In August 2025, the Ministry of Statistics and Programme Implementation (MoSPI) published the results of the ‘Annual Survey of Industries (ASI) for the period April 2023 to March 2024 (Financial Year 2023-24, FY24)’, referred to as ASI 2023-24.
- The field work for this survey was carried out during October 2024 to June 2025 for ASI 2023-24.
- Tamil Nadu (TN) was the top State in terms of the number of factories and persons employed in the manufacturing sector, according to the results of the ASI 2023-24.

About Annual Survey of Industries (ASI) :
Surrvey: Conducted every year by the MoSPI, the ASI includes all factories registered under the Factories Act, 1948, employing 10 or more workers with power, or 20 or more workers without power.
Scope: The survey evaluates critical indicators, including the number of factories, workforce size, fixed capital investment, production output, and Gross Value Added (GVA).
Objective: To provide a meaningful insight into the dynamics of change in the composition, growth and structure of various manufacturing industries in terms of output, value added, employment, capital formation and a host of other parameters.
ASI Coverage: The ASI broadly covers the following:
- Factories registered under Sections 2m(i) and 2m(ii) of the Factories Act,1948
- Bidi and cigar manufacturing establishments registered under the Bidi & Cigar Workers (Conditions of Employment) Act,1966
- Electricity undertakings engaged in generation, transmission and distribution of electricity, not registered with the Central Electricity Authority (CEA)
- Units with 100 or more employees registered in the Business Register of Establishments (BRE) prepared and maintained by the State Governments (SG) as and when such lists are shared by the respective SG.

GVA: The top 3 states by GVA in FY24 were Maharashtra at 1st, followed by Gujarat and TN at 2nd and 3rd place respectively.
Factories: Out of 2,60,061 factories across India, Tamil Nadu topped the list, being home to 15.43% of them, followed by Gujarat, Maharashtra, Uttar Pradesh (UP), and Andhra Pradesh (AP).
Workforce: In terms of employment, TN tops in this category, then Gujarat at 2nd and Maharashtra at 3rd.
Fixed Capital (FC): Gujarat tops under the fixed capital category, followed by Maharashtra and TN.
Output: The top states by output were Gujarat, followed by Maharashtra and TN.
