Pradhan Mantri Garib Kalyan Package Extended for a Period of 180 days“Pradhan Mantri Garib Kalyan Package Insurance Scheme for Health Workers fighting COVID-19”

The Central Government extended Pradhan Mantri Garib Kalyan Package (PMGKP) for a further period of 180 days w.e.f. April 19, 2022. The focus behind this extension to continue providing the safety net to the dependents of health workers who are taking care of COVID-19 patients.

  • In this regard, a letter has been issued to the Additional Chief Secretaries (Health)/Principal Secretaries (Health)/ Secretaries (Health) of all States/UTs (Union Territories) for giving wide publicity amongst the health workers in their respective States/UTs.

About Pradhan Mantri Garib Kalyan Package (PMGKP):
Launched on March 30, 2020, it provides comprehensive personal accident cover of Rs 50 Lakh to 22.12 lakh health care providers including community health workers and private health workers who have been in direct contact of COVID-19 patients and are at risk of being impacted by this.

  • Since the launch of the scheme, 1905 claims of Health workers who passed away while being deployed for Covid related duties have been settled.
  • Private hospital staff, retired, volunteer, local urban bodies, contract, daily wage, ad-hoc, outsourced staff requisitioned by states, central hospitals, autonomous hospitals of central, states/UTs, AIIMS (All India Institute Of Medical Science) & Institute of National Importance (INI) and hospitals of specifically drafted for care of COVID-19 patients are also covered under the PMGKP.

President Ram Nath Kovind Assents To Chartered Accountants, the Cost and Works Accountants and the Company Secretaries (Amendment) Bill, 2021Bill amending laws governing CAs

President of India, Ram Nath Kovind has given assent to Chartered Accountants, the Cost and Works Accountants and the Company Secretaries (Amendment) Bill, 2021.

  • Hereon, the bill will be known as “The Chartered Accountants, the Cost and Works Accountants, and the Company Secretaries (Amendment) Act, 2022,” will make significant modifications and increase transparency in the administration of the three professions’ apex institutes.

Highlights:
i.The three institutes—the Institute of Chartered Accountants of India (ICAI), the Institute of Cost Accountants of India (formerly known as ICWAI), and the Institute of Company Secretaries of India (ICSI)—will retain the authority to qualify and licence people, as well as to regulate their conduct.
ii.The amendments reinforce the disciplinary process and streamline the functioning of the three professions and their self-regulators, the ICAI, the ICSI and the Institute of Cost Accountants of India. 

  • This measure is aimed at facilitating decision-making in professional disciplinary matters.

NATPOLREX-VIII – 8th Edition of National Level Pollution Response Exercise Inaugurated by Defence SecretaryDefence Secretary inaugurates 8th edition of two-day National Level Pollution Response Exercise, ‘NATPOLREX-VIII

On April 19, 2022, Dr Ajay Kumar, Defence Secretary, inaugurated the 8th edition of two-day long National Level Pollution Response Exercise, ‘NATPOLREX-VIII’, which is being conducted by The Indian Coast Guard (ICG) off Mormugao harbour, Goa.
Objective: 
i.To enhance the preparedness and response capability of all the stakeholders in combating marine spills.
ii.It also intends to validate the procedures and guidelines as contained in the National Oil Spill Disaster Contingency Plan (NOSDCP) at the national and regional levels under the aegis of South Asia Co-operative Environment Programme (SACEP) Memorandum of Understanding (MoU) to which India is a member state.
About NATPOLREX-VIII :
i.The exercise show-caused the containment and marine spill recovery by side sweeping arms, deployment of booms and skimmers, streaming of single ship operated containment cum recovery system, firefighting drill, rescue operation and demonstration of surface and air oil spill dispersant systems.
ii.The exercise features table-top exercise and pollution response workshop on marine Oil and Hazardous and Noxious Substances (HNS) spill.
iii.Besides, the ICG also plans to conduct a capacity building professional training course on Marine Oil Response and Preparedness  for 45 International participants from 18 countries including member states from The Indian Ocean Rim Association (IORA) at chennai from April 18-29, 2022.
Participants:
i.The participants of the exercise’s inauguration include Dr M Ravichandran, Secretary, Ministry of Earth Sciences, VS Pathania, Director General ICG, Dr Md Masumur Rahman, DG, SACEP.
ii.More than 85 participants from 50 agencies, including 29 observers from 22 friendly foreign countries and International Organisations, and two Coast Guard ships from Sri Lanka and Bangladesh also have participated.
Note – Recent studies on water bodies stated that the Indian ocean is the world’s second most polluted region.

Swaminarayan Akshardham Temple gets India’s first Portable Solar Rooftop System

India's first portable solar rooftop system unveiled in Gandhinagar

On April 18, 2022, India’s first portable solar rooftop system, was inaugurated at the Swaminarayan Akshardham temple complex, Gandhinagar, Gujarat, under the Ministry of New and Renewable Energy’s initiative to develop renewable energy cities across India. 

  • The 10 PhotoVoltaic (PV) Port System installation has been supported by the German agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

About Portable Solar Rooftop PV System:
i.The Portable solar rooftop system, designed by GIZ, is a standard plug and play PV system with a minimum 2 KiloWatt peak (kWp) that comes with or without battery storage. 
ii.The PV ports have been manufactured by the New-Delhi based Servotech Power Systems Limited (SPSL), a leading high-end Solar Products manufacturer under the Make in India Project.
iii.The system was designed for 100 percent self-consumption and no option for On-Grid installation.
iv.Advantages: The Portable PV solar system has following advantages over traditional Rooftop Solar PV systems.

  • Requires low maintenance
  • Long Shelf Life period of 25-30 years
  • Cost effective (average annual electricity bill savings upto Rs 24,000)
  • Can be easily installed by a single person
  • Ideal for Indian Climate

Central Government Amends Nidhi Rules, 2014 To Safeguard General Public InterestCentral Government amends Nidhi Rules

The Ministry of Corporate Affairs has amended Nidhi Rules, 2014 to protect the public’s interests. Public companies wishing to operate as Nidhis must receive prior approval from the Central Government before receiving deposits, according to the rules.
Under the Companies Act, 2013, obtaining a declaration from the Central Government to operate as a Nidhi company was optional, but it is now made mandatory.
What is a Nidhi Company?
The Companies Act, 1956 defines a Nidhi or Mutual Benefit Society as a company that the Central Government declares a Nidhi or Mutual Benefit Society by notification in the official gazette.
Key Points:
In order to safeguard general public interest regarding this, a few necessary and significant amendments to the Nidhi Rules,2014 have been made, which will apply to companies formed after the Nidhi (amendment) Rule, 2022, as follows:
i.A Public Company incorporated as a Nidhi with a share capital of Rs. 10 lakhs must petition to the Central Government to be declared a Nidhi by filing form NDH-4 (Application for Declaration/ Updation of status of Nidhi) with a minimum membership of 200 and Net Owned Fund (NoF) of Rs. 20 lakhs within 120 days of its incorporation.

India to Get World’s Highest Tunnel at Shinku La PassIndia to get world's highest tunnel at Shinku La Pass

India is set to have the world’s highest tunnel at Shinku La Pass, between Zanskar Valley in Ladakh and Lahaul Valley in Himachal Pradesh. The tunnel is set to be built by the Border Roads Organisation (BRO) at an altitude of 16,580 feet above sea level. Length of the Shinku La tunnel – 4.25 km.
Details of the tunnel:
i.The BRO will start the construction of the record-breaking tunnel connecting Himachal Pradesh to the Union Territory(UT) of Ladakh by July 2022.
ii.The centre has constituted a BRO team “Project Yojak” to execute the project. 
iii.The tunnel is expected to be operational for vehicles by 2025.
iv.The Shinku La Pass will host the south portal of the tunnel and the north portal will provide access to motorists to enter Lakhang and the Zanskar Valley.
v.The tunnel will reduce the travel time from Himachal Pradesh to Ladakh.
Note:
As of now, the highest tunnels are located in China and Peru, both not exceeding 16000 feet above sea level.

RBI unveils Large Exposures Framework for NBFCs-UL; to Maintain CET1 Capital of at least 9% of Risk Weighted Assets

RBI unveils large exposures framework for Upper Layer NBFCs

i.On April 19, 2022, the Reserve Bank of India (RBI) notified Large Exposures Framework (LEF) for Non-Banking Financial Company-Upper Layer (NBFC-UL) w.e.f. October 1, 2022. These exposure limits are in lines with the commercial banks.
ii.The sum of all the exposure values of a NBFC-UL for single counterparty must not be higher than 20% of its available eligible capital base at all times. The limit can only be extended by another 5% with board’s approval. 
iii.The sum of all the exposure values of a NBFC-UL for Group of Connected Counterparties must not be higher than 25% of its available eligible capital base at all times.
iv.RBI mandates NBFC-UL to maintain Common Equity Tier 1 (CET1) capital of at least 9% of Risk Weighted Assets as compared to 5.5% for banks.

IMF Cuts India’s FY23 Growth Forecast To 8.2% From 9%India's first portable solar rooftop system unveiled in Gandhinagar

In its latest World Economic Outlook (WEO) report, the International Monetary Fund (IMF) lowered India’s growth forecast to 8.2% for the current financial year 2022–23 (FY23), down from a previous estimate of 9% in January 2022. It cited Russia’s invasion of Ukraine has had an influence on prices and supply chains.In comparison to the IMF’s January 2022 WEO forecast, this was one of the sharpest reductions for emerging economies.

IMF’s Forecast:

  • India’s Gross Domestic Product (GDP) is expected to drop to 6.9% in 2023-24 (FY24) from 7.1%(Predicted by IMF in January 2022).
  • It also predicted that India’s current account deficit in FY23 will be 3.1%, compared with 1.5% expected for FY22.
  • The IMF’s projection of India’s retail inflation is now at 6.1%, higher than the Reserve Bank of India’s (RBI’s) forecast of 5.7%.
  • The global growth is projected to slow from an estimated 6.1% in 2021 to 3.6% in 2022 and 2023. This is 0.8 and 0.2 percentage points lower for 2022 and 2023 than projected in January 2022.
    • This is attributed to the economic damage caused by the Ukraine war, which will result in a considerable slowdown in global growth in 2022, as well as an increase in inflation.

Forecast by Other Organization:

i.The World Bank had previously lowered India’s GDP forecast for FY23 to 8%.

ii.Reserve Bank of India (RBI) has slashed India’s GDP forecast to 7.2% for FY23. 

iii.The Indian economy is expected to increase between 8% – 8.5 % in 2022-23, according to the Ministry of Finance.

Russian Central Bank Registers New Payment System ‘HELLO’

The Central Bank of the Russian Federation, also known as the Bank of Russia, has included a new payment system, “Hello”, into the national register of credit institutions. Hello is a set of payment services and institutions that enable money transfer transactions. 

  • The payment system, operated by Hello LLC, was registered on 15th April 2022.
  • Transkapitalbank, a Russian commercial bank, will be the operator of the system’s payment infrastructure.

iii.From the domain perspective, the committee will also guide SEBI in finding appropriate technology solutions and in ascertaining the adequacy of SupTech or RegTech tools envisaged or proposed to be used in-house for improving its capabilities.

On April 19, 2022, Alassane Ouattara, President of Côte d’Ivoire, reappointed Patrick Achi as the new Prime Minister of Côte d’Ivoire.

i.The decision was announced in the President’s speech delivered on April 19th in Yamoussoukro, Côte d’Ivoire. 
ii.Since 2000, Patrick Achi holds several key positions in successive governments of Côte d’Ivoire and was appointed as the Prime Minister on March 26, 2021 following the death of his predecessor Hamed Bakayoko. 
iii.Later he resigned on April 13, 2022 following the President’s will to carry out a reorganisation of the government.

Housing Development Finance Corporation Limited (HDFC Ltd) has signed binding agreements to sell 10% of the share capital of HDFC Capital Advisors Ltd (HDFC Capital) to a wholly-owned subsidiary of the Abu Dhabi Investment Authority (ADIA) for around Rs 184 crore. 

  • HDFC Capital is a wholly-owned subsidiary of HDFC Limited. 
  • ADIA is also the primary investor in the alternative investment funds managed by HDFC Capital.

Key Points:
The investment by ADIA in HDFC Capital will enable HDFC Capital to leverage ADIA’s global expertise and experience to further propel HDFC Capital towards becoming a leading investment platform for global and local investors of multiple strategies and asset classes in the real estate and technology ecosystem.

i.HDFC Capital, established in 2016, is the investment manager for HDFC Capital Affordable Real Estate Funds 1, 2 and 3.

IAF Test Fires Brahmos Supersonic Missile from Su30-MkI Fighter JetIAF test fires Brahmos supersonic missile from Su30-MkI fighter jet

The Indian Air Force (IAF) has successfully test-fired a BrahMos supersonic cruise missile from a Sukhoi-30 MkI (Su30-MkI) aircraft on the Eastern seaboard, demonstrating its operational preparedness.
The missile hit the target, a decommissioned Indian Navy ship, with a direct strike, and the mission was carried out in close cooperation with the Indian Navy.
Key Points:
i.The flight test is a significant step forward for the BrahMos programme, as the missile was equipped with advanced indigenous technologies and flew on a modified optimal trajectory for improved efficiency and performance.

  • The missile’s updated control system has been fine-tuned to improve its performance.

ii.The Government of India decided in 2016 to integrate the Brahmos’ air-launched variant onto approximately 40 Sukhoi fighter jets.

  • The project was designed to improve the IAF’s capacity to hit any target on land or at sea from long ranges.

iii. On March 5, 2022, the Indian Navy successfully test-fired an improved version of the BrahMos supersonic cruise missile in the Indian Ocean, from the stealth destroyer INS Chennai.
About BrahMos:
BrahMos Aerospace, a joint venture between India and Russia, manufactures supersonic cruise missiles that can be fired from submarines, ships, planes, or land platforms.

  • The BrahMos missile travels at 2.8 Mach, which is nearly three times the speed of sound.
  • The advanced version of the missile’s range has been increased to around 350 km from the initial 290 km.

‘INS Vagsheer’ – 6th Scorpene Submarine of Project-75 Launched in Mumbai, MaharashtraINS Vagsheer, Sixth Scorpene-Class Submarine Under Project 75

On 20th April, 2022,the sixth and last submarine of the Indian Navy’s Kalvari class submarines of Project 75, “INS Vagsheer(Yard 11880) was launched by Mrs.Veena Ajay Kumar in Kanhoji Angre Wet Basin of Mazagon Dock Limited (MDL), Mumbai.

  • Dr Ajay Kumar, Defence Secretary was the Chief Guest at the ceremony.
  • INS Vagsheer was constructed by MDL under the collaboration with Naval Group, France. 
  • INS Vagsheer was named after the “Sand Fish”, a deadly deep sea predator of the Indian Ocean.

About Scorpene Submarines:
i.Scorpene submarines can undergo various types of missions such as 

  • Anti-surface warfare, Anti-submarine warfare, Intelligence gathering, Mine laying, Area surveillance.

ii.The Scorpene submarines have the ability to launch the attack with both torpedoes and tube launched anti-ship missiles, whilst underwater or on surface.
About Vagsheer: 

  • The first Vagsheer was commissioned in December 1974 and later it was decommissioned in April 1997. 
  • The new submarine is the latest incarnation of its earlier version, as according to naval parlance a ship never ceases to exist.

About Project 75:
i.Project 75 is a programme by the Indian Navy that envisaged building six Scorpene-Class attack submarines.
ii.Six Scorpene-Class attack submarines are:

  • INS Kalvari
  • INS Khanderi
  • INS Karanj
  • INS Vela
  • INS Vagir
  • INS Vagsheer

iii.INS Kalvari was the first Scorpene class submarine commissioned into the Indian Navy in the year 2017.

Ariosoma indicum: A New Species Of “Eel” Discovered From Kerala And West BengalScientists discover new eel species from Kerala, BengalIndian scientists have discovered a new species of eel belonging to the Congrid eels group and has been named as “Ariosoma indicum”. It was identified among specimens collected from the Kalamukku and Digha Mohana fishing harbours in Kerala and West Bengal.

  • The scientists had collected 12 specimens from Kalamukku, off theArabian sea and seven specimens from Digha Mohana, off the Bay of Bengal in 2020.
  • “Ariosoma indicum” was confirmed as a new species after two years (2020-2022) through research, taxonomic studies and molecular analysis by the scientists from the Indian Council of Agriculture Research-National Bureau of Fish Genetic Resources (ICAR-NBFGR), Lucknow and the Estuarine Biology Regional Centre, Zoological Survey of India, Gopalpur-on-Sea, Odisha

About “Ariosoma indicum”:
The Ariosoma indicum is distributed along the Indian coast, including the coastal waters of Kerala and West Bengal.

  • The term ‘Indicum’ means it was found in India.
  • Globally, there are 223 species in the genus.
  • The Ariosoma genus has seven species, including the newly identified eel that have been documented in Indian waters. 

i.The total length of the new species is 362 millimetres (mm).
ii.It has a greenish-brown body, with faint dark bands on the dorsal portion of the head.
iii.It has minute dark pigmentation patches on the extremities of the lower jaw.
iv.Bicoloured pectoral fin.
v.A short wedge-shaped pointed vomerine teeth patch, with three or four rows in the anterior portion.
Additional Info:
A new species of swamp eel belonging to the genus Rakthamicthys that is endemic to India was discovered in a well in Mumbai. It was named Rakthamichthys Mumba – the Mumbai blind eel.

Mobile App for 2nd Khelo India University Games launched

In a First of its kind initiative, ‘Khelo India Uni Games 2021’ – a mobile app was launched for the 2nd edition of Khelo India University Games, which was organised by the Department of Youth Empowerment and Sports along with the Jain Deemed to be University, Bangalore, Karnataka. 

  • The Mobile app promises to be a one-stop solution for all information regarding the event, which is scheduled to be held from April 24 to 03 May, 2022.

Facts about the app:
i.The app will have information about accommodation, food, transport services, emergency contacts, maps to the venues, along with the information of important notifications of the games such as results, medal tally etc.
ii.The 2nd edition of Khelo India University Games will see over 4500 participants representing a total of about 189 universities from top honours in 20 disciplines, making it the first largest sporting gathering event post pandemic.

Purpose: To create general awareness about the Chinese language and to promote multilingual culture and diversity among people.

i.In 2010, the United Nations Department of Public Information (now the Department of Global Communications) announced the launch of United Nations Language Day. 
ii.The  Permanent Mission of China to the UN suggested designating “Grain Rain (Gu Yu)” (April 20), one of the 24 solar terms of the Chinese lunar calendar, as the UN Chinese Language Day.

Karnataka to Observe the Birth Anniversary of Sri Siddalinga Swami as ‘Integration Day’

Basavaraj Bommai, Chief Minister(CM) of Karnataka announced that the state will observe the birth anniversary of Sri Siddalinga Swami, the 19th head of Tontadarya Mutt in Gadag, Karnataka, as “Integration Day”. The government order regarding this is yet to be released. 

  • The announcement was made during the inauguration event of Aikya Mantapa, the structure built around the place where the mortal remains of Sri Siddalinga Swami are buried in Tontadarya Mutt in Gadag.

Naresh Kumar Appointed as Chief Secretary of Delhi; Succeeds Vijay Kumar Dev

On 19th April 2022, the Ministry of Home Affairs (MoHA) appointed Senior IAS officer, Naresh Kumar as the Chief Secretary of Delhi, with effect from 21st April 2022 or with effect from the date of joining, whichever is later. 

  • Naresh Kumar, who is currently holding the post of chief secretary of Arunachal Pradesh, has been transferred to Delhi following the voluntary retirement of Vijay Kumar Dev
  • Vijay Kumar Dev will take charge as the State Election Commissioner of Delhi on 21st April 2022. 

About Naresh Kumar:
Naresh Kumar is a 1987-batch IAS officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre.
He has previously served as the Chairman of the New Delhi Municipal Council (NDMC) and the Managing Director (MD) of the Delhi Transport Corporation (DTC).

MoHA has also notified the following transfer/postings of IAS officers of the joint AGMUT cadre with immediate effect, 

  • Dharmendra, a 1989 batch IAS officer of the AGMUT cadre who is serving as the Chairman of the New Delhi Municipal Council (NDMC), has been appointed as the Chief Secretary of Arunachal Pradesh.
  • Ashwini Kumar, a 1992 batch IAS officer of the AGMUT cadre who is currently posted as the Chief Secretary of Puducherry, has been transferred to Delhi.
  • Rajeev Verma, a 1992 batch IAS officer of the AGMUT cadre currently posted in Arunachal Pradesh, has been appointed as the Chief Secretary of Puducherry.

Telangana to Get World’s Largest Electric 3-Wheeler Making Plant

Biliti Electric Inc (Biliti), based in California, United States of America(USA), has announced its intention to establish the world’s largest electric three-wheeler manufacturing facility in Telangana. The plant will be built in 2 phases over an area of 200 acres. 
Phase I of 13.5 acres with a capacity to produce 18000 Electric Vehicles(EV) per year will become operational in 2023 and the larger facility of 200 acres with a production capacity of 240000 EV per year will become operational in 2024. 
The facility will produce all the products of Biliti including the cargo model TaskmanTM and the passenger version UrbanTM.

  • The facility is estimated to drive private investment of USD 150 million (around Rs 1,144 crore) and is expected to create more than 3000 jobs in Telangana.
  • At present, Biliti operates through a manufacturing partnership with Hyderabad based Gayam Motor Works(GMW) for manufacturing 3 wheelers.
