBI Imposes Penalties on American Express Banking Corp and HDB Financial Services
On October 3, 2025, the Reserve Bank of India (RBI) imposed penalties on two financial entities: American Express Banking Corporation and HDB Financial Services, for non-compliance with regulatory directives.

Penalty: HDB Financial Services was fined Rs.4.2 lakh for not adhering to the ‘Know Your Customer (KYC) Directions, 2016’.
Reason: The RBI’s inspection identified that the company failed to obtain the Permanent Account Number (PAN) or equivalent e-document, or Form No. 60, for certain loan accounts disbursed during the fiscal year 2023-24.
