In March 2025, Finance Minister (FM) of Tripura, Pranajit Singha Roy presented the state’s budget for the financial year 2025-26 (FY 26), proposing a total expenditure of Rs 32,423.44 crore. The overall budget size has increased by Rs 4,618.77 crore compared to the previous year.
- The state budget emphasizes inclusive development, women empowerment, and infrastructure expansion. No new taxes have been introduced.
- Tripura government also announced a 3% Dearness Allowance (DA) hike for state employees, effective April 2025, raising their DA to 33%.
Financial Indicators:
i.The Budget Estimates(BE) for FY25 stood at Rs 27,804.67 crore, which was later revised to Rs 30,296.50 crore in FY25 Revised Estimates. The budget deficit is Rs 429.56 crore.
ii.The state’s revenue receipts, comprising tax revenue, non-tax income, and central grants, are projected to rise from Rs 20,538.02 crore in FY 24 to Rs 26,416.15 crore in FY 26.
iii.A major highlight of this budget is the significant boost in capital expenditure, (CapEx) which is set at Rs 7,903 crore, compared to Rs 7,000 crore in FY 25, an increase of 19.14%.
iv.Debt burden has risen to Rs 21,878.26 crore, while borrowing under the Fiscal Responsibility and Budget Management (FRBM)Act 2005 is capped at Rs 1,225 crore.
Key Allocations:
The budget introduces 13 new welfare schemes aimed at supporting job seekers, mentally challenged individuals. This year, the highest fund of Rs 6,450 crore has been allocated to the finance department, whereas the health department got the lowest allocation of Rs 599 crore among the top 15 departments.
i.Agriculture & Allied Sector: Rs 1,885.42 crore, reflecting a 9.49% increase over the previous year.
ii..Education: Rs 6,166.19 crore, marking an 11.94% rise to enhance learning infrastructure and opportunities.
iii.Health: Rs 1,948.69 crore, showing a 12.89% growth to strengthen medical services and healthcare facilities
iv.Minority Welfare: Rs 20 crore allocated for improving socio-economic infrastructure in areas with a high minority population.
Infrastructure Projects:
The budget includes major infrastructure projects:
i.New police stations in West Agartala, East Agartala, Belonia, Baikhora, Bagbassa, and Madhupur in Tripura, New motor stands in Mohanpur, Kalyanpur, Bishalgarh, and Jatanbari
ii.Establishment of new fire stations in Ranirbazar, Hrishyamukh, Karbook, and Killa, Construction of indoor sports halls in Kailashahar and Udaipur.
iii.For the convenience of people visiting Agartala, (Tripura) a ‘Bharat Mata Canteen cum Night Shelter’ will be established with an initial budget of Rs 2 crore. The Agartala Municipal Corporation (AMC) will oversee its operation.
iv.A new scheme has also been proposed for mentally challenged individuals, offering them a monthly pension of Rs 5,000 to ensure financial stability.
v.Meanwhile, developmental initiatives for Scheduled Tribes (ST) will be implemented under the World Bank-funded Tripura Rural Economic Growth and Service Delivery Project (TRESP) to improve their socio-economic conditions.
vi.A computer-based examination center will be set up at Hapania International Fair Ground, West Tripura, at a cost of Rs 15 crore
