Dr. S Jaishankar, External Affairs Minister (EAM) went on a four-day official visit to United Republic of Tanzania from 5-8 July 2023.
EAM’s visit to Tanzania will further integrate the bilateral relations between the two nations.
Overview of EAM’s Visits:
i. On the 4 day visit, Jaishankar first visited a water supply project funded by line of credit from the Government of India in Zanzibar, an island of Tanzania from 5th to 6th July 2023.
ii. He also attended a reception of Indian Naval Ship (INS) Trishul.
iii. He co-chaired the 10th India-Tanzania Joint Commission Meeting with his counterpart and looked to Tanzania’s top leadership, including several Cabinet rank Ministers from 7-8th July 2023 in Dar-es-Salaam, Tanzania.
iv. He also met with the members of the Parliamentary Friendship Group for India and inaugurated an India-Tanzania business meeting.
v. Then he addressed the Indian diaspora and inaugurated the statue of Swami Vivekananda in Dar es Salaam.
India-Tanzania tie-ups:
i. India and Tanzania have close and friendly relations. EAM’s visit to Tanzania will further integrate the bilateral relations between the two nations.
EAM Jaishankar visited India’s supported water project in KibambaÂ
During the 4 day visit the EAM visited the water project in the Kibamba district of Dar-es-Salaam (Tanzania), which is built with Indian assistance that supplies water to Dar es Salaam. He was joined by Jumaa Aweso, the Minister of Water and Irrigation of Tanzania.
Highlights:
i. The EAM highlighted that the water project in Tanzania built with the support of India is the reflection of Government of India’s Jal Jeevan Mission.
ii. He also claimed that bringing Indian expertise, experience, and best practices is the key to the development partnership between India and Tanzania.
iii. He mentioned that Tanzania is the biggest development partner of India in Africa in the water sector.
iv. The partnership of India in the 6 water projects of Tanzania involves soft loans of almost USD 1 billion, and after completion would bring safe drinking water to 8,000,000 Tanzanians.
- It would approximately cover 28 town of Tanzania
- Water access in the urban areas will be 94.5% and in rural areas it would be 78%
EAM S. Jaishankar Co-chaired at the 10th India-Tanzania Joint Commission Meeting
During the 4 day visit the EAMÂ co-chaired the 10th session of India-Tanzani Joint Commisiion on Economic, Technical and Scientific Cooperation, in Dar-es-Salaam and signified the bilateral relations between the 2 nations have always been strong since independence.
He emphasised the significance of Mission IT (India-Tanzania) and the two nation’s an “important trade partners”.
The relations between the 2 nations have been characterised by high-level visits, several agreements, very robust economic engagement, and by excellent cooperation in the multilateral forum.
Highlights:
i. Tanzania is the fourth-largest trade partner in Africa. It is the biggest development partner in the continent and by this developing movement, India is committed to strengthen and deepen its relations with Tanzania.
ii. The two nations were discussed about the emerging areas of interest and exchanged the view on international issues.
iii. A new flagship initiative was taken to open the first-ever global campus of the globally renowned Indian Institute of Technology (IIT) in Zanzibar.
iv. EAM also mentioned about India’s ongoing G20 Presidency and added that New Delhi, Delhi is running after its chairmanshio through a process of close consultations with the partners from Global south.
v. Tanzania is India’s largest African partner in training and capacity building with 750 slots annually.
India & Tanzania signed a MoU to set up first IIT campus outside India at Zanzibar
During His visit, on 6th July 2023, a Memorandum of Understanding (MoU) has been signed between India and Tanzania for establishing the first IIT campus outside India named IIT Madras in Zanzibar, Tanzania.
The initiative is in line with India’s National Education Policy (NEP) 2020 and aims to strengthen educational cooperation between India and Tanzania.
The IIT campus in Zanzibar will start offering programs from October 2023 and will be responsible for planning pedagogical strategies.
Note: Zanzibar is an archipelago off the coast of east Africa
IIT will open its first-ever overseas campus in Zanzibar, Tanzania in October 2023 with a batch of 50 Undergraduates (UG) and 20 Master’s students.

The MoU was signed between Ministry of Education, India; Ministry of education and vocational training of Zanzibar-Tanzania in the presence of Hussein Ali Mwinyi, President of Zanzibar and Jaishankar, EAM, India.
EAM S Jaishankar attended reception onboard INS Trishul along with Zanzibar President in Tanzania
On 6th July 2023, S Jaishankar, EAM attended a deck reception onboard Indian Naval Ship (INS) Trishul, a guided missile frigate in Zanzibar, Tanzania along with Hussein Ali Mwinyi, President of Zanzibar during his 4 day visit to Tanzania.
INS Trishul in Tanzania was a statement of SAGAR or Security And Growth for All in the Region.
Note: SAGAR is a maritime initiative that prioritises the Indian Ocean region to ensure India’s peace, stability, and prosperity in the Indian Ocean region.
FCD of Haryana Cabinet & TIC of Tanzania signed a MoU to promote Economic Growth
On 11th July 2023, The Foreign Cooperation Department (FCD) of the government of Haryana and the Tanzania Investment Centre (TIC) signed a Memorandum of Understanding (MoU) to support the bilateral economic collaboration and promote greater economic growth and increase investment opportunities between India and Tanzania.
Key People:
Dr Raja Sekhar Vundru, Additional chief secretary, foreign cooperation department, Haryana; Gilead Terifrom, Executive Director, TIC signed the MoU in TIC office in Dar es Salem (Tanzania).
About the MoU:
i. The MoU outlines a comprehensive framework for collaboration and would facilitate the expansion of mutually beneficial cooperation in various fields of economy – automobiles, pharmaceuticals, textile industry, engineering or machinery equipment, spices, cosmetics, energy and other areas of mutual interest.
ii. Under this MoU, FCD and TIC are committed to promote economic diversification, job creation, and sustainable development in India and Tanzania.
iii. Both organizations would encourage an environment for foreign investors, enhance economic cooperation, and stimulate the growth of key sectors of mutual interest by combining their expertise, resources, and networks.
iv. This partnership aimed to attract a wide range of investors, including multinational corporations, small and medium-sized enterprises (SMEs), and entrepreneurs, fostering economic prosperity for both nations.
