India & Israel Signed Bilateral Investment Treaty to Boost InvestmentsIn September 2025, the Government of India (GoI) has signed a Bilateral Investment Treaty (BIT) with the Government of the State of Israel, aimed at bolstering bilateral investments as well as expanding relations between the two countries.

• With this, Israel has become the 1st Organisation for Economic Co-operation and Development (OECD) member state to sign this strategic agreement under India’s new model for investment treaty framework.

About BIT:
Signatories: The agreement was signed in New Delhi, Delhi, by Union Minister Nirmala Sitharaman, Ministry of Finance (MoF) and Bezalel Smotrich, Finance Minister (FM) of Israel, who is on a 3-day official visit to India, from September 08 to September 10, 2025.
Key Areas of Collaboration: This newly signed agreement will promote cross-border investments in key sectors such as innovation, infrastructure development, financial regulation, and digital services.
Previous BIT: This new BIT replaces the previous investment treaty signed in 1996, which was later revoked in2017 as part of India’s policy overhaul on such treaties.
 Investments:
Indian investments in Israel are at  USD 443 million dollars and Bilateral trade stood at USD 3.9bn in 2024, while current mutual investments are worth about $800m according to official source.

In July 2025, Israel launched Dror-1, a geo-stationary communication satellite, developed by Israel Aerospace Industries (IAI) in partnership with the Israeli Space Agency, into designated orbit aboard SpaceX’s Falcon-9 rocket, from Cape Canaveral in Florida, the United States of America (USA).

MoL&E Signs MoUs with Mentor Together, Quikr to Enhance Job Access & Career GuidanceOn September 8, 2025, the Ministry of Labour & Employment (MoL&E) signed Memorandums of Understanding (MoUs) with Mentor Together, a Non-Profit Organisation (NPO) and Quikr, an Indian oline marketplace, to strengthen job access and career mentoring through the National Career Service (NCS) portal.

• The signing ceremony took place at an event held in New Delhi, Delhi in the presence of Union Minister Dr. Mansukh Mandaviya, MoL&E and and Union Minister of State (MoS) Shobha Karandlaje, MoL&E.

Key Details of MoUs:
Objective: The collaborations aim to strengthen the employment ecosystem by providing job access and personalized career mentoring to youth, especially from rural and underserved regions.
Mentor Together:

• Target: Reach 2 lakh youth in the first year (1 lakh NCS job seekers + 1 lakh Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) entrants).
• Support: Personalised mentoring from 24,000+ trained professionals.
• Outreach: City- and district-level focus, especially for underserved youth.

Quikr (Renewed MoU):

• Integration: Over 1,200 daily job listings from Quikr Jobs will be added to the NCS portal.
• Coverage: Job listings span over 1,200 cities.

EIL Successfully Completes India’s First Bamboo-based Bio-Refinery in Assam
In September 2025, Engineers India Limited (EIL), a ‘Navratna’ Central Public Sector Enterprise (CPSE) under the Ministry of Petroleum and Natural Gas (MoPNG), has successfully completed the mechanical work for India’s 1st bamboo-based bio–refinery at Numaligarh, Assam.

• This new bio-refinery is being executed for Assam Bio Ethanol Private Limited (ABEPL).
• The plant will be inaugurated by PM Narendra Modi on September 14, 2025.

Key Details:
Technology Provider: The refinery is developed using advanced technology provided by Finland’s Chempolis Oy.
Annual Production: The project is designed to produce 49,000 Tonnes Per Annum (TPA) of bioethanol, 11,000 TPA of acetic acid, and 19,000 TPA of furfural from raw bamboo feedstock.
Execution Mode: This new bio-refinery project is being executed by EIL in Execution, Procurement, and Construction Management (EPCM) mode directly from the demonstration stage.
Aligns with India’s EBP: The project is in alignment with the Government of India (GoI)’s Ethanol Blending Programme (EBP) and the national target to achieve energy security and Net-Zero emissions by 2070.

5th Edition of Lok Samvardhan Parv Concludes Successfully in Kochi, Kerala
The Ministry of Minority Affairs(MoMA), Government of India(GoI), successfully concluded the 5th edition of Lok Samvardhan Parv from 26th August to 4th September 2025 at Marine Drive Exhibition Area in Kochi, Kerala.

• This 10-day even took place under the framework of the Pradhan Mantri Virasat ka Samvardhan (PM-VIKAS).

About 5th Lok Samvardhan Parv:
Objective: It is a flagship initiative of MoMA, aims to provide minority community artisans, craftspersons, weavers, culinary experts, and entrepreneurs, a structured platform for market linkages and national exposure.
Inauguration Ceremony: Union Minister of State (MoS) George Kurian, MoMA and Ministry of Fisheries, Animal Husbandry, and Dairying (MoFAH&D); inaugurated the event on August 27, 2025.
Display of Traditional Crafts: The event featured 100 stalls of artisans from 25 States/Union Territories (UTs), displaying wide range of handicrafts like: Blue Pottery (Rajasthan), Channapatna Toys (Karnataka), Nettippattam (Kerala), Banarasi Zari and Chikankari (Uttar Pradesh, UP), Phulkari (Punjab), Bastar Iron Craft (Chhattisgarh), Madhubani Paintings (Bihar), among others.

• In addition to these stalls, 14 food stalls from 6 States/UTs: Rajasthan, Bihar, Gujarat, Kerala, and Bihar, were organised at the event.

Key Participants: The event saw the participation from 49 women artisans, 50 men artisans, and 01 transgender artisan; and 8 women & 6 men culinary experts and also witnessed a footfall of more than 46,000 visitors.
Previous Edition: The last edition of Lok Samvardhan Parv was held at Convocation Ground, Kashmir University, in Srinagar, Jammu & Kashmir (J&K), from April 05 to April 13, 2025.

DST to Organize First-Ever ESTIC from November 3 to 5, 2025
In September 2025, Department of Science and Technology (DST) unveiled the theme for the Emerging Science, Technology, and Innovation Conclave-2025 (ESTIC-2025), scheduled to take place from November 3 to 5, 2025, at Bharat Mandapam in New Delhi, Delhi.

• The event is designed as a more policy- and innovation-driven successor to the historic Indian Science Congress(ISC), which has recently lost relevance.
• The conclave is expected to be inaugurated by Prime Minister (PM) Narendra Modi.

ESTIC-2025:
Theme: The theme for ESTIC-2025 is “Viksit Bharat 2047- Pioneering Sustainable Innovation, Technological Advancement and Empowerment”.
Organizer: The event is organized by DST, in collaboration with multiple ministries and science departments.
Feature: The event will feature 11 technical thematic sessions, 75 exhibition stalls by deep-tech startups, and 100 poster presentations from young scientists and engineers.

Union Minister Jyotiraditya M.Scindia Launches UPI–UPU Integration in Dubai, UAEIn September 2025, the Union Minister Jyotiraditya M.Scindia, Ministry of Communication, Ministry of Development of North Eastern Region(MDoNER), launched the “UPI-UPU integration project”, a landmark step in the evolution of global remittances, at the 28th Universal Postal Congress in Dubai, United Arab Emirates(UAE).
About UPI-UPU Integration Project:
UPI-UPU Project: Under this project, India’s Unified Payments Interface (UPI) and the international Universal Postal Union (UPU) Interconnection Platform together will be used to facilitate cross-border (CB) payments.

• The integration of UPI with the global postal network will enable users to facilitate CB remittances via post offices, offering enhanced speed and reduced costs.

Developed by: It is developed by the Department of Posts (DoP) under Ministry of Communication; NPCI International Payments Limited(NIPL), a subsidiary of the National Payments Corporation of India (NPCI); and the UPU. 
India at 28th Universal Postal Congress:
Innovation Support:India announced a USD 10 million commitment to foster innovation in e-commerce and digital payments.
Nomination: India has offered its candidature for the Council of Administration and the Postal Operations Council of the UPU.

IFC Commits Rs.498 Crores to GVMC for Madhurawada Sewerage System Project in AP
On September 8, 2025, International Finance Corporation (IFC), a member of the World Bank(WB) Group, committed Rs.498 Crores (USD 60 million) to the Greater Visakhapatnam Municipal Corporation (GVMC) for the development of the Madhurawada Sewerage System Project at Madhurawada in Visakhapatnam, Andhra Pradesh (AP).

Funding Details:
Aim: The initiative aims to enhance the sanitation infrastructure in Visakhapatnam, contributing to public health, environmental sustainability, and urban resilience.
Signatories: An agreement was signed between Victoria Delmon, Head, IFC Asia, and Ketan Garg, Commissioner, GVMC in the presence of Chief Minister (CM) of AP N. Chandrababu Naidu in Amaravati, AP.
Mode of Financing: The fund will be disbursed in rupee-denominated Non-Convertible Debentures (NCDs), marking the first-ever direct municipal financing in India without a sovereign guarantee.
Budget: The estimated cost of the project is Rs.553 Crores, encompassing Rs.498 Crores via IFC, Rs.45.64 Crores through the Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0), and Rs.9.36 Crores from GVMC.

NPCI Grants TPAP Approval to Viyona Fintech to Offer UPI Services
On September 8, 2025, the National Payments Corporation of India (NPCI) has granted Third-Party Application Provider (TPAP) approval to Viyona Fintech, a digital payments platform, to offer Unified Payments Interface (UPI) services in collaboration with partner banks.

Details of Approval:
Significance: With this TPAP status, Viyona can directly integrate with UPI, enabling seamless digital payments during collections and payouts. It supports scalable and compliant UPI operations in partnership with banks.
Approved Applications: The NPCI approval covers Viyona’s two applications(app), GraamPay and Viyona Pay, both of which can now facilitate UPI-based transactions.
Farmers’ Marketplace: Viyona plans to launch a GraamPay marketplace to link farmers directly with buyers, ensuring fair prices, faster payments, and wider UPI access.

GoI Extends Ajay Kumar Srivastava’s Tenure as MD & CEO of IOB Till October 2027
In September 2025, the Government of India (GoI) extended the tenure of Ajay Kumar Srivastava, Managing Director (MD) and Chief Executive Officer (CEO) of Indian Overseas Bank (IOB) till October 8, 2027, or until further orders, whichever is earlier.

• He succeeded Partha Pratim Sengupta in December 2022, with his tenure initially set to end on December 31, 2025.

About Ajay Kumar Srivastava:
Career :  Started his banking career in 1991 as a Probationary Officer (PO) with Allahabad Bank(merged with Indian Bank in 2020).
Leadership Journey:  Joined IOB as Executive Director (ED) in October 2017.

• Elevated as MD and CEO of IOB on 1st January 2023.

Key Contribution:  Played a major role in IOB’s turnaround, enabling the bank’s exit from the Reserve Bank of India (RBI)’s Prompt Corrective Action (PCA) framework.

CCI Approves Acquisition of Dana Incorporated’s Off-Highway Business by Allison Transmission Holdings
On September 9, 2025, the Competition Commission of India (CCI) under the Ministry of Corporate Affairs(MCA) has approved the proposed acquisition of Dana Incorporated’s (Dana) off-highway business (Dana OH) (Target) by Allison Transmission Holdings, Inc. (Allison) (Acquirer) for approximately USD 2.7 billion.

Key Details of Acquisition:
Indian Entities Involved: The acquisition covers Dana’s three Indian subsidiaries: Graziano Trasmissioni India Pvt Ltd, Dana India Pvt Ltd, and Dana India Technical Centre Pvt Ltd.
Significance: This acquisition supports Allison Transmission’s goal to broaden its product portfolio and solidify its presence in the off-highway vehicle sector.
Acquirer Entity: Allison Transmission Holdings, based in Indianapolis, United States of America (USA), designs and manufactures vehicle propulsion systems, transmissions, and electrified propulsion solutions.
Target Entity: USA based Dana OH specializes in manufacturing and supplying off-highway drivetrains, transmissions, and propulsion solutions for a wide range of industries. It operates in over 25 countries and serves a global customer base.

Indian Navy Launches 11th ACTCM Barge-LSAM 25 (Yard 135) in Thane, MaharashtraIn September 2025, Indian Navy (IN) successfully launched the 11th Ammunition Cum Torpedo Cum Missile (ACTCM) Barge-Large Sized Ammunition/Missile barge(LSAM) 25 (Yard 135), at M/s Suryadipta Projects Private Limited (SPPL) site based in Thane, Maharashtra.

• The launch ceremony was chaired by Rear Admiral Vishal Bishnoi, Assistant Controller of Warship Production & Acquisition (ACWP&A),IN.

About 11th ACTCM Barge-LSAM 25:
Developed by: This Barge is indigenously designed and built by SPPL, in partnership with an Indian Design firm and Indian Register of Shipping (IRS), respectively.
Model Testing: Naval Science and Technological Laboratory (NSTL), based in Visakhapatnam (Andhra Pradesh, AP) undertook the model testing of the barge during design stage.
Operational Role: These IRS-class barges, each with a 100-tonne cargo capacity, play a crucial role in the IN’s logistics, enabling the transport, embarkation, and disembarkation of ammunition, torpedoes, and missiles to naval ships at both jetties and outer harbors.
Significance: These Barges would give boost to the operational commitments of IN by providing transportation, embarkation, and disembarkation of articles/ammunition to Indian Naval Ships (INSs) both alongside jetties and at outer harbours.

• The induction of these Barges in IN, are in alignment with the Government of India (GoI)’s ‘Make in India’ and ‘Aatmanirbhar Bharat (Self-Reliance)’ initiatives.

Background:
Contract: In March 2021, the Ministry of Defence (MoD) signed a Memorandum of Understanding (MoU) with Indian Micro, Small, and Medium Enterprise (MSME), SPPL, for the construction of 11 ACTCM Barges.
Progress:: So far, a total of 10 ACTCM Barges have been successfully inducted in IN. The 1st ACTCM Barge, LSAM 15 (Yard 125) was launched in February 2023 at M/s SSPL site in Thane.

In July 2025, Hindustan Shipyard Limited (HSL), Indian defence Public Sector Undertaking (PSU) under the MoD, had delivered Indian Naval Ship (INS) Nistar, 1st indigenously designed and built Diving Support Vessel (DSV) to the Indian Navy (IN) at Visakhapatnam, Andhra Pradesh (AP).

• The word ‘Nistar’ originates from Sanskrit, which means liberation, rescue or salvation.

China launched Group-05 Satellites for Geli ConstellationOn September 09, 2025 at 03:48 (Beijing Time) , GeeSpace a Chinese Space Technology launched a total number of 11 satellites  for its Geli Constellation, using the Smart Dragon -3 Rocket from Taiyuan Satellite Launch Center, near the Rizhao city, East China Shandong Province

• The Geli  constellation is expected to have a total number of 75 satellites by 2025 in the first phase, providing the global users with commercial satellites Internet of Things communication services.

Launched to: the satellites are launched into the Sun-synchronous orbit
Purpose: Its primary purpose is for scientific research, land resource mapping, crop yield predictions, and disaster prevention and relief efforts.

Type:Is a four stage- solid propellant carrier rocket , specially designed for launching spacecraft to the Sun-Synochrous orbit or Low Earth orbit
Capacity:It can send a payload of 1.5 tonnes  (t) to the sun- synchronous orbit at an altitude of 500 kilometers(Km)
Flight Status:This launch marked the seventh flight mission of  the rocket.

CAFA Nations Cup 2025: Uzbekistan Crowned Champion; India Secures BronzeThe 2nd edition of the CAFA Nations Cup 2025, the biennial men’s football championship of Central Asia, was organized by the Central Asian Football Association (CAFA), was held from August 29 to September 8, 2025, across venues in Tajikistan and Uzbekistan.

• Hosts Uzbekistan defeated the defending champion Iran (1 – 0) in the finals to claim their first CAFA Nations Cup title.
• This tournament featured 8 teams, including 6 CAFA members and 2 invitees (India and Oman), with Iran as the defending champion.

India’s Historic Bronze Medal
Third-place: Indian national football team (led by Gurpreet Singh Sandhu), making its debut appearance in the CAFA Nations Cup, secured the bronze medal by defeating Oman 3-2 on penalties in a thrilling third-place play-off that ended 1–1.
India against Oman: The victory marked India’s first-ever win over Oman in international football.

• India, ranked 133rd in FIFA rankings, stunned higher-ranked Oman (79th).

Note: India was announced as the guest team after Malaysia’s withdrawal from the tournament.

Rajgir Sports Academy Receives Asian Hockey Federation Affiliation
In September 2025, Rajgir Sports Academy, a part of the state-of-the-art Rajgir Sports Complex in Nalanda district, Bihar, has earned a prestigious affiliation with the Asian Hockey Federation (AHF), with the support of International Hockey Federation (FIH).

• The announcement was made by Tayyab Ikram, President, FIH, at an event titled “Grassroots to Glory” in Rajgir, Bihar.
• This recognition marks a major step in developing world-class hockey facilities and elevates Bihar as an emerging center for international hockey tournaments and athlete training in eastern India.

Rajgir Sports Academy: It is the first full-fledged sports academy in Bihar, situated on the 90-acre Rajgir Sports Complex in Nalanda, Bihar, offering facilities for 22 other sports additionally. It is developed alongside the Bihar Sports University at Rajgir.

• It trains athletes across more than 24 sports and has hosted major events such as the Women’s Asian Champions Trophy (2024), Khelo India Youth Games (2025), and the Men’s Asia Cup (2025).

Significance: With this move, the athletes and coaches can participate in training, certification, and grassroot development initiatives of AHF. It will receive technical support from the experts of AHF.

International Literacy Day 2025- September 8The United Nations Educational, Scientific and Cultural Organization (UNESCO)’s International Literacy Day (ILD), observed globally every year on 8 September to highlight the vital role of literacy in empowering individuals and fostering community and societal development.

• 2025 Theme: “Promoting Literacy in the Digital Era.”

Background:
Origins: The idea of celebrating ILD was first proposed during the inaugural World Congress of Ministers of Education on the Eradication of Illiteracy, held in Tehran, Iran in 1965.
Adoption: In 1966, the UNESCO General Conference at its 14th session in Paris, France, adopted Resolution 14 C/1.441, officially proclaiming 8 September of every year as ILD.
First Observance: The first ILD was celebrated on 8 September 1967.
2025 Events:
UNESCO Global Event :
Event: UNESCO hosted a global event in Paris, France, featuring discussions, panel sessions, and an awards ceremony for its International Literacy Prizes.
Conference:A global conference held on 8 September 2025 at UNESCO Headquarters, Paris, France.
ILD 2025 Celebration – India: 
Event: Union Minister of State(MoS) Jayant Chaudhary, Ministry of Education(MoE), addressed the ILD 2025 celebration organized by the Department of School Education & Literacy (DoSEL), MoE, at Dr. Ambedkar International Centre, New Delhi(Delhi).

• Himachal Pradesh(HP) became the fourth state in India to achieve full functional literacy.

ULLAS Literacy Week 2025: To mark the occasion, the Government of India (GoI) organised ULLAS Literacy Week 2025 from September 1 to 8, 2025, conducting a nationwide literacy drive to register non-literates, volunteers, and neo-learners across all States and UTs.

Meghalaya Signed MoU with Japan’s Asean One to Create Global Career Opportunities
In September 2025, Meghalaya State Skill Development Society (MSSDS) under the Government of Meghalaya has signed a Memorandum of Understanding (MoU) with Japan’s Asean One Co. Limited, at the Indian Embassy in Tokyo, Japan.

• This strategic partnership aims to create global skills and employment opportunities for the youth of Meghalaya in Japan.

Key Details of MoU:
Target: For the initial phase, the initiative will support training and overseas placement of 500 candidates in the 1st year, and scaling up to 5,000 over the next 5 years.
Key Focus Areas: The collaboration will focus on generating employment opportunities across various sectors like: healthcare, hospitality, Information Technology (IT) and other sectors.

• It will be supported by Japanese language training and cultural integration to prepare youth for long-term employability in Japan.

Telangana Government Signed LoI with Australia’s Deakin University to Advance AI Solutions in Key Sectors
In September 2025, the Department of Information Technology, Electronics, and Communications (ITE&C) of Telangana Government has signed a Letter of Intent (LoI) with Australia’s Deakin University, to promote Artificial Intelligence (AI)-driven innovative solutions, aligned with public good and digital economy goals.

• The LoI was signed by Bhavesh Mishra, Deputy Secretary to the Information Technology (IT) department of Telangana; and Iain Martin, Vice-Chancellor (VC) of Deakin University, in Hyderabad, Telangana.

Key Details:
Setting-Up of CoE: As per the agreement, Deakin University will establish an AI Centre of Excellence (CoE) in Telangana.
Training: The Centre, with Young Indian Skill University, will offer market-focused AI courses, global-standard youth training, and mentorship for Telangana startups through Australian experts.
Focus Areas: Under this LoI, Deakin University will use globally recognised research and translational expertise AI through its Applied AI initiative with Telangana government to integrate AI across governance, healthcare, education, and entrepreneurship.
