NITI Aayog Launches Sampoornata Abhiyan Three-Month CampaignNITI Aayog (National Institution for Transforming India) launched the ‘Sampoornata Abhiyan’, a 3-month campaign, with an aim to achieve 100% saturation of 12 key social sector indicators across all Aspirational Districts and Aspirational Blocks (6 each).

  • Campaign Period:  4th July 2024 to 30th September 2024.

Launch Event: The Sampoornata Abhiyan’s launch events were organised across all the 112 Aspirational Districts and 500 Aspirational Blocks across India.

About ‘Sampoornata Abhiyan’:

Objective: To accelerate the development in under developed districts and blocks by achieving saturation in selected indicators of Aspirational Districts Programme (ADP) and Aspirational Blocks Programme(ABP).

This campaign to be focused on themes including health, nutrition, agriculture, social development and education.

Features:

i.As a part of the campaign, the district and block officials along with elected people’s representative will organise awareness activities centered around the 12 indicators.

  • The activities will include Gram Sabhas, Nukkad Natak, Paushtik Aahar Mela, Health camps, Integrated Child Development Services (ICDS) camps, Awareness Marches and Rallies.

ii.To ensure the successful implementation of the campaign, the districts/blocks will develop a 3-month Action Plan to saturate the 6 indicators, track monthly progress on saturation, implement awareness and behavior change campaigns and the district officials will conduct concurrent monitoring field visits.

iii.NITI Aayog, along with Central Ministries, Departments, State Governments, and Union Territories (UTs) will ensure effective planning, capacity building, and sustainable service delivery for the rapid development of these districts and blocks.

Key Performance Indicators (KPIs):

For Aspirational Blocks:

i.Percentage of pregnant women registered for Antenatal Care (ANC) within the 1st trimester;

ii.Percentage of persons screened for Diabetes against the targeted population;

iii.Percentage of persons screened for Hypertension against the targeted population;

iv.Percentage of pregnant women taking Supplementary Nutrition under the Integrated Child Development Services (ICDS) Programme;

v.Percentage of Soil Health Cards (SHCs) generated against the collection target; and

vi.Percentage of Self-Help Groups (SHGs) that received a Revolving Fund against the total SHGs.

For Aspirational Districts:

i.Percentage of pregnant women registered for Antenatal Care (ANC) within the 1st trimester;

ii.Percentage of pregnant women taking Supplementary Nutrition under the ICDS Programme;

iii.Percentage of children fully immunized (9-11 months);

iv.Number of SHCs distributed;

v.Percentage of schools with functional electricity at the secondary level; and

vi.Percentage of schools providing textbooks within 1 month of the academic session.

About ADP and ABP:

i.ADP was launched in 2018 to transform most underdeveloped districts (112) across India.

  • Progress is measured based on 81 KPIs  across 5 themes: Health & Nutrition; Education; Agriculture & Water Resources; Financial Inclusion & Skill Development; and Infrastructure.

ii.Following the success of ADP, ABP was launched in 2023 to transform underdeveloped blocks (500) across India.

  • Progress is measured based on 40 KPIs across 5 themes Health & Nutrition; Education; Agriculture and Allied Services; Basic Infrastructure; and Social Development.
