In June 2025, the Government of India (GoI) approved the establishment of a Rs 417 crore Electronics Manufacturing Cluster (EMC) under the Modified EMC 2.0 scheme in the Gautam Buddha Nagar district, Uttar Pradesh (UP). This new project aims to drive local manufacturing and innovation.
- The project was reviewed by Union Minister Ashwini Vaishnaw, Ministry of Electronics and Information Technology (MeitY); and Union Minister of State (MoS) Jitin Prasada, MeitY.
About EMC in UP:
i.This newly approved EMC project will be developed by the Yamuna Expressway Industrial Development Authority (YEIDA). The proposed cluster will be spread over an area of 200 acres and is expected to attract investment worth Rs 2,500 crore.
ii.The total approved outlay of Rs.417 crore for the project excludes the cost of land. It includes Rs.144 crore from the MeitY, with the remaining funding to be provided by the YEIDA.
iii.The proposed cluster will support manufacturing across various sectors such as: consumer electronics, automotive and industrial electronics, medical devices, computer hardware, and communication equipment.
iv.The project will also provide world-class plug-and-play infrastructure and shared facilities like: standard factory sheds, electricity, water provisioning, sewage treatment, hostels, skill development centres etc., to Startups and Micro Small and Medium Enterprises (MSMEs).
v.The location of the proposed cluster holds great significance as it is well-connected by road, rail, and air and also strategically located along the Yamuna Expressway, Eastern Peripheral Expressway, and the upcoming Palwal-Khurja Expressway.
Note: Uttar Pradesh(UP) contributes around 25% of India’s total electronics manufacturing and is responsible for approximately 50% of India’s mobile phone production. While Tamil Nadu(TN) is recognized for its leadership in electronics exports, UP leads in overall manufacturing output.
About Electronics Manufacturing Cluster (EMC):
i.The EMC scheme was officially notified by GoI on October 22, 2012, aimed to provide support for creation of world-class infrastructure along with common facilities and amenities for attracting investment.
ii.It provides the financial assistance to the Special Purpose Vehicle (SPV) in the form of grant-in-aid only.
- For Greenfield EMCs, the financial assistance is restricted to 50% of the project cost subject to a ceiling of Rs 50 crore for every 100 acres of land.
- For Brownfield EMCs, the financial assistance is restricted to 75% of the project cost subject to a ceiling of Rs 50 crore.
iii.Later, modified version of EMC i.e. EMC 2.0 project was launched on April 01, 2020, with total budget outlay of Rs 3,762.25 crore for a period of 8 years.
- It provides financial assistance for setting up of both EMC projects and Common Facility Centres (CFCs) across the country.
iv.Under EMC 2.0, financial resistance is restricted to 50% of the project cost subject to a ceiling of Rs 70 crore for every 100 acres of land.
- While, for CFCs, financial assistance is restricted to 75% of the project cost subject to a ceiling of Rs 75 crore.
v.Till date, approximately Rs 30, 000 crore have been invested in the projects under the scheme and has attracted 520 companies, which generated over 86,000 jobs.
