In December 2024, the Finance Minister of Uttar Pradesh (UP) Suresh Kumar Khanna presented a second supplementary budget of Rs 17,865.72 crore for the Financial Year 2024-25 (FY25) in the winter session of the state legislative assembly in Lucknow, UP. This budget amount is 2.42% of the original budget (Rs 7.36 lakh crore) presented in February 2024.
- In July 2024, the state government of UP presented the 1st supplementary budget of Rs 12,209.93 crore, and now with the 2nd addition, the total budget size for FY25 will amount to Rs 7,66,513.36 crore.
- The second supplementary budget includes various new proposals worth Rs 790.49 crore, of which Rs 422.56 crore will be received from the centre government as its share under various central schemes. It also includes a contingency fund of Rs 30.48 crore.
Key Allocations:
i.Rs 8,587.27 crore has been allocated for the energy department to enhance the state’s energy resources and infrastructure.
- The state government has proposed to give Rs 2,280 crore as compensation to the Uttar Pradesh Power Corporation Limited (UPPCL). The government of UP has proposed to give Rs 3,000 crore under Revamped Distribution Sector Scheme (RDSS) to fund the losses of UPPCL in FY25.
- Additional Rs 815 crore will be given as subsidy to UPPCL for free power supply to farmers and Rs 710.35 crore has been allocated as the state government’s share to discoms to reduce their losses under RDSS and Rs 50 crore for setting up smart meters in the state.
ii.Rs 2,438.63 crore budgeted for the finance department and Rs 1,592.28 crore allocated for the family welfare department.
iii.Rs 1,001 crore has been allocated for the Animal Husbandry sector and Rs 805 crore for the Public Works Department (PWD).
- Budget allocation for other key sectors like: Information Department (Rs 505 crore), Panchayati Raj (Rs 454.01 crore) and Medical Education and Training (Rs 354.54 crore).
iv.Total Rs 515 crore budgeted for primary education, including Rs 400 crore for education for all. Rs 20 crore has been sanctioned for secret expenditure to the UP Board of Secondary Education to ensure standard of high school and intermediate examination papers.
- Also, Rs 5 lakh has been allocated to UP Urdu Academy, to provide coaching to candidates for all India services and state services exams.
Other Key Points:
i.Total Rs 5 crore has been sanctioned for expenditure under secret services head for Mahakumbh, Rs 20 crore for organising various cultural programmes in the state, Rs 50 lakh to set exhibition hanger at Mahakumbh, among others.
ii.Additional Rs 10 crore for setting up a Zoo at Gorakhpur and Rs 30 crore for afforestation initiatives.
iii.Rs 1 lakh has been proposed for construction of Amar Shahid Azad Shooting Range and multi-sports centre in Lucknow Municipal Corporation (LMC).
