The Chief Minister (CM) of Chhattisgarh, Bhupesh Baghel presented the budget of Rs 1,12,603 crore for the Financial Year (FY) 2022-23. The budget focused on the welfare of farmers, tribals, youth, women and labourers.
i.Chhattisgarh made Appropriation Bill, 2022 amounting to Rs 1,12,603 crore.
ii.The government works with the spirit of ‘Sarvajan Hitay- Sarvajan Sukhay’ (for welfare of all, for happiness of all).
Note:
The Appropriation Bill gives power to the government to withdraw funds from the Consolidated Fund of India for meeting the expenditure during the financial year.
Receipts And Expenditure:
i.The Net expenditure is Rs 1,04,000 crore,
- The revenue expenditure and capital expenditure comes around Rs 88,371 crore and Rs 15,241 crore respectively.
ii.The total receipts are Rs 1,04,000 crore in which
- The revenue receipts and capital receipts come around Rs 89,073 crore and Rs 14,927 crore respectively.
iii.The gross fiscal deficit is Rs 14,600 crore and total revenue surplus is Rs 702 crore in the year 2022-23.
Budget’s Provision:
i.The budget presented the provision of 33 percent for the Scheduled Tribes, 12 percent for the Scheduled Castes, 37 percent for the social sector and 40 percent for the economic sector
ii.Rs 20,405 crore of provisions has been made for the agriculture sector.
Flagship Schemes Of The Budget:
i.under Rajiv Gandhi Grameen Bhumiheen Krishi Mazdoor Nyay Yojana,
- The state government will provide an assistance of Rs 7000 per year to the landless agricultural labourers, which is more than the Centre’s Kisan Samman Nidhi scheme.
- Tribals such as Manjhi, Baiga, Gunia and Pujari benefitted from the scheme.
ii.The area development fund of the members of the Legislative Assembly is being increased from Rs 2 crore to Rs 4 crore.
- The honorarium of district Presidents from Rs 6000 to Rs 10000.
- Vice-president will be increased from Rs 4000 to Rs 6000 and members will be increased from Rs 1500 to Rs 5000 per month.
iii.Rs 1 crore allocated for Chhattisgarh Amar Jawan Jyoti Memorial, Police Memorial Tower in Raipur.
iv.Under ‘Mukhyamantri Poshan Abhiyan’ malnutrition has been reduced to 8.7 percent for the last three years.
v.Rs 1000 crore has been allocated for Jal Jeevan Mission to provide clean drinking water to 48.60 lakh families of the state.
Other Schemes:
i.The budget provided local youth an exemption of fees in the examinations of PSC (Public Service Commission) and (Vyavsayik Pariksha Mandal) Vyapam.
ii.National Pension System (NPS) to be replaced by the old pension scheme.
iii.Rs 50 crore has been allotted for the construction of 106 buildings of hostel ashrams run for the scheduled caste and scheduled tribe students.
iv.Rs 300 crore has been provided to treat 1950 streams under the ‘Narva’ scheme.
- The scheme aims to revive depleting groundwater resources in forests.
v.Crops such as Kodo, Kutki and ragi will get the subsidy of Rs 10 thousand per acre under Rajiv Gandhi Kisan Nyay Yojana.
vi.11,664 Rajiv Yuva Mitan Clubs will be formed in rural areas and 1605 in urban areas to harness youth power for the development.
vii. Rs 150 crore allocated for “Mukhyamantri Sugam Sadak Yojana”
- Construction of all-weather condition roads.
