Key Points:
i.The partnership aims to establish and institutionalise systems for effective communication among the Ministry, Elected Representatives, Field Functionaries of Panchayati Raj Institutions, and Rural Communities.
ii.It will improve service delivery to rural citizens and better contact with citizens, especially women and children, which will accelerate the localised Sustainable Development Goals (SDGs).
iii.It will empower rural communities to make informed decisions, improve service delivery, and boost governance transparency, contributing to a more inclusive and connected rural India.

PM Narendra Modi launched ‘Jal Sanchay Jan Bhagidari’ initiatives in GujaratPM Modi Virtually Launches 'Jal Sanchay Jan Bhagidari' Initiative on Water Conservation in SuratOn September 6, 2024, Prime Minister (PM) of India, Narendra Modi virtually launched the Jal Sanchay Jan Bhagidari initiative with an outlay of Rs 27 crore was  in Surat, Gujarat. This program is a collaboration between the Ministry of Jal Shakti (MoJS) and the Government of Gujarat, focuses on water conservation and community participation.

  • The initiative includes the construction of around 24,800 rainwater harvesting structures across Gujarat, with strong public involvement to improve water sustainability.

Other Participants:
Gujarat Chief Minister (CM) Bhupendra Patel, Union Minister Chandrakant Raghunath Patil, MoJS, among others.
About Jal Sanchay Jan Bhagidari :
i.The ‘Jal Sanchay Jan Bhagidari’ aims to address water shortages by constructing rainwater harvesting structures in critical regions with community engagement.
ii.The initiative seeks to enhance groundwater levels and boost water infiltration by implementing rainwater harvesting measures in the districts of Surat, Tapi, Dang, Navsari, and Valsad, aligning with the objectives of the National Water Mission (NWM).

  • As part of this program, approximately 2,000 water recharge initiatives are in progress.
  • Furthermore, 2,031 water conservation projects, valued at Rs 10.43 crore, have been launched across 587 villages in Surat district.

iii.India, with only 4% of the world’s freshwater, faces severe water scarcity, worsened by climate change. The program aims to address this by combining traditional knowledge and modern techniques.
iv.This initiative aligns with ‘Jal Shakti Abhiyan: Catch the Rain campaign’.

  • Jal Jeevan Mission, Atal Bhujal Yojana were also highlighted as part of the larger goal to make water conservation a nationwide movement.

v.The government is promoting water-efficient farming techniques such as drip irrigation and encouraging farmers to grow crops that require less water.
vi.Industries in Gujarat, through their Corporate Social Responsibility (CSR) efforts, have supported water conservation by creating 10,000 borewell recharge structures.
About Jal Shakti Abhiyan:
i.Jal Shakti Abhiyan(JSA) was launched in 2019 in 1592 blocks in 256 water stressed districts of the country to promote water conservation and water resource management.
ii.It was renamed “Jal Shakti Abhiyan: Catch the Rain” in 2021 and expanded to all over India to promote water conservation awareness among the public.

MoSPI : Telangana, TN Top in GSDP Growth among 10 Largest States in FY24Telangana, TN top in GSDP growth among 10 largest StatesAccording to latest data from the Ministry of Statistics and Programme Implementation (MoSPI), Telangana, Tamil Nadu (TN) and Rajasthan have registered the highest growth in real Gross State Domestic Product (GSDP) among the 10 largest states in Financial Year 2023-24 (FY24).

  • GSDP is an important parameter that measures the total value of goods and services produced within a state, which reflects the robust expansion of these states have achieved.

Top 3 Performing States:
i.Telangana, the 9th biggest state in India, saw its GSDP growth at 9.2% to reach real GSDP of Rs 7.9 lakh crore in FY24. This growth rate has surpassed India’s GDP growth of 8.2% recorded in FY24.
ii.Tamil Nadu (TN) which is the 3rd largest state, saw its GSDP growth at 8.2% to reach Rs 15.7 lakh crore in size.
iii.While, Rajasthan, the 7th largest state, registered a strong growth, with an 8% increase in its GSDP.
Contribution of Services Sector in GSDP of States:
i.The sector-wise analysis reveals that services sector, which contributes highest to Gross Value Added (GVA) of all large states, helped in their GSDP growth.
 ii.MoSPI data showed that services sector of TN, which accounts 52% share in total GVA, saw the growth of 9% and services sector of Telangana which accounts 63% of its GVA, saw the growth of 11%.

  • While, Maharashtra’s services sector underperformed as it grew by just 9% in FY24, compared to 13% growth registered in FY23.

GSDP Growth of Other States:
i.Despite Telangana, TN and Rajasthan registered the highest GSDP growth, Maharashtra remains to be the largest economy in India, with a real GSDP of Rs 24.1 lakh crore in FY24.
ii.Data related to Gujarat, the 2nd largest state in FY23, is not available yet.  It is likely to retain its previous position based on budget estimates.
iii.Uttar Pradesh (UP) and Karnataka has been ranked at 4th and 5th spot respectively, based on their real GSDP growth, with UP’s GSDP narrowly surpassing Karnataka’s by Rs 130 crore.
Key Points:
i.Agriculture sector underperformed across most states in FY24 due to El Nino affect.
ii.Agriculture, Construction and Real Estate (within services sector) has contributed significantly in the overall growth of TN.
iii.Also, Telangana growth in FY24 was mainly driven by real estate and other services sector apart from the manufacturing sector which picked up after witnessing slow down between FY20(2019-20) and FY23(2022-23).

PM Narendra Modi Addressed 1st International Solar Festival Virtually in New DelhiPM Narendra Modi virtually addresses first International Solar FestivalOn 5 September 2024, Narendra Modi, the Prime Minister (PM) of India virtually addressed the two-day first International Solar Festival (ISF) 2024 which was held at Bharat Mandapam in New Delhi, Delhi.
Key Points:
i.The solar energy capacity of India has increased 32-fold in the last 10 years.
ii.It has set a target to achieve 500 Gigawatts (GWs) of non-fossil power capacity by 2030.
About the International Solar Festival 2024:
i.The ISF 2024 was organised by the International Solar Alliance (ISA). It aims to develop affordable, reliable, and sustainable solar energy globally.
ii.The objective of the festival is to bring together industry leaders, policymakers and financial institutions to promote solar energy adoption, offer funding for solar adoption, create new technologies, and strengthen the International Solar Alliance’s member countries.
iii.The ISF 2024 highlight and celebrate the transformative power of solar energy and its role in powering new opportunities across the globe, leading the way to universal energy access and advancing the Sustainable Development Goals (SDG).
iv.It features four core themes – the role of youth, communities, women, and the private sector. The event includes keynote sessions, technical discussions, and showcases of innovative solar solutions, aimed at fostering global cooperation and accelerating the transition to clean energy.

MeitY Launches 2nd Cohort of SAMRIDH to Support Startups
On 4th September 2024, S Krishnan, Secretary of the Ministry of Electronics and Information Technology (MeitY), launched the 2nd Cohort of the Startup Accelerator of MeitY for Product Innovation, Development, and Growth (SAMRIDH) scheme.

  • Accelerators can apply for the 2nd Cohort of SAMRIDH on or before 2 October 2024, at https://msh.meity.gov.in/schemes/samridh.
  • It is a part of the Government of India’s (GoI) 100-day agenda, to select and support 125 startups through potential accelerators to achieve the target of nurturing 300 startups.
  • Led by MeitY Startup Hub (MSH), this initiative is designed to empower early-stage startups with 6-9 months of acceleration program, matching funds up to Rs 40 lakhs, etc.

i.The SAMRIDH, launched in August 2021, is a flagship program of the MeitY for startup acceleration under the National Policy on Software Products (NPSP) – 2019.
iiSAMRIDH aims to support 300 software startups in a 3-year duration with a cohort size of 5-10 Startups. The scheme is being implemented by the MSH, and the Digital India Corporation (DIC).
iii.It aims to support existing and upcoming Accelerators to select and accelerate potential Information Technology (IT) based startups to scale.

Algeria joins New member of BRICS New Development Bank
Algeria joins the Brics New Development BankAlgeria has been authorised to become the new member of the BRICS New Development Bank (NDB), a Multilateral Development Bank (MDB) established by Brazil, Russia, India, China, and South Africa (BRICS) countries. It was announced by Dilma Rousseff, President of the NDB, during the 9th Annual Meeting of the NDB, held in Cape Town, South Africa, from August 29 to 31, 2024. With Algeria joining, the total number of NDB members stands at 10.

  • The theme of the meeting is “Investing in a Sustainable Future,” underscored the Bank’s commitment to addressing global challenges through sustainable development.
  • With this membership, Algeria became the 3rd Arab country to be integrated with the NDB, after Egypt and the United Arab Emirates (UAE).

Note: Algeria formally presented a request to join NDB,after the Algerian president, Abdelmadjid Tebboune’s visit to China in 2023.
About NDB:
The NDB was established in 2015 collectively by the BRICS countries.
Purpose:
i.The NDB objective to mobilise resources for infrastructure and sustainable development projects in Emerging Markets and Developing Countries (EMDCs).
ii.The NDB is an MDB created and majority-owned by EMDCs.
iii.NDB aims to contribute to global growth and development by helping address the needs and aspirations of EMDCs.
Members :
i.The NDB has expanded its membership to include Bangladesh and the UAE in 2021, and Egypt in 2023.
ii.In 2021, the NDB also welcomed Uruguay as its Prospective member country, becoming the 1st Latin American country to join the Bank.

  • Prospective members have been admitted by NDB’s Board of Governors and will officially become a member country once they deposit their instrument of accession.

iii.The membership will be open to members of the United Nations (UN), by the provisions of the Articles of Agreement of the NDB.
Note: 10th Annual Meeting will be held in Brazil in 2025.

MIGA & ISA to Set up Multi-Donor Trust Fund to Support Solar ProjectsISA, MIGA establish multi-donor trust Fund to support solar projectsThe United States of America (USA)-based Multilateral Investment Guarantee Agency (MIGA), a member of the World Bank Group (WBG) and the International Solar Alliance (ISA), announced the establishment of a multi-donor trust fund named ‘MIGA-ISA Solar Facility’.

  • The facility initiated with the support from the Government of India (GoI), aims to expand access to support renewable energy globally.

Note: ISA was jointly launched by Prime Minister (PM) Narendra Modi and François Hollande, the Former President of France at the 21st Conference of Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) in Paris, France.
Objective:
The facility combines ISA’s technical expertise with MIGA’s financing capacity to accelerate solar energy adoption worldwide.
Key Points:
i.The facility will offer concessional financing tools, including first-loss instruments and reinsurance capacity, to improve project bankability and lower the cost of MIGA guarantees.
ii.Additionally, both MIGA and ISA will collaborate to launch new solar power and distributed energy projects in eligible Developing Countries(DC).
iii.The initial focus will be on Sub-Saharan Africa, with plans for global expansion.
iv.The facility will be administered by MIGA, providing cost-effective risk mitigation instruments to support solar projects’ growth in ISA member countries.
Key Impact:
i.ISA has committed USD 2 million in seed funding, to raise USD 10 million for the facility.
ii.This is the 1st program under the guarantee component of ISA’s Global Solar Facility (GSF), which aims to raise USD 200 million for projects in Africa.
iii.The facility already supports a solar project in the Democratic Republic of Congo (DRC), cutting costs by 20%.
iv.Through this initiative, ISA will be an important partner of the program in collaboration with the WB and African Development Bank(AfDB) to achieve 300 million new electricity connections in Sub-Saharan Africa by 2030.

DICGC Introduces Daava Soochak for Claim Status TrackingDICGC introduces Daava Soochak for depositors to track claim statusThe Deposit Insurance and Credit Guarantee Corporation (DICGC), a wholly-owned subsidiary of the Reserve Bank of India (RBI), has launched ‘Daava Soochak’ or Claim Status Tracking which is an online tool that allows depositors to track the status of their claims by entering their registered mobile number on the DICGC website.

  • This initiative was inaugurated by Dr. Michael D. Patra, Deputy Governor of the RBI and Chairman of the DICGC.

Key Points:
i.Daava Soochak enables depositors to check the status of claims for banks placed under All Inclusive Directions (AID) after April 1, 2024.
ii.The corporation is responsible for reimbursing insured amounts to depositors of failed banks.The insurance limit was raised to Rs 5,00,000 per depositor in February 2020.

  • Currently, 97.8% of deposit accounts are fully insured.

iii.In 2023-24, DICGC settled claims worth Rs 1,432 crore for liquidated banks and those under AID, with Rs 900.73 crore repaid.
iv.As of March 31, 2024, 1,997 banks were registered with DICGC, including 140 commercial and 1,857 cooperative banks.
v.DICGC received a total premium of Rs 23,879 crore during 2023-24, with 94.4% contributed by commercial banks.

HDBFS Becomes 1st NBFC To Launch NPCI’s e-KYC Setu System
Ahmedabad (Gujarat) based Housing Development Board Financial Services Limited (HDBFS) has become the first Non-Banking Financial Company (NBFC) to launch the National Payments Corporation of India (NPCI)’s Electronic-Know Your Customer (e-KYC) Setu System.

  • This system is built in collaboration between the NPCI and the Unique Identification Authority of India (UIDAI)

i.It aims to streamline the account opening process, providing customers a faster, simpler, and more secure way to access financial services.
ii.The HDBFS customers can now easily open loan accounts without the need to upload documents or visit a branch.
iii.The customers can easily validate their identities from any location using the secure One-Time Password (OTP) based authentication.
iv.It ensures a hassle-free experience and accelerates customer onboarding.

PayMate Partners with NBBL To Launch BBPS-B2B Platform  
Mumbai (Maharashtra) based PayMate, the Business-To-Business (B2B) payments company, has partnered with National Payments Corporation of India (NPCI) Bharat BillPay Limited (NBBL) to launch the ‘PayMate BBPS-B2B’ platform.

  • It aims to serve 634 lakh Micro, Small and Medium Enterprises (MSMEs) and 16.6 lakh corporate entities across India.

i.This platform will facilitate large-scale standardisation and digitization of commercial operations such as invoicing, payments, and collections across India and also promotes an interoperable ecosystem of buyers and suppliers.
ii.It offers a comprehensive solution for managing the invoice lifecycle, from customer onboarding to invoice generation, financing, collections, and reconciliation.
iii.It assist corporate, mid-market, and Small and Medium-sized Enterprises (SME) clients to conduct business transactions.

Raja Randhir Singh Becomes First Indian OCA PresidentRandhir Singh becomes first Indian to be elected as OCA presidentOn 8th September 2024, Raja Randhir Singh (aged 77), a former Indian shooter and veteran sports administrator, has been elected as the President of the Olympic Council of Asia (OCA) for a tenure of four-year (from 2024 to 2028). He becomes the first Indian to serve as President of OCA.

  • He had been serving as the Acting President of OCA since 2021, following the 15-year ban of Sheikh Ahmad Al-Fahad Al-Sabah from Kuwait.

Election:
i.As the only eligible candidate for the position, He was unanimously elected during the 44th General Assembly held at the Bharat Mandapam, Pragati Maidan in New Delhi, Delhi.
ii.He was officially declared President in the presence of Union Minister Mansukh Mandaviya, Ministry of Youth Affairs and Sports (MoYAS) and leaders from all 45 Asian nations.
About Raja Randhir Singh:
Sports career
i.Raja Randhir Singh represented India in shooting at the Olympic Games (Tokyo 1964 (Reserve Shooter), Mexico 1968, Munich 1972, Montreal 1976, Moscow 1980 and Los Angeles 1984).
ii.He has also participated in Asian Games (Bangkok 1978, New Delhi 1982, Seoul 1986 and Hiroshima 1994.

  • He was the  first Indian shooter to win gold in the Asian Games (1978). He also won a bronze in 1982 and a team silver in 1986.

i.He served as the Secretary General of the Indian Olympic Association (IOA) (1987-2014); Member of the governing body of Sports Authority of India (SAI) (1987-2010); and Secretary General of OCA (1991-2015) and Member of the International Olympic Committee (IOC) from 2001 to 2014.

Ministry of Finance to Sell 6.78% Stake in GIC Re for Rs 4,700 crore
The Ministry of Finance (MoF), Government of India (GoI) is set to sell a 6.78% stake in the General Insurance Corporation of India (GIC Re), a state-owned public sector reinsurance company, through an Offer-For-Sale (OFS), aiming to raise approximately Rs 4,700 crore. This is the first stake sale since GIC Re’s 2017 OFS listing.

  • Initially, the government will divest 3.39% of the equity. An additional 3.39% is available as a green shoe option.
  • The floor price for the OFS is set at Rs 395 per share, around 6% below the Current Market Price (CMP) of Rs 420.8. The government’s current stake in GIC Re is 85.78%.
  • Non-retail investors can purchase shares through the OFS route, while retail investors and GIC employees can purchase through bidding.
  • Additionally, 50,000 shares will be offered to eligible employees, who may apply for shares amounting up to Rs 5 lakhs.

Note: GIC Re was incorporated in November 1972 and is a 100% GoI-owned Public Sector Undertaking (PSU) company, headquartered in Mumbai, Maharashtra.

ISRO to Launch 1st Base Module of Bharatiya Antariksh Station by 2028Bharatiya Antariksh Station To Have 5 Modules, ISRO to Launch First Base Module by 2028The Indian Space Research Organisation (ISRO) plans to launch the 1st base module of the Bharatiya Antariksh Station (BAS), India’s 1st space station, by 2028. The BAS will have 5 modules.

  • The entire station with a mass of about 52 tonnes is expected to be fully assembled in space by 2035.

First Module:
i.The first module with a mass of 9186 kilograms (kg) robotic module will lack human re-entry capabilities.
ii.This will be the smallest of all the 5 modules, which can fit into Launch Vehicle Mark-3 (LVM Mk-3 or LVM-3).

  • LVM-3, is a 3-stage launch vehicle and the new heavy-lift launch vehicle of the ISRO.

iii.The station will host 3-4 astronauts for varying periods to conduct several experiments in space.
New Generation Rocket:
i.ISRO is also in the process of building a new generation rocket – Soorya – to lift off the heavier modules.
ii.ISRO’s Soorya rocket will have 2 times more capability than the current heaviest rocket, LVM Mk-3.
iii.LVM3 will be capable of placing a maximum of 4-tonne class satellites into Geosynchronous Transfer Orbits (GTO), and 10 tonnes to Low Earth Orbit (LEO).

International Day of Clean Air for Blue Skies 2024 – September 7International Day of Clean Air for blue skies - September 7 2024 The United Nations (UN’s) International Day of Clean Air for Blue Skies is annually observed across the world on 7 September to raise awareness about the importance of clean air for a sustainable future.

  • 7 September 2024 marks the observance of the 5th annual International Day of Clean Air for Blue Skies.
  • The 2024 theme of International Day of Clean Air for Blue Skies is, “Invest in #CleanAirNow.”

i.On 19 December 2019, the 2nd Committee of the 74th session of the UN General Assembly (UNGA) adopted the resolution A/RES/74/212, proclaiming the 7 September of every year as the International Day of Clean Air for Blue Skies.

  • The day promotes education, advocacy, and social inclusion initiatives to improve the quality of life for those who have dystrophinopathies.
  • The theme of WDAD 2024 is ‘Raise your voice for Duchenne’.

Background:
i.In 2014, the two active members of the World Duchenne Organization (WDO), Elizabeth Vroom, the President and Nicoletta Madia, the Community Coordinator initiated the observance of WDAD on September 7th to raise awareness about DMD.It was first observed in 2014.
ii.On 29th November 2023, the United Nations General Assembly (UNGA) adopted the resolution (A/RES/78/12) and officially designated 7th September of every year as World Duchenne Awareness Day, starting from 2024.
