PM Narendra Modi inaugurates National Conference of District Judiciary in New Delhi; SCI Flag unveiledPM Shri Narendra Modi inaugurates National Conference of District JudiciaryOn August 31, 2024, the Prime Minister (PM) of India Narendra Modi inaugurated the two-day long ‘National Conference of District Judiciary’ at Bharat Mandapam in New Delhi, Delhi. Organized by the Supreme Court of India (SCI), the event marked 75 years of the SCI.

  • The conference aimed to address key challenges faced by the judiciary and enhance judicial administration. The event was attended by over 800 district judiciary participants from across India.
  • The PM Narendra Modi unveiled the stamp and coin commemorating 75 years of the establishment of the SCI.
  • The President of India, Draupadi Murmu, delivered the valedictory address and unveiled the new flag and insignia of the SCI.

DDA, MCD, & SOI Sign a tripartite MoU for Drone Surveys to Monitor Land Encroachments in DelhiDDA, MCD, and Survey of India sign MoU for drone surveys to combat land encroachments in DelhiA tripartite Memorandum of Understanding (MoU) was signed between the Delhi Development Authority (DDA), the Municipal Corporation of Delhi (MCD), and the Survey Of India (SOI) to facilitate drone surveys to determine the status of encroachments on government-owned lands in New Delhi(Delhi).

  • The MoU aims to generate comprehensive geospatial data resources through survey and mapping activities.It creates a foundation for data integration by the DDA, MCD, and various government departments of the Delhi government.
  • It maximises resource utilisation and ensures comprehensive coverage of areas under their jurisdictions.

Note: SOI, the National Mapping Agency (NMA) of India under the Department of Science & Technology (DST), the Ministry of Science and Technology (MoS&T), is the oldest scientific department of the Government of India (GoI).
Scope of the MoU:
i.Under this MoU, DDA, and MCD will address the problem of uncertainty in the status of land held by various government agencies.
ii.The MoU will enable timely detection and action against encroachments, aiding in the planned development of Delhi as per the Master Plan of Delhi (MPD).
iii.The MoU includes data acquisition, the creation of a topographic template, geo-referencing of existing cadastral maps, vectorisation and resurvey for plot boundary.
About the Drone Survey:
i.Drone surveys are expected to provide highly accurate data and precise images of targeted areas.
ii.It will provide exact property boundary demarcations and accurate verification of land records, especially the ‘khasra’ layers.
iii.The aerial images aid in identifying, mapping, and monitoring encroachments with real-time data, including vertical encroachments through data elevation models.

Indian Army Launches 1st Phase of Project NAMAN To Support Veterans & FamiliesIndian Army Launches Project NAMAN SPARSH-Enabled Service Centres NationwideThe Indian Army (IA) has launched the first phase of Project NAMAN to provide support and services to Defence pensioners, veterans, and their families.

  • The project was launched in the presence of General Upendra Dwivedi, Chief of the Army Staff (COAS) of the IA along with Sunita Dwivedi, President of the Army Wives Welfare Association (AWWA).

Background:
In September 2023, the Indian Army’s Directorate of Indian Army Veterans (Adjutant General’s Branch), Common Service Centre (CSC) e-Governance India Limited, and HDFC Bank Limited signed a Memorandum of Understanding (MoU) for the project to establish reception and facilitation centres.
About Project NAMAN: 
i.Project NAMAN focuses on the implementation of the System for Pension Administration Raksha (SPARSH), a digital pension system that streamlines pension-related processes for Defence Pensioners, addressing the critical need for accessible facilitation points for Veterans and Next of Kin (NOK) throughout India.
ii.It entails the establishment of reception and facilitation centres known as CSC, which provides SPARSH-enabled pension services, Government to Citizen (G2C) services, and Business to Consumer (B2C) services in a single place for Army Veterans, Pensioners, War Widows, and NOKs.
iii.HDFC Bank has given the necessary Information Technology (IT) infrastructure to make the CSCs operational, while local military stations have contributed essential physical infrastructure and facilities.
First Phase:
i.In the first phase of Project NAMAN, 14 CSCs were established around India, including New Delhi, Jalandhar, Leh, Dehradun, Lucknow, Jodhpur, Bengdubi, Gorakhpur, Jhansi, Secunderabad, Saugor, Guntur, Ahmedabad, and Bangalore.
ii.It is set to expand and aims to establish nearly 200 centres across India over the next 2 to 3 years.
iii.The Village Level Entrepreneur (VLE) of each CSC is chosen by the Local Military Authorities (LMAs) from among the veterans or NOKs to manage.

  • CSC e-Governance India Limited onboards these VLEs and provides them with extensive training to deliver the required services.

iv.HDFC Bankprovides a monthly financial contribution of Rs. 20,000 for the first 12 months to the VLEs, helping to stabilise and sustain the centres.

MoYAS Minister Mansukh Mandaviya Launches Retired Sportsperson Empowerment Training ProgrammeDr. Mansukh Mandaviya Launches Retired Sportsperson Empowerment Training (RESET) ProgrammeUnion Minister Dr. Mansukh Mandaviya, Ministry of Youth Affairs (MoYAS), launched the ‘Retired Sportsperson Empowerment Training‘ (RESET) Programme on the occasion of National Sports Day(August 29, 2024) in New Delhi, Delhi.

  • The initiative aims to support retired athletes by equipping them with the knowledge and skills necessary for career development and employability.
  • Gwalior, Madhya Pradesh(MP) based Lakshmibai National Institute of Physical Education (LNIPE) will lead the pilot phase of the RESET Programme which offering hybrid learning with self-paced modules, on-ground training, and internships.

About RESET Programme:
i.Purpose: The RESET Programme bridges generational gaps by enabling retired athletes to share their unique skills with aspiring athletes.

  • It aims to empower athletes aged 20-50 who have represented India at international or national levels.

ii.Eligibility: Retired athletes who have won international medals, participated in international events, or have been recognized at the national or state levels can apply.
iii.The program will initially offer two levels of training based on educational qualifications (Class 12th and above, Class 11th and below).
iv.Participants will receive internships in sports organizations, placement assistance, and guidance for entrepreneurial ventures. Registration starts at https://lnipe.edu.in/resetprogram/.

On 28th August 2024, the 2nd meeting of the joint Russian-Indian Commission on the Cooperation in the Field of Emergency Management was held in Moscow, the capital city of Russia.

  • The Indian delegation was led by Minister of State (MoS) Nityanand Rai, Ministry of Home Affairs (MHA), Government of India (GoI) at the meeting.

Key Points
i.During the meeting, India and Russia signed the working plan of joint Russian-Indian Commission on the Cooperation in the field of Emergency Management for 2025-26.
ii.India will host the 3rd meeting of Indo-Russian Joint Commission on the Cooperation in the Field of Emergency Management in 2026.

BRICS Countries Adopt Climate & Sustainable Development Cooperation FrameworkBRICS countries sign climate and sustainable development cooperation frameworkThe BRICS bloc, an intergovernmental organisation, comprising Brazil, Russia, India, China, South Africa, Egypt, Iran, United Arab Emirates (UAE), Saudi Arabia, and Ethiopia, has adopted a framework document on climate and sustainable development following a two-day BRICS Climate Agenda in Modern Conditions Forum held in Moscow, Russia.

  • The framework covers various aspects of climate action, including a just transition, mitigation, adaptation, carbon markets, finance, science, and business involvement.

Note: As part of Russia’s BRICS Chairship, the thematic BRICS Climate Agenda in Modern Conditions Forum was held by the Ministry of Economic Development, Russia on 29–30 August 2024.
Keypoints:
i.Additionally, a Memorandum of Understanding (MoU) on the BRICS carbon markets partnership was introduced.
ii.The MoU was the 2nd document developed within the BRICS Contact Group on Climate and Sustainable Development.
iii.The MoU facilitates collaboration and learning among BRICS nations in creating carbon markets and implementing joint climate projects.
About BRICS:
i.In 2006, Brazil, Russia, India, and China created the “BRIC” group. South Africa joined in 2010, transforming it into “BRICS”.
ii.In June 2009, Russia organised the 1st BRIC summit in Yekaterinburg, when the group officially came into existence
iii.Egypt, Ethiopia, Iran, Saudi Arabia, and the UAE joined the grouping as full-fledged BRICS members, with effect from 1 January 2024.
iv.Russia took over the chairmanship of BRICS on 1 January 2024 under the theme “Strengthening Multilateralism for Just Global Development and Security.”

  • Russia will host the 16th BRICS Summit in Kazan from 22–24 October 2024.

DEA Issued 6 New Rules for PPF, Sukanya Samriddhi Yojana, Other Small Savings Schemes with effect from 1st October 2024Six new rules for PPF, Sukanya Samriddhi Yojana, other small savings schemeThe Department of Economic Affairs (DEA), under the Ministry of Finance (MoF), has issued 6 new regulations that are related to investors in Public Provident Fund (PPF), Sukanya Samriddhi Yojana (SSY), and other Small Savings Scheme (SSS). These new rules will come into effect from 1st October, 2024.

  • These new rules have been adopted with the objective of regularizing irregularly opened accounts under National Small Savings (NSS) through Post Office.
  • These new regulations have been categorised into following sections such as: irregular NSS, PPF accounts opened under a minor’s name, holding various PPF accounts, extension of a PPF account by Non-Resident Indian (NRI), regularization of Sukanya Samriddhi Account (SSA) initiated by grandparents instead of guardians.

RBI Imposes Monetary Penalty on UCO Bank & CBHFL
The Reserve Bank of India (RBI) has imposed a penalty of Rs 2.68 crore on Kolkata (West Bengal, WB) based United Commercial (UCO) Bank Limited for contravention of certain provisions, including on opening of current accounts, interest rate on deposits and frauds classification.

  • The RBI has also imposed a penalty of Rs 2.1 lakh on Bhopal (Madhya Pradesh, MP) based Cent Bank Home Finance Limited (CBHFL) for non-compliance with certain provisions of Know Your Customer (KYC) directions.
  • Both the penalties are based on regulatory compliance and are not intended to pronounce upon the validity of any transaction or agreement entered into by the entities with their customers.

Note: The penalty has been imposed under the provisions of the Banking Regulation Act of 1949.

HAL & SAFHAL Signed an Airframer Contract to Develop and Produce ‘Aravalli’ Helicopter EnginesHAL partners with SAFHAL to develop and manufacture 'Aravalli' helicopter enginesHindustan Aeronautics Limited (HAL), a Navaratna Public Sector Undertaking (PSU) under the Ministry of Defence (MoD), and SAFHAL Helicopter Engines Private Limited (SAFHAL) signed an airframer contract, to commence joint design, development, manufacture, supply, and support of a new generation high-power engine named “Aravalli”.

  • The Aravalli engine will power the 13-ton Medium Lift class Indian Multi-Role Helicopter (IMRH), and the Deck-Based Multi-Role Helicopter (DBMRH), both designed and developed by HAL.
  • The engine is named after the Aravalli Mountain Range (AMR), symbolising India’s aspirations for self-reliance in critical engine technologies.

Note: SAFHAL is a Joint Venture (JV) between Safran Helicopter Engines SAS and HAL, focused on new-generation helicopter engines in India.
Signatories:
The contract was signed by S Anbuvelan, Chief Executive Officer (CEO) of the Helicopter Complex, HAL; Olivier Savin, Director, SAFHAL and Executive Vice-President (EVP), Original Equipment Manufacturer (OEM) Sales and Marketing, Safran Helicopter Engines; and S K Mehta, Director, SAFHAL and Executive Director (ED)(Finance), HAL.
Strategic Goals:
i.The collaboration aims to develop cutting-edge engine technologies that ensure superior performance, reliability, and operational efficiency.
ii.This collaboration involves state-of-the-art design, advanced manufacturing processes, and rigorous testing protocols to meet the highest global standards.
Key Points:
i.IMRH is a new 13-ton multi-role helicopter designed by HAL to meet the requirements of the Indian armed forces.
ii.DBMRH, a 12.5-ton naval version is being developed for the Indian Navy.
iii.The engines will be designed to operate in diverse and challenging environments in which these Helicopters will be deployed.
iv.There are plans to extend the use of these engines to the civil market for offshore operations, utility, etc. followed by the Maintenance Repair Overhaul (MRO) activities.

IIS Signed MoU with UWW To Boost Wrestling in India
The Inspire Institute of Sport (IIS) has signed a Memorandum of Understanding (MoU) with the United World Wrestling (UWW) to boost the sport of wrestling in India.

  • The MoU was signed during the 2024 Paris Olympic Games, at the Wrestling House in Paris, France.

i.The MoU aims to set up a collaborative framework for developing wrestling in India through a variety of mutually beneficial programs, initiatives, projects, and activities.
ii.It demonstrates the commitment of IIS and UWW to assist elite and pre-elite wrestlers in India, as well as suitably qualified coaches in India.
iii.It is expected that the UWW support will improve India’s wrestling programs in preparation for the 2028 and 2032 Olympics.
Note: 
i.IIS is India’s first privately-funded high performance training centre for athletes, headquartered at Vidyanagar, Karnataka.
ii.UWW is an international governing body for wrestling, headquartered at Corsier-sur-Vevey, Switzerland.

Kiingi Tuheitia, New Zealand’s Maori King Passed Away 
Kiingi Tuheitia Pootatau Te Wherowhero VII, the King of the Maori tribe in New Zealand, has passed away at the age of 69 after an 18-year reign. He was born in 1955 in Huntly, New Zealand.
i.He was crowned as the King of the Maori on 21st August 2006 succeding his mother Queen Dame Te Atairangikaahu.
ii.He was the 7th monarch in the Kīngitanga, the Maori King movement, founded in 1858 with the aim of uniting New Zealand’s Indigenous Maori under a single sovereign.

National Nutrition Week (NNW) 2024 – September 1 to 7National Nutrition Week (NNW)National Nutrition Week (NNW) is annually observed across India from September 1 to 7, to educate people about the importance of proper nutrition and balanced diet, and promote healthy eating habits and lifestyle choices.

  • This annual event aims to tackle malnutrition and educate the public on the vital role of balanced nutrition in maintaining health and preventing diseases.

Background:
i.The NNW has been celebrated in India as a mass awareness campaign since 1982 by the Food and Nutrition Board (FNB), under the purview of the MWCD, Government of India (GoI).
ii.The first NNW was observed from 1st to 7th September 1982.
Rashtriya Poshan Maah:
i.The Ministry of Women and Child Development (MWCD) launched the 7th Rashtriya Poshan Maah (National Nutrition Month) on 31 August 2024 from Mahatma Mandir, Gandhinagar, Gujarat.
ii.Rashtriya Poshan Maah is celebrated annually in September to ensure community mobilisation and bolster people’s participation.

Odisha Launches PM-USHA Programme To Strengthen Higher Education Odisha launches PM-USHA programme to strengthen higher education landscape in the stateThe Odisha government has launched the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) programme aimed to strengthen the higher education landscape in Odisha.

  • It was launched through the Memorandum of Understanding (MoU) signed between the Odisha government and Ministry of Education(MoE)

Key People: The MoU was signed in the presence of Union Minister Dharmendra Pradhan, MoE; Mohan Charan Majhi, the Chief Minister (CM) of Odisha and Minister of State (MoS) (Independent Charge) Suryabanshi Suraj, Higher Education, Sports and Youth Services, Odia Language Literature and Culture, Government of Odisha.
About PM-USHA Programme:
i.The objective of the PM-USHA initiative is to ensure access, equity, and excellence in higher education throughout Odisha.
ii.It is a key initiative of the Centre for the implementation of the National Education Policy (NEP) 2020.
iii.It will focus on infrastructure development, teacher training, employability enhancement, and curriculum revamping in order to promote regional equity and sustainable development.
iv.It aims to make Odisha’s state universities into world-class institutions providing students with 21st-century skills.
Funding Structure:
i.Under this initiative, the central government will provide Rs 500 crore for the development and infrastructure of higher education institutions in Odisha. 
ii.The Centre will release 60% of the allocated grants, while the state will bear 40%.

IAS Officer Dharmendra Appointed as Chief Secretary Of Delhi 
The Ministry of Home Affairs(MHA) has appointed Dharmendra, a 1989-batch Indian Administrative Service (IAS) officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, as the new Chief Secretary (CS) of National Capital Territory (NCT) of Delhi.

  • He succeeds Naresh Kumar, whose tenure as Delhi’s CS was ended on August 31 2024 after being extended twice by the Centre.
  • Prior to this, he was served as the CS of Arunachal Pradesh (AR) and take over the new charge with effect from September 1, 2024 or from the date of his joining, whichever is later.
