Ministry of Jal Shakti Celebrates Swachh Bharat Diwas, 2022On October 2, 2022, Droupadi Murmu, the President of India, presided over the Swachh Bharat Diwas-2022 celebration, which was organized by the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, to mark the birth anniversary of Mahatma Gandhi.

  • The President honoured the recipients of the Swachh Survekshan Grameen 2022 and Jal Jeevan Mission (JJM) Functionality Assessment awards.
  • The awards were given to encourage and appreciate the efforts of the States/Union Territories (UTs) in promoting the Open Defecation Free (ODF) Plus (+) and Har Ghar Jal momentum and boosting the people’s movement (Jan Andolan) towards comprehensive sanitation.

Union Minister Gajendra Singh Shekhawat, Ministry of Jal Shakti, presented the President with the first copies of the Swachh Survekshan 2022 and JJM Functionality Assessment 2022 reports.

Note:

  • Swachh Bharat Diwas is a culmination of numerous activities/campaigns for Swachh Bharat Mission – Grameen (SBM-G) phase II components. Prior to the event, Swachhta Hi Sewa (SHS) and United India for Swachhata activities were carried out.
  • SBM-G and JJM are two flagship programmes of the Indian Government that are implemented by the DDWS.

Swachh Survekshan Gramin (SSG) 2022

It aspires to carry out a ranking of States and Districts based on their accomplishments on significant quantitative and qualitative aspects of SBM-G phase II.

  • SBM-G Phase II was launched in March 2020 to make rural India ODF +, i.e., to maintain the status of ODF and to provide Solid and Liquid Waste Management (SLWM) in every village.

The survey was conducted covering 17,559 villages in 709 Districts in 33 Indian States/UTs (excluding the 3 UTs – Chandigarh, Delhi, and Lakshadweep).

Jal Jeevan Mission (JJM) – Functionality Assessment 

On August 15, 2019, Prime Minister Narendra Modi unveiled the JJM, with the goal of providing tap water connection in every rural household.

  • Every year, a functionality assessment is carried out in order to better understand the status of JJM water service supply to households in States/ UTs.

A functional tap water connection meets the following criteria:

  • Supply of adequate water
  • Supply of water potable water/ prescribed quality
  • Supply of water on a regular basis, i.e. daily basis or as per schedule.

The functionality assessment was carried out in 712 districts across all 33 States/UTs, with 3.01 lakh households and 22,596 village level institutions in 13,299 sample villages.

Other Awards Conferred

Swachhta Hi Sewa (SHS) 2022

The SHS is a fortnightly campaign held every year from September 15 to October 2 for shramdaan activities aimed at generating jan andolan through community participation.

  • The States/UTs that conducted and reported the most activities were selected as winners.

Start-up Grand Challenge

On September 10, 2021, the DDWS Website officially launched this crowdsourcing challenge.

  • It was carried out to identify technology that could enable sustainable, affordable, scalable, and responsive solutions to SLWM challenges in rural areas.

A total of 372 applicants registered, with 62 applications selected for cash rewards of Rs. 2 lakh and Rs. 1 lakh.

Har Ghar Jal States/UTs & Districts

Burhanpur District in Madhya Pradesh received a special distinction for being the first ‘Har Ghar Jal’ certified district in India.

  • Additionally, 31 districts were recognized for having 100% of their villages certified.
  • It is performed by people from all villages designating their village as ‘Har Ghar Jal’ through a Gram Sabha resolution, confirming that all families in the villages have access to safe drinking water through taps, ensuring that ‘No One is Left Out.’

Sujlam 1.0 & 2.0

Sujlam was a 100-day campaign to regulate the discharge of waste water into the village pond and manage grey water through soak pits, leach pits, and magic pits.

  • A total of 23,04,029 pits were built, and the top performing states were awarded.

National Film Competition

From December 15, 2021 – May 15, 2022, the National Level Competition for making films at the Gram Panchayat level was held on several components of ODF +. The states recommended 33 films.

  • Awards were granted in 3 different categories, including: Islands, Union Territories and States & Hilly Terrains.

National Wall Painting Competition on SBM-G

From August 15 – October 15, 2021, a wall painting competition with ODF + themes was conducted in rural areas.

  • In each of the five themes, the 3 best performing states were recognized.
  • The 5 themes are: Bio-degradable Waste Management (BWM), GOBARdhan, Plastic Waste Management (PWM), Grey Water Management (GWM) & Faecal Sludge Management (FSM) from each of the 6 zones [North Zone, North East Zone, Central Zone, East Zone, West Zone and South Zone].

Launch of Two Campaigns On the Occasion

The Swachh Survekshan Grameen (SSG) 2023 and Jal Jeevan Survekshan (JJS) 2023 initiatives were also announced at the ceremony by the Union Minister of Jal Shakti.

Additionally, the DDWS launched the following campaigns to mark the occasion:

i.”Retrofit to Twin Pit Abhiyan” for promoting twin pit toilets in households to improve faecal sludge management. This campaign will end on November 19, 2022 – World Toilet Day.

ii.‘Swachh Jal Se Suraksha’: The water quality campaign will promote awareness about the need of consuming clean, safe water while also monitoring the quality of water supplied to rural households.

i.On August 16, 2022, the National Mission for Clean Ganga (NMCG), along with the Department of Water Resources, River Development and Ganga Rejuvenation and the Ministry of Jal Shakti (MoJS), organised an event ‘Yamuna Par Azadi ka Amrit Mahotsav’ at the water sports club in New Delhi (Delhi).

ii.The Union Minister virtually launched the Jalaj initiative at 26 sites along rivers Ganga, Yamuna, Gomati, Hooghly and Chambal in six states including Uttar Pradesh-UP (11 sites), West Bengal-WB (6), Bihar (5), Uttarakhand (2), Jharkhand (1) and Madhya Pradesh-MP (1 along river Chambal).
