Highlights of PM Modi’s visit to Gujarat on 28th October 2024Narendra Modi, Prime Minister (PM) of India, visited Gujarat on 28th October 2024.
i.PM Modi along with the Spanish PM Pedro Sanchez jointly inaugurated the TATA Aircraft Complex for manufacturing C-295 aircraft at TATA Advanced Systems Limited (TASL) Campus in Vadodara, Gujarat
ii.PM Modi inaugurated the Bharat Mata Sarovar in Dudhala, Amreli, which was developed through a collaboration between the Government of Gujarat and the Dholakia Foundation under the Public-Private Partnership (PPP) model.
iii.PM Modi also inaugurated and laid the foundation stone of projects worth around Rs 4,900 Crore at Amreli, Gujarat.
iv.PM Modi also laid the foundation stone of Pasavi Group Augmentation Water Supply Scheme Phase 2 in Bhavnagar district. This will benefit 95 villages in the Mahuva, Talaja, and Palitana talukas, in Bhavnagar district.

IndiaAI and Meta Launch “Srijan” GenAI CoE at IIT JodhpurIndiaAI, an initiative under the Ministry of Electronics and Information Technology (MeitY), in partnership with Meta Platforms, Inc.(Meta), has announced the launch of the “Srijan” Center for Generative AI (GenAI CoE) at Indian Institue of Technology (IIT) Jodhpur, Rajasthan.
- This initiative, named after the Hindi word Srijan ((सृजन – meaning “creation”), aims to boost India’s open-source AI (Artificial Intelligence) landscape by driving research, innovation, and skill development.
- Alongside this center, India AI, Meta in collaboration with the All India Council for Technical Education (AICTE) have launched the “YuvAi Initiative for Skilling and Capacity Building” to empower India’s youth in AI.
Key Objectives of the Partnership:
The partnership focuses on:
- Developing AI applications that meet India-specific needs.
- Equipping young professionals and students with essential AI skills.
- Advancing AI capabilities in alignment with India’s vision of technological sovereignty.
“Srijan“ (सृजन) Center for Generative AI at IIT Jodhpur:
With Meta Platforms, Inc.’s support, the Generative AI Center of Excellence (GenAI CoE) at IIT Jodhpur will serve as a hub for responsible and ethical AI research and development in India. This center will:
- Drive open science and innovation in AI across India.
- Equip researchers, students, and practitioners with knowledge and tools to responsibly develop generative AI.
The “YuvAi Initiative for Skilling and Capacity Building”:
Meta, in collaboration with IndiaAI, MeitY, and AICTE, has introduced the YuvAi initiative, which aims to upskill 100,000 young Indians aged 18-30 in AI. The initiative’s goals include:
i.Addressing the AI Talent Gap: Providing targeted training in generative AI and open-source large language models (LLMs).
ii.Promoting AI Solutions in Key Sectors: Encouraging AI applications in sectors like healthcare, education, agriculture, and finance.
iii.Utilizing Open-Source AI Resources: Allowing participants to explore and develop real-world solutions using open-source Large Language Models (LLMs).
Key Step Toward a Robust AI Ecosystem in India:
S.Krishnan, Secretary of the Ministry of Electronics and Information Technology (MeitY), emphasized that the partnership represents a vital step in advancing India’s vision for a strong and sustainable AI ecosystem.
MoYAS Announced to Replace Dhyan Chand Lifetime Award with Arjuna Lifetime The Ministry of Youth Affairs and Sports (MoYAS) announced the discontinuation of the Dhyan Chand Award for lifetime achievement and introduction of the Arjuna Award (Lifetime) with effect from 2024.
- Arjuna Award (Lifetime) has been introduced in place of Dhyan Chand Award to rationalise the various sporting honours of India.
Points to note:
i.The Arjuna Award (Lifetime) will be given for lifetime contribution to sports development.
ii.The ministry also announced that to recognize the Khelo India scheme, the Maulana Abdul Kalam Azad (MAKA) Trophy will be given to the University for Overall Top Performance in Khelo India University Games.
Dhyan Chand Lifetime award:
i.Dhyan Chand Lifetime award, instituted in 2002, is annually presented to individuals excelling in disciplines that are a part of the Olympic Games, Paralympic Games, Asian Games and Commonwealth Games and others.
ii.The award consists of a statue of Dhyanchand, a certificate, a ceremonial dress and a cash prize of 10 lakh rupees.
iii.In 2023, Dhyan Chand Lifetime award was presented to former shuttler Manjusha Kanwar, ex-hockey exponent Vineet Kumar and kabaddi player Kavitha Selvaraj.
Maharashtra, Karnataka & Delhi among Top 3 states in Direct Tax Contributor in FY24 : SBIAccording to the State Bank of India (SBI) Research report titled ‘How Tax Simplification has given a necessary fillip to ITR Filing‘, Maharashtra has the highest share in direct tax revenue in the Fiscal Year 2023-24 (FY24).
- Maharashtra retained the top position with a significant 38.9% share, Karnataka contributed 11.9% and Delhi fell to third place, contributing 10.4%, followed by Tamil Nadu (TN) at 6.5% and Gujarat at 4.8%.
- These 5 states collectively contribute over 70% of India’s total direct taxes.
Note: A Direct tax is imposed directly on the taxpayer and paid directly to the government by the persons (juristic or natural) on whom it is imposed.
Key Highlights:
i.This marks the first time in seven years that Karnataka has outperformed Delhi in terms of direct tax contributions, as Delhi had held the second position from 2017-18 to 2022-23.
ii.Income tax returns filing peaks in Maharashtra, followed by Uttar Pradesh(UP), Gujarat, Rajasthan, and TN.
The SBI report also highlighted that direct taxes now account for 56.7% of total tax revenue in FY24, marking the highest contribution in 14 years.
iii.Personal income tax collections have outpaced corporate tax collections, indicating a shift towards greater income equality among taxpayers.
The number of tax returns filed has increased significantly, rising from 7.3 crore in FY22 to an expected 9 crore for FY24.
INTERNATIONAL AFFAIRS
2024 Global Nature Conservation Index: India Ranked 176 out of 180 Countries, Labelled among Worst PerformerAccording to the 2024 Global Nature Conservation Index (NCI) released on 24th October 2024, India has ranked at 176th position among 180 countries across the world, with overall score of 45.5 out of 100. India’s low ranking in the index is mainly attributed to inefficient land management and rising threats to biodiversity.
- As per the Index, India is among the 5 worst performers alongside Kiribati (180th), Turkey (179th), Iraq (178th), and Micronesia (177th).
i.Luxembourg has topped the index with overall score of 70.8, followed by Estonia (70.5) and Denmark (69.4) ranked at 2nd and 3rd position, respectively.
ii.This is the inaugural edition of the index, developed by Goldman Sonnenfeldt School of Sustainability and Climate Change (GSC) at Ben-Gurion University (BGU) of the Negeve and BioDB.com, a non-profit web portal dedicated to maintaining biodiversity data.

No Progress towards 1.5 °C in 2023 Compared to Year Before: 2024 UNEP Report Warns of Stalled Climate ActionAccording to the United Nations Environment Programme (UNEP)’s report titled “Emissions Gap Report 2024: No more hot air…… please!”, the world has made no progress in limiting temperature rise to 1.5 degree Celsius above pre-industrial levels in 2023 compared to the previous year.
- As per the report, the gap in implementing policies to achieve the targets set in 2030 Nationally Determined Contributions (NDCs) remains unchanged from previous year assessment by UNEP.
i.The report showed that the world is on pace to hit 3.1°C (5.6 degrees Fahrenheit ) of warming since pre-industrial times, which is more than twice the goal, set in 2015 Paris Agreement i.e. to limit global temperature to 1.5 °C (2.7 °F) since pre-industrial times.
ii.The report has cautioned that if current NDCs are implemented without more ambitious commitments which are due by February 2025 then, global temperature could increase by up to 2.6 °C by the end of 2100.
iii.The report noted that global Green House Gas (GHG) emissions increased by 1.3% in 2023 to 57.1 Gigatonnes of Carbon Dioxide equivalent (GtCO2e) compared to 2022.

RBI mandates NBFCs to Maintain at least 25% borrowings from Capital Marketi.The Reserve Bank of India (RBI) mandated Non-Banking Financial Companies (NBFCs) to ensure that at least 25% of their borrowings come from the capital market. This regulation is part of the RBI’s ongoing efforts to enhance the financial stability and risk management practices within the NBFC sector.
ii.RBI has announced that the interest rate for the Government of India Floating Rate Bond 2034 (GOI FRB 2034) will be 7.53% per annum for the upcoming six-month period, from October 30, 2024, to April 29, 2025.
iii.RBI has reported a significant increase in its gold reserves, which now total 854.73 metric tonnes as of the end of September 2024. Of this amount, 510.46 metric tonnes, or approximately 60%, is stored domestically within India.

EIB Global Approves 300 Million Euro Loan for Bengaluru Suburban Railway ProjectThe European Investment Bank (EIB Global) has approved a loan of 300 million euro (approximately Rs 2,800 crore) to fund the Bengaluru suburban railway project (BSRP) in Bengaluru, Karnataka. This initiative is aimed at developing a new suburban railway network in the city.
Key Points:
i.The suburban railway will span a total of 149 kilometers.
ii.It will consist of four dedicated rail corridors, ensuring efficient connectivity across various parts of the city.
iii.The project will include the construction of 58 stations and two depots, facilitating the smooth operation and maintenance of the railway services.
Key Objectives:
The Bengaluru suburban railway initiative (BSRP), as emphasized by EIB Vice-President Nicola Beer, is set to facilitate a significant shift from road to rail transport. By encouraging more people to use trains instead of cars or buses, the project aims to:
- Reduce Congestion: Alleviating traffic on the roads, which is a significant issue in Bengaluru.
- Minimize Pollution: Addressing air and noise pollution levels in the city.
- Enhance Road Safety: Decreasing the number of vehicles on the road will likely lead to fewer accidents.
- Lower Greenhouse Gas Emissions: The EIB estimates that once the suburban railway is operational, there will be a 43% drop in Carbon dioxide (CO2) emissions from the transport sector.
Population Growth and Transportation Needs:
Bengaluru is India’s third most populous city.Bengaluru currently has a population of around 14 million, which is projected to increase to 20 million by 2030. This rapid urbanization underscores the need for a robust public transport system to handle the growing demand for mobility.
EIB’s Commitment to India and Future Expectations:
Since 2016, the EIB has invested 3.25 billion Euro (about Rs 30,225 crore) in Indian transport projects, including a 500 million Euro loan for the Bengaluru Metro’s R6 line with 96 metro cars.
- The suburban railway is expected to reach 400,000 daily trips by 2029, rising to 1.4 million by 2040, reflecting the city’s growing population.

USA, France, Armenia emerges as India’s Top 3 Defence Export CustomersThe United States of America (USA), France, and Armenia emerged as the top three customers for Indian military equipment in the Fiscal Year 2023-24 (FY24).
- In FY24, India’s Defence exports reached a record value of Rs 21,083 crore (approximately USD 2.6 billion), marking a 32.5% increase from FY23’s figure of Rs 15,920 crore.
- India is currently exporting military equipment to over 100 countries worldwide.
- Indian Defence exports have surged 31-fold in the past 10 years, compared to FY14.
What Customers are Importing?
USA:
It is primarily importing sub-systems and components from India, which are used by major Defence contractors such as Boeing and Lockheed Martin. These components include parts for aircraft and helicopters.
- Notable collaborations include the Tata Boeing Aerospace venture in Hyderabad, Telangana which manufactures fuselage and secondary structures for Apache attack helicopters
France:
France’s imports from India largely consist of software and electronic equipment for Defence applications.
Armenia:
Armenia imported finished weapon systems from India, including 155mm Advanced Towed Artillery Gun System (ATAGS), Akash air Defence missile systems, Pinaka multi-launch rocket systems, bullet-proof vests, and Swathi weapon locating radars and other important systems.
- Armenia biggest buyer of India’s ‘finished’ weapon systems
- In 2022, Armenia placed order worth USD 720 million for 15 Akash-1S systems, establishing itself as India’s first international customer for this missile system.
Key Points:
i.The expansion of India’s Defence industrial base now includes 16 Defence Public Sector Units (DPSUs), 430 licensed companies and around 16,000 MSMEs (Micro, Small, and Medium Enterprises), contributing significantly to production increases since FY15.
- Notably, Indian firms produced equipment worth Rs 46,429 crores in FY15, which has come to Rs 1.27,265 crores in FY24.
- This production reflects over 40% of the government’s Rs 3 trillion Defence target for FY29 alongside arms exports of ₹50,000 crore.
ii.The private sector contributes 21% to the value of Defence production India.
iii.Though India remains the world’s largest arms importer, accounting for 9.8 per cent of global imports from 2019-2024
HUDCO to lend Rs 11,000 crore for construction of Amaravati greenfield capital city
New Delhi(Delhi) based Housing & Urban Development Corporation Limited (HUDCO), a navratna Central Public Sector Enterprise(CPSE), has agreed to lend loan Rs 11,000 crore to Andhra Pradesh Capital Region Development Authority (AP CRDA) for the construction of Amaravati greenfield capital city in Andhra Pradesh(AP).
- Municipal Administration Minister P. Narayana, met with Sanjay Kulshrestha, Chief Executive Officer (CEO) of HUDCO and explained the AP government’s plans for Amaravati development.
i.Rs. 26,000 crore would be at the State government’s disposal for constructing the capital city.

iii.He has been involved with IUCN SSC since 1991 and became Chair of the Asian Rhino Specialist Group in 2008.
iv.He initiated and organized three Asian Rhino Range States meetings to strengthen conservation efforts for Asian rhinos:

EAC-PM Chairman & Padma Shri Awardee Bibek Debroy Passes Away On 1st November 2024, Bibek Debroy, Chairman of Economic Advisory Council to Prime Minister (EAC-PM) passed away at the age of 69 due to prolonged illness in New Delhi, Delhi. He was born on 25th January, 1955 in Shillong, Meghalaya.
About Bibek Debroy:
i.Renowned economist Bibek Debroy had earlier worked at Gokhale Institute of Politics and Economics (GIPE) in Pune, Maharashtra (1983-87) and the Indian Institute of Foreign Trade (IIFT), Delhi from 1987 to 1993.
ii.He worked as Director of a Ministry of Finance (MoF) and United Nations Development Programme (UNDP) project on legal reforms from 1993 to 1998 and later, he worked with the Department of Economic Affairs (DEA) under MoF in 1994-95.
iii.He had also served as member of National Institution for Transforming India (NITI Aayog) since its inception in 2015 until 5th June, 2019.
iv.He held various positions at some of the prestigious institutes in India such as the National Council of Applied Economic Research (NCAER) (1995-96), the Rajiv Gandhi Institute for Contemporary Studies (1997-2005), PHD Chamber of Commerce and Industry (2005-06)and the Centre for Policy Research (CPR)(2007-15).
v.He was appointed Chairman of the newly formed EAC-PM on 25th September, 2017.

i.He was honoured with Padma Shri, India’s 4th highest civilian honour in 2015 in recognition of his exceptional work in Literature and education.
ii.He was honoured with the Lifetime Achievement Award by the US-India Business Summit in 2016.

Padma Shri awardee Gussadi Dance Master Kanaka Raju Passed Away
Padma Shri awardee Kanaka Raju, a renowned Gussadi dance master, passed away at the age of 84 due to age-related health issues in his village of Marlavai, Telangana.
- Gussadi is a famous folk dance of Telangana.
Key Points:
i.Kanaka Raju, born into the Raj Gond tribe, began learning Gussadi dance at eight and dedicated over four decades to preserving and promoting this traditional dance form, which is performed by unmarried men during the Dandari festival in Telangana.
ii.He was recognized with Padma Shri (art) in 2021 for his role in taking the folk dance to the world.
iii.In 2022, he was appointed as the Chief Dance Master at Kanaka Raju School of Gussadi Dance in Adilabad, Telangana.

New Book ‘Mountain Mammals of the World’ by Dr M.K. Ranjitsinh Launched in Delhi
Author Dr. MK Ranjitsinh, a member of the royal family of Wankaaner in Saurashtra (Gujarat), has recently published his 4th book titled “Mountain Mammals of the World”. The book was published by Penguin Random House.
- The book, is a definitive guide of larger mammals found on the mountains of the world. It features 62 species and 78 subspecies, with spectacular photographs.
i.The book was launched by former politician-author and Padma Vibhushan awardee Dr Karan Singh at the World Wide Fund for Nature (WWF) in New Delhi, Delhi.
- Jigme Jungney, a representative of spiritual leader Dalai Lama and Ravi Singh, Secretary General and Chief Executive Officer (CEO) of WWF-India, were present during the event.
ii.Dr MK Ranjitsinh was an Indian Administrative Service (IAS) officer and he has also worked on India’s Wildlife (Protection) Act of 1972. He has also served as Chairman of the Wildlife Trust of India; Regional Co-ordinator of WWF Tiger Conservation Programme, among other posts– making him one of the foremost authorities to write about wildlife in India.

World Tsunami Awareness Day 2024 – November 5The United Nations (UN’s) World Tsunami Awareness Day (WTAD) is annually observed across the globe on 5 November to raise public awareness of the devastating impacts of tsunamis, promote understanding of safety measures, and implement early warning systems for such natural disasters.
- The UN Disaster Risk Reduction (UNDRR) facilitates the observance of World Tsunami Awareness Day in collaboration with the rest of the UN system.
- The theme of WTAD 2024 is “youth and future generations”.
Background:
i.On 22 December 2015, the United Nations General Assembly (UNGA) adopted the resolution A/RES/70/203 and declared the 5 November of every year as World Tsunami Awareness Day.
ii.The first WTAD was observed on 5 November 2016.

Telangana Govt Declares ‘Sadar Sammelan‘ as State Festival
On 1st November 2024, the Chief Secretary of Telangana Santhi Kumari has officially declared the Sadar Sammelan as a state festival of Telangana. In this regard, the state government directed the Commissioners, GHMC (Greater Hyderabad Municipal Corporation) and all District Collectors (except Hyderabad District) to celebrate Sadar Sammelan as State Festival every year.
- The Sadar Sammelan, celebrated two days after Diwali, is a vibrant event primarily organized by the Yadav community since 1946.

i.The Youth Advancement, Tourism and Culture Department responsible for its organization and funding.
ii.The festival features a grand procession of decorated buffaloes, symbolizing pride and devotion.
