28th National Conference on e-Governance Held in Visakhapatnam, AP

The 28th edition of National Conference on e-Governance (NCeG) 2025 was held from September 22 to September 23, 2025 in Visakhapatnam, Andhra Pradesh (AP).

Co-hosted by: The two day conference was co-hosted by the Department of Administrative Reforms & Public Grievances (DARPG) which works under the Ministry of Personnel, Public Grievances & Pensions (MoPPG&P); Ministry of Electronics & Information Technology (MeitY) and AP Government.

Inaugurated by: Union Minister of State (MoS) (Independent Charge, IC) Dr. Jitendra Singh, MoPPG&P and Nara (N.) Chandrababu Naidu, Chief Minister (CM) of Andhra Pradesh (AP).

Key Dignitaries: Pawan Kalyan, Deputy (Dy)-CM of AP and N. Lokesh, Minister for IT, Human Resource Development (HRD) of AP also present at the inaugural event.

Knowledge Partner: Indian Institute of Management (IIM)-Visakhapatnam was the knowledge partner for 28th NCeG.

India’s e-Governance Model: While addressing the conference, Dr. Jitendra Singh highlighted that Centralised Public Grievance Redress and Monitoring System (CPGRAMS) now recognised as one of the world’s leading grievance redressal, has scaled-up to redress more than 26 grievances annually with a disposal rate of 95%.

  • He further highlighted that reforms like Mission Karmayogi have transformed civil services training from a rule-based approach to a role-based. So far, over 88 lakh officials have upgraded their skills on the Integrated Government Online Training (iGOT) platform.

NAeG 2025:

Total Winners: During the conference, Union MoS Dr. Jitendra Singh conferred the National Awards for e-Governance (NAeG) for 2025 to 19 exemplary initiatives, comprising 10 Gold, 6 Silver, and 3 Jury Award across 6 main categories.

  • These awards were presented to Central, State, District authorities, Gram Panchanyats (GPs), and Academic Research Institutions.

New Category: This year, total 4 Gram Panchayats (GPs) were bestowed with the NAeG 2025 under a newly introduced category ‘grassroots-level initiatives in Gram Panchayats for deepening service delivery’.

  • This 1st-of-its kind recognition was instituted by DARPG in partnership with the Ministry of Panchayati Raj (MoPR).

Prize: Each winner received a trophy, certificate, and financial support of Rs 10 lakh (Gold) and Rs 5 lakh (Silver). These monetary prizes are required to be reinvested in strengthening citizen-centric initiatives.

Winning GPs: The GPs were selected following a rigorous multi-tier evaluation of over 1.45 lakh nominations nationwide.

  • Gold Award: Rohini GP (Dhule district, Maharashtra)- Sarpanch Dr. Anandrao Pawara. It has become the 1st GP in the state to adopt a fully paperless e-Office system which offers 1,027 online services and ensures 100% household digital literacy.
  • Silver Award: West Majlishpur GP (West Tripura district, Tripura) – Sarpanch Anita Deb Das. It has transformed into a model of Citizen Charter-driven Panchayat governance. It offers various services like: birth, death, marriage certificates, and trade licenses.
  • Jury Award: Palsana GP (Surat district, Gujarat)- Sarpanch Pravinbhai Parshottambhai Ahir. It has integrated portals like Digital Gujarat and Gram Suvidha, enabling Quick Response (QR)/Unified Payments Interface (UPI)-based property tax payments, online grievance redressal, among others.
  • Jury Award: Suakati GP (Kendujhar district, Odisha)- Sarpanch Kautuka Naik. The GP has digitized essential services through OdishaOne and Seva Odisha platforms, offering 24×7 citizen access with real-time tracking.

Felicitation of Online Hackathon Winners: Other than NAeG 2025, Union MoS Dr. Jitnedra Singh also felicitated winners of the Online Hackathon on Data-Driven Innovation for Citizen Grievance Redressal.

  • He also announced the launch of 2026 NAeG scheme.

NAeG 2026 Web-Portal: On the concluding day of the conference, V. Srinivas, Secretary, DARPG launched the official website for NAeG 2026.

Visakhapatnam Declaration: The 28th NCeG concluded successfully with the adoption of the ‘Visakhapatnam Declaration’, outlining the roadmap for India’s digital transformation.

Whole-of-Government Approach: This newly adopted declaration called for a whole-of-government approach to bolster civil services with digital competencies and data-driven frameworks.

Scaling-up AI-powered Platforms: It recommended scaling-up AI-backed platforms such as Digital India BHASHa INterface for India (BHASHINI), Digi Yatra, and National Animal Disease Referral Expert System (NADRES v2) to offer multi-lingual, real-time and sector-specific citizen services.

E-Governance Extension to Remote Areas: The declaration emphasized the need to extend digital governance to regions like North-East (NE) and Ladakh, by improving coverage of mandatory e-Services under the National e-Governance Services Delivery Assessment (NeSDA).

National Agri Stack: It also pledged to accelerate the rollout of the National Agri Stack, providing farmers with better access to credit, advisories, and markets.
