Cabinet approvals on September 11, 2024On September 11, 2024, the Union Cabinet, chaired by the Prime Minister (PM) of India Narendra Modi, has approved the following:
i.Mausam, an initiative with an outlay of Rs 2,000 crore over two years. Led by the Ministry of Earth Sciences (MoES), this mission aims to revolutionize India’s weather and climate sciences by enhancing research, forecasting, and climate resilience.
ii.PM-eBus Sewa-Payment Security Mechanism (PSM) scheme with an outlay of Rs 3,435.33 crore for the procurement and operation of over 38,000 electric buses by Public Transport Authorities (PTAs) from FY 2024-25 (FY25) to FY 2028-29 (FY29).
iii.Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV) for the Fiscal Years (FY) 2024-25 to 2028-29, with a total outlay of Rs 70,125 crore. The scheme aims to provide 62,500 km of all-weather roads, connecting 25,000 unconnected habitations across various regions, including plains, hill states, and special category areas.
iv.PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme, with an outlay of Rs 10,900 crore over two years
v.The Ministry of Power’s proposal to modify the scheme of budgetary support for Enabling Infrastructure for Hydro Electric Projects (HEP). With an outlay of Rs 12,461 crore, the scheme will be implemented from FY25 to FY 2031-32 (FY32).
vi.Health coverage for all senior citizens aged 70 years and above, regardless of income, under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY).

1st Foundation Day of I4C: Home Minister Amit Shah Launched 4 Key Initiatives for Prevention of Cyber CrimeOn 10th September 2024, Union Minister Amit Shah, Ministry of Home Affairs (MHA) addressed the event organised to mark the 1st Foundation Day of the Indian Cyber Crime Coordination Centre (I4C) as the Chief Guest at Vigyan Bhawan in New Delhi, Delhi. Union Minister Kiren Rijiju Launches 6 Initiatives as Part of 100-Day Achievements of MPA On September 11, 2024, The Union Minister Kiren Rijiju, Ministry of Parliamentary Affairs (MPA) launched six initiatives as part of the 100-day achievements of the MPA in New Delhi, Delhi.
- These initiatives aim to improve decision-making, advance real-time governance, and achieve a paperless legislative environment.
About 6 initiatives:
i.National e-Vidhan Application (NeVA 2.0):
- The upgraded version of the NeVA 2.0 will feature a more user-friendly interface and enhanced integration with state legislative processes.
ii.NeVA Public Portal version 2.0:
- The upgraded version of the portal will enhance the software to achieve a paperless legislative environment and promote real-time governance.
iii.Subordinate Legislation Management System (SLMS):
- Based on the recommendation in the 28th report of the Committee on Subordinate Legislation (COSL), a portal SLMS was developed, which will provide a single window interface to bring various stakeholders on a single platform resulting in enhanced decision-making and performance for the Committee on Subordinate Legislation.
iv.Consultative Committee Management System (CCMS):
- The Consultative Committee Management System (CCMS) portal has been envisioned and created to bring together three stakeholders namely Member of Parliament (MP), Union ministries, and the MPA on the same platform.
v.:
- The NYPS Portal 2.0 aims to enhance participation by opening it up to all citizens, irrespective of students from recognized educational institutions.
vi.NYPS for Eklavya Model Residential Schools (EMRSs):
- The Union Minister has also introduced a new scheme of the National Youth Parliament Competition (NYPS) for students of EMRSs.
- It will strengthen the roots of democracy and familiarise tribal students with the workings of Parliament and Parliamentary institutions by organising National Youth Parliament Competitions annually.

MoSPI Dissolved 14-member Standing Committee on Statistics amid Delayed CensusThe Ministry of Statistics and Programme Implementation (MoSPI) has dissolved the 14-member Standing Committee on Statistics (SCoS), led by former chief statistician Pronab Sen after the committee members questioned the delay in conducting the decennial Census.
- The SCoS’ roles and responsibilities reportedly overlapped with the newly formed Steering Committee for the National Sample Surveys (NSS) as outlined in the respective Terms of Reference (ToR).
New Steering Committee:
i.The MoSPI constituted a Steering Committee for the NSS based on a recommendation from the National Statistical Commission (NSC).
- It was constituted to address survey-related issues of the National Sample Survey Office (NSSO).
ii.The new committee is chaired by Rajeeva Laxman Karandikar, Chairman of the NSC, and includes at least 4 members from the dissolved SCoS.
Background:
i.On July 13, 2023, the GoI constituted a 14-member SCoS, after renaming and expanding the scope of coverage of the Standing Committee on Economic Statistics (SCES) formed in December 2019.
ii.The SCoS was tasked to assist the GoI with survey methodology, including sampling frame, sampling design, etc.
iii.The primary focus was to understand the data needs of the user community and ensure its availability.
Census concerns:
i.India’s decennial census has been conducted every 10 years.
ii.The last decennial population Census of India was conducted from 9th–28th February 2011 with a revisional round from 1st -5th March 2011.
iii.The next Census was due in 2021 but the same has been postponed due to the COVID-19 pandemic and remains unnotified.
iv.The delay in conducting the census could have extensive effects on policy-making and resource allocation.
- Relying on the outdated 2011 census may affect the accuracy of statistical surveys.
About Decennial Census:
i.The Indian Census is the largest single source of statistical information on various characteristics of the people of India.
ii.In 1872 the 1st census was conducted non-synchronously in different parts of India. The first complete census was taken in 1881.
iii.Post- 1949, the census has been conducted by the Registrar General of India and Census Commissioner of India (RGI-CCI) under the Ministry of Home Affairs (MHA).
iv.All the censuses since 1951 are conducted under the 1948 Census of India Act, and the Census Rules, 1990, and amendments made thereunder.
MoCI Minister Piyush Goyal launches Trade Connect e-Platform Union Minister Piyush Goyal , Ministry of Commerce and Industry (MoCI) launched Trade Connect e-Platform to enhance international trade opportunities for Indian exporters, particularly Medium, Small and Medium Enterprises (MSMEs) in New Delhi, Delhi.
- It is developed by a collaboration of key partners including the Ministry of MSME, Export-Import Bank of India (EXIM Bank), Department of Financial Services (DFS), Ministry of Finance(MoF), and the Ministry of External Affairs (MEA).
- This platform addresses information gaps and offers comprehensive support to exporters.
Key Points:
i.The platform aims to boost India’s global market share and offer Free Trade Agreements (FTAs) benefits to small businesses and entrepreneurs.
ii.Trade Connect e-Platform 2.0 will launch soon with improved features based on user feedback.
iii.It connects over 6 lakh Importer -Exporter Code (IEC) holders, 180 Indian Mission officials, 600 Export Promotion Council officials, and trade experts for real-time trade information.
iv.Features include market guides, FTA explorers, a global e-commerce guide, trade education, product promotion, and expert advice.
v.The platform seeks to simplify trade processes, increase export volumes, and enhance global competitiveness, supporting the Digital India vision by reducing trade costs and complexities.
Union Minister Piyush Goyal inaugurates Akurli Bridge in Mumbai
The minister also inaugurated the Akurli bridge on the Western Express Highway in Mumbai(Maharashtra), alleviating a major traffic bottleneck.
- The project will significantly benefit people of Mumbai by saving time and fuel.

DoT Simplifies Telecom Licensing & Equipment Approval Processes to Boost Telecom SectorDepartment of Telecommunications (DoT) under the Ministry of Communications (MoC) has revised its processes for issuing Experimental Licenses, Demonstration Licenses, and Equipment Type Approvals (ETA), to enhance the ease of doing business in the telecommunications (telecom) sector.
- These changes, based on the Telecom Regulatory Authority of India (TRAI) recommendations, aim to reduce time delays, foster innovation, and streamline regulatory processes in the telecom sector.
Changes to Experimental Licenses (Radiating Category):
i.For Experimental Licenses (Radiating Category), fixed timelines have been introduced for quicker approvals.
ii.For cases not requiring Inter-Ministerial Consultation (IMC), the license will be deemed issued after 30 days if no decision is conveyed.
iii.For cases requiring IMC:
- DoT seeks comments within 7 days of receiving a complete application.
- If no comments are received, a provisional license will be granted after 60 days, which will be converted to a regular license after 90 days, provided there are no adverse comments.
Changes to Demonstration Licenses (Radiating Category):
i.Without IMC, licenses will be deemed granted after 15 days.
ii.With IMC, licenses will be deemed granted after 45 days once comments are sought from relevant authorities.
Equipment Type Approvals (ETA):
i.All applications of ETA for license-exempt wireless devices are now granted on a self-declaration basis.
ii.Applicants can submit their applications through the SARAL Sanchar (Simplified Application For Registration And Licenses) portal and download ETA certificates upon successful submission.
Other Applicable Terms & Conditions:
i.Other applicable terms and conditions will continue to apply. Existing guidelines for equipment disposal or return remain in effect.
ii.Provisional licenses may be cancelled if unfavorable inter-ministerial comments are received.
iii.Applicants must submit an undertaking agreeing to stop experiments immediately if the license is cancelled.
iv.Additionally, ETA holders still need to obtain the necessary clearances, such as a No Objection Certificate (NOC) from the Directorate General of Foreign Trade (DGFT), before importing equipment into India.

India’s 1st Silicon Carbide Manufacturing Unit To Be Set Up in Odisha
Mohan Charan Majhi, the Chief Minister (CM) of Odisha has presided over the ground breaking ceremony of India’s first silicon carbide manufacturing facility to be built at the EMC Park in Infovalley in Bhubaneswar (Odisha) with an investment of Rs 620 crore.
i.The project was developed by Mumbai(Maharashtra) based RIR Power Electronics Limited (formerly Ruttonsha International Rectifier Limited).
ii.It is expected to create over 500 jobs in manufacturing, research, and development, will boost Odisha’s industrial growth and establish it as a key player in the global power electronics industry.
iii.The products manufactured at the facility will be exported to foreign markets such as North America, Europe, and Asia, and used in industries such as defence, transportation, aerospace, and sustainable energy.

Pixxel Awarded USD 476 Million NASA Contract to Support ESR with Hyperspectral Technology
Bengaluru(Karnataka)-based Pixxel, a spacetech startup, been selected to be part of National Aeronautics and Space Administration (NASA)’s USD 476 million Commercial SmallSat Data Acquisition(CSDA) Program On-Ramp1 Multiple Award. It is one of the 8 companies to bag this contract.
i.This is a firm-fixed-price indefinite-delivery/indefinite-quantity multiple-award contract with a maximum value of USD 476 million, cumulatively amongst all the selected contractors.
ii.This contract period of performance runs through 15th November 2028.
- Pixxel is selected for this award to provide Earth Observation Data (EOD) and related services for NASA.
- Under this contract, Pixxel will provide NASA and the United States of America (USA) government and academic partners with hyperspectral EOD.
- The data will assist NASA’s Earth Science Research (ESR) and application activities that help improve life on the planet.
Note: The Award aims to offer NASA a cost-effective way to augment the Earth observations acquired by NASA, and global agencies for the benefit of all.

About the NFNA:
i.The National Florence Nightingale Awards were instituted in 1973 by the MoH&FW.
ii.The awards are named after Florence Nightingale (1820 – 1910), a British nurse, social reformer, and the founder of modern nursing.
iii.Usually, the awards are given on 12 May, the birth anniversary of Florence Nightingale, and the International Nurses Day (IND).
iv.The award is given to exceptional nursing personnel employed in Central, State/Union Territories (UTs) and Voluntary organisations.
2024 Awards:
i.In 2024, the 15 awards were presented in 3 categories namely:
- Registered Auxiliary Nurses and Midwife (ANM)- 5 Awards;
- Registered Lady Health Visitors (LHV)- 1 Award; and
- Registered Nurses and Midwife – 9 Awards
ii.The nursing personnel from the above categories required a minimum of 10 years of experience in the respective category.
iii.The nurse in her/his regular job in the hospital or community setting, educational or administrative setting is eligible for the national award.
iv.Each award consists of a Certificate of Merit, a Cash Award of Rs.1 Lakh and a Medal.

- OC-ALC is the first USA government organization certified to ISO 50001.
ii.The recipients of the Award of Excellence will be formally recognized at the joint convening of the 15th Clean Energy Ministerial and the 9th Mission Innovation Ministerial (CEM15/MI-9), which is scheduled on October 1–3, 2024 in Foz do Iguaçu, Brazil.

DRDO & Indian Navy Successfully Flight Test VL-SR SAM off Odisha coastDefence Research and Development Organisation (DRDO), and the Indian Navy (IN) conducted a successful flight test of an indigenously built Vertical Launch Short Range Surface-to-Air Missile (VL-SR SAM) from the launchpad of the Integrated Test Range (ITR) at Chandipur in Balasore district off the coast of Odisha.
- The flight test was conducted using a land-based vertical launcher, engaging a high-speed aerial target flying at a low altitude. The missile system successfully detected and hit the target.
Note: DRDO is the Research and Development (R&D) wing of the Ministry of Defence (MoD).
Objective:The flight test aimed to validate several updated components of the weapon system, including the Proximity Fuse and Seeker.
Key Points:
i.The system’s performance was meticulously monitored and verified using various range instruments, such as the Radar, Electro-Optical Tracking System (EOTS), and Telemetry, deployed at ITR Chandipur.
ii.This test confirms the dependability and effectiveness of the VL-SR SAM weapon system.
Vertically Launched – Short-Range Surface-to-Air Missile (VL-SR SAM):
i.It is a ship-based weapon system developed by Bharat Dynamics Limited (BDL), a Hyderabad (Telangana)-based Public Sector Undertaking (PSU) under the MoD, for the IN.
ii.It provides IN warships with quick-reaction air defence against supersonic, low-flying targets like aircraft and drones, even in all weather conditions.
iii.The missile features a smokeless engine, which helps it fly without leaving visible trails of smoke.
iv.It also has a built-in antijamming technology to defend against enemy interference.
v.The missile can hit targets up to 50 kilometers (km) range, and reach a height of 15 km.
vi.It weighs about 170 kilograms (Kg) and is 3931 millimeters (mm) in length and 178 mm in diameter.
vii.The VL-SR SAM is built with 4 small wings to maintain stability during flight and is expected to carry a high-explosive warhead filled with pre-formed fragments.
viii.This warhead is designed to explode when it gets close to a target, using a radar sensor to trigger the explosion at the right moment (radar proximity fuse).
ix.It is also equipped with a Radio Frequency (RF) seeker, helping it lock onto its target with precision.

‘Ahaetulla longirostri’: New Species of Long-Snoutedvine Snake Discovered in Bihar and MeghalayaA new snake species with a long-snout named ‘Ahaetulla longirostri’ (long snouted vine snake) has been discovered in Valmiki Tiger Reserve (VTR), Bihar and Meghalaya.The detailed research findings were published in the Journal of Asia-Pacific Biodiversity.
i.Southern Birdwing (Troides minos), India’s second largest butterfly species, has been found on the satellite campus of The American College in Madurai district of Tamil Nadu (TN).
ii.A group of researchers from Dodamarg have discovered a new Myristica swamp forest in Kumbral, Maharashtra. This findings have been published in the Journal of Threatened Taxa.

Highlights of the Paris Paralympics 2024- India wins 29 medals & Secured 18th positionIndia concluded the 2024 Summer Paralympics, also known as the Paris 2024 Paralympic Games – the 17th edition of the Summer Paralympic Games, with a record 29 medals (7 gold, 9 silver, and 13 bronze). India is ranked 18th among the 170 participating nations.
- This marks India’s most successful performance in Paralympic history surpassing the 19-medal haul at the 2020 Tokyo Paralympics.
- China topped the Medal tally with 220 medals (94 gold; 76 Silver and 50 Bronze) followed by Great Britain at 2nd place with 124 medals (49 golds, 44 Silver and 31 Bronze) and the United States of America (USA) at the 3rd place with 105 medals (36 Gold; 42 Silver and 27 Bronze).
2024 Paralympics:
i.2024 Summer Paralympics held from 28th August 2024 to 8th September 2024 in Paris, France.
ii.This was the 1st time France hosted the Summer Paralympics and only the 2nd time the country hosted the Paralympics overall.

The Olympic Council of Asia (OCA) confirmed that Yogasana, the practice of traditional Indian yoga postures, will be featured as a Demonstration Sport at the upcoming 2026 Asian Games which will be held in Aichi-Nagoya, Japan.
- The decision was unanimously passed at the 44th OCA General Assembly, held in New Delhi, Delhi.
- Randhir Singh, who was elected unopposed as the OCA president for a 4-year term from 2024 to 2028, confirmed Yoga’s inclusion as a Demonstration Sport
- This decision highlights a significant step towards further promoting Yoga, a 5,000-year-old tradition from India on the international sporting stage.
- The OCA aims to popularise yoga internationally, hoping it becomes a medal event in the 2030 Asian Games, in Doha, Qatar.
Note: In December 2014, the United Nations General Assembly (UNGA) declared June 21st as the International Day of Yoga (IDY).

International Day for South-South Cooperation 2024 – September 12 United Nations (UN)’s International Day for South-South Cooperation is annually observed on 12 September to highlight the importance of collaboration among people and economic, social, cultural, environmental, technical, and political cooperation among developing countries in the Global South.
- The 2024 theme of International Day for South-South Cooperation is, “A Better Tomorrow through South-South Cooperation.”
Background:
i.On 23rd December 2003, the United Nations General Assembly (UNGA) adopted the resolution A/RES/58/220, proclaiming 19th December of every year as the United Nations Day for South-South Cooperation.
ii.The first-ever UN Day for SSC was observed on 19 December 2004.
Change in the Date of Observance:
In 2011, the UNGA decided to change the observance of the International Day for SSC from 19 December to 12 September, to mark the day in 1978, when the UN Conference of the Global South on TCDC adopted the BAPA for Promoting and Implementing TCDC, one of the main pillars for SSC.
