Cabinet Approvals on April 09, 2025On April 09 2025, the Union Cabinet, chaired by Prime Minister (PM) Narendra Modi has approved the following proposals/schemes:
i.Approved Rs 1,600 crore new sub-scheme named ‘Modernisation of Command Area Development and Water Management (M-CADWM)’ under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) for the period 2025-2026.
ii.Approved the construction of 19.2 km –long 6-lane access controlled Zirakpur Bypass starting from Junction with National Highway (NH-7) (Zirakpur-Patiala) and ending at Junction at with NH-5 (Zirakpur-Parwanoo) in the state of Punjab and Haryana.
iii.Approved the doubling of 104 km-long Tirupati-Pakala-Katpadi single railway line section in Andhra Pradesh (AP) and Tamil Nadu (TN) with an estimated cost nearly of Rs 1,332 crore.

First-Ever PAI Baseline Report for FY23: Gujarat and Telangana Lead as Front RunnersIn April 2025, the Ministry of Panchayati Raj (MoPR) launched the first-ever ‘Panchayat Advancement Index (PAI) baseline report’ for the Financial Year 2022-23 (FY23) toward localizing Sustainable Development Goals (SDGs).
- This transformative tool evaluates the performance of over 2.5 lakh Gram Panchayats (GPs) across India using a comprehensive, evidence-based framework aligned with the SDG 2030 Agenda.
Key Points:
i.The PAI is a composite index developed to assess the performance of the Panchayats based on 9 themes of Localized SDGs (LSDGs), including good governance, Poverty-Free and Enhanced Livelihoods, etc.
ii.The PAI data for 2022-23 reveals that out of 2,55,699 GPs, 2,16,285 submitted validated data, and 699 (0.3%) Panchayats emerged as Front Runners.
- Of the 699 panchayats that have been ranked as Front Runners, Gujarat led the pack with 346 GP as Front Runners, followed by Telangana with 270 Front Runners.

IEPFA & IPPB Sign MoA to Launch Phase 2 of ‘Niveshak Didi’ to Boost Financial Literacy in Rural IndiaOn April 9, 2025, New Delhi (Delhi) based Investor Education and Protection Fund Authority (IEPFA), under the Ministry of Corporate Affairs (MoCA), signed a Memorandum of Agreement (MoA) with New Delhi based India Post Payments Bank (IPPB) under the Department of Posts (DoP), Ministry of Communications (MoC) to launch Phase 2 of the “Niveshak Didi” initiative.
- The aim is to promote financial literacy among women in rural, semi-urban, and underserved areas across India.
Niveshak Didi:
i.The “Niveshak Didi” initiative is a community-led financial literacy programme that trains women postal workers and community leaders to serve as financial educators in their local areas.
ii.It promotes responsible investing, fraud prevention, savings habits, and the use of digital banking tools.
Phase 1 Highlights:
i.More than 55,000 people participated in IPPB Financial Literacy Camps across India
ii.60% of participants were women, primarily from the youth and economically active age group.
iii.Every 2 out of 3 beneficiaries belonged to deep rural areas, ensuring strong grassroots impact.
Phase 2 Objectives:
i.Under Phase 2, over 4,000 financial literacy camps will be conducted across India.
ii.Nearly 40,000 women postal workers will be trained as Niveshak Didis to lead these camps at the community level.

Union Minister Ram Mohan Naidu Inaugurates DFDR & CVR Lab at AAIBOn April 10, 2025, Union Minister Ram Mohan Naidu, Ministry of Civil Aviation (MoCA), inaugurated the Digital Flight Data Recorder and Cockpit Voice Recorder(DFDR & CVR) Laboratory at the Aircraft Accident Investigation Bureau (AAIB), located in Udaan Bhawan, New Delhi (Delhi).
- The lab, also known as the ‘Black Box Lab,’ is equipped with state-of-the-art facilities and was established with an investment of Rs.9 crore.
- The facility has been established with support from Bengaluru (Karnataka)-based Hindustan Aeronautics Limited (HAL).
i.He also introduced the Career Guidance Programme in Aviation at the Indian Aviation Academy, New Delhi, to educate Class 11 and 12 students about various career opportunities in the aviation sector, including piloting, air traffic control, aircraft design, and airport management.
iiBengaluru (Karnataka)-based Mahindra Aerostructures Private Limited (MASPL), a unit of Mahindra & Mahindra, has secured a contract from Airbus Helicopters, a division of France-based Airbus, to manufacture and assemble the main fuselage of the H130 helicopter.

Union Minister Sarbananda Sonowal Launched Digital Portal for National WaterwaysIn April 2025, Union Minister Sarbananda Sonowal, Ministry of Ports, Shipping & Waterways (MoPSW) launched a new dedicated digital portal developed by Noida (Uttar Pradesh, UP)-based Inland Waterways Authority of India (IWAI).
- The portal aimed to facilitate Ease of Doing Business (EoDB) and encourage private sector participation in Inland Water Transport (IWT) across India.
- Vijay Kumar, Chairman of IWAI, and other senior officials from IWAI and MoPSW were present at the event.
Key Points:
i.Following the launch of a new digital portal, the Union Minister introduced the National Waterways (Construction of Jetties/Terminals) Regulations, 2025 during the event.
- These new regulations lay out a framework for private entities to invest in the construction and operation of jetties and terminals across India’s vast network of National Waterways (NWs).
- As per the new regulations, both private and public entities are now eligible to apply for a No Objection Certificate (NoC) from IWAI to develop or operate an inland waterway terminal.
- Also, these regulations are applicable to both existing and new terminals, whether permanent or temporary, under a unified framework.
ii.He also handed over the 1st-ever digital NoC issued through the newly launched portal to Mumbai (Maharashtra)-based Marina India Infrastructure Private Limited (MIIPL). This is for the 1st-time ever that NoC has been issued to any private entity for construction of a terminal on any NW.
- The company will set up a jetty at Malim on river Mandovi (NW-68) in Goa with an investment of nearly Rs 8 crores (USD 96,000).
- The jetty will be designed to berth a maximum 16 privately-owned yachts and pleasure crafts up to 30 meters (m) in length.

Union MoS Dr. Jitendra Singh Launches India’s First High-Altitude Atmospheric & Climate Research Centre in J&KIn April 2025, Union Minister of State (MoS) (Independent Charge, IC), Dr. Jitendra Singh, Ministry of Science and Technology (MoS&T) inaugurated India’s first-ever and world’s second Himalayan High Altitude Atmospheric and Climate Research Centre at Nathatop, located at an altitude of 2,250 meters (m) at Mandlote village in Udhampur district, Jammu & Kashmir (J&K).
- The centre will focus on climate forecasting, aerosol studies, cloud microphysics, and weather pattern analysis in the North-Western Himalayas.
- The centre aligns with India’s net-zero commitments and strengthens its role in global climate science.
Key Highlights of the Centre:
i.The Nathatop site was chosen for its clean air and minimal pollution, making it an ideal location for studying atmospheric processes in free-tropospheric conditions.
ii.It is a collaborative effort involving the Ministry of Earth Sciences (MoES), J&K Forest Department (J&K), and Central University of Jammu (CUJ) (J&K), besides the Swiss National Science Foundation(SNSF), which provides international expertise.
iii.It will contribute data to the Geneva (Switzerland) -based World Meteorological Organization’s (WMO) Global Atmospheric Watch (GAW) Programme, enhancing global climate models.
Indo-Swiss Collaboration: ICE-CRUNCH Project:
Alongside the inauguration of the centre, the Indo-Swiss Joint Research Project titled ‘Ice Nucleating Particles and Cloud Condensation Nuclei Properties in the North-Western Himalayas(ICE-CRUNCH)’ was flagged off in the Udhampur district.
- The centre’s first measurements will be conducted under ICE-CRUNCH and will focus on studying ice-nucleating particles and cloud condensation nuclei, which are important for understanding how aerosols affect clouds, rainfall patterns, and climate changes in the Himalayan region.
- It is a collaborative study between Indian scientists and researchers from ETH Zürich (Switzerland), supported by the SNSF headquartered in Bern, Switzerland.

BharatPe’s Resilient Payments secures RBI nod to operate as online PA
In April 2025, the Reserve Bank of India (RBI) granted final authorization to New Delhi(Delhi)-based Resilient Payments Private Limited, a subsidiary of BharatPe Group, to function as an Online Payment Aggregator (PA). This approval follows the in-principle consent received in January 2023.
- With this authorization, Resilient Payments is set to introduce its online PA platform under the brand name ‘BharatPe X’.
i.This platform aims to enhance BharatPe’s digital payment solutions, focusing on expanding services to a broader merchant base, particularly in Tier 2 and Tier 3 cities.Significance of the PA License
ii.The PA license permits companies to facilitate e-commerce transactions, bringing them under RBI regulation. Additionally, payment aggregators can offer early settlements to select merchants, a form of short-term credit and collaborate with Non-Banking Financial Companies (NBFCs) and banks to provide term loans.
iii.BharatPe is now the only fintech company in India with an NBFC license (via Trillion Loans), a stake in a Small Finance Bank (Unity SFB), and the PA authorization.
Note: As of April 2025, the RBI has authorized a total of 41 companies to operate as online payment aggregators in India. Additionally, over 28 companies have received in-principle approval from the RBI to function as payment aggregators.

ADB Revised India’s GDP Growth forecast for FY26 to 6.7% amid USA Tariff RisksIn April 2025, Manila (the Philippines)-based Asian Development Bank (ADB) released its latest ‘Asian Development Outlook (ADO) April 2025: Trade Uncertainty Challenges Resilience in Asia and the Pacific’. The report has revised India’s Gross Domestic Product (GDP) growth forecast for Financial Year 2025-26 (FY26) to 6.7%, from its previous estimate of 7%.
- This growth projection for FY26 is mainly driven by higher domestic demand, rising rural incomes, and moderating inflation.
i.The report has further projected that India’s GDP will marginally increase by 10 basis points (bps) to 6.8% in FY27, supported by favorable monetary and fiscal policies.
ii.As per the report, India’s inflation rate is projected to decrease in the next two financial years i.e. to 4.3% (FY26) and 4.0% (FY27).
iii.As per the report, the economies in the Developing Asia region are expected to grow at 4.9% in 2025, slightly lower than last year’s growth of 5.0%.
- This growth rate is further projected to decrease by 20 bps, to 4.7% in 2026.

i.The collaboration will enable both companies to share facilities and co-develop standard vessel platforms to improve project turnaround time and cost-efficiency.

In April 2025, Pune (Maharashtra)-based Non-Banking Financial Company (NBFC), Poonawalla Fincorp Limited (PFL)(Formerly known as Magma Fincorp) which is promoted by the Cyrus Poonawalla Group, announced the launch of its Shopkeeper Loan Business.
- The new product will offer customised financial solutions to small retailers and kirana stores across India, thus enhancing the competitiveness of small retail businesses.
i.It is based on the risk-first and customer-first approach, which will empower these small businesses to thrive in an increasingly competitive retail environment.
ii.PFL has activated 44 locations in the first phase to deliver these loans, focusing on semi-urban and rural markets where small retailers dominate
iii. The launch aligns with PFL’s vision to become the preferred financier for the self-employed segment and supports the Atmanirbhar Bharat (Self-Reliant India) initiative by integrating small retailers into the formal credit system
Points to Note:
i.PFL is registered with Reserve Bank of India (RBI) as a ‘non-deposit taking NBFC’. It is currently operating across 18 states and 2 Union Territories (UTs).
ii.Earlier, in March 2025, PFL launched a new Commercial Vehicle (CV) Secured Loan Business to support logistics and supply chain industries in India.
iii.As of March 31, 2025, PFL reported an Asset Under Management (AUM) of nearly Rs 35,550 crore.
GSL & IIT Hyderabad Partner to Transform Shipbuilding with AI and Digital Twin Technologies
In April 2025, Goa based Goa Shipyard Limited (GSL) and Hyderabad (Telangana) based Indian Institute of Technology Hyderabad (IIT-H) signed a Memorandum of Understanding (MoU) to integrate Artificial Intelligence (AI) and Digital Twin technologies into India’s maritime sector.
- The collaboration includes Hyderabad-based Neer Interactive Solutions Pvt. Ltd. and Andhra Mahila Sabha (AMS) Arts and Science College, aiming to enhance efficiency, security, and sustainability in shipbuilding.
- This initiative, Asia’s first AI-driven maritime security project, aims to streamline decision-making and promote eco-friendly practices.
i.The MoU leverages Geospatial AI, Object Detection AI, Generative AI, and Digital Twin solutions to optimize vessel design, improve shipyard security, and implement 360-degree surveillance systems. It aligns with Industry 4.0 principles and Quality 4.0 (QA 4.0) strategies to modernize shipbuilding processes, reduce operational costs, and set global benchmarks.
ii.The Center for Geospatial AI and Digital Twins (CGDT) at IIT-H, led by Director Prof. BS Murty, will develop advanced Geospatial Digital Twin models to create virtual replicas of shipbuilding environments.
iii.This collaboration positions India as a leader in AI-aided maritime innovation, boosting domestic technological capabilities and aligning with global advancements.
IOC to Invest Rs 61,077 Crore in a Petrochemical Complex in Odisha
In April 2025, New Delhi(Delhi)-based Indian Oil Corporation (IOC) signed a Memorandum of Understanding (MoU) with the Odisha government to establish a state-of-the-art petrochemical complex at Paradip, Odisha, with an investment of Rs 61,077 crore. The agreement was finalized during the Odisha Investors’ Meet in New Delhi, marking IOC’s largest single-location investment to date.
- The proposed petrochemical complex will include a dual-feed cracker and downstream units to produce critical chemicals like Phenol, Polypropylene (PP), and Isopropyl Alcohol (IPA).
i.Additionally, New Delhi-based Petronet LNG Limited(PLL), India’s largest Liquefied Natural Gas (LNG) importer, will invest Rs 6,500 crore to set up an LNG import terminalat Gopalpur port, Odisha.
- Noida(Uttar Pradesh, UP) based Indian Strategic Petroleum Reserves Ltd(ISRPL), the special purpose vehicle(SPV) ,will invest Rs 8,743 crore to build a 4-million-tonne(Mt) underground oil storage facility in Chandikhol, Odisha.
ii.These projects aim to enhance domestic production capacity, reduce import dependency, and boost Odisha’s industrial growth.
Note: India’s petrochemical demand is projected to surge from 30–35 million tonnes(Mt) (current) to 80 Mt by 2040.

World Homeopathy Day 2025 – April 10World Homeopathy Day (WHD) is observed annually on April 10 to raise awareness about homeopathy, its foundational principles, and its contributions to global healthcare.
- This day also marks the birth anniversary of Dr. Christian Friedrich Samuel Hahnemann, the founder of homeopathy. In 2025, we celebrate his 270th birth anniversary.
i.The term “homeopathy” is derived from the Greek words “homeo” (similar) and “pathos” (suffering). It is based on the principle that substances causing certain symptoms in healthy individuals can, when highly diluted, treat similar symptoms in sick individuals.
ii.Since 2016, the Central Council for Research in Homoeopathy (CCRH) under the Ministry of AYUSH(Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy) has been commemorating WHD by organizing a series of significant events that underscore the pivotal role of research in the global advancement and acceptance of homoeopathy.
iii. To commemorate WHD 2025, Union Minister of State(MoS) (Independent Charge, IC) Prataprao Jadhav, Ministry of AYUSH inaugurated a two-day convention which will be held from April 10–11, 2025, at the Mahatma Mandir Convention and Exhibition Centre in Gandhinagar, Gujarat.

Maharashtra Government renamed Khuldabad as ‘Ratnapur’
In April 2025, Maharashtra’s Social Justice Minister, Sanjay Shirsat, announced plans to rename the town of Khuldabad, located in Chhatrapati Sambhajinagar district, to its historical name, Ratnapur. This initiative is part of the government’s broader effort to restore the original names of places that were altered during the Mughal era.
- In addition to the renaming, the Maharashtra government plans to develop a memorial in Khuldabad to honor the history and legacy of Chhatrapati Shivaji Maharaj and his son Chhatrapati Sambhaji Maharaj.
i.The decision to revert to the name Ratnapur aligns with the Maharashtra government’s initiative to restore pre-Mughal names of places that were renamed during Mughal rule
ii.Khuldabad, situated approximately 25 kilometers(km) from Chhatrapati Sambhajinagar, is historically significant as the burial site of Mughal emperor Aurangzeb. The town also houses the graves of his son, Azam Shah, and Asaf Jah I, the founder of the Hyderabad Nizam dynasty.
