Bengaluru Tech Summit 2024 was held from 19th to 21st November 2024The 27th edition of the Bengaluru Tech Summit (BTS 2024) was jointly organized by Karnataka’s Electronics, Information Technology (IT), and Biotechnology Department and the Software Technology Parks of India (STPI) from 19th to 21st November 2024 at Bengaluru Palace, Bengaluru, Karnataka.
- The central theme of BTS for 2024 event was ‘Unbound’.
i.The Karnataka government launched its Global Capability Centres (GCC) policy becoming the first Indian state to initiate such policy. The GCC Policy 2024-2029 will aim to modify the state as a prime location for innovation and technological excellence.
ii.The Karnataka government the draft Karnataka Space Technology Policy, 2024-29 with the aim to make the state a global attraction for space technology.
iii.BTS 2024 witnessed the effort of Indian Space Research Organisation (ISRO) to collaborate the domestic automobile industry for manufacturing vehicle sensors indigenously.

IN conducts 4th Edition of Coastal Defence Exercise ‘Sea Vigil’The Indian Navy(IN) conducted the 4th edition of the Pan-India Coastal Defence Exercise ‘Sea Vigil’ in two phases. The Coastal Defence and Security Readiness Evaluation (CDSRE) phase was conducted from November 13 to 19,2024 and the tactical phase was conducted from November 21 – 22, 2024, across all
coastal States and Union Territories (UT) including Kerala, Lakshadweep, Andaman & Nicobar Islands in order to take stock of Maritime Security including Coastal Defence and Offshore Security.
- The exercise aims to strengthen the country’s maritime, coastal, and offshore security and covers the entire 11,098 kilometres (km) coastline and 2.4 million square kilometer (km²) of the Exclusive Economic Zone (EEZ).
About Sea Vigil-24:
i.Sea Vigil is conducted biennially by the IN since 2019. It was designed to validate and enhance measures adopted to reinforce Coastal Defence, post the 26/11 Mumbai terror attacks.
ii.It also focused on strengthening the security of coastal assets like ports, oil rigs, single point moorings and also to raise awareness among coastal communities about maritime security with the participation of fishing communities, National Cadet Corps (NCC) cadets, and Bharat Scouts.
iii.It served as an important measure in sustaining India’s commitment to safeguarding its maritime boundaries.
iv.During the exercise, the IN has also conducted Coastal Defence and Security Readiness evaluations at 51 locations and maritime awareness sessions at more than 60 sites.
Participants:
i.The exercise involves a wide range of stakeholders, including 6 ministries and 21 organisations and agencies.
ii.These included the IN, the Indian Army(IA), the Indian Air Force(IAF), the Indian Coast Guard(ICG), State Marine Police, Customs, Border Security Force(BSF), Central Industrial Security Force(CISF), Port Authorities and Fisheries Department, among others.
iii.For the first time, officials from the National Security Council Secretariat(NSCS) participated in the CDSRE phase of the exercise in Gujarat and West Bengal(WB).

Union Minister Jitendra Singh Launches “VISION” Intiative to Empower Underprivileged StudentsUnion Minister of State(MoS) (Independent Charge-IC) Dr. Jitendra Singh, Ministry of Science & Technology (MoST) inaugurated the “Viksit Bharat Initiative for Student Innovation and Outreach Network” (VISION) in New Delhi, Delhi.
- This initiative is designed to promote education, skill-building, and innovation among underprivileged children. This program aims to bridge the gap between urban and rural students by providing access to mentorship, resources, and training opportunities.
Point to Note:
The Vision Program, initiated by the Gurugram (Haryana)-based Utsav Foundation, a non-profit organization (NPO) devoted to supporting underprivileged youth, aims to enhance education and skill development.
Key Points:
i.The Union Minister highlighted the transformative power of technology and stated that initiatives like VISION can fuel similar revolutions by making opportunities accessible to all.
ii.The Union Minister emphasized how VISION will help students from remote areas participate in the growing startup ecosystem, ensuring equal opportunities for all.
- He highlighted India’s rise as a global startup hub, with the number of startups increasing from 350 in 2014 to over 1.67 lakh in 2024, placing India as the 3rd-largest startup ecosystem globally.
iii.Dr Singh praised the National Education Policy (NEP) 2020 for its flexibility, allowing students to explore a variety of subjects and unconventional career paths.
iv.He linked VISION to the broader goal of Vision India 2047, which aspires to position India as a leader in education, technology, and economic growth
v.He also introduced the Bio-E3 policy, which focuses on using biotechnology to drive growth, generate employment, and protect the environment.
Note- India’s biotech startups have expanded rapidly, growing from 50 in 2014 to nearly 9,000 in 2024.

DIPAM issues Revised Capital Restructuring Norms for CPSEsThe Department of Investment and Public Asset Management (DIPAM), Ministry of Finance(MoF), has issued revised capital restructuring guidelines for Central Public Sector Enterprises (CPSEs) to enhance operational flexibility, shareholder returns, and value creation, reflecting market and regulatory changes since May 2016.
- These guidelines, effective from Financial Year 2024-25 (FY25), exclude Public Sector Banks (PSBs), insurance companies, and entities restricted under Section 8 of the Companies Act, 2013.
- The guidelines will also apply to subsidiaries of CPSEs, where the parent CPSE holds more than 51% stake.
Key Provisions:
i.CPSEs must pay a minimum annual dividend of 30% of Profit After Tax (PAT) or 4% of net worth, whichever is higher (previously 5% of net worth).
ii.CPSEs with a net worth of Rs 3,000 crore, cash reserves above Rs 1,500 crore, and trading below book value for 6 months may consider share buybacks.
iii.CPSEs should issue bonus shares if reserves are 20 times paid-up equity capital to improve liquidity.
iv.Listed CPSEs with market prices exceeding 150 times face value for 6 months may split shares, with a 3-year cooling-off period between splits.
v.Listed CPSEs may pay interim dividends quarterly or biannually, distributing 90% of the projected annual dividend before the AGM in September.
vi.The Committee for Monitoring of Capital Management and Dividend by CPSEs (CMCDC), chaired by DIPAM Secretary, will oversee capital management and restructuring discussions.
S&P Global CSA Ranks Hindalco as ‘World’s Most Sustainable Aluminium Company’
According to the S&P Global Corporate Sustainability Assessment (CSA) rankings 2024, Mumbai(Maharashtra) based Hindalco Industries Limited, a firm of the Aditya Birla Group, has been ranked as the ‘world’s most sustainable aluminium company’ for the 5th consecutive year.
- As of 30 October 2024, it attained a total score of 87 points, reflecting a 9 point increase from 2023.
i.It reached the 100th percentile in nearly all areas of the three dimensions of Environmental, Social, and Governance (ESG).
ii.With this ranking, Hindalcoretains its membership in the S&P Global’s Dow Jones Sustainability Indices (DJSI).
- It became the only aluminium company to join the S&P Global’s DJSI World Index. It was first joined in the index in 2021.
iii.It cut its greenhouse gas emissions by 19.54% from the Financial Year 2011-12(FY12) baseline and is on course to run 30% of its operations on renewable energy by 2030. It recycled 85% of its operational waste in FY24, with three of its units achieving zero-waste-to-landfill certification.

EAM Jaishankar & Odisha CM Mohan Charan Launched Website for ‘18th Pravasi Bharatiya Divas Convention’
Union Minister S. Jaishankar, Ministry of External Affairs (MEA) and Mohan Charan Majhi, Chief Minister (CM) of Odisha jointly launched the official website pbdindia.gov.in for the 18th Pravasi Bharatiya Divas (PBD) Convention in New Delhi(Delhi).
- The launch of the PBD website marks the start of online registration for the PBD Convention 2025. It will provide detailed information on the biennial event.
i.The 18th PBD Convention will take place from 8th to 10th January 2025 in Bhubaneswar (Odisha) in partnership with the Government of Odisha.
- The theme of PBD Convention for 2025 is “Diaspora’s contribution to a Viksit Bharat”.
ii.PBD Convention is a key event of the Government of India (GoI) to connect with the Indian Diaspora.

i.PBD has been celebrated since 2003 to mark the return of Mahatma Gandhi from South Africa (SA) to India on 9 January 1915.
ii.The 1st PBD Convention was organized on 9-11 January 2003 in New Delhi and the 17th PBD Convention was held from 8-10 January 2023 in Indore (Madhya Pradesh, MP).

UN Report: India Struggles with Limited Effectiveness of its Gender Response BudgetingAccording to the United Nation(UN) report titled “Charting New Paths for Gender Equality and Empowerment: Asia-Pacific Region Report on Beijing +30 Review”, India struggles with limited effectiveness of its Gender Responsive Budgeting (GRB) due to the lack of sex-disaggregated data and exclusion of key programmes that benefit women.
- The report was published jointly by the UN Economic and Social Commission for Asia and the Pacific (UNESCAP) and UN Women at the ‘Asia-Pacific Ministerial Conference on the Beijing+30 Review’ held in Bangkok, Thailand.
i.The report has analysed how countries in the Asia-Pacific region are placed compared to the Sustainable Development Goals (SDG) adopted in Beijing, China 30 years back underscored the adoption of GRB by Asia-Pacific countries like India shows their strong commitment to ensuring the efficient allocation of resources based on the identified needs of women and girls, but has also outlined certain challenges.
ii.The report has suggested that the Government of India (GoI) should enhance the Gender Budget Statement and establish robust monitoring mechanisms through the Ministry of Women and Child Development (MoWCD) and Ministry of Finance (MoF) to strengthen the quality of GRB.

Republic of Armenia joins ISA as 104th full memberOn November 21 2024, Randhir Jaiswal, Official Spokesperson of the Ministry of External Affairs (MEA), announced that the Republic of Armenia became the 104th full member of the International Solar Alliance (ISA).
- Armenia’s full membership in the ISA is effective from November 15, 2024 while the corresponding agreement was signed on November 16 2023 in Yerevan, Armenia.
- Vahagn Afyan, the Ambassador of Armenia to India, handed over the ISA Instrument of Ratification to Abhishek Singh, the Head of the Department of Economic Diplomacy and Multilateral Economic Relations, Ministry of Foreign Affairs (MoFA) in New Delhi(Delhi).
Note:The Republic of Paraguay became the 100th full member of ISA.
About International Solar Alliance (ISA) :
i.ISA was launched by the Prime Minister (PM) of India, Narendra Modi and the former President of France, Francois Hollande during the COP21 Paris Climate Conference held in November 2015.
- The main objective of ISA is to promote solar energy deployment and reduce dependence on fossil fuels among member countries situated between the Tropic of Cancer and Tropic of Capricorn
ii.By 2030 ,a treaty based intergovernmental organisation, ISA aims at mobilising 1000 billion investments for the massive deployment of solar energy.
iii.Being the presidency of ISA, India had a crucial role in shaping the future’s sustainable energy especially in Global South and also undertook numerous impactful projects including solarisation of Malawi’s Parliamentary building, solar power health care centres in Fiji, solar powered cold storage facilities in Seychelles and solar photovoltaic(PV) rooftop systems in Kiribati.

Voters of Gabon Approves New Constitution in ReferendumThe voters of Gabon have approved a new constitution in a referendum with preliminary results indicating that 91.8% of participants supported the proposed changes.
- The voter turnout was reported at approximately 53.5%, according to Gabon’s Interior Minister Hermann Immongault.
- This referendum is a significant step in Gabon’s political landscape following the military coup that ousted President Ali Bongo Ondimba in August 2023.

i.Presidential Term Limits: The new constitution introduces a limit of two terms for the presidency, with each term extended from five to seven years.

IndusInd Bank and UNICEF Partner for Climate ResilienceOn November 21, 2024, IndusInd Bank and United Nations Children’s Fund (UNICEF) formalised a partnership aimed at enhancing disaster resilience and climate risk management through the intiative ‘Disaster Resilient Communities and Climate Risk-Informed Efficient Administrative Systems’.
- This initiative is part of IndusInd Bank’s flagship Corporate Social Responsibility (CSR) program, the Holistic Rural Development Program (HRDP), which incorporates a Climate Action component designed to elevate the standard of living and economic empowerment in Aspirational Districts.
- The program specifically targets improved natural resource management and income generation in five districts: Dharashiv (Maharashtra), Begusarai (Bihar), Virudhunagar (Tamil Nadu), Baran (Rajasthan), and Bahraich (Uttar Pradesh).
Statement of Intent (SOI):
- The partnership was formalised through a Statement of Intent (SOI), with a primary focus on fostering disaster-resilient communities and equipping local governments with the tools to implement climate solutions.

RBI Cancels Licence of The Durga Co-operative Urban Bank
The Reserve Bank of India (RBI) has cancelled the licence of the Durga Cooperative Urban Bank Limited, Vijayawada, Andhra Pradesh (AP) that had been operational for 95 years.
- This decision follows the bank’s failure to meet regulatory capital requirements and operational standards outlined in the Banking Regulation Act, 1949.
i.With the cancellation of its licence, Durga Cooperative Urban Bank is prohibited from conducting banking activities, including accepting and repaying deposits, with effect from the close of business on November 12, 2024.
ii.As a result, the RBI has directed the Commissioner for Cooperation and the Registrar of Cooperative Societies, AP, to initiate a winding up order and appoint a liquidator for the bank.
iii.Depositors are eligible for compensation up to Rs 5 lakh from the Deposit Insurance and Credit Guarantee Corporation (DICGC).

Tata Power Invests Rs 500 cr in Noida International Airport for Renewable energy projects
Mumbai(Maharashtra) based Tata Power Company Limited has partnered with Uttar Pradesh based Noida International Airport (NIA) to invest Rs 550 crore(USD 66 million) to develop solar and wind power capacities and to supply clean energy to NIA.
- Tata Power and NIA has signed two Power Purchase Agreements(PPAs) in New Delhi(Delhi) in the presence of Sanjay Banga, President of Transmission and Distribution at Tata Power, and Christoph Schnellmann, Chief Executive Officer (CEO) of Noida International Airport.
i.Under this partnership, Tata Power’s arm Tata Power Trading Company Ltd (TPTCL) will supply 10.8 Megawatt (MW) of wind power to the airport with secured assets from Tata Power Renewable Energy Ltd (TPREL).
ii.TPREL will also develop, operate, and maintain a 13 MW onsite solar power capacity to contribute to the airport’s overall energy needs.
iii.The 25-year partnership supports the development of Net Zero Airports.
JSW Defence Partners with Shield AI to make V-BAT Drones in India
Mumbai(Maharashtra) based JSW Defence Private Limited, a subsidiary of JSW Group has partnered with the United States of America (USA) based defence company Shield AI to manufacture V-BAT drones, a Group 3 Unmanned Aerial System (UAS) in India.
- JSW Group will invest around USD90 million in the next two years, with USD65 million allotted for the first year to establish a compliance program and manufacturing facility.
- This initiative fosters the support for large-scale production of V-BATs in India to function as a global hub for Shield AI.
i.This investment will enable JSW to establish a local supply chain and create an advanced facility in India for manufacturing, assembling, and testing V-BAT aircraft.
ii.The V-BAT is a fixed-wing, Vertical Take-Off and Landing (VTOL) platform for long-endurance Intelligence, Surveillance, and Reconnaissance (ISR) missions. It has a unique patented ducted design with the advantage of a small logistics footprint and ease of rapid deployment.

Coal India Limited receives Green World Awards 2024 Coal India Limited (CIL), ‘Maharatna’ enterprise under the Ministry of Coal, Government of India, has been honored with the prestigious Green World Environment Award 2024 in the Corporate Social Responsibility (CSR) category and named Green World Ambassador.
- The award recognizes CIL’s significant contributions through the Thalassemia Bal Sewa Yojna, which provides permanent curative treatment for over 600 Thalassemia patients via stem cell (Bone Marrow) transplants/BMT.

Key Points:
i.CIL pioneered CSR in 2017 by funding Thalassemia treatments through BMT, offering up to Rs 10 lakh for patients across India.
- Coal India Limited (CIL) became the first Public Sector Undertaking (PSU) in 2017 to launch a CSR initiative specifically for the curative treatment of Thalassemia through Bone Marrow Transplants (BMT) across India. Before this, no other PSU had undertaken such a nationwide initiative targeting this health condition.
ii.The initiative partners with 17 leading hospitals nationwide.
iii.The award was presented by The Green Organization, an independent environmental group established in 1994 to promote global environmental and CSR best practices.
iv.Coal India Limited (CIL),the state-owned coal mining corporate established in 1975,is headquarters situated in Kolkata,West Bengal.

ACQUISITIONS & MERGERS
DPIIT Approves Rs 10,000-Crore Acquisition of RCAP by IIHLThe Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry (MoC&I), has granted approval for the Rs 10,000–crore acquisition of debt-laden Reliance Capital Limited (RCAP), part of Anil Dhirubhai Ambani Group, by Mauritius-based IndusInd International Holdings Ltd (IIHL), a company of the Hinduja Group Limited (HGL).
- This approval completes all necessary regulatory clearances for the transaction. Earlier this year, IIHL had received approvals from the Reserve Bank of India (RBI), the Insurance Regulatory and Development Authority of India (IRDAI), and stock and commodity exchanges.
Key Points:
i.DPIIT’s approval was essential due to the involvement of Hong Kong (China)-based shareholders in IIHL.
- Regulations under Press Note 3 (PN3) of 2020 mandate government clearance for investments from entities or individuals connected to countries sharing a land border with India.
- This ensures compliance with security protocols for foreign investments.
Note: PN3 of 2020 is a policy introduced by the Government of India (GoI) to oversee and regulate Foreign Direct Investment (FDI) in Indian businesses.
ii.With this approval, IIHL can proceed with the transaction under the extended deadline of January 31, 2025. Failing to close the deal within this timeframe would require the Hinduja Group to return Rs 3,000 crore raised from investors, including High-Net-Worth Individuals (HNIs).
Overview of the Acquisition:
i.Reliance Capital Ltd (RCAP), a firm burdened with over Rs 40,000 crore in debt, faced governance concerns and payment defaults that led to intervention by the RBI in 2021.
ii.The RBI dismissed the company’s board and appointed Nageswara Rao Y as administrator to oversee the resolution process. Subsequently, bids for the company were invited in February 2022.
- Although four entities submitted proposals, the Committee of Creditors (CoC) rejected them due to inadequate valuations.
iii.A competitive bidding mechanism followed, where IIHL and Ahmedabad (Gujarat)-based Torrent Investments Private Ltd competed. IIHL eventually emerged as the highest bidder with a proposal valued at Rs 9,861 crore, gaining significant support from the CoC.

ISRO signs IA with Australian Agency to launch Gaganyaan MissionOn November 20 2024, the Indian Space Research Organisation (ISRO) formalised an Implementation Agreement (IA) with Australian Space Agency (ASA) for strengthening the cooperation in space activities between both the countries.
- This initiative enables collaboration on both space agencies of crew and crew module recovery efforts for Gaganyaan mission (the country’s 1st Human spaceflight program).
- India and Australia are enduring strategic partners working closely and committed to explore current and future collaboration activities.

- The IA was signed by D K Singh, Director, Human Space Flight Centre (HSFC) on ISRO’s side at Bengaluru, India and Jarrod Powell, General Manager, Space Capability Branch, on ASA’s side at Canberra, capital of Australia.
About Gaganyaan mission (India’s Human Space Mission):
i.The name Gaganyaan has its roots in Sanskrit translating to ‘sky and vehicle’ and the primary objective of this mission is to launch a team of astronauts into space, where they will travel at an altitude of 400 km above Earth in Low Earth Orbit (LEO) for a three-day expedition before returning by landing in the Indian Ocean.
ii.The launch of the mission is expected to be in 2026.Under the Gaganyaan programme, ISRO will carry out four missions which includes 3 uncrewed space missions and 1 crewed mission.
iii.The first uncrewed mission is scheduled to take place in 2024-25, and the first crewed mission is scheduled in 2025-27.
iv.Group Captains Prasanth Balakrishnan Nair, Ajit Krishnan and Angad Pratap, and Wing Commander Shubanshu Shukla, all with the Indian Air Force (IAF), have been chosen as the astronaut-candidates for the mission.
v.This significant achievement will place India among nations, such as the US, Russia, and China, with human spaceflight capabilities.

World Fisheries Day 2024 – November 21World Fisheries Day (WFD) is annually observed across the globe on 21st November to highlight the importance of sustainable fisheries and the need to protect aquatic ecosystems and the livelihoods of fishing communities.

2024 Events in India:
To commemorate WFD 2024, the National Fisheries Development Board (NFDB) and the Department of Fisheries (DoF) hosted events at Sushma Swaraj Bhawan, New Delhi, in the presence MoFAH&D and Ministry of Panchayati Raj, Shri Rajiv Ranjan Singh.
- The theme for this year is “India Blue Transformation: Strengthening Small-scale and Sustainable Fisheries.”
On the occasion of the WFD 2024, Shri.
