Cabinet Approvals on October 01, 2025In September 2025, the Union Cabinet chaired by Prime Minister (PM) Narendra Modi, has approved the approval the following proposals:
Approval-1: The 3rd phase (Phase-III) of the Biomedical Research Career Programme (BRCP) which is expected to be implemented for a period of 6 years (from 2025-26 to 2030-31), with an additional time period of 6 years i.e. from 2030-31 to 2037-38.
Approval-2: The Cabinet Committee on Economic Affairs (CCEA) chaired by PM Narendra Modi, has approved the widening and improvement of 85.675 kilometer (km)-long Kalibor-Numaligarh section of National Highway (NH)-715 in Assam to a 4-lane NH, with total budget outlay of Rs 6,957 crore.
Approval-3: CCEA approved the opening of 57 new Kendriya Vidyalayas (KVs) under civil sector across the country, with total outlay of over Rs 5,862 crore.
Approval-4: 3% Hike in Dearness Allowance (DA) for Central Employees and Dearness Relief (DR) for Pensioners.

Maharashtra Gov Announces Navi Mumbai Airport Renamed After DB Patil
In October 2025, Maharashtra Chief Minister (CM) Devendra Fadnavis announced that the new Navi Mumbai International Airport will be officially named Loknete Dinkar Balu (DB) Patil Navi Mumbai International Airport.

• The proposal received approval from the Prime Minister (PM) Narendra Modi and clearance from both Houses of the Maharashtra State Legislature.

About the Renaming Decision:
Legacy: Navi Mumbai Airport renamed to honor D. B. Patil, who advocated fair compensation for farmers during the city’s development.
Implementation: The official naming will coincide with the commencement of passenger operations.
Other Pending Approvals: Pune Airport is proposed to be named after Jagadguru Sant Tukaram, and Aurangabad Airport after Chhatrapati Sambhaji Maharaj.

TN Govt Partners with Borussia Dortmund to Launch India’s First Sports Tech Incubation Centre
On October 3, 2025, Government of Tamil Nadu (TN) announced the partnership with Borussia Dortmund, a German Football club, to establish India’s first dedicated sports-technology incubation centre in TN.

About TN’s Startup Expansion Initiatives:
Formal Launch:The initiative, to be set up under StartupTN, will be formalized by signing a formal agreement by Chief Minister (CM) of TN M.K. Stalin at the TN Global Startup Summit 2025 in Coimbatore, TN.
Upcoming Space-Tech Initiatives: TN also planned to establish a space-tech incubation centre at Anna University(Chennai, TN) and set up a dedicated space-tech startup hub in Thoothukudi.
Startup Growth : Registered startups in TN grew from ~2,000 in 2021 to 12,000+ in 2025, with a target of 15,000 by 2027.

Chhattisgarh’s Balod Becomes India’s First Child Marriage-Free District
In October 2025, Balod district in Chhattisgarh was declared India’s first Child Marriage-Free district by the state government, after achieving zero reported child marriage cases across all 436 gram panchayats and 9 urban local bodies.

About Child Marriage-Free District :
Campaign: The achievement is part of the“Child Marriage-Free India” campaign, initiated by the Prime Minister (PM) Narendra Modi on August 27, 2024, aimed at eliminating child marriage across India.
Certification: The 436-gram panchayats and 9 urban bodies Balod has been certified child-marriage free, following a rigorous verification process, confirming that no child marriage cases were reported in the past two years.
Support: The United Nations Children’s Fund (UNICEF) provided technical support and assisted in designing awareness programs and monitoring mechanisms.
Future Goal: Following Balod, 75 gram panchayats in Surajpur were declared child marriage-free, with Chhattisgarh targeting all districts by 2028–29.

Thomas Cook India Signs MoU with Ministry of Tourism for Traveller Feedback
In September 2025, Thomas Cook (India) Limited (TCIL), signed a Memorandum of Understanding (MoU) with the Ministry of Tourism (MoT), Government of India (GoI), to collect real-time traveller feedback to evaluate India’s destination performance.

• The MoU is valid for an initial period of three years. It was signed by Ms. Seema Jain, Director, Destination Development Division, MoT and Mr. Romil Pant, Executive Vice President & Head – Holidays, Thomas Cook India.

About the MoU:
Objective: To assess India’s tourism destinations on parameters such as cleanliness, safety, accessibility, service standards, and overall visitor experience based on the feedback.
Implementation: TCIL will integrate a co-branded feedback form, standardised by MoT, across its digital and physical platforms.

• The feedback data, once anonymised and aggregated, will be shared with the Ministry to guide targeted improvements.

Overview of 42nd ICAO Assembly Session Held in Montreal, CanadaThe 42nd Session of the International Civil Aviation Organization (ICAO) Assembly was held in Montréal, Canada, from September 23 to October 3, 2025, with 192 Member States participating to establish priorities for global civil aviation.

• India was represented by Ramesh Kumar, Secretary, Ministry of Civil Aviation(MoCA), along with senior officials from the Airports Authority of India (AAI) and other aviation stakeholders.

Highlights of 42nd Session of ICAO Assembly:
Election of New Council Member States:
ICAO Council: At the 42nd ICAO Assembly, the 36-member Council, elected for a three-year term. It consists of

• Part I: Australia, Brazil, Canada, China, France, Germany, Italy, Japan, the United Kingdom (UK), and the United States of America (USA) were elected to Part I.
• Part II: Argentina, Colombia, Denmark, Egypt, India, Mexico, Nigeria, Saudi Arabia, Singapore, South Africa, Spain, and Switzerland were elected to Part II.
• Part III: Angola, Belize, Cuba, Ecuador, Equatorial Guinea, Malaysia, Mali, Morocco, Poland, Qatar, Republic of Korea, Uganda, the United Arab Emirates, and Uruguay were elected to Part III.

Key Outcomes :
Award : The African Civil Aviation Commission (ACFAC) and its partner organization, the African Civil Aviation and Flight Safety Foundation (ACVFFI) received the Edward Warner Award 2025.
Universal Access by 2050: Assembly plans for inclusive, global air transport.
ICAO Budget 2026–2028: Approved to ensure financial stability and implement strategic initiatives.

Overview of WSSF 2025 held in Kuala Lumpur, MalaysiaThe World Social Security Forum (WSSF) 2025, organized by the International Social Security Association (ISSA), was held from September 29 to October 3, 2025, at the Kuala Lumpur (KL) Convention Centre in KL, Malaysia.

• The WSSF 2025 was held under the theme titled “Shaping Social Security for a World in Transition”.

Highlights of WSSF 2025:
ISSA Award 2025: India received the ‘ISSA Award 2025 for Outstanding Achievement in Social Security’ in recognition of its transformative efforts in social security coverage.

• Union Minister Dr. Mansukh Mandaviya, Ministry of Labour and Employment (MoL&E), received the award on behalf of Government of India (GoI).

ISSA Leadership Elections 2025: 
President Re-Elected: Dr. Mohammed Azman, CEO & Director General(DG) of PERKESO, was re-elected, continuing his role in advancing Universal Social Protection 2030 and the Sustainable Development Goals(SDGs).
Treasurer Re-Elected: Jean-Marc Vandenbergh, Director General(DG) of Belgium’s National Employment Office (ONEM), retained his position to ensure financial stability.
Other Launches:
ISSA Guidelines: The forum featured the launch of new ISSA Guidelines on Administrative Solutions for Long-Term Care Services and nine revised sets of guidelines, providing frameworks for effective social security administration.
International Social Security Video Festival: Launched at WSSF 2025 to showcase innovative videos on best practices, success stories, and solutions in global social security systems.

RBI Granted SRO Status to Finance Industry Development CouncilIn October 2025, the Reserve Bank of India (RBI) granted Self-Regulatory Organisation (SRO) status to the Finance Industry Development Council (FIDC), the representative body for asset and loan financing Non-Banking Financial Companies (NBFCs) registered with the RBI.

• This recognition was granted under the aegis of RBI’s ‘Omnibus Framework for Recognition of SROs for Regulated Entities of the Reserve Bank’ issued on March 21, 2024.

Key Details of FIDC as SRO:
Role & Responsibilities: As an SRO, FIDC will enforce a code of conduct, ensure regulatory compliance, and work with the RBI to address sectoral issues.
Membership: FIDC represents nearly 400 NBFCs, with SRO membership being voluntary for eligible members.
Leadership: Raman Aggarwal, previously the Director of FIDC, has been appointed as the Chief Executive Officer (CEO) to lead the organization in its new role as an SRO
Total SROs: So far, two microfinance companies have been recognised as SROs i.e. Sa-Dhan and Microfinance Network (MFIN) and Fintech Association for Consumer Empowerment (FACE) as SRO for the financial technology (fintech) sector.

RBI Imposes Penalties on American Express Banking Corp and HDB Financial Services
On October 3, 2025, the Reserve Bank of India (RBI) imposed penalties on two financial entities: American Express Banking Corporation and HDB Financial Services, for non-compliance with regulatory directives.

American Express Banking Corporation:
Penalty:The RBI imposed a fine of Rs. 31.80 lakh on American Express Banking Corporation.
Reason : The fine was imposed for failing to return credit balances to certain cardholders from refunds or failed transactions.
Source of Non-Compliance: An RBI statutory inspection for supervisory evaluation (ISE 2024) of the bank’s March 31, 2024 financials found non-compliance with credit and debit card regulations.
HDB Financial Services:
Penalty: HDB Financial Services was fined Rs.4.2 lakh for not adhering to the ‘Know Your Customer (KYC) Directions, 2016’.
Reason: The RBI’s inspection identified that the company failed to obtain the Permanent Account Number (PAN) or equivalent e-document, or Form No. 60, for certain loan accounts disbursed during the fiscal year 2023-24.

Zomato and HDFC Pension Launch NPS Model for Delivery Partners
On 1st October 2025, Zomato in collaboration with HDFC Pension Management Company Limited, launched the National Pension System (NPS) Platform Workers Model under the supervision of the Pension Fund Regulatory and Development Authority (PFRDA).

• The initiative aims to provide structured retirement planning for gig-based delivery partners and integrate them into the formal financial system.

Key Features and Implementation:
Digital Onboarding: The model uses digital Know Your Customer (KYC/eKYC) for smooth registration, allowing gig workers to complete signup with minimal paperwork.
Benefits: The model ensures portability of pension accounts, allowing delivery partners to retain benefits even when shifting jobs or platforms.
Coverage: Within the first 72 hours, over 30,000 delivery partners generated their Permanent Retirement Account Numbers (PRANs).

• Zomato targets to onboard more than 1,00,000 partners by December 2025.

SCIENCE & TECHNOLOGY

Goodluck India Signed MoU with BATL and Axiscades for AMCA Program
Goodluck India signed a tripartite Memorandum of Understanding (MoU) on September 30, 2025, with BrahMos Aerospace Thiruvananthapuram Limited (BATL) and Axiscades Technologies Limited to collaboratively participate in the Advanced Medium Combat Aircraft (AMCA) programme.  

• This MoU enables the consortium to respond to the Expression of Interest (EOI) issued by the Aeronautical Development Agency (ADA), Bengaluru, to contribute to the indigenous development of India’s next-generation stealth fighter aircraft.

About the MoU:
Aim: To combine expertise in engineering, systems integration, and defence-grade manufacturing to support AMCA programme.
Strategic Alignment: The MoU enhances private-sector participation in India’s military-industrial base and positions the consortium to develop next-generation aerospace technologies, thereby contributing to India’s ambition of becoming a global aerospace innovation hub.
Defence Manufacturing License: Goodluck Defence & Aerospace Limited, defence arm of Goodluck India has secured an industrial license under the Indian Arms Act, 1959 to manufacture medium-calibre artillery shells (105–155 mm), enabling full participation in defence production.

World Animal Day 2025 – October 4World Animal Day (WAD) or  Animal Lovers Day is annually observed across the globe October 4 to highlight the importance of animals and raise awareness of their welfare.

• The year 2025 marks the 100th anniversary of WAD since its first observance in 1925.

Theme:
2025 Theme:’Save Animals, Save the Planet’
Focus: This year’s theme emphasizes how caring for animals contributes to a healthier planet.
Background:
Origin: WAD was first proposed by Heinrich Zimmermann, a cynologist and animal welfare advocate.
First Observance: First observed on 24 March 1925 in Berlin, Germany.
Official Adoption: In 1931, October 4 was officially declared WAD at the Florence Congress in Florence, Italy.
Coordinator: Since 2003, it has been coordinated by the United Kingdom(UK)-based Naturewatch Foundation.
Significance: October 4 is also the Feast of St. Francis of Assisi, patron saint of animals.

Wildlife Decline: Global populations of mammals, birds, fish, reptiles, and amphibians have dropped by ≈69% since 1970; World Wide Fund(WWF) (2024) notes a 73% decline in 50 years.
Threatened Species: Over 38,500 species face some threat; 16,300+ endangered. The International Union for Conservation of Nature(IUCN) Red List shows nearly 18,000 threatened species.
Mammals: Of ~5,500 mammal species, about 22.2% are threatened or extinct. Globally, around 6,700 mammal species are recognized.

National Wildlife Week 2025 – October 2-8The National Wildlife Week is annually observed across India from 2nd to 8th of October every year to raise awareness about the importance of wildlife conservation and protect India’s rich biodiversity.

• The year 2025 marks the observance of the 71st National Wildlife Week in India.

Theme: The 2025 celebrations of the National Wildlife Week are organized under the theme “Sewa Parv”, emphasizing service and responsibility towards nature.
Background:
Overview: National Wildlife Week was conceptualized in 1952 when the Government of India (GOI) constituted an advisory body designated as the Indian Board for Wildlife (IBWL).

World Space Week 2025 – October 4 to 10The United Nations (UN)’s World Space Week (WSW) is annually observed across the globe from 4th to 10th of October to promote global unity and highlights the collaboration between space technology and climate science.
Theme:
2025 Theme: “Living in Space.”
Focus: This year’s theme highlights humanity’s effort to live in space, showing important new technologies, challenges, and teamwork.
Theme Selection: Every year, the World Space Week Association (WSWA) Board chooses a theme for World Space Week.

Background:
UN Proclamation: In December 1999, the United Nations General Assembly (UNGA) adopted resolution A/RES/54/68, declaring October 4–10 of each year as WSW.
First Celebration: The first-ever WSW was observed from October 4–10, 2000.
Guiding Bodies: WSW celebrations are led by the UN Committee on the Peaceful Uses of Outer Space (COPUOS) and the UN Office for Outer Space Affairs (UNOOSA).
Significant Dates:

• October 4: Marks the launch of Sputnik 1 in 1957, the first human-made Earth satellite, opening the era of space exploration.

Maharashtra Government Launches E-Bond system for Import and Export Transactions
In October 2025, the Government of Maharashtra launched an Electronic Bond (E-Bond) system for high-value import and export transactions, replacing the traditional paper-based stamp bonds. With this, Maharashtra became the 16th state in India to adopt the digital system.

• The system was inaugurated by Chandrashekhar Bawankule, Revenue Minister in Mantralaya,Mumbai(Maharashtra).

Key Features of E-Bond System:
Digital Access: Allows importers and exporters to complete and access bonds digitally across Central Board of Indirect Taxes and Customs (CBIC) in Maharashtra
Process Efficiency: Drastically reduces processing times and simplifies procedures, eliminating the need for physical Rs. 500 stamp papers.
Transparency & Revenue: Enhances transparency, curbs revenue leakages, and boosts state revenue through e-signatures, real-time verification, and digital records.

• Acts as a key reform for ease of doing business, trade facilitation, and digital governance.

Alignment: The initiative aligns with central government’s ‘Ekal Anubandh‘ digital initiative and the broader vision of ‘Viksit Bharat’ (Developed India).
