India & Israel Signed Bilateral Investment Treaty to Boost InvestmentsIn September 2025, the Government of India (GoI) has signed a Bilateral Investment Treaty (BIT) with the Government of the State of Israel, aimed at bolstering bilateral investments as well as expanding relations between the two countries.
- With this, Israel has become the 1st Organisation for Economic Co-operation and Development (OECD) member state to sign this strategic agreement under India’s new model for investment treaty framework.

EIL Successfully Completes India’s First Bamboo-based Bio-Refinery in Assam
In September 2025, Engineers India Limited (EIL), a ‘Navratna’ Central Public Sector Enterprise (CPSE) under the Ministry of Petroleum and Natural Gas (MoPNG), has successfully completed the mechanical work for India’s 1st bamboo-based bio–refinery at Numaligarh, Assam.
- This new bio-refinery is being executed for Assam Bio Ethanol Private Limited (ABEPL).
- The plant will be inaugurated by PM Narendra Modi on September 14, 2025.

About UPI-UPU Integration Project:
UPI-UPU Project: Under this project, India’s Unified Payments Interface (UPI) and the international Universal Postal Union (UPU) Interconnection Platform together will be used to facilitate cross-border (CB) payments.
- The integration of UPI with the global postal network will enable users to facilitate CB remittances via post offices, offering enhanced speed and reduced costs.

IFC Commits Rs.498 Crores to GVMC for Madhurawada Sewerage System Project in AP
On September 8, 2025, International Finance Corporation (IFC), a member of the World Bank(WB) Group, committed Rs.498 Crores (USD 60 million) to the Greater Visakhapatnam Municipal Corporation (GVMC) for the development of the Madhurawada Sewerage System Project at Madhurawada in Visakhapatnam, Andhra Pradesh (AP).

NPCI Grants TPAP Approval to Viyona Fintech to Offer UPI Services
On September 8, 2025, the National Payments Corporation of India (NPCI) has granted Third-Party Application Provider (TPAP) approval to Viyona Fintech, a digital payments platform, to offer Unified Payments Interface (UPI) services in collaboration with partner banks.

Operational Role: These IRS-class barges, each with a 100-tonne cargo capacity, play a crucial role in the IN’s logistics, enabling the transport, embarkation, and disembarkation of ammunition, torpedoes, and missiles to naval ships at both jetties and outer harbors.
Significance: These Barges would give boost to the operational commitments of IN by providing transportation, embarkation, and disembarkation of articles/ammunition to Indian Naval Ships (INSs) both alongside jetties and at outer harbours.
- The induction of these Barges in IN, are in alignment with the Government of India (GoI)’s ‘Make in India’ and ‘Aatmanirbhar Bharat (Self-Reliance)’ initiatives.
Background:
Contract: In March 2021, the Ministry of Defence (MoD) signed a Memorandum of Understanding (MoU) with Indian Micro, Small, and Medium Enterprise (MSME), SPPL, for the construction of 11 ACTCM Barges.
Progress:: So far, a total of 10 ACTCM Barges have been successfully inducted in IN. The 1st ACTCM Barge, LSAM 15 (Yard 125) was launched in February 2023 at M/s SSPL site in Thane.

In July 2025, Hindustan Shipyard Limited (HSL), Indian defence Public Sector Undertaking (PSU) under the MoD, had delivered Indian Naval Ship (INS) Nistar, 1st indigenously designed and built Diving Support Vessel (DSV) to the Indian Navy (IN) at Visakhapatnam, Andhra Pradesh (AP).

Adoption: In 1966, the UNESCO General Conference at its 14th session in Paris, France, adopted Resolution 14 C/1.441, officially proclaiming 8 September of every year as ILD.

Meghalaya Signed MoU with Japan’s Asean One to Create Global Career Opportunities
In September 2025, Meghalaya State Skill Development Society (MSSDS) under the Government of Meghalaya has signed a Memorandum of Understanding (MoU) with Japan’s Asean One Co. Limited, at the Indian Embassy in Tokyo, Japan.
- This strategic partnership aims to create global skills and employment opportunities for the youth of Meghalaya in Japan.

Telangana Government Signed LoI with Australia’s Deakin University to Advance AI Solutions in Key Sectors
In September 2025, the Department of Information Technology, Electronics, and Communications (ITE&C) of Telangana Government has signed a Letter of Intent (LoI) with Australia’s Deakin University, to promote Artificial Intelligence (AI)-driven innovative solutions, aligned with public good and digital economy goals.
- The LoI was signed by Bhavesh Mishra, Deputy Secretary to the Information Technology (IT) department of Telangana; and Iain Martin, Vice-Chancellor (VC) of Deakin University, in Hyderabad, Telangana.
