Union Minister Rajeev Ranjan Singh Launched Pandemic Fund Project and 21st Livestock Census to Boost Animal Health SecurityCentre Launches Pandemic Fund Project & Livestock Census to Boost Animal Health SecurityOn 25th October 2024, Union Minister Rajeev Ranjan Singh alias Lalan Singh, Ministry of Fisheries, Animal Husbandry, and Dairying (MoFAH&D) launched Pandemic Fund Project, a USD 25 million initiative funded by the Group-20 (G20) Pandemic Fund, to strengthen animal health security in India for pandemic preparedness and response during an event held in New Delhi, Delhi.
i.He also launched the 21st Livestock Census  which will be conducted till February 2025 at a cost of Rs 200 crore.
ii.During the event, Union Minister released two key documents namely, Standard Veterinary Treatment Guidelines (SVTG)and  Crisis Management Plan (CMP) for Animal Diseases aimed to strengthen animal health management in India:

Government launched ‘Gram Panchayat-Level Weather Forecasting’Union Minister Shri Rajiv Ranjan Singh launches “Weather Forecasting at the Gram Panchayat Level” in Vigyan Bhawan, New Delhi Union Minister Rajiv Ranjan Singh aka Lalan Singh, Ministry of Panchayati Raj (MoPR) along with Dr. Jitendra Singh, Minister of State (Independent Charge), Ministry of Science and Technology (MoS&T) and Minister of State (MoS) Satya Pal Singh Baghel, MoPR launched the ‘Gram Panchayat-Level Weather Forecasting’ initiative in Vigyan Bhawan, New Delhi, Delhi to provide daily weather updates to Gram Panchayats on temperature, rainfall, wind speed, and cloud cover.

  • This is the first time that localized weather forecasts will be available at the Gram Panchayat level. It is developed in collaboration between MoPR and the India Meteorological Department (IMD), Ministry of Earth Sciences (MoES).

Objective:
To empower Gram Panchayats with localized weather data, enabling informed decisions regarding agriculture and disaster management
Key Points:
i.This initiative provides 5 days daily weather forecasting and provision to check hourly weather forecasts.
ii.Weather forecasts will be accessible through digital platforms like Meri Panchayat application(app), eGramSwaraj, Mausamgram, and Gram Manchitra, enhancing local governance and transparency.
iii.eGramSwaraj supports project monitoring, the Meri Panchayat app fosters community engagement, and Gram Manchitra provides geospatial data for planning and development at the Panchayat level.
iv.Mausamgram is an initiative by the IMD designed to deliver location-specific weather forecasts at the Gram Panchayat level, aiming ‘HAR HAR MAUSAM HAR GHAR MAUSAM (weather information for every household anytime).

  • It offers hourly forecasts for up to 36 hours, 3-hourly updates for the next five days, and 6-hourly forecasts for days six to ten.

v.A workshop on ‘Weather Forecasts at the Gram Panchayat Level’ was also organized for over 200 participants to provide hands-on training on the use of weather forecasting tools, thus enhancing climate resilience in their regions.
Note: This initiative will be augmented by the implementation of ‘Mission Mausam’ which was approved by the Government of India with an outlay of Rs.2,000 crore for implementation during 2024-26.

MoF Raised MUDRA Loan Limit under PMMY from Rs 10 Lakh to Rs 20 LakhCentre doubles loan limit under Pradhan Mantri Mudra Yojana to Rs 20 lakhThe Department of Financial Services (DFS) under the Ministry of Finance (MoF) raised the limit of Mudra loan amount under the Pradhan Mantri Mudra Yojana (PMMY) from current Rs 10 lakh to Rs 20 lakh under new Tarun Plus category to promote entrepreneurship in the country. It will effect from October 24, 2024.

  • Borrowers who have previously availed and successfully repaid loans under “Tarun” category will be able to access funding between Rs 10 lakh and Rs 20 lakh.
  • Also, the Credit Guarantee Fund for Micro Units (CGFMU) will now offer guarantee coverage for these enhance loans, which reinforces the Government of India (GoI)’s commitment to promote a robust entrepreneurial ecosystem in India.

DoPPW: Pensioners Turning 80 are Eligible to Get Additional PensionCentral govt pensioners to get additional compassionate pension after 80The Department of Pension and Pensioners’ Welfare (DoPPW), under the Ministry of Personnel, Public Grievances and Pensions(MoPPGP), stated that the Central Government Pensioners turning 80 are eligible for an additional pension. 

  • On 18th October 2024, the DoPPW released an office memorandum outlining the detailed guidelines on additional pensions for pensioners turning 80.

Details: 
i.As per the provisions of Sub Rule 6 of Rule 44 of central civil services (CCS)(Pension) Rules 2021 [erstwhile Rule 49(2-A) of CCS(Pension) Rules 1972], after completion of eighty years of age or above by a retired Government servant, in addition to a pension or a compassionate allowance admissible under the rules.

ii.The additional pension or compassionate allowance will be disbursed as follow:

  • 20% of basic pension/compassionate allowance – 80 years to less than 85 years.
  • 30% of basic pension/compassionate allowance – 85 years to less than 90 years
  • 40% of basic pension/compassionate allowance – 90 years to less than 95 years
  • 50% of basic pension/compassionate allowance – 95 years to less than 100 years.
  • 100% of basic pension/ compassionate allowance – 100 years or more.

Eligibility: The additional pension or additional compassionate allowance shall be payable from the first day of the calendar month in which it falls due.
What is a Compassionate Pension? 
i.A compassionate pension is a special allowance that the government may grant to an employee or their family in certain circumstances like,

  • The employee dies while in service, including by suicide.
  • The employee retires on medical grounds before reaching the age of 55 (or 57 for former Group ‘D’ government servants).
  • The employee’s disablement or death is directly related to their government service.

ii.A compassionate pension sanctioned under the proviso to sub-rule (1) shall not be less than the minimum pension as fixed by the Government.

India, Pakistan renew Kartarpur Corridor Agreement until 2029India, Pakistan renew Kartarpur Corridor agreement until 2029India and Pakistan have renewed their agreement on the Kartarpur Corridor, extending its operation for further 5 years i.e. until 2029. This corridor facilitates visa-free access for Indian Sikh pilgrims to the Gurdwara Darbar Sahib in Kartarpur, Pakistan, which is a significant religious site for Sikhs as it marks the final resting place of Guru Nanak Dev, the founder of Sikhism, and first of the 10th Sikh gurus.

  • The original agreement was signed on October 24, 2019.
  • The extension of the Kartarpur Corridor agreement was announced on October 22, 2024.

Key Points:
i.Despite the renewal, India has reiterated its request for Pakistan to waive the USD 20 (Rs 1682) service charge imposed on each pilgrim. Pakistan maintains this fee is necessary to cover the costs associated with maintaining the corridor and facilities.
ii.The Kartarpur Corridor is approximately 4 kilometers long and connects the Gurdwara Darbar Sahib in Narowal, Pakistan, with the Dera Baba Nanak shrine in Gurdaspur district, India.

  • It is located on the east bank of the Ravi River in India, around 1 km from the Indo-Pakistan border.

iii.It was inaugurated in November 2019 as part of celebrations for Guru Nanak Dev’s 550th birth anniversary.
iv.The establishment of this corridor was seen as a Confidence Building Measure (CBM) aimed at improving relations between India and Pakistan amidst ongoing tensions.

UNESCO Report: India Spends 4.1-4.6% of its GDP on Education between 2014 and 2024UNESCO Report India spends more on Education than China & JapanAccording to the latest series of report released by United Nations Educational, Scientific and Cultural Organisation (UNESCO) Institute for Statistics (UIS) on World Educations Statistics, 2024, India has spent nearly 4.1-4.6% of its Gross Domestic Product (GDP) on education between 2015 and 2024.
i.As per the report, India’s government expenditure on education has fluctuated between 13.5% and 17.2% during the period between 2014 and 2024.
ii.The report highlighted that globally, the world average of public expenditure on education has witnessed decline since 2010 i.e. from 13.2% (in 2010) to 12.5% (in 2020), especially after the COVID-19 pandemic.

ADB Approves USD 434 Million Loan for Solar Energy Expansion in AssamADB approves USD 434.25 million loan for 500 MW solar facility in AssamThe Asian Development Bank (ADB) has approved a substantial loan of USD 434.25 million (around Rs 3600 cr) to boost the renewable energy sector in Assam.

  • This funding will go towards the establishment of a 500 Megawatt(MW) solar photovoltaic (PV) plant in Karbi Anglong district of Assam, marking a major step toward meeting the state’s renewable energy (RE) target of 3,000 MW by 2030.
  • The loan and technical assistance are intended to catalyze Assam’s shift towards renewable energy, reinforcing both energy security and environmental responsibility in the state.

Key Points:
i.The project incorporates a Battery Energy Storage System (BESS) to ensure a stable and reliable energy supply. This system will help manage peak power demand and maintain grid stability.

  • The BESS will be developed as part of a joint venture (JV) between Assam Power Distribution Company Limited (APDCL) and Oil and Natural Gas Corporation (ONGC) Tripura Power company Limited (OTPC), ensuring efficient energy management and control over power requirements.

ii.Beyond infrastructure, ADB’s involvement extends to fostering private sector participation by strengthening Assam’s public-private partnership (PPP) framework.

  • The project plans also include a future expansion, with a 250 MW solar PV facility in Karbi Anglong district of Assam to be developed under a PPP agreement.
  • This approach aims to encourage sustainable growth in Assam’s renewable energy sector and to reduce reliance on fossil fuels.

iii.To improve electricity distribution, traditional overhead power lines around the solar facility will be replaced with aerial covered conductor cables.
iv.Additionally, new transformers will be installed to enhance power delivery across the region, especially benefiting rural and remote areas.
v.ADB is also offering an additional USD 1 million in technical assistance through its Clean Energy Fund under the Clean Energy Financing Partnership Facility.

  • Promise4Future is a Unit Linked Individual Savings Life Insurance Plan, provides the dual benefit of long-term protection and the opportunity to benefit from the returns generated in the participating fund of the company.

NTPC & IA Join Hands for Round-the-Clock Power Supply using Green HydrogenNTPC and Indian Army Join Hands for Round-the-Clock Power Supply using Green HydrogenNew Delhi(Delhi) based National Thermal Power Corporation Limited (NTPC) has partnered with the Indian Army (IA) to establish a Solar Hydrogen-based Microgrid at Chushul in the Leh district of the Union Territory (UT) of Ladakh.

  • Union Minister Rajnath Singh, Ministry of Defence (MoD) virtually inaugurated the project in the presence of senior officials from the Ministry of Defence (MoD), the IA, and NTPC in attendance.
  • This project aims to provide a round-the-clock, stable power supply using green hydrogen technology for off-grid Army locations.

Key Features:
i.The Solar Hydrogen Microgrid, developed by NTPC, will operate independently, supplying 200 kilowatts (kW) of power throughout the year, replacing existing diesel generators in off-grid Army locations.
ii.Designed to function in extreme winter conditions with temperatures as low as -30°C and at an altitude of 4,400 meters(m), the microgrid will ensure energy security for soldiers stationed in challenging terrains.
iii.NTPC will maintain the project for 25 years, ensuring a consistent and reliable power supply in strategically significant areas.
Key Benefits:
i.The microgrid leverages solar energy and hydrogen for sustainable energy generation, reducing carbon emissions and contributing to a cleaner energy ecosystem.
ii.The system combines battery storage with hydrogen’s long-term energy storage capabilities, ensuring a stable power supply even in remote areas with limited accessibility.
iii.The microgrid is scalable and suitable for various applications beyond the defence sector, highlighting its potential for widespread adoption.
iv.Ladakh’s high solar irradiance and cold temperatures provide an ideal environment for efficient green hydrogen production, reducing reliance on diesel fuel logistics.
Note: NTPC aims to achieve 60 gigawatts (GW) of Renewable Energy (RE) capacity by 2032.

MOIL signed a draft JV agreement with MP State Mining Corporation
Nagpur(Maharashtra) based MOIL Limited (formerly known as Manganese Ore (India) Limited), has entered into a draft Joint Venture (JV) agreement with Madhya Pradesh State Mining Corporation Limited (MPSMCL) during the Madhya Pradesh Mining Conclave 2024 held in Bhopal, Madhya Pradesh(MP).

  • This partnership aims to advance manganese ore mining and undertake value-addition projects in MP.

i.As per the agreement, a JV will be formed with a shareholding of 51% of MOIL and 49% of MPSMCL.
ii.This partnership is expected to harness the rich manganese ore reserves in MP, driving economic growth and creating numerous employment opportunities in the region, aligning with the vision of Atma Nirbhar Bharat.

i.MOIL, established in 1896, is a Miniratna Public Sector Undertaking (PSU), under the Ministry of Steel(MoS).

China Launched three Tianping-3 Satellite into Orbit
On 22nd October 2024, China successfully launched three Tianping-3 satellites from the Taiyuan Satellite Launch Center in Shanxi Province using a Long March-6 carrier rocket and placed the satellite into its designated orbit.

  • The launched three satellites are Tianping-3A (01), B (01), and B (02) satellites.
  • The mission marked the 13th launch of the Long March 6 model and China’s 50th space launch this year. It also marks the 541st flight mission of the Long March carrier rocket series.

i.The satellite will primarily be utilized for calibrating ground radar equipment and measuring radar cross sections.
ii.The satellite will support imaging tests for ground optical equipment and conduct detection and monitoring tests of the low-orbit space environment, along with providing services for atmospheric space environment surveys and corrections to orbit prediction models.

  • 31 October 2024 marks the 149th birth anniversary of Sardar Vallabhbhai Patel.

Background:
i.In 2014, the Government of India (GoI), under Prime Minister Narendra Modi, announced the observance of Sardar Vallabhbhai Patel’s birth anniversary as National Unity Day, or Rashtriya Ekta Diwas, to honor his contributions to unifying the nation
ii.The first National Unity Day was observed on 31 October 2014.
About Sardar Vallabhbhai Patel:
i.Sardar Vallabhbhai Patel was born on October 31, 1875, in Nadiad, Gujarat and he was a lawyer by profession.
ii.In 1931, he was elected as the President of the Indian Nation Congress (INC) at its Karachi Session.
iii.On 15 August 1947, he took oath as the first Deputy Prime Minister, as well as the first Home Minister of independent India in the newly formed government under PM Jawaharlal Nehru.
iv.He also took charge as India’s first Minister of Information and Broadcasting. He died on December 15, 1950, at Birla House in Bombay (now Mumbai) Maharashtra.
v.He played an integral role in the formation of the All India Services system. Hence, he is also remembered as the “patron saint of India’s civil servants”

i.The launch of this app eliminates the need for middlemen in property registration, allowing users to register land or homes from home.
ii.Users can upload photos of the site from three angles, along with latitude-longitude details and required documents.
iii.A registration officer will verify the site within 15 days, with payments made via net banking or POS (Point-of-Sale).
iv.Sugam App integrates with existing land records and revenue databases, facilitating seamless access to vital information for both citizens and officials.
v.Users will receive real-time notifications regarding their application status, ensuring transparency throughout the registration process. This feature helps applicants track their submissions without needing to visit government offices repeatedly.

AP Gov launched ‘Deepam 2.0‘ Scheme as Diwali Gift for Women
Andhra Pradesh (AP) Chief Minister (CM) Chandrababu Naidu launched the Deepam 2.0 scheme as a Diwali gift in Edupuram, AP. This initiative will provide 3 free Liquefied Petroleum(LPG) cylinders per year to an eligible women from 31st October 2024.
i.Deepam (light) scheme is one of the “super six” poll promises made by the Telugu Desam Party (TDP) ahead of the 2024 elections.
ii.The AP government will  provide 3 gas cylinders free of cost to eligible beneficiaries at the rate of one in four months.

  • While the 1st cylinder can be applied for before 31st March 2025, the 2nd cylinder can be booked from 1st April to 31st July, 2025 and the 3rd cylinder  from 1st August to 30th November 2025.

iii.The ‘Deepam’ scheme will cost the state government Rs 2,684 crore annually, amounting to Rs 13,423 crore over the next 5 years.
